Abstract

This study tries to analyze the bibliographical character and con-tent of covid policy articles published in Scopus indexed journals and written from 2020- 2022.  We retrieved data from Scopus Database on July 14, 2022 at 13:50. We use “Covid-19 Policy Indonesia” as a keyword with several categories, namely title, abstract and keywords, filtered by subject area (social science; business, management, and accounting). We only include articles written in English. We processed and analyzed the data using VOS viewer software and co-occurrence visualization of keywords and bibliographies of sources and countries combined. Results: Based on the study protocol, we found 211 documents with the key- word covid policy during 2020-2022. Of the 2 subject areas, social science is the most productive field in publishing covid policy articles. Covid-19 Policy Indonesia has been published in 136 journals. In total, there are 30 countries collaborating to make research related to Covid-19 policies in Indonesia. The Journal of the Review of International Geographical education Online and the Bulletin of Indonesian Economic Studies are the journals that publish the most articles on this topic. Indonesia is the country that publishes the most with 183 articles. From a global perspective, research on covid policies in the 2020 - 2022 range has increased. There are 7 clusters. Indonesia has quite a lot of research related to the Covid-19 Policy in Indonesia, but not many studies have discussed Public Administration. Research themes for covid-19 policies in Indonesia related to Public Administration, Policy Innovation and Collaborative Governance will be interesting to be researched in the future. There is also an opportunity to conduct research on Covid-19 Policy in the context of social science related to public administration.

Abstract

This study examines the urban governance policy in relocating Indonesia's capital city from Jakarta to Ibu Kota Nusantara, or IKN, in East Kalimantan. It was driven by Jakarta's problems, such as overpopulation, which limits its capacity to support urban activities. IKN will include biodiversity conservation areas, protected forests, and abandoned mining sites, which require innovative and sustainable urban planning. Furthermore, this study emphasizes creating a bright, green, and sustainable city while preserving 70–75% of the surrounding forest cover. The researcher applies a qualitative method based on a literature review due to the lack of comprehensive secondary data on the ecological and infrastructural conditions of the site. Findings highlight that effective urban governance requires coordinated efforts between central and regional governments, policy harmonization, the integration of digital technologies, and active participation from stakeholders and local communities to ensure environmental and social sustainability in the new capital.

Abstract

This research explains the reality of moving the capital city of Indonesia from Jakarta to Ibu Kota Nusantara (IKN) in North Penajam Paser, East Kalimantan Province, and the opportunities for the dynamics of ecological balance in public administration that will be formed for West Java Province using the equilibrium model from Fred W. Riggs. The previous research has not yet found publications on IKN using the ecological perspective of public administration and utilitarianism. Reserachers uses qualitative research methods uses prospective case studies as a form of research. The research results show that there will be a change in equilibrium in the public administration system. The policies produced by the political system in the form of moving the country's capital from DKI Jakarta to IKN, changing DKI Jakarta to DKJ, and expanding the agglomeration area are predicted to shift the ecological balance of West Java Province's public administration. Viewed from the perspective of Jeremy Bentham's pleasure and pain utilitarianism, the West Java Provincial Government can take a development policy direction that is based on the reality of human resource conditions and geographical advantages.

Abstract

This research aims to analyze the application of Agile Governance principles in the Pakis Subdistrict Office, Surabaya City in order to improve the quality of public services at the Surabaya City Population and Civil Registration Service. The proposition of this research is that implementing Agile Governance can increase efficiency and public satisfaction with public services. The research method used is a case study with a qualitative descriptive approach. The research results show that the application of Agile Governance principles, such as Good Enough Governance, Human Focused, Based on Quick Wins, and Simple Design and Continuous Refinement, has been quite effective in providing fast and efficient services to the community. However, the main findings reveal that the application of the Human Focused dimension is not optimal. The existing public complaint space does not always receive an adequate response, so it does not fully meet community expectations.

