Abstract

Permendagri No. 65 Tahun 2017 Tentang Pemilihan Kepala Desa adalah landasan penyelenggaraan Pilkades. Didalam Permendagri tesebut pada pasal 47C ayat 2 menyebutkan bahwa penyaringan bakal calon kepala Desa menjadi calon kepala Desa ditetapkan paling sedikit 2 dan paling banyak 3 orang. Peraturan terkait pembatasan jumlah cakades berakibat munculnya peristiwa unik yang terjadi dalam Pilkades Kabupaten Kudus Tahun 2019 di Desa Tenggeles. Pasal 47C ayat 2 diduga menjadi alasan kuat Cakades Petahana atau Sang Bapak mengajak anaknya untuk sama-sama maju sebagai cakades. Teori Dramaturgi adalah teori yang digunakan untuk menganalisis fakta sebenarnya tentang Panggung Depan dan Panggung Belakang dari persaingan yang dilakukan oleh Cakades Bapak dan Anak di Pilkades Desa Tenggeles Tahun 2019. Tipe penelitian yang digunakan adalah Studi Kasus dengan data melalui wawancara mendalam. Sebagai informan adalah calon kepala desa, tim sukses, dan pemilih menggunakan purposive sampling. Analsis data menggunakan tahapan reduksi data, peyajian data dan penarikan kesimpulan. Hasil penelitian, baik Cakades Bapak dan Anak di Desa Tenggeles telah mengikuti semua tahapan Pilkades yang seharusnya, meskipun keduanya satu keluarga yang tinggal satu rumah. Kontruksi panggung depan yang ditampilkan kedua cakades adalah: alasan majunya sang anak sebagai wujud keberanian generasi muda perempuan dan untuk memperkaya pengalaman. Kontruksi panggung belakang yang tidak diketahui oleh masyarakat adalah sang anak maju sebagai cakades dikarenakan pasal 47C ayat 2. Sang anak diajak maju sebagai cakades untuk menjadi calon boneka agar Pilkades tidak dibatalkan. Kedua cakades tidak melakukan persaingan sama sekali dan sang anak bahkan tidak berniat menang dari sang bapak. Berdasarkan temuan diatas, rekomendasi yang diberikan adalah mengkaji ulang pasal 47C ayat 2 tersebut, supaya peraturan tersebut tidak disalahgunakan sebagai strategi cakades petahana untuk mempertahankan kekuasaannya di lingkup keluarganya. Abstract

On December 9, 2015, for the first time, the Government holds simultaneous region headelection in 264 regions, one of all is Semarang. The most important thing in the election ofMayor and Vice Mayor is participation from all local citizens who already have voting rightsincluding the voters with a disability.This research aims to know the forms and factors that influenced the politicalparticipation of person with disability in Semarang on the Mayor and Vice Mayor election ofSemarang in 2015. The method used in this research is a combination quantitative research andqualitative research method, with the techniques of data collection is questionnaires andinterviews. To determine the sample is used accidental sampling, and to determine the subject ofresearch is used purposive sampling. The result showed that there were some forms of politicalparticipation of person with disability are joining the campaign, supporting a particularcandidate and became a participatory supervisor. Meanwhile, the factors that affect the politicalparticipation of person with disability, including data entry, socialization, facilities andaccessibility.The recommendations that can be done by KPU Kota Semarang is doing socializationseparately, present an interpreter when socialization, and ensure the tools for disability on theballot. The recommendation can be done by the family of the person with disability is not hidingtheir family members with a disability. And the recommendation that can be done by LocalGovernment is improving the database of disability.Keywords: Political participation, Person with Disability, Mayor election

Abstract

ABSTRACT Village is a reflection of a country, because village is the smallest part of government in a country. The village government consists of the village head and village as an element of village administration. Village heads elections conducted by the election committee conducted through several stages, netting and screening of candidates, the establishment candidate, campaign, vote, and the determination of the elected candidates. Village Head Election in Pahesan Village, Godong Subdistrict, Grobogan District, followed by several candidates and eventually won by Annaj muts Tsaqib. This research uses descriptive method and aims to provide an overview of the factors of Annaj muts Tsaqib’s victory as village heads of Pahesan. This research was conducted in the village Pahesan Godong Subdistrict Grobogan. The research approach used in this study is a qualitative approach. Factors of Annaj muts Tsaqib’s victory in the village elections is through the approach to the villagers by visiting homes and public places, using a strategy of pre-dawn raid, donated material and non-material to the villagers and the perception of the villagers that its competitors, namely Qomarudin, deemed not able to lead the country if elected. Abstract

