Abstract

The degression of road performance was caused by several factors, particularly by road side activities. Tuanku Tambusai Road, the front side of Mall SKA is an economic region with large volume of traffic. This condition could be assumed in case the traffic volume gets higher, it will decrease the performance of road side, especially on busy hours due to the movement of vehicles to SKA Mall, the stopping public transportations, street vendors, and the parking motorcycles at road side. This research aims to evaluate the performance of Tuanku Tambusai Road, at the front of SKA Mall and find some solutions to overcome theproblems. The road performance analysis was based on Manual Kapasitas Jalan Indonesia (MKJI) 1997. The traffic data was collected from 3 days long, i.e. Saturday (3/2/2018), Sunday (4/2/2018) and Monday (5/2/2018). The results showed that busy hour was happened on Sunday at 12.45-13.45 WIB with Q = 2579,6 smp/hour, C = 3234 smp/hour dan DS = 0,80. Due to DS was higher than MKJI standard, which is DS < 0,75 some planning needs to be done in order to increase the performance of road. In order to reach the maximum standard, a specific lane was planned for vehicles which made their way into SKA Mall. The results showed that DS was able to meet MKJI standard, i.e. DS = 0,59.Keywords : Road Performance, MKJI 1997, Side Activities.

Abstract

Kajian karakteristik Daerah Aliran Sungai (DAS) di wilayah Provinsi Riau belum banyakditeliti. Kebutuhan akan informasi karakteristik DAS sangat penting guna analisispengalihragaman hidrograf menjadi debit. Khusus untuk Sungai Siak yang mengalir di wilayahKota Pekanbaru, memiliki beberapa sub DAS diantaranya sub DAS Sibam, sub DAS AirHitam, sub DAS Senapelan, sub DAS Sail, sub DAS Tenayan, sub DAS Pendanau. Salah satucara untuk menganalisis karakteristik sungai menggunakan data Digital Elevaltion Model(DEM). Data DEM dapat diolah menggunakan teknologi Sistem Informasi Geografis (SIG).Ketersediaan data DEM dan Sistem Informasi Geografis digunakan untuk ekstraksi morfometriDAS yang cepat, otomatis dan terintegrasi dengan data DAS lainnya. Data karakteristik DASdapat digunakan untuk menghitung debit banjir dengan metode hidrograf satuan sintetik.Metode hidrograf satuan sintetik yang sering digunakan di Indonesia yaitu Hidrograf SatuanSintetik (HSS) Gama I dan Nakayasu. Konsep unit hidrograf satuan dengan nilai kontrolvolume/limpasan langsung (HDRO)1 mm digunakan untuk mengetahui metode HSS mana yangsesuai diterapkan pada suatu sub DAS. Pada studi kasus dapat dilihat metode HSS yang bisaditerapkan pada sub DAS Sibam 1,041, sub DAS Air Hitam 1,034, sub DAS Senapelan 1,045,sub DAS Sail 1,011, sub DAS Tenayan 1,019, sub DAS pendanau 1,032 dengan menggunakanmetode Nakayasu dengan nilai volume error dibawah 5 % dan nilai HDRO 1 mmKeywords: Morfometri DAS ,Gama I, Nakayasu

Abstract

Land use change in Siak watershed (DAS Siak), Indonesia affected to cause fluctuation ofSiakwater river flows.In order to mange watershed strategies required a hydrological modelwhich to represent the hydrological cycle of the watershed. TheSoil Water Assessment Tools(SWAT) application was implemented to simulate scenarios forland use changes in the period of2002, 2007, and 2012 in Siak watershed. The research has yieldthe following resuts; the optimaldetermination coefficient (R2) of themodels were = 0.6 (>0.4), with Nash Suflicfe Efficiency(NSE) was 0.5 (0.35).The ground water reserves was calculated by comparing the ratio ofQmaximum and Qminimum during the period of 2002 to 2012. The ratio of ground waterreserves were presented as the following orderin 2002 was 10,725, in 2007 was 6,834andin 2012was respectively. The higher the Qmaxsimum / Qminimum ratiothe more critical ground waterreserved could be.Keywords: Land use change, SWAT model, ground water reserve.