Abstract

Lebih dari satu dekade Undang-Undang tentang Penanggulangan Bencana diimplementasikan. Namun demikian, penyelenggaraan penanggulangan bencana masih diwarnai oleh sederet masalah, pertanggungjawaban yang tidak transparan, perilaku koruptif, keterbatasan sumber daya, serta keterbatasan kapasitas para pihak terkait. Ditambah dengan tren peningkatan dampak bencana dan besarnya alokasi anggaran penanggulangan bencana, Indonesia menghadapi tantangan yang jauh lebih besar dan kompleks daripada apa yang terlihat saat ini. Merespons kondisi tersebut, Komisi VIII mengusulkan RUU tentang Penanggulangan Bencana untuk merevisi UU No. 24 Tahun 2007. Namun, proses panjang RUU tersebut berujung pada deadlock dan kritikan pedas dari sejumlah pihak, sehingga menimbulkan pertanyaan terkait bagaimana proses formulasi RUU tentang Penanggulangan Bencana tersebut dijalankan. Untuk menjawab pertanyaan tersebut, penelitian ini menggunakan metode kualitatif. Hasil penelitian menunjukkan bahwa proses formulasi kebijakan tidak sepenuhnya dijalankan oleh Badan Keahlian dan Legislatif. Selain itu, langkah formulasi kebijakan juga tidak berurutan dan tidak terkait satu sama lain. Hasil analisis juga mengungkapkan adanya kelemahan yang signifikan dalam POS, proses, dan tools yang digunakan oleh Badan Keahlian dan Legislatif untuk memformulasikan RUU tersebut. Penelitian ini merekomendasikan perbaikan mekanisme formulasi kebijakan dan pemanfaatan tools yang relevan, baik oleh Badan Keahlian maupun Legislatif.

Abstract

This study aims to analyze the accounts receivable collection process carried out at Perum Perumnas Bandung II Project using indicators of collection methods through letters, telephone calls, personal visits, and legal action. This research uses a descriptive qualitative method. The results showed that the Perum Perumnas Bandung II Project in collecting receivables was still not optimal. Limited human resources and a limited budget for conducting accounts receivable collection activities are obstacles to optimally implementing the accounts receivable collection process. This study provides recommendations for allocating a special budget to collecting accounts receivable and adding specific human resources to manage and carry out accounts receivable collection activities. The results of this study are expected to be a reference in collecting bad debts that are more effective and optimal.

Abstract

Implementation Implementation of Electronic Parking System Policy in Bandung: Response to Public Demand This study examines the application of strategic planning in managing the electronic parking system in Bandung, focusing on the influence of local political dynamics on policy implementation. A qualitative approach and case study method were used to analyze strategic planning and political dynamics in the context of the electronic parking system. Primary data was collected through in-depth interviews and field observations, while secondary data was sourced from media documentation and previous research.The findings reveal that the strategic planning of the electronic parking system aims to improve urban mobility and optimize parking space utilization. However, challenges such as resource limitations and the influence of local political dynamics hinder effective implementation. Based on the Powercube theory, which includes the dimensions of level, space, and form, this study emphasizes the importance of a comprehensive approach to strategic planning. Local political dynamics significantly impact organizational capacity, particularly in terms of policy stability and resource allocation. Dependence on certain political actors and the lack of consensus among stakeholders weaken the effectiveness of policy implementation. Local governments, parking attendants, and public users play key roles in the success of this system’s management. This study highlights the importance of cross-stakeholder collaboration to enhance traffic management, create sustainable parking solutions, and improve urban quality of life. Effective coordination is required to address political and operational challenges in implementing the electronic parking system in Bandung.

