Abstract

This research examines the impact of financial inclusion on household poverty status in East Java Province by analyzing microdata from the 2023 National Socioeconomic Survey (SUSENAS), with the household as the unit of analysis. The main objective of this study is to evaluate the extent to which access to and use of formal financial services can reduce the likelihood of households experiencing poverty. To address potential endogeneity in the financial inclusion variable, the Two-Stage Residual Inclusion (2SRI) method is used, with ownership of fixed assets such as land or houses (real estate) as an instrumental variable to strengthen causal identification.  The results show that financial inclusion significantly reduces households' probability of poverty. Specifically, access to digital financial services reduces the risk of poverty by 10.9%, and bank account ownership by 6.4%, while access to credit without adequate financial literacy actually increases the risk of poverty by 24.7%. The model successfully passes various diagnostic tests, including endogeneity (p < 0.01) and instrument relevance (first-stage F-statistic > 10), which strengthens the validity of the estimation results. Furthermore, the Average Marginal Effect (AME) analysis supports these findings, showing that digital financial services have the most significant negative marginal effect on poverty risk (?0.109), followed by account ownership (?0.064). In contrast, access to credit has a positive marginal effect (+0.247), indicating that unproductive credit use can increase household vulnerability. These findings underscore the importance of expanding access to inclusive and responsible financial services, particularly in rural and underserved areas. Improving public financial literacy and addressing spatial inequality are key to maximizing the poverty-reducing impact of financial inclusion. The study's findings provide relevant, evidence-based policy insights for designing more targeted, equitable, and contextualized poverty alleviation strategies in Indonesia. Abstract

The issue of sustainable development is a major challenge in regional development planning, including in Malang City. This study aims to evaluate the impact of increasing human resource capacity on the effectiveness of implementing the Sustainable Development Goals (SDGs), focusing on integrating strategic planning and developing the competencies of civil servants through a Corporate University approach. Using a quantitative method with Structural Equation Modeling (SEM-PLS) analysis techniques, this study analyzes the relationships between variables from data collected through a survey of civil servants in the Malang City Government. The results indicate that HR capacity building significantly contributes to achieving SDG targets. Furthermore, strategic planning and implementing the Corporate University approach are mediating variables that strengthen this relationship. This study highlights the importance of transforming the civil servant training system from a classical model to a sustainable and adaptive strategic learning system. These findings have policy implications for local governments in designing more targeted competency development strategies relevant to organizational needs and aligned with sustainable development agendas. Abstract

This study aims to analyze the institutional and government readiness and identify the strengths, weaknesses, opportunities, and threats along with strategies to realize a green city in Malang City. Qualitative research methods in the form of SWOT analysis were used by involving informants from the State Civil Apparatus at the Regional Development Planning Agency and the Environmental Service of Malang City. The results of the study indicate that the institutional in Malang City is still weak, marked by the absence of a multidisciplinary working group for a green city. In addition, government readiness is still low due to lack of concern, a conventional "business as usual" work system, and weak law enforcement. Recommended strategies include the formation of a multidisciplinary working group, increasing green knowledge and awareness through green campaigns, circular economy, information transparency, and the implementation of rewards and punishments. Environmental awareness and high commitment from the government and collaboration between stakeholders are requirements to realize a Green City in Malang City.

Abstract

In implementing regional autonomy, the Regional Government is disposed to have the authority to take care of finances within one budget period. However, in budgeting, opportunistic behavior in budgeting is often found. It can be seen through determining PAD where the legislature increases targets for personal gain and does not consider the time and duration of APBD allocations which will cause SiLPA in the following year. This research will focus on the Regency/City of South Sumatra in 2017-2021. In addition, the population also influences economic growth. Where if the population is getting more significant, it is expected that economic growth will increase. Therefore the aim of this research is to find out the effect of PAD and SiLPA on opportunistic behavior and economic growth in the Regency/City of South Sumatra in 2017-2021. The research methodology uses Partial Least Square. The study found that PAD and SiLPA positively and significantly affected opportunistic budgeting. Furthermore, opportunistic budgeting and population have a positive but insignificant impact on economic growth.Keywords: local own-source revenue; budget surplus; opportunistic budgeting; population; economic growth

Abstract

The study aims to determine student’s interest in entrepreneurship, especially FEB UB students, and the factor influecing it. This type of research is quantitative research using primary data obtained from online questionnaires via Google Form, wich will be disturbed to prospective respondents. This study uses multiple linear regression analysis. The population of this study was FEB UB students in the 2019-2022 class, with sample of 100 students. The result of this study indicates that economic digitalization has a positive and significant effect on student entrepreneurship interest, while entrepreneurial knowledge has a negative and insignificant impact on entrepreneurship interest, and social media skills have a positive but not significant effect on entrepreneurship interest. Abstract

