Abstract

This research is a study of contemporary which discussing about implementation of Opportunities for Vulnerable Children (OVC) program by Helen Keller International (HKI). Education is a basic human right and a significant factor in the development of children, communities, and countries. Everyone has the right to education but for Children with disabilities, it is difficult to get access to education. Disability education has become one of the international issues at at Convention on the Rights of the Child in 1989 and The International Conference on special education in 1991 which led to the term “Education For All” and The Salamanca World Conference on Special Needs Education in 1991. In 2003 Indonesia invites HKI to develop an inclusive education system for child with disability in Indonesia with Opportunities for Vulnerable Children (OVC) program. In effort to implementation of OVC program, HKI faced some obstacles. The lack of policies on inclusive education system at the Province and District, lack of teachers of special education and lack of knowledge of the Government and communities about the concept of inclusive education system and child with disability.Keywords : Inclusive education, Disability, Helen Keller International (HKI), Opportunities for Vulnerable Children (OVC).

Abstract

The purpose of this research is to understand Indonesia Foreign Policy Has Not Admitted Kosovo Independence In 2008. Kosovo is a province in Serbia, but due to the uprising finally Kosovo secede from Serbia and stands today as a nation that also require confessions from other countries. Most countries chose to recognized and ignore the Kosovo Independence. Differently, Indonesia chose to did not recognize Kosovo Independence in 2008. Thus researcher question is Why Indonesia Foreign Policy Has Not Admitted Kosovo Independence In 2008.This research theoretically has built with Realism perspectives on International Relations and supported by Foreign Politic theory James N. Rossenau. Formulation of all arguments, facts, and theoretical framework on this research is guided by qualitative explanation methods. Technique in this research is through by the study of library. Data which is gotten and collected through the journal books, the last thesis and then from internet has related to the problems.Researcher has formulated answered-hypothesis whic reveals the fact that Indonesia actually put themselve in the position of "wait and see" to the development of the newly established state. On the basis of the existing separatist movements in Indonesia could trigger a conflict that can lead to the release of such regions of Indonesia and East Timor. Abstract

This research focused on Inaca (Indonesian National Air Carriers Assosiation)'s act towards ASEAN open sky 2015's policy. The commercial flight industries had shown some bussinesses with the cooperation of many countries in air transport services. The purpose was to anticipate the changes of that flight industries. This cooperation took places in many region of the world such as North America, South America, Europe, Pacific and Southeast Asia. In fact, there differences on the aspects of this open sky cooperation. This strategy can be done in bilateral, regional, or multilateral levels.In particular, open sky drove flight companies to a tight competition, and brought the possibility for the "third nation" to participate in serving routes between the two countries, and gave the freedom for flight companies to expand their routes and links in accordance with the active laws. However, Inaca assumed that this policy only gave benefit to the small geographical countries with limited airport, and Indonesia will only become a market to the ASEAN countries.Keywords : ASEAN open sky policy, National Interest, Inaca, ASEAN open sky.

Abstract

This research analyzes the implementation of the responsibility to protect the people of Yemen in the civil war by the UN Security Council. Since January 2011, Ali Abdullah Saleh forces have committed systematic and organized crimes against humanity to the protesters causing civilian casualties in large numbers. Crimes against humanity in Yemen shows the inability and unwillingness of the government for implementing the responsibility to protect civilians. This condition shows that yemen government is not capable of running and breaking the concept of Responsibility to Protect. The UN Security Council has the authority in its capacity to take over the responsibility to protect the civilian population of yemen. The role of the Security Council is to implement the concept of Responsibility to Protect on yemen civilians by stating resolution with number 2014 (2011).The responsibility to protect (R to P or R2P) is a norm or set of principles based on the idea that sovereignty is not a privilege, but a responsibility. R to P concept focuses on the three pillars. These are : the responsibility of each individual state to protect its population from genocide, war crimes, ethnic cleansing, and crimes against humanity and their incitement; the responsibility of the international community to undertake peaceful collective action to help states to exercise this responsibility; and the responsibility of the international community to be prepared to take collective action in a timely and decisive manner through the UN Security Council. Any form of a military intervention initiated under the premise of responsibility to protect must fulfill the following six criteria in order to be justified as an extraordinary measure of intervention : just cause, right intention, final resort, legitimate authority, proportional means and reasonable prospect.Keywords : Responsibility to protect, Crimes against humanity, Civil war, United Nation Security Council, United Nation Security Council Resolution.