Volcanic eruption hazard is a threat with potentially catastrophic risks are very high in Garut regency. Therefore, researchers want to know how disater management of garut regency goverment in Papandayan volcano in 2008 as well as how community involvement in this countermeasures of disaster.. This study is a qualitative research that is a descriptive study using data analysis.This research is the ex post facto. Informants in this research is Tb Aro Haq who is the section head of preventif BPBD Garut regency once volunteers in the event of Papandayan volcano in 2008.The results shows that disaster management implementation of papandayan volcanic eruption in 2008 implemented in three stage is pre-disaster, disaster emergency response and post disaster. Paradigm developed in this disaster countermesures is a preventive paradigm in which the change from an emergency response to risk management.It is changing the way people to participate in this disaster countermeasures of all stage.Therefore, researcher suggests that governemnt together with the public and private sector should coordinate to organize disaster management activities of Garut regency and encourage preventive paradigm in countermeasures of disaster embodied in the form of policies, regulations and procedures of disaster remains to tle lowest level of government. Keywords       :  Disater management, Garut regency government, Community involvement, Papandayan volcano eruption in 2008

Abstract

Gerindra Party is a party that has increased the percentage of votes and seats in the legislative elections in 2014 at the national level, in addition to PDIP which is the party winning the election. At the local level in Semarang City, Gerindra Party also experienced an increase in votes. So the acquisition of Gerindra Party seats in Parliament Semarang City also took part too. The increase of Gerindra Party's vote in Semarang City is an interesting phenomenon to be studied because it has become a new power base considering the political market in Semarang Raya tends to be the basis of nationalist party such as PDIP.In this research use qualitative descriptive analysis method. This study aims to describe and analyze the Political Marketing Strategy of DPC Gerindra Party of Semarang City In Legislative Election Year 2014. With data collection techniques that is, observation, interview and literature study. Informants in this research is the board of DPD Party Gerindra Central Java, board of DPC Party Gerindra Semarang and with the candidates who are directly involved in the legislative election momentum in 2014.Research results show that DPC Gerindra Party of Semarang City has applied the principles of political marketing with good enough to the community. The strategies used also fit the basic political marketing corridor. Commitment and loyalty of the cadre also become the main role in moving the party machine. In addition, the character of Prabowo Subianto who has guerrilla to build the image of Gerindra Party has become one of the success factors of Gerindra Party in Semarang City.Keywords: Gerindra Party, Political Marketing, and Legislative Election Year 2014

Abstract

This discusses a puppeteer being a regent using his network, the puppeteer Enthus or commonly called Ki Enthus utilizing his social network to win the 2013 regional head elections in Tegal Regency, Central Java. the title selection was in the background because there was an interesting phenomenon that occurred in the Tegal regional election, namely Ki Enthus, a puppeteer who did not have a political background, but he ventured to advance to become the regent of Tegal Regency in 2013, because he wanted to realize that Tegal must have leaders who are clean and effective in serving the community. This study aims to see the condition of Enthus Susmono social network in winning in the regional head elections in Tegal Regency in 2013. The type of research that researchers use is descriptive qualitative with a case study method. Data collection techniques through primary data in the form of interviews and secondary data in the form of documents related to research. The informants chosen in this study were the closest people or the belief of the late Enthus Susmono, Deputy Regent of Tegal in 2013, bearer political parties, Success Teams and Community Leaders.Ki Enthus Susmono victory in the regional head election in Tegal Regency in 2013 was not only based on Ki Enthus popularity, but from his Deputy contribution, Umi Azizah. The Enthus-Umi couple has its own social network, and in their campaigns they share their respective duties. Umi Azizah has a strong base in the eyes of the public, especially mothers. This is because Umi Azizah has been the Chair 2 of Fatayat and Muslimat for two periods. The success of Ki Enthus in winning the regional head elections in Tegal Regency in 2013 was inseparable from several factors in the eyes of the people of Tegal Regency, through puppet shows and the style of mastering it was different. Ki Enthus strategy proves his ability in the art world, while the strategy carried out by Umi Azizah can create songs as a medium of communication to the public. Abstract

In the 2014 legislative election in Semarang City DPRD there were a number of incumbent women who failed to occupy the same position as before. This is estimated because of the same pattern experienced by the incumbent. So the writer with this research tries to answer a question is there the factors underlying the failure of the incumbent failed in the legislative election, where later there will be two internal and external factors to answer the cause of their failure.The research method used is qualitative descriptive. With primary data sources in the form of interviews with research objects, namely the members of the Semarang City DPRD who failed to return to office. And secondary data is used in the form of data from the KPU regarding the legislative elections that took place in the period 2009 - 2014 and the period 2014 - 2019.The results showed that the pattern of failure experienced by the incumbents was almost the same, which was caused by a factor of low individual voice. Three of them were from the same party and claimed that the cause of this was the internal influence of the party. In addition, the fact shows that the C1 form used by the polling committee at the time was different between those owned by special witnesses at the polling station and the results in the villages and sub-districts. So it was alleged that there were fraudulent acts by the polling committee.So recommendations for the government are expected to make strict rules related to fraud which often occur in vote counting activities. As for the party as an agent of political socialization, it is also expected to be a solid party and can work well together with its cadres. So that later it can create a strong synergy to advance the country with clean politics.Keyword: women incumbents, factors that cause failure

