Abstract

ABSTRACT. Pagerwangi Village is an area prone to natural disasters in West Bandung Regency. Also the geographical location is entered in the red-fault zone of the Lembang. So in the predictions will be one of the affected areas due to the tectonic earthquakes originating from the fault of the Lembang. Disaster management programs have been conducted by the Government along with other parties such as educational institutions and community groups. The study aims to analyse how the implementation of disaster mitigation through a functional structural approach or social balance theory of Talcott Parsons. The approach used on this studies is descriptive qualitative. The results showed that there were barriers in the system of functional structural approaches to disaster mitigation in the area of the Pagerwangi village of the four aspects namely integration, adaptation, latency and goal attaintment. These obstacles occur from one aspect, which affects other aspects.

Abstract

The government has a function to protect its people, including managing the disaster. The purpose of government in natural disaster management is a function that is expected to be carried out with full commitment. Disaster management is an activity carried out comprehensively, and there is a need for active stakeholder involvement. Pangandaran Regency is a disaster-prone area in West Java Province. This article aims to describe the mitigation launched by the Pangandaran Regency government to reduce disaster risk. The method used is qualitative, which uses observation data collection techniques, literature studies, and interviews with informants consisting of government and community elements. Pangandaran Regency has been stretched to get out of the tsunami disaster that had occurred. Even mitigation efforts have been carried out with the involvement of various stakeholders in the Pangandaran Regency. With mitigation, disaster risk reduction can be made. Therefore the government should make efforts to overcome disaster risk through the Mitigation Program by the Regional Disaster Management Agency (BPBD/Badan Penanggulanan Bencana Daerah). Disaster mitigation in Pangandaran Regency consists of two types: Mitigation with a Structural approach and Non-Structural approach. A structural approach is focusing on physical development, such as the construction of temporary evacuation sites or the construction of an early warning system (EAS). Non-structural mitigation carried out in the form of non-physical development, such as disaster education to school children and also to the community through activities carried out by mothers. Disaster training is given to private parties so that they can understand their role when disaster strikes.

Abstract

Salah satu wilayah di Kabupaten pangandaran yang berpotensi terjadi bencana-bencana alam seperti yang telah disebutkan adalah Kecamatan Kalipucang, Dengan kondisi wilayah yang rentan terhadap bencana serta dampak-dampak yang ditimbulkan dari bencana membutuhkan perhatian untuk upaya pengurangan risiko bencana. Salah satunya adalah melalui sosialisasi tentang kebencanaan dan juga hal-hal yang harus dilakukan ketika terjadi bencana alam. Maka dari itu dalam kegiatan PPM yang dilaksanakan berupa kegiatan pengabdian kepada masyarakat di Kabupaten Pangandaran dengan berkolaborasi bersama Badan Penanggulangan Bencana Daerah (BPBD) Kabupaten Pangandaran melalui program Wisata Edukasi Bencana Goes to School (WEB GTS) yang kemudian  kegiatan ini merupakan salah satu perwujudan dari Tri Dharma Perguruan Tinggi yaitu pengabdian masyarakat. kegiatan PPM adalah dengan melakukan kegiatan yang terbagi dua yaitu berupa sosilisasi di BPBD kemudian sosialisasi kepada sekolah. Sosilisasi ini dalam yang diawali terlebih dahulu dengan pemberian materi, kemudian diskusi, dan praktik. Kegiatan dipandu oleh narasumber (tenaga Ahli) sebagai fasilitator pelatihan dan dibantu dengan seperangkat alat untuk melakukan simulasi secara langsung.

Abstract

This research is about the condition of the flood disaster in Bandung Regency, which is focused on the local government's steps to prevent, mitigate and prepare. The implementation of disaster management in Bandung Regency is regulated through the Bandung Regency government's policy with the establishment of the Regional Disaster Management Agency. The establishment of the Regional Disaster Management Agency based on the Bandung Regency Regional Regulation number 11 of 2010 concerning the establishment of the Bandung Regency Regional Disaster Management Agency organization, and the Bandung Regency Regent's Regulation number 53 regarding the details of the duties, functions, performance procedures of the Bandung Regency Regional Disaster Management Agency and followed by implementing regulations in the form of Regulations Bandung Regency area number 2 of 2013 concerning the implementation of Bandung Regency disaster management. The authors use common goals, division of roles, communication, and resources as the criteria for successful collaboration. This study uses a qualitative descriptive method where the data collection techniques used are library research and field studies consisting of observation and in-depth interviews.

