Abstract

Implementation of the project of New Apron Development Workshop of Sultan Syarif Kasim II Airport, Pekanbaru from initial observations of previous authors poses a risk during the construction period of unpredictable events by civil engineer is a force majure condition such as unpredictable volume during interim planning The time set does not include unexpected or over volume work. The delay that occurred in the project of Advanced Construction Work of New Apron Sultan Syarif Kasim II Airport, Pekanbaru on the field is 228 days (planned for 322 days but the realization in field 550 days). This resulted in the late apron at the SSK airport to be usable. However, by carrying out risk analysis, mitigation and control procedure obtained the following results: for the probability of 80% delay in execution time to 68 days. Reduction time delay reaches 70%. Implementation of risk management can control the project risk systematically.Keyword: Risk analysis, delay, project, probability.

Abstract

Significant shift in the land use within Siak watershed (DAS Siak) affects to groundwater reserves. This also affected to fluctuation of the river flows. Therefore to develop a comprehensive watershed management strategies, it is required a hydrological model which is in capable to represent the hydrological cycle of the watershed. Hydrological model may use SWAT application software package. The SWAT simulations performed various scenarios for land use changes in the period of 2002, 2007, and 2012. Based on this research study, the optimal determination coefficient (R2) of SWAT output models were = 0.59, with Nash Suflicfe Efficiency (NSE) was 0.58. The determination coefficient for validation models was 0.55 and NSE was 0.48. These results have satisfied the reserach objectives as the findings coefficient were > R2 min 0.4, and >NSE 0.35. The level of ground water reserves was calculated by comparing the ratio of Qmaximum and Qminimum during the period of 2002 to 2012. It was revealed that the ratio of ground water reserves were as the following order 10,725 (2002), 6,834 (2007) and 12,951 (2012) respectively. Should the ratio value Qmaxsimum / Qminimum was bigger, the more critical ground water reserved will be. Hence, the fundamental changes in land use is Siak watershed affected to suppress the ground wateer reserve to the critical level.Keywords: Land use change, SWAT model, ground water reserve.

Abstract

The main purpose of this study is to determine the appropriate water rate based on the willingness to pay  Dumai city . This is due to the growing need for clean water in the city of Dumai  each year while the supply of clean water provided by the government is very limited. The method used in this research is  contingent valuation by  using the Statistical package for the social sciences (SPSS) to estimate the water rates in the city of Dumai. Of the water rates will be in the analysis of the Net Present Value, Benefit cost ratio, break-even point and the internal rate of return clean water projects Dumai. Addressing the needs of the water carried phasing with 4 scenarios for each of the water supply capacity starts from 80 Liter / sec in the year 2013-2014 and 160 liters / sec in the year 2016-2032. Results of analysis gives an overview of the feasibility of water  rates  projects in the city dumai with water service coverage includes 4  Dumai  of  District. Abstract

The decrease of road verformance is due to various factors such as the activities on the side of the road. These activities include side barriers, such as in and out vehicles, stopping vehicles, roadside parking, and pedestrians. Soekarno-Hatta Road in front of Transmart mall is currently experiencing a performance decreased during peak hours due to the increasing volume of traffic flow caused by the activity of the vehicles that going in and out fromTransmart mall. The purpose of this study is to analyze the traffic performance on the Soekarno-Hatta road in front of the Transmart Mall and find solutions to solve the problemthere. Road performance calculation method in this study was referenced to Indonesian Road Capacity Manual (MKJI 1997). The traffic data wer calculated over four days. Based on theanalysis of existing conditions at the highest peak hours occurred on Saturday at 16:15 to 17:15 pm with the result Q = 2553 pcu/hour, C = 3234 pcu/hour and DS = 0,79. Therequirement of DS < 0,75 (MKJI 1997), while the existing DS is 0,79, exceeds the MKJI requirement, so it needs a certain traffic arrangement to improve the performance of the road.One of the alternative improvement is widening the road by 5 m, from the initial width of 7 m to 12 m, This widening decreases DS value to 0,5 which is fulfill DS requirement (DS <0,75).Keywords: Soekarno-Hatta Road, Road Performance, Side Barriers, MKJI 1997

