Abstract

This examination means to figure out how the difference in broad daylight free place of green in 2016 to 2020, the accessibility of free place of green in view of the area in Gunungsitoli Subdistrict, and the accessibility of free place of green in light of the quantity of occupants in Gunungsitoli Subdistrict. This study is a quantitative elucidating approach. The item in this study is the whole area of Public Free place of green in Gunungsitoli Subdistrict. The audit used Geographic Information System (GIS) applications, Ground Check, as well as insight. This investigation data source uses fundamental data acquired from the eventual outcomes of picture dealing with in 2016 and 2020, while discretionary data is people data and social condition data, so during the time spent taking care of information required books, journals, and proposition material to this assessment. The results showed that the Public Free place of green in Gunungsitoli Subdistrict experienced a change from the area of Existing Public Free place of green from 2016 by 6.6 ha to 2020 by 7.67 ha, then, the wide change more than 5 years amounted to 1.07 ha. Considering the Area of Public Free place of green in Gunungsitoli Subdistrict of 6.78 ha which is changed as per the Necessities of Public Free place of green 20% and is differentiated and existing conditions in 2020, the area of Public Free place of green in Gunungsitoli Subdistrict really has an absence of 0.89 ha.

Abstract

The literature on 360-degree feedback performance appraisal systems has attracted considerable attention by showing a link between behavior change and individual performance. This study aimed to analyze the strengths, weaknesses, opportunities, and threats to the 360-degree feedback performance appraisal system for Civil Servants in the City Government of Medan. To determine the participants in this study, it was calculated using the formula, Slovin. The data was collected through observations, interviews, and literature studies. Data analysis used qualitative descriptive analysis. The data results would be used to determine the strengths, weaknesses, opportunities, and threats to the implementation of the Civil Servants' 360-degree feedback performance assessment system in the City Government of Medan. The strategy of implementing a 360-degree feedback performance appraisal system as a performance assessment system for Civil Servants in the City Government of Medan was creating a joint commitment to support a fair and objective performance appraisal system, implement a 360-degree feedback performance appraisal system as an effective performance appraisal system for Civil Servants in the City Government of Medan, involving the participation of many parties to formulate assessment instruments, involving the participation of several parties at each interconnected level to act as an assessment team, improving the competence of human resources in conducting the appraisal process, establishing performance appraisal instruments that reflect aspects of actual attitudes, behaviors, morals, skills, and work outcomes, creating stages and performance appraisal standards, and using information and communication technology (ICT) in the delivery of appraisal instruments.

Abstract

The aim of this research is to analyze the impact of the Family Hope Program (PKH) social assistance on the welfare of the population in Sei Rampah District, Serdang Bedagai Regency; to examine the influence of PKH mentoring on the welfare of the population in Sei Rampah District, Serdang Bedagai Regency; to assess the impact of PKH facility services on the welfare of the population in Sei Rampah District, Serdang Bedagai Regency; and to investigate the influence of complementary assistance programs within PKH on the welfare of the population in Sei Rampah District, Serdang Bedagai Regency. The quantitative analysis method was employed, utilizing multiple regression analysis to address the first, second, third, and fourth research problem formulations. The hypothesis testing involved R2, F-test, and t-test. The findings of this study are as follows: 1) The social assistance variable has a positive and significant impact on the welfare of the population in Sei Rampah District, Serdang Bedagai Regency; 2) The mentoring variable has a positive and significant impact on the welfare of the population in Sei Rampah District, Serdang Bedagai Regency; 3) The facility services variable has a positive and significant impact on the welfare of the population in Sei Rampah District, Serdang Bedagai Regency; and 4) The complementary assistance variable has a positive and significant impact on the welfare of the population in Sei Rampah District, Serdang Bedagai Regency.