Abstract

Pada hakekatnya fungsi utama Dewan Perwakilan Rakyat (DPR) adalah membuat undang-undang (Legislasi), oleh karena itu DPR membentuk unit khusus yang bertugas di bidang legislasi yaitu Badan Legislasi (Baleg), guna mengkoordinir proses pembentukan undang-undang. Namun, pada Tahun Sidang 2016 – 2017 DPR menargetkan 51 RUU, dan realisasinya hanya 7 RUU (13.73%) yang berhasil disahkan di Rapat Paripurna. Penelitian ini menggunakan teori Efektivitas Organisasi (Steers, 1985) yang menyatakan bahwa ada empat faktor yang mempengaruhi Efektivitas Organisasi yaitu Karakteristik Organisasi, Karakteristik Pekerja, Karakteristik Lingkungan, Kebijakan dan Praktek Manajemen. Metode penelitian yang digunakan yaitu metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data dengan wawancara, observasi, studi kepustakaan, serta validasi data dengan triangulasi. Hasil penelitian: pada aspek organisasi, Badan Legislasi belum melakukan pendivisian sesuai dengan skema pembentukan undang-undang. Pada aspek pekerja, pendidikan anggota Badan Legislasi belum sesuai dengan kebutuhan organisasi. Selain itu tujuan individu dengan tujuan organisasi masih belum selaras. Kemudian, lingkungan internal Badan Legislasi yang datang dari kepentingan individu anggotanya dapat menghambat target RUU, selain itu lingkungan eksternal, pengaruh kekuatan Partai Politik yang begitu dominan, tidak terlepas dari diberinya kewenangan luas dalam mengatur Fraksi-Fraksi. Pada aspek kebijakan dan Praktek Manajemen, perubahan Tata Tertib DPR dari yang sebelumnya mewajibkan kehadiran fisik setiap anggota berubah menjadi kehadiran yang diwakilkan melalui tanda tangan pada daftar hadir. Selain itu, belum adanya kebijakan mengenai pelarangan rangkap jabatan yang jelas, seperti pelarangan rangkap jabatan anggota DPR dengan jabatan diluar DPR seperti partai politik maupun perusahaan swasta.

Abstract

Pengelolaan dan pengembangan kawasan konservasi ditujukan untuk mengusahakan kelestarian sumber daya alam hayati dan ekosistemnya. Taman Buru Masigit Kareumbi, salah satu kawasan konservasi di Jawa Barat dan satu- satunya Taman Buru Nasional di Pulau Jawa. Terdapat keanekaragaman hayati dan ekosistem yang perlu dijaga sebagai asset nasional. Keterlibatan berbagai pihak seperti, keterlibatan pemerintah pusat dalam hal ini melalui BKKSDA Jawa Barat, Pemerintah Provinsi Jawa Barat, kemudian tiga kabupaten (Kab. Bandung, Kab. Garut dan Kab. Sumedang), keterlibatan Lembaga masyarakat yaitu Wanadri serta masyarakat lokal yang juga memiliki kepentingan dalam pengelolaan kawasan Taman Buru Masigit Kareumbi.Kegiatan kolaborasi yang dilakukan dalam pengelolaan Kawasan Kareumbi tersebut sudah mengikuti tahapan-tahapan dalam kolaborasi bahkan sampai proses monitoring dan evaluasi. Namun hubungan ini melemah karena tugas dan peran masing-masing pihak tidak dapat dimengerti karena belum ada SOP (Standar Operasional Prosedur) yang menjadi dasar dalam pembagian tugas dan peran tiap stakeholder. Diperlukan aturan yang komprehensif dan turunan dari aturan tersebut tersusun SOP yang sangat jelas mengatur peran dan fungsi tiap stakeholder yang memiliki kepentingan dalam area Taman Buru Masigit Kareumbi.