Abstract

This research is a study of contemporary which discussing about the efforts of Indonesia in promoting Angklung as one of Indonesan cultural heritage through House of Angklung in the United States. In November 2010, Angklung has been declared by UNESCO as a world cultural heritage. House of Angklung is an organization of Angklung lovers in the United States. This is originally an association of Sundanese citizens who lived in the United States. In April 2010, the association changed its name to House of Angklung which was not only teach Angklung but also learning about Indonesian culture and language. The result of this research shows that the effort of Indonesia in promoting Angklung as Indonesian cultural heritage through House of Angklung runs effective. Indonesia invites House of Angklung to cooperate in promoting Angklung, among others, by facilitating the training or practice ground which is located on Indonesian Embassy, lending Angklung, finding funds, giving transportation and information about humanist.Keywords: House of Angklung, Cultural Heritage, Cultural Diplomacy, UNESCO.

Abstract

This research discusses gender equality problem in kenya during the new kenya konititusi in 2010. explaining effort UN Women in helping government kenya to realize gender equality. That gender equality remains a problem in many areas, both in the social, economic, educational and even governmental fields.This research use the perspective of pluralist, Pluralism is a systematic and framework in which there are several groups or parts of other systems and interconnected with the base of mutual respect and respect among peers. Abstract

This research examines about the strategis which China does to ASEAN engaging territorial dispute in North Natuna Sea. The goal of the strategies is to make China become a hegemonic power in North Natuna Sea region. North Natuna Sea has large amount of resources, especially oil and natural gas. That is why China wants to be the hegemonic power in order to have the maritime rights to exploit the sea resources. The strategies examined in this research are military, economic and political strategy. The strategies which examined are not only about the strategies done to ASEAN as an organization, but also to each of ASEAN’s member. China seems to have a special approach to each of ASEAN’s member tu build a strong tie. With their economic power, China increases their corporation and investment with ASEAN. While giving many economic aids, China also strengthen and increase their military power to deter ASEAN. With their military, economic and political strategies, China hopes that ASEAN will not be able to restrict China’s will to develop and exploit the North Natuna Sea. Key Words: North Natuna Sea, hegemony, strategy, territorial dispute, ASEAN

Abstract

This study discusses or examines Indonesia's motivation to appoint Honorary Consulates in Palestine. Indonesia is one of the countries that establish diplomatic relations with many countries, one of which is Palestine. Indonesia's bilateral relationship with Palestine has long been established as Indonesia is one of the first prestigious Palestinian countries after the declaration of the Palestinian State in Algeria, November 15, 1988. The neo-realist approach used by the researchers to analyze this is considered suitable for the phenomenon being studied. The theory of neorealism (structural realism) is Kenneth Waltz's theory which is an attempt to overhaul the existing theory of realism. In this study using the concept of national interest. In achieving national goals by applying national goals there are factors that influence: interests, threats, capabilities and opportunities. The Government of Indonesia has established the Consulate of the Republic of Indonesia (RI) in Ramallah, Palestine. However the inauguration of the honorary consulate was not done in Ramallah, Palestine, sailor at the office of the Indonesian Embassy in Amman, Jordan. Abstract

This study discussed the motivation of Indonesia to cooperates on the impot of buffalo meats with India. Indonesia motivation to cooperates on import of buffalo meats with India because Indonesia wants to increases its CPO’s export quota to India, because the price of CPO expected to increase in early 2017, while India itself is the largest importer of CPO in the world. Moreover, Indonesia always depending on imported meat to fulfilled its domestic needs, this situation doesn’t made the price of national meat in Indonesia more affordable to Indonesian people. Buffalo meat is relatively cheaper than cow meat, which was the most consumable meat in Indonesia, and expected to reduce the price of cow meat in Indonesia. Indonesia itself start to imported buffalo meat to Indonesia on late September 2016, where 9.500 tons of buffalo meat had arrived in IndonesiaIn discussing the problem of Indonesia motivation to cooperates on the import of buffalo meat with India, the authors use descriptive qualitative research methodology, with data collection techniques of library research (library research) derived from the sources of book literature, magazine issues, journals, and various scientific articles. The perspective used is Neoliberlism which sees the role of the state in regulating its economy. The theory used is the theory of Comparative Advantage.Keywords: Buffalo Meat, CPO, Export-Import.

Abstract

This research is talking about international partnership between countries. In this research, writer taking perspective from Russia’s interest in BRICS partnership, and the level analysis is Nation-State. BRICS is an acronym of countries, that determine themselves as an anti-Western international partnership. This research using the library research to get data and create an analysis of Russia’s importancy inside of BRICS. There is so much things in BRICS that Russia can develop, such as trading, finance, political interest, currency, and many more.There is a lot of advantages that Russia could achieve from BRICS partnership. Such as international trade among countries inside of BRICS, taking a loan from BRICS Contingent Reserve Arrangement, and strengthening Russia’s currency inside of New Development Bank.
