Abstract

This research discusses the political recruitment patterns of women candidates of PDIP at the DPRD of Central Java Province. The purpose of this study was to explaine how the recruitment patterns were carried out for female candidates by the PDIP Central Java Board, based on fact the women candidates of PDIP was elected in the largest than other parties. This study used a qualitative method with a case study approach. Data collection was carried out through interviews with two women candidates from PDIP who was elected, the new comer and the incumbent, and one of the PDIP Central Java Board, besides using document as supporting data. The analyzing data used reducing, displaying, and verification. The study results finds the women candidate recruitment model of PDIP Central Java Board in the 2019 election is openness (open for cader and non-cader) at the certification stage, the nomination process was centralized at the National PDIP Board, any special reward point for dedicated cader (through scorring), and gender neutral by same treatment between male and female. The conclusion of this study is that the recruitment pattern of women legislative candidates is carried out directly by the DPD PDIP Central Java administrators based on PDIP Regulation Number 25-A of 2018 concerning Recruitment and Selection of Candidates for Members of DPR, DPD, Provincial and Regency / City DPRD. The final decision also involves the role of the DPP Party. There are priority rights for party officials in candidacy. This study recommends the PDIP to apply affirmative action in the candidacy, but this recommendation requires a more research base, not only from this research whose results cannot be generalized. Due to the limitations of the study in this study, further research is suggested to raise the case of the recruitment of female candidates by PDIP in other regions.

Abstract

Tujuan dari penelitian ini adalah untuk menganalisi kegiatan yang dilakukan oleh anggota DPRD Kabupaten Wonosobo pada periode 2019-2024 dan secara khusus meneliti tentang anggota DPRD Perempuan satu-satunya, yaitu Izanatul Muziah yang memiliki beberapa peran dalam keterwakilan perempuan, selain itu dalam keterwakilannya sebagai satu-satunya perempuan yang ada di DPRD Izanatul Muziah memiliki pengaruh besar terhadap representasi politik. dalam kegiatan pada fungsi legislatif yang harus dijalankannya, yaitu melalui Reses, Fraksi, Komisi D (Bidang Kesejahteraan Rakyat), Badan Musyawarah, Fungsi Pengawasan, Fungsi Pembentukan Perda dan representasi di APBD. Keikutsertaannya juga memiliki pengaruh terhadap kepentingan perempuan dalam menampung aspirasi dari kelompok-kelompok perempuan. Keterkaitan Izanatul Muziah sebagai anggota dewan juga tidak mengalami hambatan dalam melaksanakan representasi politik.

Abstract

ABSTRACTIn 2014 Indonesia once again held elections to vote Legislatives, President and Vice President. Generally, Legislative Election collects a better participation number compare to Presidential Elections. But in subdistrict level, East Tegal collected more votes on Presidential Election and the highest participations rate (2,47%) among other subdisctrict. It is really the contrary of Margadana that have the biggest slump participation rate (5,08%) In Tegal on Presidential Election.  This study aim is to analyse the voters political participation difference tendencies and  the determine factors that affect the voters political participation on Legislative Elections and Presidential Elections in East Tegal and Margadana based on the external factors (structural and figures candidate) and internal factors (sociological, psychological, and rational choice). This study uses survey methode by distributing questionnaires to the respondents. The targets in this study are 40 voters in East Tegal and 40 voters in Margadana that selected by using cluster random sampling.The results shows there is significant difference of psychological factor on Legislative Election. The majority respondents in East Tegal tend to choose candidates while the majority respondents in Margadana tend to choose the supporting party of candidates. Whereas there is no found any difference factors that affect voter turnout in both district over Presidential Elections. In general the technical problems causes of non-voting behaviour either on Legislatif or Presidential elections in East Tegal and Margadana. The flurry of activities, unreacheable polling station from the workplace, or temporary move in tto he other city for work / study and the difficulties of changing polling station rules are the reason voters did not vote.  The advice can be given to General Elections Commission(KPU) of Tegal as election organizers are expected to increase more thorough and equitable dissemination to the public, especially regarding technical at the election so as to facilitate voters in participating, especially for voters who spend more time outside the city. In addition, the Commission can strengthen the good relations to other government agencies that assist the implementation of the election, NGOs, community leaders, or volunteer in providing political education to the community. Expected with increasing political knowledge society they will be more aware of the importance of their participation in the election.Keywords: Political participation influence factors, Legislative Elections, Presidential Elections.