Abstract

Penelitian ini bertujuan untuk menganalisis implementasi sub kegiatan Pelatihan Pencegahan dan Mitigasi Bencana oleh BPBD Kota Cirebon, dengan fokus pada Kelurahan Kalijaga sebagai wilayah rawan bencana banjir. Penelitian ini menggunakan metode kualitatif dengan pendekatan teori implementasi kebijakan dari Thomas B. Smith (1973), yang meliputi empat dimensi: kebijakan yang diidealkan, kelompok sasaran, organisasi pelaksana, dan faktor lingkungan. Hasil penelitian menunjukkan bahwa kebijakan telah dirancang sesuai dengan Permendagri Nomor 101 Tahun 2018, namun implementasinya menghadapi beberapa kendala. Pada dimensi kebijakan yang diidealkan, meskipun panduan pelaksanaan tersedia, tidak terdapat indikator keberhasilan spesifik yang dapat mengukur dampak penyuluhan. Pada dimensi kelompok sasaran, masyarakat menunjukkan respons positif terhadap penyuluhan, namun tingkat partisipasi masih terbatas karena kendala waktu dan aktivitas masyarakat. Pada dimensi organisasi pelaksana, keterbatasan sumber daya manusia menjadi tantangan utama, dengan hanya satu jabatan penyuluh bencana yang bersertifikasi yang bertugas untuk seluruh wilayah Kota Cirebon. Pada dimensi faktor lingkungan, tidak terdapat hambatan utama yang memengaruhi pelaksanaan penyuluhan. Hambatan yang ada lebih bersifat teknis, seperti variasi peserta yang memengaruhi penyesuaian materi penyuluhan. Penelitian ini merekomendasikan penambahan tenaga penyuluh, penguatan evaluasi pada proses sub kegiatan, dan peningkatan fleksibilitas metode pelaksanaan penyuluhan untuk menjangkau lebih banyak masyarakat.  This study aims to analyze the implementation of Disaster Prevention and Mitigation Training sub-activities by BPBD Cirebon City, with a focus on Kalijaga Village as a flood-prone area. This research uses a qualitative method with a policy implementation theory approach from Thomas B. Smith (1973), which includes four dimensions: idealized policies, groups, and groups. The results show that the policy has been designed in accordance with Permendagri Number 101/2018, but its implementation faces several obstacles. In the idealized policy dimension, although implementation guidelines are available, there are no specific success indicators that can measure the impact of extension. In the target group dimension, the community shows a positive response to the counseling, but the level of participation is still limited due to time constraints and community activities. In the implementing organization dimension, limited human resources were the main challenge, with only one certified disaster extension officer assigned to the entire Cirebon City area. In the dimension of environmental factors, there are no major obstacles that affect the implementation of counseling. The barriers that existed were more technical in nature, such as variations in participants that affected the adjustment of extension materials. This study recommends the addition of extension workers, strengthening the evaluation of the sub-activity process, and increasing the flexibility of extension implementation methods to reach more people.

Abstract

Effective public leadership is pivotal for achieving transparent, accountable, and responsive governance. This study examines the process of public leadership in implementing good governance in West Java Province by exploring the interplay of policy innovation, public opinion, and local Sundanese cultural values. Employing a qualitative case study approach across several administrative regions, data were collected through in-depth interviews, observations, and document analysis. This study finds that effective public leadership in West Java emerges from the dynamic integration of policy innovation, public opinion, and Sundanese cultural values, which collectively enhance transparency, accountability, and participatory governance. Leaders who internalise cultural principles like “Parigeuing, Dasa Pasanta, and Silih Asih” implement innovative and responsive governance mechanisms and achieve higher public trust and more sustainable policy outcomes. Effective public leadership in a culturally rich context like West Java requires a hybrid model that combines technical governance skills with cultural literacy, ethical practices, and citizen engagement to achieve good governance. Nevertheless, the research provides valuable insights for policymakers, public administrators, and scholars on culturally grounded, innovative, and citizen-centred governance strategies. Originality lies in combining the analysis of policy innovation, public opinion, and indigenous cultural values to understand effective public leadership in a specific Indonesian context, highlighting a modern, participatory, and locally rooted governance model.

Abstract

This study is aimed at examining scientific literatures written by international authors focusing on disaster management agency topic that are related to public policy from the first paper published in 1995 to 2022 using bibliometric study employing a database from Scopus. To visualize the results, this study utilizes VOSviewer version 1.6.17. The results showed that this topic emerged in Thailand which focused on roles of local level disaster management agency in carrying out rehabilitation and reconstruction activities in district level. However, Federal Emergency Management Agency, or the United States Disaster Management Agency, was considered to be the most researched disaster management agency. Besides, open-access social science articles dominated the type of publications in this research area. Moreover, the United States and its authors were perceived as the most productive and influential country and authors. Meanwhile, the United Kingdom was recognized as the most influential sources title with Journal Disasters served the most productive and influential source title. Besides, the affiliation among Austria, Nigeria, South Africa, and the United States were acknowledged as the most productive and influential affiliations. The analysis also indicated that this topic developed and strongly connected to disaster and disaster management research areas. Considering the comprehensive nature of bibliometric analysis, this study may help scholars get a broad view of the relevant issues, while at the same time identifying reputable publications worth studying for reference.
