Abstract

Dumai, one of the largest city in Riau Province,  has only served 6% of its total population’s needs of water supply, which mean there are only about 16.000 of  280.000 citizen in this city which have been served by PDAM with 80 L/s supplying ability and just 50% efficiency. Therefore, improvements of water supply should be top priority, which means it needs a relatively big amounts of investment based on the feasibility study. In this case, to obtain a proportional investment it needs to analyze the Full Cost Recovery of this project. The ultimate goal of this research is to analyze the Economic Feasibility for PDAM of Dumai city for 25 years later with a turnover provisions at the 20th year. The feasibility study in this research is based on economic analysis with two alternatives; water treatment with 80 L/s capacity up to projection age and raising to160 L/s capacity at the 5th  year. This economic analysis uses five indicators; Net Present Value (NPV) of benefit and cost flow,Internal Rate of Return (IRR), Benefit Cost Ratio (BCR), Break Event Point (BEP) and sensitivity analysis, whereas the calculation in this study using the approximate estimation. The calculation in this research uses 12% of interest rate and 6% of inflation, and  results Rp. 61.098.871.064,- of investments for an 80 L/s capacity water treatment with price Rp. 7.000,-/m3  for a household and Rp 9.000,-/m3 for an industrial consumption with Rp. 4.444.807.908 , - of NPV with 1,135 BCR and 16,829 % IRR. As for the capacity of 160 l / sec obtained an investment of Rp . 99,657,097,694 , - with a tariff of Rp . 5.700 , - for Household and Rp . 8.000 , - for an industrial consumption with  Rp6.670.266.335 , - of NPV with 1,122 BCR and 16,433 % IRR with investment feasibility analysis above shows that all the parameters are well worth to be invested.   Keywords : Investment Feasibility Analysis , Investment Feasibility indicators , NPV , BCR , IRR , BEP , Sensitivity Analysis .

Abstract

Pumping test was conducted to determine the characteristics of an aquifer transmissivity and storativity values. Pumping test can measure the amount of water from an aquifer so that the potential of groundwater can be determined from any research areas. Pumping test carried out in two stages, first is the productionwell pumping test to observe the drawdown caused by the pumping process and second is recovery test were performed to observe the recharge process of pumped production wells. This research located in Rantau Baru village’s groundwaterwells. Analytical method used is Cooper Jacob method (straight-line method) so that the obtained transmissivity (T) value is 1822,639 m2/day and storativity (S) value is 9,978×10-5. Based on these acquired two parameters, the availability potential of groundwater at this research location is 467,8 m3/day. By identificationof groundwater discharge, the utilization of groundwater at the research locationcan be controlled in order to avoid any ground water depletion.Keyword : Pumping test, drawdown, aquifer, Cooper Jacob

Abstract

Pekanbaru city is the capital of Riau province consisting of 12 sub-district with a total population in 2013 was 1.018.750 inhabitants. Currently PDAM "Tirta Siak" of Pekanbaru City served 10% of the water demand within the city area. The PDAM production capacity was 620 liters/sec. The purpose of this study are (i) to forecast the water demand in period of 2015-2035, (ii) calculate the investments of upstream infrastructure, and (iii) analyze the upstream infrastructure financial aspects using Benefit Cost Ratio(BCR) method, Net Present Value (NPV), Internal Rate of Return (IRR), Break Even Point (BEP), Payback Period, and Sensitivity Analysis.Result of this studies are (i) Pekanbaru City water demand for 2015 approximate to 4.056 liters/second and continued to rise become 9.176 liters / sec on 2035, (ii) the upstream infrastructure investments is divided into two phases with an investment for phase 1 is Rp. 571.059.228.117 and for phase 2 is Rp.602.641.569.713, and (iii) financial aspects values are BCR 1,37; NPV Rp.900.869.707.831; IRR 15.93% ; payback period is 18 years 4 months and 3 days ; and BEP value is 515.031.471 m3 of water that must be sold.Keyword : upstream infrastructure, water demand, investments, financial aspects

Abstract

Alteration of land use which is happening at Tapung watershed (DAS Tapung) is worrying. Marked by the decreasing of forest area from 15.624,36 ha at 2002 to 12.186,32 ha at 2012. Evaluation of watershed condition and performance is needed. Evaluation using (i) Percentage of critical land (PLK) (ii) Percentage of vegetation cover (PPV) (iii) Coefficient regim of flow(KRA) (iv) Coannual of flow (KAT) efficient criteria. Evaluation result of PLK is 9,82%, PPV 71,6%, KRA 14,28 and KAT 0,45. After receiving existing evaluation value, conservation simulation using SWAT program is done by changing a part of open land area and shrub on land use map of 2012 with forest. From simulation result, SWAT model validity parameter R2 is 0,50 and NSE 0,50. These result have satisfied the research objectives as the finding coefficient were > R2 0,4 and >NSE 0,35 From this simulation, watershed condition is evaluated again. Evaluation result after doing conservation simulation are PLK 6,47, PPV 71,6, KRA 5,78, and KAT 0,44. Values after conservation simulation gives better result than the condition before conservation simulation is done.Keywords: altration of land use, SWAT, watershed performance.