Abstract

The aim of this research is to: 1) analyze the implementation of the Village Information System in Pegajahan District, Pegajahan District, Serdang Bedagai Regency, and 2) analyze the influence of the Village Information System in supporting the acceleration of village development in Pegajahan District, Pegajahan District, Serdang Bedagai District. Research was carried out in Pegajahan District, Serdang Bedagai Regency regarding the Effect of Using Village Information Systems (SID) in Supporting the Acceleration of Village Development in Pegajahan District, Serdang Bedagai Regency. The analytical method used in this research is multiple regression analysis, with a total of 99 respondents. The research results showed that the implementation of the Village Information System in Pegajahan District, Serdang Bedagai Regency went very well because it was in a very positive area based on score interpretation. The Human Resources variable (X1) has an average total value of 3.94. The infrastructure variable (X2) has an average total value of 4.00. The institutional and budget variables (X3) have an average total value of 4.00. The IT service variable (X4) has an average total value of 4.06. The influence of the Village Information System which includes the variables Human Resources (X1), facilities/infrastructure (X2), institutions and budget (X3), and IT services (X4) has a positive and significant influence on the acceleration of village development in Pegajahan District, Serdang Bedagai Regency.

Abstract

The impact of the ongoing digitization of population administration services on regional development planning through the population utilization system is expected to become a common ground for closing various gaps in efforts to optimize data utilization. This gap is the focus of the study so that improvements can be made in the future. This study examines from various sides, starting from recording and documentation, data publication, data development, data utilization, ease of use of data, quality of data information, to the reliability of data administration. In addition, we also tried to dig deeper into the respondents' knowledge of population information systems, user data needs, and what data can be collaborated between agencies. Utilization of population data that is easy and valid is needed in an effort to accelerate regional development performance in solving various urgent problems at hand and in the long term. Valid planning cannot be presented if the data used in planning is not valid. Planning that responds quickly to changes in social conditions is difficult to realize if there is no ease in terms of data access. The validity of the data in question is not only talking about the suitability of recorded population events with the actual situation, but also how the recorded data is able to describe the actual number. Up to this point, the ease of access to data for users to be used in relation to their field of work is expected to give rise to higher quality planning. The Medan City Population and Civil Registration Service as the implementing agency in charge of population administration affairs has taken a step forward in building a digital-based population data system. Efforts to optimize performance are continuing, and this study is an endeavor that is expected to add energy to population administration administrators in supporting the established vision and mission of Medan City.

Abstract

Economic development is a process of developing community capacity in the long term so that it requires proper and accurate planning in reducing economic inequality between cities and regencies. One of the indicators for measuring the success of economic development in 4 regencies, namely North Tapanuli, Toba, Humbang Hasundutan and Samosir, which are in the Toba Caldera Area as a center for the development of world Geopark tourism which has been designated by UNESCO as a world heritage from the geological aspect.The purpose of this research is to conduct a descriptive economic analysisof the progress of the economic aspects of the 4 districts in the Toba Caldera region through the 2018 Village Development Index (IPD), namely to become Disadvantaged - Developing - Independent districts. While the Developing Village Index (IDM) will explain 5 categories ofRegency achievements for the status of villages classified as Very Disadvantaged - Underdeveloped - Developing – Advanced - Independent to prove the implementation of the Village Fund policy.The results of the study show that the 4 districts resulting from the division of regional autonomy policies and Fiscal Decentralization in Indonesia plus the Village Fund, it turns out that in 2020-2021 there are no districts that are included in the category of Independent and Advanced IDM Status. However, there are 2 districts that are in the Developing category, namely Samosir Regency with an IDM achievement of 0.6275 which is ranked 301st nationally and 12th at the provincial level in North Sumatra for City Regency. Furthermore, Toba Regency with an IDM of 0.6268 ranks 314th nationally and14th province. Finally, Humbang Hasundutan Regency has an IDM of 0.60502 in the 347th and 15th ranks. While the parent district, before the era of Regional Autonomy, namely NorthTapanuli Regency, was only included in the IDM status category, it was still lagging behind with an achievement of only 0.5904 being ranked 358th nationally and 8th in the province.In the IPD category, North Sumatra Province only reached 56.82, below the Sumatra Island average of 60.02, and the national average IPD reached 59.36. Furthermore, for these 4 regencies below the national average, the Sumatra Island region and the Provinces namely North Tapanuli 55.04, Toba 56.20, Humbang Hasundutan 56.08 and Samosir 54.84. So there is still much to be achieved by the Government of the 4 Regencies in order to improve people's lives optimally, prosperously, fairly and evenly, where the central government has stimulated the Village Fund policy which increased in value in the last 5 years before the Covid- 19 pandemic.

