Abstract

This research is done to know perception from the Members of Parliament Semarang Period Year 2014-2019 toward the direct local leader election. Through understanding the knowledge of local democracy, opinions about local democracy, and evaluation of the local democracy. This study used a quantitative approach with quantitative descriptive type. These data were obtained through a questionnaire toward the the population of Semarang City Council Member for the Period of 2014-2019. Respondents were selected by random sampling technique of proportional calculation with total number of 30 respondents. Furthermore, the data analysis was performed by busing SPSS 16.0.          The results of this study showed that the majority of the Members of Parliament of Semarang the year period 2014-2019 approve the implementation of direct elections. One thing that becomes an obstacle in the implementation of direct elections is the practice of money politics that is unavoidable.          Finally, it is hoped that this rsearch result can be a means of evaluation and opinion of Semarang City Council Member the year period 2014-2019 related to perception from the Members of Parliament Semarang Period Year 2014-2019 toward the direct local leader election. Keywords: Perception, Direct Election, Member of Parliament Semarang

Abstract

Role LRC-KJHAM as an NGO to participate fairly in an effort menguaatkanpolicies that gender background of this study, an attempt LRC-KJHAM is caused bythe high level of violence against women in the city, as we know the productsregulation will confirm the seriousness of the government and place them onprovisions which are more powerful and binding in law enforcement.As for gender equality or gender equity by USAID is an attempt to achieveequal conditions between men and women. This research was conducted usingqualitative descriptive method, research location is the office of LRC-KJHAM, officeBAPERMAS Women and KB Semarang and Village Krobokan, while the method ofrecruitment of informants is through purposive sampling method, the subject of thisstudy is, Chief Operating LRC-KJHAM, Division Head of Women Empowerment ofWomen and Family Planning BAPERMAS the city, and a community representativesample is then taken caretaker Working Group I Sub Krobokan. The type and sourceof the data itself in the form of primary data results of interviews and secondary dataobtained from a number of books, documents and other sources are used and obtainedduring the study. Data collection techniques such as interviews, observationdefinitions and documentation studies. The data analysis technique itself throughData Collection, data Data Reduction, Display Data and Verification and AssertionsConclusions.In findings in the field of policy advocacy efforts LRC-KJHAM realizedthrough efforts to encourage ratification of the draft law on Maternal and Child SafetySemarang. It is obtained from the informant, chairman of Working Group I Krobokanvillage who attended the meeting between the LRC-KJHAM, Member of ParliamentCommission D Semarang and community representatives (women's groups) at theHotel Ibis in Semarang discuss harmonization efforts bylaw Mother and Child Safety.So that we can conclude there is a role-KJHAM LRC to encourage gender-equitablepolicies through the meeting, it was also revealed that there is good coordinationbetween the LRC-KJHAM and stage the existing holder.

Abstract

This research explains the system of candidate recruitment performed by political party in General Election of Pati District Head 2017 based on three empirical observations. First, based on the number of votes of Pati Regional House of People’s Representative (DPRD) in which from year to year each party always carries its candidates to follow the Legislative Election. The second observation in the General Election of District Head 2016 and 2011 in Pati Regency, it was still used the same pattern, namely the political parties from various streams and each political party carried its own candidates to compete. The third observation in General Election of Pati District Head 2017 generated a unique polemic, that there was only one candidate pair that was incumbent. This study examines the problems dealing with, first, how is the political dynamics of Pati District? Second, how is the system of candidate recruitment by political party so that it can bring up a single candidate in General Election of Pati District Head 2017? Third, how is the pragmatic side of the emergence of a single candidate in the General Election of Pati District Head 2017. The research method used was qualitative case study. The result of the research concludes that the political party in determining the candidate depends on survey result and the process of recruitment of candidate by political party is pragmatic.  Keywords: Single Candidate; General Election of District Head; Recruitment System, Pragmatism

