Abstract

Over several decades, agricultural policies have undergone changes considering societal dynamics. The development of land policy changes is divided into three periods: Landreform (1963-1965), National Agrarian Reform Program (PPAN) (2007-2014), and Agrarian Reform (2017-2019). The dynamics of land policies are fundamental for shaping more inclusive and comprehensive policies in the future, as land policies encompass many aspects of social and economic life. The purpose of this research is to describe the development of land policies in Indonesia from 1945 to 2022. The research method used is qualitative with a normative legal approach, exploring principles or standards of positive law. The research findings highlight the agricultural dynamics from the period of President Sukarno to Joko Widodo, focusing significantly on Agrarian Reform, which heavily influences every natural resource. During Sukarno's period, initial national agrarian arrangements were made. Since Soeharto took office, the issue of Agrarian Reform nearly disappeared and was not implemented. President Habibie revived Agrarian Reform. During the leadership of Gus Dur, Megawati, and SBY, they were pioneers of reform after Habibie. During their governance, issue of Agrarian Reform continued to strengthen, alongside the growth of food resources and attention to imported food products and farmers. During President Jokowi's tenure, the concept of Agrarian Reform strengthened further and was demonstrated to the public, successfully enacting implementation regulations. Political considerations related to agrarian issues should at least result in legal order and harmonization of different legal systems. The political connection with national agricultural laws should ideally have beneficial effects in the future.

Abstract

Effective asset management is essential for enhancing operational efficiency and achieving sustainable development within local governments in Indonesia. This study explores key challenges in asset management, focusing on governance, planning, and policy evaluation. Several critical issues are identified: fragmented governance, insufficient transparency and coordination, outdated asset inventories, and misalignment between asset management practices and broader development goals. Policy evaluation mechanisms are also inadequate, failing to measure asset utilisation effectively. These challenges lead to inefficiencies in resource allocation, underutilisation of assets, and missed opportunities for local economic growth. The findings align with Sustainable Development Goals (SDGs), particularly SDG 11 (Sustainable Cities and Communities), which promotes efficient resource use, and SDG 9 (Industry, Innovation, and Infrastructure), which supports enhanced infrastructure management. Addressing these goals enables local governments to align asset management strategies with broader sustainability objectives, fostering equitable growth and long-term development. Through a qualitative literature review, this study analyses data from government reports and prior research to highlight these challenges and propose solutions. An integrated approach—aligning governance frameworks, improving asset management planning, and strengthening policy evaluation—can overcome the identified barriers. By adopting this model, local governments can optimise asset management, leading to improved efficiency, better resource utilisation, and sustainable development. Future research should explore applying this framework across regions in Indonesia to validate its effectiveness.

Abstract

The objective of this research is to identify the aspects that underwent changes in the Village Revenue and Expenditure Budget (APBDes) for the years 2020 and 2021 in the Sayang Village, Jatinangor Subdistrict, Sumedang Regency. This is particularly important due to the impact of the Covid-19 pandemic in Indonesia during those years, which is expected to influence changes in the APBDes. The research methodology employed is qualitative descriptive method, with field study as the data collection technique. The results obtained from the analysis of changes in the Village Revenue and Expenditure Budget (APBDes) for the fiscal years 2020 and 2021 indicate alterations in both revenue and expenditure budgets, including both increases and decreases. This is attributed to the onset of the COVID-19 pandemic in 2020, with the budget being directed towards disaster response, emergency, and urgent areas. In 2021, there is a positive phenomenon in budget changes, with the majority experiencing increases focused on improving healthcare services. Similar to the fiscal year 2020, there were no changes in financing for the fiscal year 2021.

Abstract

E-TLE (Electronic Traffic Law Enforcement) is a technology implementation from the Indonesian National Police that synergizes with other stakeholders to record traffic violations electronically to support traffic security, order, and safety. In the E-TLE policy, of course, some activities provide color to the implementation of the E-TLE policy itself. The research method used in this study is a qualitative approach with a descriptive method. Data collection is done through literature studies, documentation studies, and results of relevant reports. The results of the study show that there is behavior between related organizations, the behavior of lower-level bureaucracy as policy implementers, and related to the behavior of the target group of the policy, all of which are interrelated and have their respective influences on the E-TLE (Electronic Traffic Law Enforcement) policy

Abstract

Regulations stipulate that a political party must prepare financial reports to facilitate sound financial management and accountability of the state subsidies it receives. However, its accountability remains problematic, raising a question: How do the related policies deal with the accountability of state subsidies for political parties? This study aims to evaluate issues related to accountability in the policies governing the management of state subsidies for political parties. This study is normative legal research. Within a meta-analysis framework, critical analysis of the relevant policies in the form of laws and regulations and other reliable sources of information is carried out. The study finds that the policies provide rules to ensure eligible political parties’ right to obtain state subsidies and employ audit and administrative sanctions to enhance state subsidy accountability. Nevertheless, the policies still overlook important issues related to vertical accountability of political parties and government, horizontal accountability of government, internal control mechanisms, supervision requirements, and formal and material responsibilities by relevant in-charge parties. Moreover, the running audit practices do not provide much value for improvement. This study provides policy-makers with a new perspective on relevant studies so that the government will consider the comprehensive management of state subsidies for political parties by relevant in-charge parties before elevating the value of the subsidies.