Abstract

Penelitian ini membahas bagaimana kebijakan yang responsif gender jika diaplikasikan dalam proses penanganan penyalahguna narkoba pada perempuan. Tujuan dari penelitian ini untuk menjelaskan kesesuaian penerapan perspektif gender jika diaplikasikan dalam proses penanganan penyalahgunan narkoba pada perempuan sehingga penyalahguna perempuan bisa mendapatkan konsekuensi yang adil dan tidak mendiskriminasi. Penelitian dilaksanakan dengan menggunakan metode kualitatif, dengan menggunakan metode fenomenologi yaitu memahami atau mempelajari pengalaman hidup manusia berdasarkan permasalahan yang dialaminya. Teknik pengumpulan data yang dilakukan melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa, pelaksanaan kebijakan yang responsif gender mutlak telah diterapkan dan dijalankan baik dari prosedur rehabilitasi yang sifatnya memulihkan dan prosedur hukum yang sifatnya memberikan keadilan terhadap perempuan korban penyalahguna, mulai dari proses penangkapan, penyidikan, penahanan, dan pemberian vonis sesuai dengan regulasi yang dinilai sensitif terhadap perempuan dan sejumlah aturan-aturan umum yang telah disusun sebelumnya. BNN juga telah melakukan upaya kerjasama dalam mempermudah penerapan kebijakan yang responsif gender agar lebih mudah tersebar secara menyeluruh di setiap wilayah hingga pelosok wilayah guna meminimalisir adanya bentuk ketidakadilan

Abstract

 This research is done to know perception from the Members of Parliament Semarang Period Year 2014-2019 toward the direct local leader election. Through understanding the knowledge of local democracy, opinions about local democracy, and evaluation of the local democracy. This study used a quantitative approach with quantitative descriptive type. These data were obtained through a questionnaire toward the the population of Semarang City Council Member for the Period of 2014-2019. Respondents were selected by random sampling technique of proportional calculation with total number of 30 respondents. Furthermore, the data analysis was performed by busing SPSS 16.0.          The results of this study showed that the majority of the Members of Parliament of Semarang the year period 2014-2019 approve the implementation of direct elections. One thing that becomes an obstacle in the implementation of direct elections is the practice of money politics that is unavoidable.          Finally, it is hoped that this rsearch result can be a means of evaluation and opinion of Semarang City Council Member the year period 2014-2019 related to perception from the Members of Parliament Semarang Period Year 2014-2019 toward the direct local leader election. Keywords: Perception, Direct Election, Member of Parliament Semarang

This studyaims to examine the role of political socialization PPUA Disabled in the Jakarta gubernatorialelection in 2013 for the people with disabilities . Disabled PPUA as NGOs do play a role inpolitical socialization of people with disabilities in the elections , in order to obtain equalrights and obligations in politics , so there is no gap between people with disabilities with thecommunity at large . Abstract

Rina Martini, M.Sc.Political Communication is the most important ones in every proses on sosialization of political party such as Campaign,etc. Every political party needed some of political communiation process. The research aims to determine how political communication strategy of the party, especially the Partai Demokrasi Indonesia Perjuangan (PDI-P) in the city of Semarang. In this 2014 legislative elections in the city of Semarang some unique phenomena related to the PDI-P. Semarang city has a head of government of the PDI-P but not able to win in 2009 has now managed to win with a cost that is high. PDI-P previously sizeable acquisition in 2004 sank in 2009 and now in 2014 they won an absolute. Therefore conducted research related to political communication strategies PDI-P in Semarang to mobilize voters in 2014.The research uses the theory of political communication from Maswadi Rauf, a process and activities shaping political attitudes and behavior that are integrated into a political system by using a set of symbols which means involving political messages and political actors, or associated with power, governance and government policy. Data collection techniques are observation and interviews were then processed and analyzed qualitatively. In the interview data collection conducted at PDI-P party functionaries Semarang, Legislative PDI-P Semarang, participants PDI-P Semarang.The results of this study are: (1) political communication strategy of PDI-P use strategy or method of face-to-face (2) actors who play an important role is the Chairman of the PDI-P, functionaries and party cadres, legislative candidates, and successful team of legislative candidates. (3) supporting factor is the party machine, big name party, social and political history of Semarang City community, regional cadre of behavioral effects of Semarang, Jokowi Effect. (4) Factor obstacle is lack of infrastructure, high levels of political apathy community Semarang.In doing political communication strategies PDI-P were pretty good, but in some sectors still needs to be improved is in the delivery of communication patterns. The high number of Abstentions in Semarang should be resolved with communication patterns and approaches are more varied with the aim of getting closer to the community, for example by holding a public market, the implementation of shadow puppets, and other social activities.3Expected with the implementation of the activities of the people will tend to change references and choose PDI-P.Keywords: Strategies of Political Communication, Political Party, PDI-P, legislative elections in 2014 in the city of Semarang, Semarang City Community Mobilization.