Abstract

The objectives of this research are to: 1) Analyze the factors that affect the income of the traders of the Sei Rampah People's Market, Sei Rampah District, Serdang Bedagai Regency and 2) To analyze the impact of the Covid-19 virus pandemic on the income of traders of the Sei Rampah People's Market, Sei Rampah District, Serdang Regency Bedagai. The research was conducted in Sei Rampah District about the Effect of the Sei Rampah People's Market on Regional Development in Sei Rampah District, Serdang Bedagai Regency. The analysis method used in this research is multiple regression analysis and t test analysis. The results showed that the variable capital has a positive and significant effect on the income of the traders of the Sei Rampah People's Market in Sei Rampah District, Serdang Bedagai Regency. Meanwhile, the variables of the diversity of business premises, formal education, informal education, building renovation, and coaching have a positive but insignificant effect on the income of the Sei Rampah People's Market traders in Sei Rampah District, Serdang Bedagai Regency. The Covid 19 virus pandemic has a negative impact (change in decline) on the income of the Sei Rampah People's Market traders. This is due to a decrease in the income of the Sei Rampah People's Market traders due to the emergence of the Covid 19 virus pandemic.

Abstract

Transportation plays a big role in the development of an area. The movement of people, goods and services from one place to another can be facilitated by good transportation. Transportation has a significant relationship to regional development. Currently, public transportation services in Humbang Hasundutan Regency, especially Doloksanggul is considered still less than optimal due to the fact that the existing public transportation is not on a fixed and regular route, causing uncertainty in waiting for public transportation. The objectives of this study are to: 1) Analyze the effect of the number of fleets, passenger capacity and route routes on the accessibility of the community in the District. Doloksanggul, 2) Analyzing the effect of the number of fleets, passenger capacity and route routes on road connectivity in Doloksanggul District, and 3) Analyzing the effect of community accessibility and road connectivity on regional development in Doloksanggul District. The research was conducted in Doloksanggul District, Humbang Hasundutan Regency. The analytical method used in this research is multiple regression analysis with the number of respondents as many as 100 people. The results showed that the number of fleets, passenger capacity and route routes had a positive and significant effect on community accessibility in Doloksanggul District, the number of fleets, passenger capacity and route routes had a positive and significant effect on road connectivity in Doloksanggul District, community accessibility and Road connectivity has a positive and significant effect on regional development in Doloksanggul District.

Abstract

The purpose of this study is to analyze the effect of the ease of work plan and budget information systems on improving the quality of development human resources, the influence of satisfaction with the use of work plan information systems and budgets on improving the quality of development human resources, and the effect of application, ease and satisfaction of using work plan information systems and budget simultaneously to improve the quality of Human Resources Development. The research method used is quantitative method with data collection techniques by literature study, observation, and interviews and is supported by data collection tools, namely interview guidelines and questionnaires. The data analysis technique used multiple regression analysis. The results showed that the application of information systems has a positive and significant impact on the quality of human resources development at USU Medan; The ease of using the information system has a positive and significant impact on the quality of human resources development at USU Medan; Information system user satisfaction has a positive and significant impact on the quality of human resources development at USU Medan; and the application of information systems, ease of use of information systems and satisfaction of information system users together have a positive and significant impact on the development of the quality of human resources in the development of USU Medan.