Abstract

Peat is organic soil, but that does not mean organic soil is peat soil. Peatlands in Indonesia are 14.9 million hectares, covering around 50% of the world's tropical peat. Riau Province which has the largest area of peatlands in Indonesia is 55.3%. Unproductive peatlands in Indonesia are reported to be 4.2 million hectares. Under natural conditions, peat is a type of water-saturated soil that can store water up to 5 to 15 times its weight. This research was conducted in the village of Tanjung Leban using peat soil water content of each layer. Results Peat soil moisture content is used to determine the parameters of the Fire Danger Rating System (FDRS) water content. The analysis was conducted using primary data in the form of soil sampling and laboratory testing of soil mechanics. The results of this analysis obtained the value of the average water content of each layer. The average value of layer moisture content is different from the first layer of litter moisture content of 65.39%, the value of moisture content of the second layer of organic soil is 71.22% and the value of moisture content of the third layer of solid soil is 71.04%.Keywords: peat land, Fire Danger Rating System, water content

Abstract

PT. Adhya Tirta Batam is the first drinking water company in Indonesia accepted a concession contract to manage and distribution of water in Batam Island at 1995-2020 and now ATB was be the best of drinking water company in Indonesia with many achievement. ATB was improve the customers service since 1995 only has 13.710 customers with 30% coverage areas and then in 2014 ATB has 227.054 customers with 99,5% coverage areas. In order ATB can give a good services, ATB need the evaluation in some performance indicators (operational, service, and human resources) from 2005 until 2014.Based on evaluated results in performance indicators ATB in 2005-2014, ATB has a good trend in every years and customers of ATB has a high satisfaction in services of ATB. ATB achievemented during 1995-2014 was confirm that Public Private Partnership (PPP) in water sector can give the good services especially from coverage areas expansion and can operated with efficient.Keywords : PT. Abstract

Recently the traffic growth in Pekanbaru is fast. The intersection of Imam Munandar Street and BukitBarisan Street has high traffic flow. Therefore, it is necessary to perform a study to analyze theintersection condition to cope with problems related to the performance of unsignalized intersection.The primary data was obtained by collecting real traffic data. The primary data was used in the analysisin accordance with MKJI 1997. The result of the analysis showed that the peak hour was on Tuesday at17:00 to 18:00 WIB, the peak traffic flow (Q) was calculated as 2126.1 smp/hour, the capacity ( C ) was1990.69 smp/h, the degree of saturation ( DS ) was 1.068, the delay of intersecton traffic (DT1) was18.86 sec/smp, the delay of intersection geometry (DG) was 3.94, the intersection delay (D) was 22.80,the queue probability ( QP ) was 45.98%-91.60%. Abstract

The non-functioned traffic lights at intersection point of Jl. HR. Soebrantas-Jl. Kubang Raya-Jl. Garuda Sakti, Pekanbaru, is the main factor that lead to an increase in degree of saturation to 0,962. The value of degree of saturation is greater than the requirement of Indonesian Highway Capacity Manual (IHCM, 1997) which is 0,85. The IHCM method was used to overcome the congestion problem at this intersection point by specifying 4 alternatives solution. There was an increase in DS value by 8,64% for initial condition in alternative 1, a decrease in DS value by 4,78% from alternative 2, a drecrease in DS value by 2,09% for alternative 3 and a decrease by 20,26% in alternative 4. Hence, from the result shown, it is believed that alternative 4 is the best alternative to overcome the congestion problem at this particular intersection point.Keywords: intersection of Jl. HR. Abstract

The implementation of construction projects often mismatch between the planning schedule and the realization at site like Coal Fired Steam Power Plant Project (PLTU) in Tembilahan which is 186 days delay (209 days plan but realization in 395 days). This resulted in the overdue of the Tembilahan power plant to operate, but by the implementation of Risk Analysis, Risk Mitigation and Control obtained the following results: for 80% probability there was a decrease in the implementation time delay to 32 days. Abstract

The objective of the study was to evaluate and to calculate the required the existing 2016 and ultimate 2035 KKOP of Sultan Syarif Kasim II International Airport Pekanbaru. The KKOP area was drawn using ArcGIS Software package, the calculation was carried by using ICAO Manual Standard Annex 14 2013, Ministry Decree Number 60 2004 and Number 3 2016. It is identified that Approach and Take Off Surface in 2016 = 155 meters AES and in 2035 = 152 meters AES, the elevation for inner horizontal surface in 2016 = 50 meters AES and in 2035 = 47 meters AES , the discreapancy for both approach surface elevation of 1,97% to 6,38% for inner horizontal surface. It is also identified that runway length in 2016 = 2.600 meters will be extended to 3.000 meters in 2035, than area of inner horizontal in 2016 = 34.783.800 m2 became in 2035 = 50.300.000 m2, it’s not necessary the change of runway length from 2016 to 2035 affected to unincreased in KKOP elevation usualless KKOP distance length.Key Word: Sultan Syarif Kasim II International Airport, Obstacle Limitation Surface, AES