Abstract

This paper investigated how much the public's willingness to pay (WTP) for the cost of public water supply services (PDAM) in Pekanbaru City. This research also projected how much urban water demand of this city for period of 2014-2032. This study divided samples into two categories, namely (i) middle and high income society, and (ii) low income one. These categories were based on the type of house ownership, and the percentage of low income family in this city This research obtained two main factors affected to the WTP for public water services (Y), such as; (i) the number of family members (X1), and (ii) the amount of family income (X2). The equation formula of Y = -677.816 + 12934.502 X1 + 0.012 X2. The average public’s willingness to connect to PDAM for the middle and high income society was 62.13% and for the lower class was 44.44%.There was a trend that the middle and high incomes society’s water demand was relatively higher than that the lower one.  The amount of water tariffs for middle and high income class society was at the average of Rp.6.615 / m3, and Rp.4.971/m3 for the lower income one. This tariff was higher than the average tariff in 2014 (Rp. 3,300 / m3). The water supply capacity in 2014 was estimated to 620 l/sec, and it was projected that water demand in 2032 will increase to 3,946 l/sec (three folds). Tulisan ini meneliti berapa besar keinginan masyarakat untuk membayar biaya pelayanan pengadaan air bersih (PDAM) di Kota Pekanbaru dan membuat proyeksi kebutuhan air bersih Kota Pekanbaru 2014-2032. Sampel calon pelanggan air bersih dalam penelitian ini dibagi atas dua kategori, yaitu (i) masyarakat kelas menengah keatas, dan (ii) kelas menengah kebawah. Penelitian ini mengidentifikasi dua faktor utama yang mepengaruhi keinginan masyarakat menengah ke atas membayar pelayanan air bersih PDAM (Y), yaitu; (i) jumlah anggota keluarga (X1), dan (ii) besarnya pendapatan keluarga (X2), dengan formula Y= -677,816 + 12934,502 X1 + 0,012 X2. Keinginan untuk menyambung pada masyarakat menengah keatas sebesar 62,13% dan di kelas menengah kebawah adalah 44,44%. Besarnya tarif air bersih yang diinginkan masyarakat menengah keatas Rp.6.615/m3 dan Rp.4.971/m3 untuk kelas menengah kebawah.Tarif ini lebih tinggi dari rata-rata tarif PDAM pada tahun 2014 yaitu Rp. 3.300/m3.Kapasitas pasokan PDAM air pada tahun 2014 adalah 620 l/detik, namun diproyeksikan kebutuhan air bersih meningkat menjadi 3.946 ll / detik untuk tahun 2032.

Abstract

The objectives of this research study were to : (i) investigate how much water tariffs should be paid by consumer in order to serve the project investement and operation based on the full cost recovery schemes, and (ii) investigate sensitivity factors affeted to project NPV.  This study fokus on the Dumai,water development project, Riau Province. The project investment was approximatelly Rp. 82,34 billion  (Alternative 1 for water treatment facility of 80 l/sec) and Rp. 134,308 million (Alter-native 2 for watar treatment facility of 160 l/sec) for 25 years. Based on the  economic analysis, it was revealed that; the Net Present Value (NPV) of  the alternative 1 project was Rp. 4.4 billion (with water tariffs of Rp. 7.000,-/m3 for a household and Rp 9.000,-/m3 for an industrial sector), BCR =  1,135, and IRR = 16,829 %.  This IRR value is higher then bank interst rate (12%). Alternative 2 will yield NPV of 40 billion (with tariff of Rp. 5.700,-/m3 for Household and Rp . 8.000, -/m3 for an industrial sector), BCR= 1,122 and IRR = 16,433 % . Based on these economic analysis, this project was considered feasible to proceed. The factors that are relatively sensitive for the NPV of project were; chemicals, electricity and fuel, staff salaries, and interest rates.

Abstract

There are methods that can be used to evaluate pavement conditions, such as Bina Marga and PCI (Pavement Condition Index) methods. In the Bina Marga method, the determination of road condition values are done by summing numbers and values of damage conditions, while PCI method is based on type, rate and area of distresses. This study attempts to compare the two methods in determining a road segment pavement condition (i.e. segment of Simpang Lago to Simpang Buatan, Riau). The road segment was divided into 6 sub segments. Primary data obtained from field surveys and secondary data were used. The priority of pavement maintenance actions was ranked from 0 to 7 for Bina Marga method, and from 0 to 100 for PCI method. The comparative analysis showed different results between the two methods in terms of pavement condition values and maintenance actions. Based on each method’s pavement condition rank, the condition values of the sub segments were 9, 10, 10, 10, 9, 10 for Bina Marga method which all needed for routine maintenance. Abstract