Abstract

Penelitian ini bertujuan untuk menganalisis keterlibatan anggota perempuan DPRD Provinsi Jawa Tengah dalam proses pembentukan dan pembahasan Raperda revisi Perda Provinsi Jawa Tengah Nomor 3 Tahun 2009 Tentang Penyelenggaraan Perlindungan Terhadap Korban Kekerasan Berbasis Gender dan Anak. Untuk menganilisisnya, penelitian ini menggunakan Teori Penyusunan Kebijakan Publik dari Sistem Politik David Easton dan Teori Keterwakilan Politik Ide dan Kehadiran dari Anne Phillips. Penelitian ini menggunakan metode kualitatif deskriptif dengan teknik pengumpulan data yang dilakukan melalui wawancara, dokumentasi, dan studi pustaka. Hasil penelitian menunjukkan bahwa anggota perempuan DPRD Provinsi Jawa Tengah mempunyai peran yang strategis dalam mengawal isu perempuan, melalui keanggotaannya dalam Pansus Gender yang mencapai mayoritas, khususnya dalam pembahasan Raperda revisi Perda Provinsi Jawa Tengah Nomor 3 Tahun 2009 Tentang Penyelenggaraan Perlindungan Terhadap Korban Kekerasan Berbasis Gender dan Anak menjadi Perda Nomor 2 Tahun 2021 Tentang Penyelenggaraan Perlindungan Perempuan sehingga substansi Perda Nomor 2 Tahun 2021 memihak kepada kepentingan perempuan. Walaupun secara umum tidak ada hambatan dalam pembentukan Perda Nomor 2 Tahun 2021 namun representasi perempuan di DPRD Jawa Tengah yang secara kuantitas kurang dari 30% perlu diimbangi dengan penguatan kualitasnya. Untuk itu direkomendasikan ada pelatihan legal drafting, dan pelatihan-pelatihan perihal isu gender serta membangun jejaring guna memperkuat kapasitas anggota perempuan DPRD

Abstract

Pelaksanaakn Pilkada Kabupaten Temanggung tahun 2018 telah sukses dilaksanakan dan menyisakanberbagai hal untuk menarik diteliti, diantaranya tentang perilaku pemilih petani tembakau. Haltersebut menarik untuk diteliti karena setiap pemilih mempunyai alasan dan kepentingannya masing– masing dalam menentukan pilihannya, sehingga para kandidat dapat menentukan srateginya dalamberkampanye agar bisa mendapatkan hasil yang sesuai dengan target sasaran.Metode yang digunakan dalam penelitian ini, yaitu kuantitif dengan teknik pengumpulan datamenggunakan kuesioner pada 100 responden dipilih secara acak yang terletak di 11 kecamatanprodusen tembakau. Tujuan menggunakan metode tersebut adalah untuk menggali data dan informasiyang mendalam, akurat dan spesifik. Analisis data menggunakan analisis korelasi berganda yangdigunakan untuk menguji hubungan dari dua variabel yaitu variablel independen dan variabeldependen.Dalam penelitian ini, untuk mempengaruhi perilaku pemilih tidaklah cukup hanya didasarkan padasatu pendekatan dan menjadi faktor paling mendominasi / paling kuat pengaruhnya terhadap petanitembakau dalam menentukan pilihannya. Setelah mempertimbangkan faktor sosiologis, selanjutnyamempertimbangkan faktor psikologis kemudian yang menjadi pertimbangan terakhir bagi petanitembakau dalam menentukan pilihannya yaitu faktor – faktor rasional karena pada pendektantersebut, petani tembakau bisa memperkirakan keuntungan dan kerugian baik dalam jangka panjangmaupun jangka pendek ketika memilih kandidat tersebut sebagai pemimpinnya. Jika ditinjau kembali tentang identitas responden yaitu petani tembakau bahwa petani yang tinggaldi pedesaan dan tidak menempuh pendidikan hingga ke perguruan tinggi. Akan tetapi, mereka bisaberfikir dengan begitu mempertimbangkan faktor – faktor rasional yang bertujuan untuk kepentinganjangka panjangnya. Sehingga hal tersebut dapat kita pahami bahwa petani tembakau memilikikepedulian dan kesadaran jika apa yang ditentukan saat ini yaitu pilihannya dalam Pilkada, dapatmempengaruhi kehidupannya.

Abstract

The presence of Regional Head Elections is actually a manifestation of a people's sovereignty that has been fought since the past. In addition, the mechanism of this election is expected to be able to produce a leader who is in accordance with the will of the people based on the principles of a healthy and responsible democracy. DKI Jakarta Province itself is one of the regions in Indonesia that organizes regional elections. It is status as a state capital as well as a barometer center of the life of government and the nation's economy makes the DKI Jakarta regional election projected to be a role model for other regions in organizing a party for local democracy. Unfortunately, behind the success of the Jakarta Regional Election there were black spots which showed a lot of malpractice such as fraud, violations, and manipulation at each stage of its implementation. The results of this study indicate that there is malpractice with the aim of rigging the regulations or rules of the elections so that they can influence the results of the vote which impacts will harm certain parties. There are various types of violations occurring at all stages of the DKI Jakarta regional election in 2017. The condition of the legal framework that is still premature is believed to be the main root of all the phenomena of malpractice in the Election in Jakarta. In addition, the inaction of the election organizers in an effort to guard and eradicate any violations of the elections made the proliferation of all kinds of violations in this election. The situation was further aggravated when the community did not have enough intellectuality of politics in the face of the heat of a political contestation in Jakarta.Keywords: malpractice, local election, law enforcement

