Abstract

Abstrak— IT Balanced Scorecard adalah suatu teknik dalam pengkorelasian tujuan perusahaan dengan teknologi informasi supaya dapat memberikan nilai di suatu perusahaan. Pembuatan model IT Balanced Scorecar pada penelitian sebelumnya memperlihatkan bahwa terdapat pengaruh yang signifikan pada antar perspektif. Pengukuran IT Balanced Scorecar pada divisi Government Complaint handling dilakukan pada penelitian ini terutama pada bagian Solution, Delivery, dan Assurance PT XYZ. Metode penelitian yang digunakan adalah pengukuran berbasis COBIT 2019 yang berisi metrik alignment goals guna memperoleh data yang sesuai supaya dapat diukur. Pada pengukuran menggunakan empat perspektif: corporate contribution, costumer orientation, operational excellence, dan future orientation digunakan sebagai landasan dalam pengukuran IT Balanced Scorecard. Data yang diperoleh kemudian diolah sehingga menjadi data yang dapat dianalisis dalam hubungan dan kesenjangannya. Hasil yang didapatkan berupa hubungan dan kesenjangan yang terjadi dari keempat perspektif dan unit yang bersangkutan.Kata kunci— IT balanced scorecard, COBIT 2019, metrik alignment goals.

Abstract

Abstrak-Teknologi informasi (TI) penting bagi perusahaan sebagai support system dalam mengukur kinerja bisnis, efisiensi dan efektivitas untuk mendukung operasional perusahaan. Balanced Scorecard TI (BSC TI) merupakan alat ukur teknologi informasi perusahaan yang memiliki empat perspektif yaitu Corporate Contribution, Customer Orientation, Operation Excellence, Future Orientation. Kerangka kerja yang digunakan untuk menunjang pengukuran BSC TI yaitu framework COBIT 2019. COBIT 2019 merupakan framework yang menyediakan pedoman pengukuran kinerja serta evaluasi terhadap implementasi teknologi informasi perusahaan. Pengukuran BSC TI dilakukan pada unit Incident Management Top 200 di PT XYZ untuk mengetahui implementasi pengukuran kinerja divisi. Identifikasi metrik pengukuran perspektif BSC TI didapatkan 13 metrik yang tertuang ke dalam masing-masing perspektif dengan 4 metrik pada perspektif Corporate Contribution, 2 metrik pada Customer Orientation, 5 metrik pada Operation Excellence, dan 2 metrik pada Future Orientation.Kata Kunci - balanced scorecard TI, COBIT 2019, alignment goals

Abstract

Seeing the potential of the Muslim majority in this country and the euphoria of desire from the leader in the region to apply the Sharia economic principle. However, it is not by the quantity of the successful conversion of the conventional Savings and Loans Business Cooperatives into Sharia Saving and Financing Cooperatives. This research aims to identify problems, formulate solutions, and design strategies for converting conventional Savings and Loans Business Cooperatives into Sharia Saving and Financing Cooperatives. This research uses the Analytic Network Process (ANP) method by collecting opinions from various experts, such as practitioners, regulators, and experts in converting conventional Savings and loan cooperatives into Sharia Savings and loan cooperatives. This research discovers that there were similar opinions on the problems, that internal aspects caused the low conversion rate. Stakeholder interests and human resource needs are the dominant internal problems influencing the most. To solve this problem by processing data from all the respondents based on average results, the priority is the aspect of education and communication. The second priority is the aspect of gradual conversion. The proposed solution will be more effective using a market-driven strategy and rational persuasion. The implication is that the government and other stakeholders can promote the education and communication sector, where education in the form of internships and DPS or Sharia Economics training will have a significant impact.