Abstract

Penelitian yang berjudul “Perilaku Pemilih dalam Pemilihan Kepala Desa (Pilkades) Tahun 2016 Desa Mranak Kecamatan Wonosalam Kabupaten Demak. Dalam penelitian dilakukan atas dasar asumsi yang beranggapan bahwa calon pertahana yang kurang disegani oleh masyarakat dalam segi kinerjanya atau mayoritas masyarakat mengeluhkan kinerjanya tetapi disisi lain beliau mampu memenangkan kembali Pemilihan Kepala Desa Mranak tahun 2016. Penelitian ini mempunyai beberapa tujuan yaitu partama ingin mengetahui tentang Perilaku pemilih masyarakat Desa Mranak dalam Pemilihan Kepala Desa. Kedua ingin mengetahui faktor- faktor yang mempengaruhi perilaku pemilih dalam pemilihan kepala desa.Teori yang digunakan sebagai alat analisis perilaku pemilih dalam pemilihan kepala desa dan faktor- faktor yang mempengaruhi yaitu Teori perilaku pemilih dari Syaiful Mujani, R William Liddle, Kuskridho, dan teori yang dijelaskan oleh Dieter Roth. Sedangkan teori yang digunakan untuk faktor- faktor yang mempengaruhi pemilih yaitu teori Adman Nursal. Penelitian ini menggunakan metode penelitian Kuantitatif Deskriptif dengan teknik Multistage Random Sampling. Hasil penelitian ini ditemukan bahwa perilaku pemilih Desa Mranak Kecamatan Wonosalam Kabupaten Demak dalam pemilihan kepala desa tahun 2016 yaitu berdasarkan pendekatan psikologis yang relatif mempengaruhi. Beberapa faktor psikologis yang mempengaruhi yaitu peran figur seorang kepala desa serta pengalaman yang dimiliki oleh calon. Karena bagi masyarakat figur atau kepribadian kepala desa sangat penting dan diutamakan selain itu juga didukung dengan faktor politik uang yang dilakukan oleh calon kepala desa, dapat dilihat dari segi jumlah uamg yang diberikan kepada pemilih untuk membeli suara.Kata Kunci : Pilkades, Perilaku Pemilih, Politik Uang

Abstract

Pada negara demokrasi setiap warga negara berhak untuk memilih dan dipilih yang artinya seluruh warga negara tanpa melihat etnis, suku, ras, dan agama berhak untuk berpartisipasi dalam politik. Penelitian ini bermaksud menjelaskan partisipasi politik etnis Tionghoa yang merupakan masyarakat minoritas di Indonesia dalam sistem politik yang sudah berubah, dari semula sistem politik otoriter masa Orde Baru menjadi sistem politik demokrasi masa Reformasi. Tujuan penelitian ini adalah untuk mengetahui ada-tidaknya pengaruh status sosial ekonomi terhadap partisipasi politik masyarakat etnis Tionghoa Kelurahan Kranggan Kota Semarang dalam Pemilu 2019 dan ada-tidaknya pengaruh kesadaran politik terhadap partisipasi politik masyarakat etnis Tionghoa Kelurahan Kranggan Kota Semarang dalam Pemilu 2019. Metode penelitian mengunakan tipe penelitian kuantitatif dengan metode eksplanatif. Sampel dalam penelitian ini berjumlah 97 responden. Teknik pengumpulan data dengan melakukan kuesioner kepada seluruh responden. Hasil penelitian menyatakan bahwa partisipasi politik masyarakat etnis Tionghoa Kelurahan Kranggan Kota Semarang dalam Pemilu 2019 tinggi, lalu kesadaran politik memengaruhi partisipasi politik masyarakat etnis Tionghoa Kelurahan Kranggan Kota Semarang dalam Pemilu. Penelitian ini menolak hipotesa bahwa status sosial ekonomi memengaruhi partisipasi politik masyarakat etnis Tionghoa Kelurahan Kranggan Kota Semarang dalam Pemilu 2019. Secara bersama-sama kesadaran politik dan status sosial ekonomi memengaruhi partisipasi politik masyarakat etnis Tionghoa Kelurahan Kranggan Kota Semarang dalam Pemilu 2019 sebesar 68,4 %, yang berarti ada sumbangan variabel lain.

Abstract

Some researches about coalition had done by scholars show us the unstructured pattern of party coalition among one area to others.  One of them is the research by Riri Romly which said that coalition among parties in a direct local election is pragmatic coalition. It is a kind of coalition which neglects the similarity of ideology, vision and mission, platform, and also working programs. Unfortunately it also happened in the coalition which is support the winner of Regent Election in Purbalingga, Central Java where PDI Perjuangan as the winner of legislative election there, develops coalition with PKB, PKS, and PAN which is near with Moslem society. In this research, the author wants to know what the reasons of that coalition are. Besides, it also can be additional reference for coalition among political parties. In other hand, to do this research, the author use qualitative method and the data collection methods are interview and documentary study. Those data which I got, then, ascertained its validity by triangulation method, especially Method Triangulation.             From those background and research method, the result of this research is the author got the fact which shows us that the coalition among them only based on the aim to be winner by embrace every element in the society, the nationalist and the religious (Moslem). All in all, this result is in line with Heywood though which said that one of the motifs of coalition among parties is to win the game or called as Electoral Coalition.