Abstract

Partai Perindo menjadi salah satu dari 4 (empat) partai baru yang menjadi peserta partai politik Pemilu 2019 dan mampu mengusungkan calon sampai batas maksimal yaitu sebanyak 50 calon. Hasil penelitian menunjukkan bawasannya rekrutmen politik yang dilakukan Partai Perindo Kabupaten Semarang bersifat terbuka, mulai dari tahap sertifikasi yang syarat calonnya mengacu pada UU Nomor 7 Tahun 2017 hingga tahap penominasian yang terdiri dari penyaringan, penjaringan, dan penetapan calon berdasarkan pada aspek penilaian yang diberikan dari DPP Partai Perindo. Faktor-faktor ketertarikan perempuan terhadap Partai Perindo Kabupaten Semarang antara lain faktor internal dan faktor eksternal. Faktor internal berasal dari individu yang setiap perempuan memiliki fakor internal yang berbeda. Abstract

ABSTRACTDemocratic party this time the main attraction for the emergence of new political parties. The most phenomenal party NasDem. Given, this party is the only party that pass the verification as a new participant in the 2014 election as a new political presence NasDem certainly reasonable if it raises a lot of questions and doubts about efforts to win legislative elections 2014. It’s still not strong mass base owned by NasDem . Therefore NasDem struggled to garner support to parts of the country, including in Central Java. Central Java Central Java NasDem as a new political party will offer what? whether it offers it is something new, or something old that ever offered by other parties. Abstract

Participation in politics is a vital aspect in a fabric of democracy, as well as are the hallmark of the modernization of politics. As the process of transformation of politics, the meaning of the election besides being a part of the arrangement of the power structure of the central bank to ensure does it do the mechanism of checks and balances between political institutions of the central level to the area, people expect also that elections can produce regional heads who are accountable, quality, legitimate, and sensitive to the public interest. This study aims to determine the factors that affect the political participation of society in local elections in the city of Pekanbaru year 2017. This study using the kind of research ekspanatori with quantitative. The samples used in this study is a multistage random sampling by using the data from questionnaires. The response of the Pekanbaru City in the election in 2017 can be concluded in participating, you know Rational is an influential factor in political participation of the city of Pekanbaru. Based on the results of the processing and analysis of data that has been raised in the calculation of coefficient of the correlation to the Working Group on the Commission has a positive value to political participation. This means that the higher the Working Group on the Commission the higher the relationship in the Participation of the city of Pekanbaru.The results of the conclusions in this study based on the results of processing and analyzing the data that has been stated in the calculation of the correlation coefficient of Sociological Factors there is no significant relationship with Community Political Participation in Pekanbaru City Election. Psychological factors have a significant relationship with Community Political Participation in Pekanbaru City Election. Rational Factors have a significant relationship with Community Political Participation in Pekanbaru City Election. The DPT Administration factor has a significant relationship with the Community Political Participation in the Pekanbaru City Election. The Working Factors of KPU have a significant relationship with Community Political Participation in Pekanbaru City Election. Working Factors Candidates have a significant relationship with Community Political Participation in Pekanbaru City Election.Key words: Political Participation, Elections

Abstract

The assumption that women and children are weak, makes some of them become victims of violence. The type of violences that occurs are diverse such phisical abuse/ domestic violence, sexual abuse, psychic abuse, human trafficing, economic abuse, etc. The purpose of this study is to describe the implementation of protection trough prevention efforts and treatment by goverment and knowing the use of allocated budget to the victims based on genre and children in Pemalang 2013-2015.The method that used in this study is qualitative approach with data collection technique by interviews and documentations. Informant in this study is Head of Departement Social KBBP Pemalang, Head of improvement quality of life section, Women empowerment and also as Coordinator of Jayandu Widuri Pemalang, Doctor IPKR RSUD Dr. M. Azhari Pemalang, Head of protection of women and children unit (UPPA) Polres Pemalang, and the victims and the family of the victims based on genre and children Pemalang.The study shows that (1) In Pemalang, there are still many women who become victims of phisical abuse / domestic violence which the suspect is their husband, (2) In Pemalang there are many children who become victims of sexual abuse and the suspect is from outside, not the victim’s family (3) The prevention efforts are not yet optimal while the handling efforts are quite optimal (4) The budget allocation still needs to be increased in number. Key Words  :  Women and children violence, preventions, budget