Abstract

The general election as the Democratic Party carried out throughout Indonesia including Jepara Jepara is a small town located in the northern part of Central Java with a majority muslim population and the socio-cultural circumstances has spelled out that it was written so as to make the State of the political situation is somewhat different from other areas. Proven PPP which is the Islamic party managed to become a strong party in Jepara. Elections in the postelection reform Jepara always won by the PPP from year to year, but winning the election for PPP in coupled with the number of votes the PPP also getting down at each election. In the current study focused on researching the factors causing the decline of anything from year to year the PPP vote, whereas historically the PPP has a lot of followers and Jepara Regency has socio-cultural islam. In this study, the author uses qualitative research methods are analytical, descriptive, using the technique of purposive sampling techniques the taking of the sample that is where researchers choose informants deemed relevant and knowledgeable which is a representation of the problem being studied. Engineering data retrieval using in-depth interviews with the informant, and secondary data with reference data written, and other data that support. Upon the decline of the PPP vote results is the existence of a multi-party system, the system elections is fickle, and less internal conflict over the activities of the party, the shifting behavior of voters, to political money. The factor that makes the sound of PPP Jepara Regency decreased. Advice that can be given to increase the back the sound of PPP is to ways to improve the cadre recruitment by rekruitment cadres who have the loyalty and spirit of the PPP, in addition diadakanya regular meetings need to be consolidated between the present cadres down to over PPP cadres so as to make the more powerful.

Abstract

The system of regional autonomy provided the authority to manage the affairs of their own region. Therefore, the strategic position of government leaders are important. Besides that, its also important if a regent capable and competent on leadership and government science. That matter related to the discussion of head region, Purbalingga Regent, Triyono Budi Sasongko which is famous as the name of “brillian regent” and one of the chief areas that managed to bring great changes to the area led. So, this journal made for analyze the government's leadership Triyono Budi Sasongko as Purbalingga Regent period 2000-2010. The method used is a qualitative research, a case study approach. The research instrument with interviews, observation and documentation study conducted on the sources of information were selected using certain considerations (purposive sampling) and the resources derived from the government sector, publik sector, and private sector related research problems. The results of the analysis of the government's leadership Triyono Budi Sasongko in the period 2000-2010 led Purbalingga: There are the influence of the leaders in creating effective government leadership. It can be seen from the pattern of leadership, leadership styles, as well as the determinants of efectivity leadership. Leadership that was close to the people, as well as a mix between leadership style transformatinal leadership with primal leadership which are capable of being thrust to boost publik participation in regional development so that the independence of the system in the form of community empowerment can be achieved. The study also found that the style of leadership, the ability of the leader personally into internal factors and political support, government administration, as well as the quality policy of external factors in stimulating the effectiveness of the government's leadership. Recommendations are given to the regional head that the pattern and style of leadership trasnformational and primal should be able continue to developed, and the head of each region should be able to accommodate the interests of various sectors, which are the government and the society,to create the effectiveness of the government's leadership. Abstract

This research is based on the event of violence acts that have been occurring long enough and continuously. The phenomenon where some students died while taking part in the students of nature lovers basic education process had several errors of education method.The purpose of this study is to analyze the violence that occurs in intra-campus organizations, especially Nature Lovers Students (Wapeala) Diponegoro University through a critical education perspective. The research method used is a qualitative method with an ethnographic and phenomenological approach. Data collection techniques used were participant observation and presented descriptively.Violence in the education process was inseparable from power by the ruling class. By using the authority and power possessed, there is a irrelevancy from the basic purpose of education. The results of this study indicate that education process at wapeala still has several physical violence, verbal violence, symbolic violence and neglect. Furthermore, there is a phase that dialogue between seniors and juniors had disappear, that’s why the opportunity to abuse power is greater than before.Violence in education can be said as a paradox of the education’s purpose. Violence is used as a tool to maintain capability as a Wapeala’s senior in carrying out the education process. From the victim's perspective, the consequences of using violence have more impact than the purpose of using violence itself.Key Words : Violence, power, critical education.