Abstract

Berhasil melewati krisis 1998, fatwa DSN MUI bahwa bunga haram, citra relijius, dan prinsip bagi hasil merupakan hal utama yang melegitimasi operasional bank syariah di Indonsia. Namun, publik tidak cukup yakin dengan legitimasi bank syariah. Hal tersebut ditandai dengan banyak kritik terhadap produk bank syariah yang dinilai sama dengan produk bank konvensional dengan hanya berbeda nama, kontribusinya terhadap masyarakat yang dipertanyakan, hingga fraud yang terjadi di dalam tubuh bank syariah itu sendiri yang makin membuat publik mempertanyakan praktik operasional bank syariah. Penelitian ini mengambil sudut pandang publik sepenuhnya dalam menganalisis legitimasi publik terhadap BSM dengan metode konten analisis pengungkapan variabel yang ingin diketahui publik melalui laporan tahunan yang dirilis ke publik. Hasil penelitian menunjukkan bahwa meskipun masih banyak hal yang tidak diungkap oleh BSM dalam laporan tahunannya, BSM masih cukup legitimate sebagai bank Syariah.

Abstract

Artificial Intelligence (AI) plays a vital role in accelerating digital transformation within the technology sector. This study investigates SmartCo, a technology company seeking to enhance the security and governance of AI implementation using an ambidextrous COBIT 2019 framework that integrates people, processes, and technology. The research adopts a Design Science Research (DSR) methodology, utilizing interviews, questionnaires, and internal document analysis until data saturation was achieved. Governance and Management Objectives (GMOs) were prioritized using design factors, DevOps practices, relevant regulations (ICT Minister Regulation No. 5/2021 and SOE Minister Regulation No. PER-2/MBU/03/2023), and previous studies. DSS05 (Managed Security Services) was selected as the primary focus, reflecting the organization’s priority on data protection and secure AI operations. The capability maturity assessment revealed gaps in security leadership, documentation, and process automation, indicating the need for more adaptive and integrated governance. Targeted improvements were implemented, including formalizing governance structures, enhancing security training, and adopting supportive technologies, which increased the DSS05 maturity level from 3.00 to 3.86. A comprehensive roadmap guides further enhancements in security-focused governance. This study provides practical insights for organizations aiming for secure, AI-enabled digital transformation. In addition, it contributes to the theoretical foundation of ambidextrous COBIT 2019 governance frameworks by demonstrating their application in a regulated technology environment.

Abstract

The development of information technology occurs rapidly in almost all areas of life. All companies must immediately carry out a business transformation following the development of information technology to survive amid increasingly fierce competition. One of the keys to this business transformation's success is an enterprise architecture that is used as a reference in planning, developing, operating, and monitoring company information technology. Implementation of service management practices in state-owned enterprises needs to be translated into IT Services Management Architecture Design, that match the IT Governance Principles as mandated in PER-03/MBU/02/2018. This research focuses on preparing an enterprise architecture design in IT service management by referring to ITIL 4 best practices. The resulting solution is a target architecture design in the business domain, data, and applications arranged according to the TOGAF framework. It was carried out in four stages: scope identification, which defines practices; preliminary phase, which resulted in 11 architecture principles; architecture vision that produces a value chain for IT service provider organizations; a business architecture which resulted in a business service/function catalog consisting of 13 business functions and 43 business services; and an information system architecture that produces a conceptual data model on the three main priority processes of IT service management and an application use-case diagram that describes the relationship between the four actors (users, service managers, service desks, and support groups) with their roles in applications. The enterprise architecture has been designed following the scope of IT service management practices commonly used as a reference for all large and medium-sized companies.

Abstract

The rapid advancement of digital technology causes fierce competition from digital-born companies to the incumbent ones, so they need to accelerate their digital transformation (DT). Prior research has found the influence of IT governance (ITG) mechanisms on organizational performance. (OP), mediated by DT. However, there is a need to identify the prioritized IT services management initiatives to support their DT. This case study is performed in BankCo using Design Science Research (DSR) and the latest ISACA’s framework of COBIT 2019 Governance & Management Objectives (GMO). The solution and implementation roadmap results are analyzed and designed based on interviews data and documents triangulation. There are three important initiatives BankCo namely DSS05 Managed Security Service, BAI06 Managed IT Changes, and BAI04 Managed Availability and Capacity. The estimated solution implementation increased BankCo’s maturity to 3.XY. This research contributes to the knowledge base regarding IT service management prioritization and provides practical implications for BankCo to enhance their DT, and the banking industry in general.