Soil stabilization for the runway sub-grade in Tampuling Airport, Tembilahan, Riau province is required as the existing soil is in the grouped of peat or soft soil. The compressibility rate of this soil is very height, with the depth of the soft soil of more than 30 meters from its surface. Based on “the worst case scenario” without any soil stabilization treatment, it was estimated that the soil consolidation rate would be 1.7 metre within 20 years period of settlement. In order to speed up consolidation process, the vertical drain method was applied. Design of pre loading technique as well as the calculation of distance between vertical drains is then demonstrated in this paper. It was estimated that the depth of vertical drain would be 18 metres, with the distance between vertical drains is 1.2 metres each; height of pre loading is 4.5 metres. With these design parameters, it was expected that the settlement process would be accelerated by 40 folds (235 months to become 6 months period). ABSTRAK Perbaikan sub-grade untuk menopang perkerasan lentur runway bandara Tampuling di Tembilahan, Propinsi Riau perlu dilakukan karena sub-grade nya terdiri atas lapisan tanah gambut dan tanah lunak. Tanah ini mempunyai kriteria sebagai tanah dengan tingkat kompresibilitas tinggi mencapai kedalaman 30 m. Berdasarkan skenario terburuk, setelmen konsolidasi tanpa ada perbaikan tanah (sub-grade) akan terjadi sebesar 1,7 meter dalam 20 tahun (235 bulan). Upaya untuk mempercepat konsolidasi dilakukan dengan memasang drainase vertikal (vertical drain). Perencanaan tinggi pre-loading, dan spasi drainase vertikal berikut kedalamannya mempengaruhi proses kecepatan konsolidasi dianalisa. Hasil perencanaan yang diusulkan adalah sebagai berikut; (i) kedalaman drainase vertikal = 18 m;(ii) spasi antar drainase = 1,2 m; dan (iii) tinggi preloading = 4,5 m. Abstract

Time delay in the project execution phase causes cost escalation. This paper demonstrated the magnitude of severness of time delay affected to an increase of the project cost during the construction of bridge in Indragiri Hulu District. It wa evaluated that the project construction program was planned for 120 days but it was delayed up to 255 days. The time delay of 135 days within the project affected an increase of the constractor’s additional expenses about Rp. 703 million. By simulating various parameters of risks, it was found that; (i) based on the “what it is” scenario, 80 % probability the project was predicted to delay up to 118 days (cost of Rp 686 million); and (ii) by the implementation of risk management procedure encompassing 6 (six) risk mitigation elements it was estimated that 80% probablility of project delay may reach 46 days (cost Rp 361 million). The reduction of time delay and cost overruns may reach 50%.  Hence, it demonstrates that the implementation of risk management procedure may control project risks systematically. Abstract

The development of air transportation in Minangkabau International Airport-Padang Pariaman had indicated that the existing capacity of terminal building was overcapacity with average 2,9 million number of passengers per year was no longer able to accommodate the volume of passengers. It also can be identified through the escalation amount of passenger that reach 3,1 million passengers in 2015. The expansion plan was done by forming equation of multiple linier regression between the volume of passenger as dependent variable with total population, PDRB (Product Domestic Regional Bruto), income per capita and tourist as independent variable. The prediction number in certain year was generated with 328377+0.062Pkt equation and tourist variable with -36623+0,097Wtb equation. The result of terminal building expansion plan area in 2035 should not be less than 65.233m2 with 7.402.896 number of passengers capacity and also able to accommodate 3782 passengers during a peak hour.Keywords : Terminal Building, Forecast

Abstract

A meeting of two or more roads may rise conflict of traffic flow use defined or an intersection point. The intersection of Jl. HR. Soebrantas–Jl. Kubang Raya-Jl. Garuda Sakti Pekanbaru, was selected as a core study in this paper. This intersection to cause trafffic congestion delays and traffic jams during peak hours. This study used the method of Indonesian Highway Capacity Manual 1997. Data obtained by conducting surveys on traffic volume. The researched was conducted for three days; Friday (13/10/2017), Saturday (4/11/2017), and Monday (6/11/2017). From the survey results and the calculation of peak hour of the traffic flow occurred on Friday 17:15 to 18:15 pm with the value of Q = 4058,6 smp/hour, C = 4217,696 smp/hour, DS = 0,962, DTI = 13,432 det/smp, DTMA = 9,537 det/smp, DTMI = 21,272 det/smp, DG = 4,02 det/smp, D = 17,452, QP% = 37,1-73,3%. Since DS value is greater than the requirement of Indonesian Highway Capacity Manual 1997 which is 0.85, it is necessary to plan alternative solutions to improve the performance of the intersection.Keywords: Jl.