Abstract

In the midst of the Covid-19 pandemic, many people are affected by health, economic and social aspects. With the existence of a government policy regarding large-scale social restrictions to break the chain of the virus but it creates new problems in the community. Starting from the existing problems, social actions or social activities can help overcome covid-19. Collective actions taken by the community in the midst of the Covid-19 pandemic are small things that can help overcome problems in the community. Community collective action in the form of preventive, curative and promotive actions. Collective preventive action is to distribute masks, hand sanitizers, and spray disinfectants. Collective action in a curative manner, namely by providing social assistance, working on the waqf land and fish ponds, then the visiting neighbor program. Collective action in a promotive manner, namely by disseminating information related to Covid-19 to the public and also by making a handbag made by a cariu student forum from betel leaf. Collective action fosters empathic norms and attitudes in society. Collective action works best when free riding is avoided. The large number of illegal riders made the collective action not maximal. Collective action will also run well if data data and information are well available. Collective action can work well if social capital in the form of a sense of belonging, human values, and empathy grows in individuals.

Abstract

This paper discusses the governance of the Watesjaya village government in empowering farmers affected by the development of the Lido SEZ. The development of the Lido SEZ not only gives hope that it will be produced but also has a direct impact on the farmers of Ciletuh Hilir village, Watesjaya village. This happens due to the conversion of agricultural land into non-agricultural land which causes the Ciletuh farming community to be powerless and need to be empowered, this is the duty and obligation of the government to re-empower these residents to remain productive. This obligation is not only the responsibility of the center or the regions, but is the responsibility and authority of the village as the executor of government at the level closest to the community. To find out how the process of implementing village government governance works, the researcher uses 4 principles of good governance as indicators that will be investigated in the Watesjaya village government. These principles are accountability, transparency, openness, and the rule of law. This paper is descriptive with a phenomenological approach and the data collection of this research includes observation, interviews, and literature study.

Abstract

The score of 1.63 makes Bandung Regency an area with a high risk of Covid transmission. The compacted value is based on the growth of new clusters in the community with a small scope. The condition of the Bandung district is not good and tends to get worse. Responding to cases requires community involvement with community participation, especially through community institutions. However, with the many aktors involved, it is difficult to carry out Partnership, especially the temporary regional task force and flexible organization. The purpose of this research is to describe the process of Partnership that occurs in the regional task force in Ibun sub-district. Collaborative research in managing the risk of Covid transmission using qualitative methods with a descriptive approach. Methods of collecting data using interviews, observations and literature that are adjusted to the data taken. The analysis technique is through triangulation of data and sources. The results of the research are the Partnership carried out by the regional task force in Ibun subdistrict with the variation of the work relationship process from the regional task force, Partnership is more effective and everyone can carry out work relationships according to the needs of the Partnership. However, several problems were found, such as lack of initiative, lack of awareness, and pandemic burn out that affected the psychological aspect, so it can be concluded that the Partnership between the regional task force in tackling has been carried out well but has not been maximized, because it is very difficult to manage the collaboration process when faced with multiple aktors. and implemented at the community level.   Keywords         : Partnership, Covid Management, Regional Task Force

Abstract

Collaborative Governance terms become a phenomenon in the private sector and the public sector. Collaborative Governance is conceptualized as public governance in decision-making processes and actions that involve actors from government and other sectors. Collaborative development Governance plays an important role in solving public problems, especially on economic and environmental issues. The method used in seeing the development of the concept Collaborative Governance is carried out using the bibliometric analysis method. This research provides knowledge and makes recommendations for journal readers and writers who can become references by adjusting the issues chosen. This research highlights the trend of research collaborative Governance is seen from the authors and journals that have written the most regarding collaborative concepts governance. The results of this study indicate the writing of articles about the concept collaborative Governance fluctuates every year. The biggest contributor to concept thinking collaborative governance seen from the highest number of citations namely Kirk Emerson a researcher from the University of Arizona. Collaborative governance as a concept from 2020 to 2023 has trending contextual issues related to Covid-19, air pollution, cities, environmental governance and urban development. The productivity of international journals is related to the concept collaborative governance namely the Journal of Public Research Administration.