This study aims to (1) determine the relationship between the Nikkei 225 index, SSEC, STI, KLSE and JCI and (2) determine which capital market index movement has the dominant influence. This study uses the Nikkei 225 index, SSEC, STI, KLSE, and IHSG which are taken at the end of each month from January 2019 to February 2023. This study uses the VECM, IRF, and VD analysis methods. The research results obtained are (1) All short-term Asian stock indexes do not have the potential to infect the Japanese Index. In the long term, SSEC, STI, and JCI can infect the Nikkei 225, while KLSE does not have the potential to infect the NIKKEI 225. (2) All Asian stock indices in the short term have no potential to infect SSEC except NIKKEI 225. Only JCI can potentially infect SSEC in the long term, while STI and KLS have no contagion effect (3) There is no potential for short-term transmission to STI. For the long term, only NIKKEI 225, SSEC, and JCI can potentially to infect STI. (4) All Asian stock indices in the short term have no potential to be transmitted to KLSE. But in the long run, all of these Asian stock indices have the potential to spread to KLSE. (5) There is no potential for transmission in the short term to JCI. But in terms of transmission from NIKKEI 225 and SSEC. KLSE does not have a transmission effect on the JCI. (6) The dominant Asian stock index is the Nikkei 225, SSEC because this index is included in the index list with the largest market capitalization value in the Asian region.Keywords: globalization, asian capital markets, economic openness, contagion effect, shock

Abstract

Miangas' border areas are vulnerable to various violations of territory and sovereignty, as well as law violations. This is why it is necessary to develop border areas to anticipate this vulnerability. The primary objectives of this research are to determine and analyze the influence of security, prosperity, and environmental approaches simultaneously on the development of the Miangas border area. The second is to develop a concept for border area development, applicable to land-sea borders, sea borders, and land borders. The method employed is a mixed-methods approach, combining quantitative and qualitative methods. The population and sample for quantitative research consisted of personnel in the local government and military members in Miangas. Meanwhile, the subjects for qualitative research consisted of local government and the army officials in Miangas. Quantitative research results have shown that security, prosperity, and environmental approaches have a critical positive impact on the development of border areas. Furthermore, the qualitative research results obtained from the triangulation of research subjects' opinions regarding the concept of development strategy for the Miangas border area. The results showed the idea of border areas development in Miangas, namely, the border development is carried out in a holistic, comprehensive, integrated border development system based on security, prosperity, and environmental factors thematically and spatially, with measurements for success, namely productivity, efficiency, and community participation through a combination of top-down and bottom-up systems.   Keywords: Miangas, border area development, security, prosperity, environmental

Abstract

Convergence mechanism is needed in order to reduce regional inequality. This study aimed to examine the existence of economic convergence and analyze the effect of fiscal decentralization on economic convergence with spatial econometric approach. Local own-source revenue, balance funds, personnel expenditure and capital expenditure as proxies for fiscal decentralization indicator. Using dynamic convergence analysis, the existence of beta absolute and conditional convergence are confirmed in this study. From the estimation result, local own-source revenue, balance funds, personnel expenditure have significant role on per capita income growth, while capital expenditure has not been effective in supporting growth. If fiscal decentralization indicators are added and spatial aspects are considered in the model, it will cause an increase in the convergence rate. Improving the quality of spending is the main key to accelerating convergence.

Abstract

The writer concentates on the research about Indonesian Navy language education system. The method of the research is decriptive qualitative. In resulting the outcome of education program,  there are some problem findings that are required to be solved: the education program curriculla that are still obsolete and temporary, the incompetent educators and educational staff, lack of the standardized education facilities, as well as the low intensity of education cooperation programs.The problems cause the education process of international languages not running well, so it cannot result the qualified Indonesian Navy’s graduates. To achieve the expected Indonesian Navy personnel’s graduates, the language education system in Indonesian Navy institutions can be revitalized by updating, establishing and composing the new education program curriculums, managing the human resources by adding more educators and educational staff, improving the professional development and providing more wellfare or rewards, standardizing the education facilities, such as classrooms, language laboratories, libraries, dormitories and course book references, as well as collaborating with the other foreign languange education units domestically, regionally and internationally. After that, the writer finds the strategy of revitalizing the language education system in Indonesian Navy units.  By revitalizing the system, it can result the qualified graduates of Indonesian Navy personnel that can support the Resilience of Human Resources.

Abstract

Planning and budgeting is an integral process that important in the annual development, especially the development of fundamental sectors such as education and health. That complex process produces RKPD, PPAS and APBD. RKPD is a document that capture aspirations of local communities through “musrenbang”. Furthermore, the work plan and funding RKPD used as guidelines in preparing PPAS and APBD later. PPAS bridge between planning (RKPD) with policy and the draft budget based on the availability of budget. APBD reflects the budget allocation to implement priority programs and activities that have been agreed in the document PPAS and became the basis for the implementation of regional financial year budget. This study aims to assess the consistency between the documents. The data used in this study is a secondary data, there are programs, activities and budget plan in the document RKPD, PPAS, and APBD Tulungagung 2010 to 2012. Consistency of programs and activities were analyzed using MKPP for linkage between RKPD and PPAS and between PPAS and APBD. While the budget consistency is analyzed with correlation. Furthermore, the authors also conducted interviews with the Regional Development Planning Board (Bappeda) to determine the cause of the inconsistency between the documents. During the period 2010 to 2012 in Tulungagung, still occurs inconsistency between RKPD and PPAS or between PPAS and APBD. Overall, higher consistency found between PPAS and APBD. Factors suspected to affect this because PPAS is a mutual agreement between the executive and parliament, so if there is a change in the budget is not too big, while RKPD is an only executive decision product.