Abstract

The accelerating digital transformation in the energy sector demands robust governance mechanisms for emerging technologies, particularly the Internet of Things (IoT). This study examines the governance challenges faced by an energy company in Indonesia as it strives to manage IoT ecosystems while meeting regulatory requirements and achieving organizational objectives. Despite IoT’s critical role in enabling digital transformation, limited Research has explored IoT governance frameworks grounded in COBIT 2019, especially within the energy domain. To bridge this gap, this study develops an ambidextrous IoT governance framework by integrating the Traditional and DevOps Focus Area mechanisms from COBIT 2019. The framework is designed to balance stability and adaptability in managing IoT-related risks. A Design Science Research methodology is employed, complemented by a case study approach involving interviews, questionnaires, and internal document analysis to ensure contextual relevance and data saturation. The study identifies and evaluates governance priorities by aligning Governance and Management Objectives (GMOs) with national regulations, design factors, and prior research findings. Based on gap analysis using seven components of the selected GMO, DSS (Managed Security Services), the study proposes targeted improvements to IoT governance. These include strengthening leadership accountability, advancing cybersecurity competencies, and enhancing system monitoring capabilities. The implementation of these improvements is projected to elevate the DSS maturity level from 3.29 to 3.86, supporting its digital transformation agenda in alignment with COBIT 2019. This Research contributes to the literature by offering a structured, context-aware IoT governance framework and providing actionable insights for practitioners seeking to govern IoT initiatives within complex, regulated environments.

Abstract

This paper analyzes the lesson study-based school principal academic supervision model to improve the pedagogical competence of teachers at SDN Cipanengah CBM Sukabumi by using a qualitative descriptive research method. The research was conducted by analyzing the stages of Plan, Do, and See. The research begins with interviews and field observations. Planning indicators are 1) identifying plans, 2) formulating objectives and output criteria, 3) compiling schedules, 4) reviewing instruments, 5) carrying out supervision, 6) carrying out supervision of learning outcome assessments, 7) analyzing results, 8) designing the provision of feedback, 9) preparing follow-up planning, and 10) preparing supervision reports. Indicators of implementation and observation are 1) reviewing device administration, 2) reviewing the implementation plan, 3) carrying out supervision, and 4) carrying out assessment supervision of learning outcomes. Indicators of reflection include 1) assessment supervision observation, 2) analysis, 3) academic supervision data analysis, and 4) follow-up. Management of academic supervision is indispensable to increasing teachers’ pedagogical competence. Based on the results of interviews and field observations, it is found that nearly 75.63% had sufficient criteria in making administration of learning tools and carrying out assessment activities.

Abstract

Based on the Regulation of the Minister of Communication and Information Technology number: 41/Per/Men/Kominfo/11/2007, to achieve good governance Diskominfo Jabar need to implement good governance and management of information technology (IT) practices in order to integrate organizational management to ensure that information technology is optimally utilized. But its implementation, IT governance of corporate has not been optimally applied. It is known from the results of enabler assessment done in this study. The focus of this research is the APO (Align, Plan, and Organize) domain COBIT 5 framework, so the assessment of the 7 enablers done is to know the current condition of IT governance in the APO process. The process of APO domains is also prioritized through 3 approaches: regulatory compliance, strategic alignment and risk approach based on COBIT 5 so it generates APO02 manage strategy, APO05 manage Portfolio, APO07 manage human resource, APO12 manage risk and APO13 manage security. The result of the assessment of the 7 enablers will show the gap with ideal conditions in COBIT 5 in order to implement good governance. Thus, this research will result in the recommendation of 7 enablers grouped into people, process and technology to address the previously identified gaps, in order to achieve the targeted conditions of IT governance Diskominfo Jabar on priority APO domains based on COBIT 5.