Abstract

Sultan Syarif Kasim II Airport has annually experienced an increase in the number of passengers and the number of aircraft operating based on data from 2010 to 2018. Therefore, it is necessary to evaluate and optimize the apron. The purpose of this study is to determine the peak hour aircraft movements, project the need for parking stands and optimize for the existing year (2020) and the plan year, namely 2030 and 2035, using aircraft data B 737-900 as the largest planned airport aircraft. Forecasting the movement of the number of aircraft is carried out using the regression method. The results of the analysis in 2030 and 2035 the apron capacity of SSK II Airport has exceeded the existing capacity, because the current apron capacity at SSK II Airport is 12 parking stands with an area of 476 x 110 m. The area and capacity of the apron required in 2030 are 18 parking stands with an apron area of 710 x 150 m and for 2035, it is 20 parking stands with an apron area of 780 x 150 m. Abstract

The land use changes at Tapung Kiri watershed can affected the groundwater availability and affecting the fluctuations of rivers flow. Therefore, to develop strategies for a comprehensive watershed management, it is required a hydrological model that can represent the hydrological cycle of watershed. Hydrological model was performed by using SWAT tool. The SWAT simulations was performed in various scenarios for land use changes in the period of 2002, 2007 and 2012. Land use map that used as an input to SWAT were Landsat images that processed by the Supervised Classification method. Based on the results of this study, the most optimal value of coefficient of determination (R2) is 0,62 and the value of Nash Sutcliffe Efficiency (NSE) is 0,62. Process of validation obtained coefficient R2 = 0,51 and NSE = 0,40. These results have satisfied the research objectives as the findings coefficient were > R2 min 0,4, and >NSE 0,35. Analysis of groundwater availability was conducted by comparing the ratio of Qmaximum and Qminimum during 2002 to 2012. Comparison of obtained ratio value were 5,53 (2002), 11,22 (2007), and 8,68 (2012). If the value ratio Qmaximum / Qminimum was bigger, then groundwater availability increasingly critical. Therefore, changes of land use at Tapung Kiri watershed can cause groundwater reserves increasingly critical.Keywords: Land use change, SWAT model, groundwater availability.

Abstract

Water is a basic of human need. Hence, there is a need to identified to what exterd people may attent of water charges. However, water is considered as free good. Water services carried out by water entities (PDAM) in Indonesia. Put charges for delivery of water. Treating water for population in the urban area. Therefore, willingness to pay water service as well as their willingness to connect where investigated in this study. The result of this research view that social economic factors has influence the willingness to pay (wtp) are revenue and total of water usage. The average of willingness to pay (wtp) is Rp 5.377,00/m3 greater than current charges is Rp 3.086,60/m3. Besides of that, 77,2% of citizen of this area have willingness to connect to water supply. It is projected that water supply required to meet. For 2014 demand is 81,2 lt/sec and 2032 is 102,2 lt/sec. There is a need to extend water treatment plan capacity up to 102 lt/sec in 2032.  Keywords: willingness to pay (wtp), charges, needs, water, Rengat

Abstract

The peat fires disaster occurring on the island, particularly in Riau every year, which has at least adversely affected the environment, social and economic conditions of the community. One of the fire suppression effort is Autificial Rainfall (TMC), by sowing NaCl salts in clouds that have the potential for rain. This study piked up three regency areas in Riau Province, such as Bengkalis, Rokan Hilir and Dumai. With the data used is rainfall data from TRMMsatellite and fire distribution point data from fire forest watch. The data obtained were analyzed using FileZilla, GrADS, Command Prompt, and ArcMap V.10.1 software. The resultshows that, Autificial Rainfall (TMC) can accelerate the process of rainfall, thus the number of hotspots can be reduced. So this method can be used as a long-term program in disaster mitigation of peat fires.Keywords : TRMM, TMC, Hotspot

Abstract

This study aims to investigate whether or not the extents of Sultan Syarif Kasim II International Airport which is located in Pekanbaru need to be developed. Using linear regression method, this study forecasted that there will be a need to develop terminal building area up to 63.414m2 with the capacity of passengers about 6.693.746 every year and it will be accommodated approximately 3724 passengers on peak hour in 2035. The development of terminal building area is bigger than existing area in 25.779 m2 and the capacity of passengers is 3,2 millions every year while accommodating 1866 passengers on peak hour.Keywords : Terminal Buiding, Development

Abstract

Peat Land in Riau Province have become a routine disaster in recent years. Peat Land occur of because the condition of the peatlands is very deep and triggered by irresponsible parties who tend to clear land by burning. Currently Weather Modification Technology (TMC) is one of the technical solutions that can be used to overcome land fire disasters, by planting NaCl salt in clouds that have the potential to rain. the cloud that is the target of the seeding is the Cumullus (Cu) type cloud. In this study four areas were taken in Riau Province, namely Indragiri Hilir Regency, Meranti Islands, Pelalawan Regency and Siak Regency. With the data used is rainfall data from TRMM satellites and hotspot distribution data from www.fire.globalforestwatch.com. The data obtained were analyzed using FileZilla, GrADS and Command Promt software. From the data analysis, the results of TMC evaluation in general with the mission of increasing rainfall in the four target seeding areas in 2014 and 2016 succeeded in increasing rainfall thus reducing the number of hotspots. So this method can be used to overcome the disaster of land fires in Riau Province.Keywords: TMC, TRMM, Hotspot
