Abstract

This study examines women's political representation as election supervisors, the rules regarding women's representation in accordance with the regulations of Law Number 7 of 2017 concerning General Elections have not been able to run well. This study uses qualitative research by making observations in the recruitment process of the Election Supervisory Board of the Republic of Indonesia and the affirmation quota of women as election supervisors in Election Supervisory Board, Yogyakarta Special Region Province. This study aims to see the application of regulations on the general election law on women's representation and its application in the recruitment process of election supervisors that accommodate women's representation. This finding shows that there is still a gap in women's representation in election supervisory institutions where the rules regarding 30 percent female representation have been very clearly regulated. Evaluation of these findings requires a policy of changing regulations that regulate sanctions for non-fulfillment of women's representation as one of the solutions to fulfill women's gender kouta as female supervisors. The conclusion of this study is that there are several factors that hinder the fulfillment of women's political rights such as, a wrong understanding of political gender, the risk of becoming a very large election supervisor, socialization of selection that is not right on target and the competence of prospective candidates who lack knowledge about elections.

Abstract

The enactment of Regional Regulation No. 1 of 2014 concerning the Handling of Vagrants and Beggars, which has an impact on the waria (transgender) community of Yogyakarta. Most work as buskers and (art workers) reject the existence of Gepeng Regional Regulation. This rejection was based on the fact that the waria community refused to be categorized as vagrants and beggars. Research using qualitative with case studies. This research focuses on the strategy of the Yogyakarta transgender political movement by forming an advocacy coalition in response to the implementation of the Gepeng Regional Regulation which is considered to have an impact on the waria community working on the streets. The results of this study found that carrying out resistance or rejection actions was carried out in two ways. First, build a network of advocacy coalitions between communities. Second, Strategy through the media. The enactment of Perda Gepeng gave rise to two advocacy coalitions, namely the IWAYO, advocacy coalition which was formed as a result of the consolidation of several waria communities in Yogyakarta and the Gepeng Regional Caucus Coalition consisting of various organizations, NGOs and various communities that support the struggle in rejecting the Gepeng Regional Regulation by trying to influence government decisions that are considered damaging democratic values and harming the poor.

Abstract

This study aims to delve into the prevalence of single candidates participating in regional elections across various regions following the Constitutional Court Decision Number 100/PUU-XIII/2015. It explores how political party elites and oligarchs strategically maneuver to either maintain or acquire power. Specifically focusing on Boyolali Regency, this research employs a qualitative descriptive approach to uncover the underlying causes behind the emergence of a single candidate. The findings reveal the significant influence of hegemonic forces wielded by major political parties over smaller ones, orchestrated by oligarchs. Importantly, the study highlights that this hegemonic dominance is not driven by factors such as religious majority affiliations with political parties but rather emerges as a purely oligarchic endeavor aimed at controlling both the nomination process and victory outcomes of single candidates.

Abstract

Regional head elections (Pilkada) are a crucial moment in Indonesia’s political dynamics, but in 2024, political polarization reached its peak, causing significant impacts on local democracy. This study aims to investigate the phenomenon of political polarization in the 2024 regional elections and analyze its implications for the sustainability of local democracy in Indonesia. Through a mixed approach that combines qualitative and quantitative analysis, this study attempts to understand the root causes of political polarization, measure the level of polarization in different regions, and evaluate the resulting political consequences. Political polarization in the context of the 2024 regional elections reflects the increasing tension between different political parties, especially in terms of ideological conflicts and differences in political views. It is influenced by factors such as national polarization, local political dynamics, and the increased use of social media as a tool to amplify divisive political narratives. The results show that political polarization in the 2024 local elections has far-reaching impacts on local democracy, including decreased public political participation, heightened political tensions, and the risk of social conflict that could potentially undermine political stability. The long-term implications of this political polarization highlight the need for appropriate measures to strengthen local democracy and rebuild public trust in the political process. In this context, efforts to promote inclusive political dialog, improve people’s political literacy, and reduce excessive political tension are crucial to maintaining the health of local democracy in Indonesia. Only with these measures can local democracy develop positively and embody strong and inclusive democratic principles amidst complex political dynamics.

Abstract

This study discusses the role of women's movements in addressing the practice of Female Genital Mutilation (FGM), which is considered a violation of Human Rights. FGM is inflicted on women based on cultural demands, effectively stripping women of control over their own bodies. Female Genital Mutilation (FGM) is recognized as a form of human rights abuse that reflects deep gender inequality and constitutes extreme discrimination against girls and women. The research is conducted qualitatively, with data collection carried out through journals, books, websites, and scientific reports. In this study, the author concludes that the women's movement in the fight against FGM is effectively implemented due to the commitment of the Desert Flower Foundation and its supporters, which stands as a powerful and exemplary example of hope, courage, and solidarity. The efforts to end FGM in Africa over the years have garnered attention as international, regional, and national actors have united in taking actions designed to address this harmful practice. As the struggle against FGM continues, the Desert Flower Foundation remains a key player in the global effort to enable women to live dignified and free lives.

Abstract

Pemilu 2024 lalu, beberapa daerah di Indonesia, salah satunya Kabupaten Magelang, harus melaksanakan pemungutan suara ulang pada beberapa tempat pemungutan suara (TPS). Peristiwa pemungutan suara ulang merupakan akibat dari kesalahan prosedural, kegagalan fungsi teknis, atau tuduhan pelanggaran. Tujuan penelitian adalah menganalisis faktor-faktor yang menyebabkan dilakukannya Pemungutan Suara Ulang dalam pemilu di Indonesia khususnya di kabupaten Magelang dan mengeksplorasi persepsi masyarakat dan peserta pemilu terkait dengan pelaksanaan PSU. Penelitian menggunakan metode kualitatif dengan pendekatan deskriptif analitis. Pendekatan ini dipilih untuk memahami secara mendalam fenomena Pemungutan Suara Ulang (PSU) dalam Pemilihan Umum di Kabupaten Magelang. Hasil penelitian menunjukkan faktor yang menyebabkan Pemungutan Suara Ulang (PSU) pada penyelenggaraan pemilu tahun 2024 KPU Kabupaten Magelang karena adanya temuan pelanggaran pemilu yang dilakukan penyelenggara pemilu di TPS, temuan tersebut berupa kesalahan pemberian surat suara yang keliru oleh KPPS kepada pemilih yang terdaftar dalam DPTB, sehingga Bawaslu Kabupaten Magelang mengeluarkan rekomendasi melakukan pemungutan suara ulang. Lemahnya pengetahuan mengenai regulasi pemilu tercermin dari pemberian surat suara yang tidak sesuai yang terjadi di lima TPS.  Pemungutan Suara Ulang (PSU) di Kabupaten Magelang bisa dihindari jika petugas KPPS dan panwas TPS sama-mama mengetahui akan tugas dan fungsinya masing-masing. Berdasarkan hasil temuan sebagai masukan diantaranya perekrutan Anggota KPPS seharusnya dilaksanakan jauh sebelum pemungutan suara dilaksanakan, hal ini supaya KPU Kabupaten/Kota bisa lebih banyak mencari calon KPPS. Dengan semakin banyaknya calon anggota KPPS yang mencalonkan diri maka semakin baik pula kualitas yang akan dihasilkan dalam seleksi KPPS.

Abstract

This research seeks to explore the phenomenon of gotong royong in political funding, which occurred in several districts/cities in Central Java during the election momentum used as one of the political funding strategies. This study uses the concept of campaign funds, and campaign expenditure as an analytical tool. Political funding has an important role because it intersects with many aspects of political activity. Indonesia as a pluralistic and multicultural nation has a variety of local wisdom, one of which is the culture of gotong royong. Especially, practices in the context gotong royong that occurred in Central Java's based political funding of Pilkada, which used as case study in this research. It can be optimised in social terms, and also in the political context. The result of this research is an alternative to political funding that raises public confidence to revive the values of gotong royong culture in building a more established democratic society. Based on the case studies studied, local wisdom-based election political funding alternatives were identified based on several factors. The first factor is building sustainability from the cultural value of gotong royong. Second, through cultural values that are built and then supported by mutual understanding communication among existing stakeholders to strengthen and preserve local wisdom-based political funding. Thirdly, it forms the political awareness of the community, the political awareness of the community that is formed will support candidates who really have the competence to solve regional problems.  This research uses a descriptive qualitative approach by observing the dynamics of gotong royong culture as an alternative to political funding which makes this study interesting to be researched more deeply.

Abstract

This paper investigates the phenomenon of perennial candidates—individuals who consistently run for local political office but fail to achieve victory. The focus of this study is Salim S. Mengga within the framework of local politics in West Sulawesi, Indonesia. Employing qualitative research methods, this work adopts an in-depth case study approach. Data collection involves interviews, field observations, and documentation, while data analysis utilizes complex time series techniques. The results indicate that the motivations driving perennial candidates, particularly the Mengga clan, are rooted in political clan egoism, a concept deeply embedded in Sulawesi society. The clan's repeated electoral defeats can be examined through institutional theory, which emphasizes their inability to maintain social capital. From the perspective of power theory, political contests are viewed as battles between clans, where victories are predominantly dependent on familial networks, often overshadowing the role of political parties. System theory suggests that the decline in the clan's cultural and symbolic capital adversely impacts their political power. Additionally, political economic theory attributes their failures to a lack of sufficient economic capital within the clan.
