A secondary data collected from the Central Bureau of statistic North Sumatera which consist of 33 regencies/cities in North Sumatera province for the period of 2011-2015 and analyzed using panel regression analysis by assisting EVIEWS 10.0.  This study applied the Williamson index to identify the effect of fiscal decentralization of financial capability via the General Allocation Fund (DAU) budget per capita and Gross Regional Domestic Product (GRDP). The variable of fiscal decentralization is the primary revenue received by local government measured by Original Local Government Revenue (PAD) and Balance Fund (DP) while the regional performance using per capita income. The result of the analysis shows that the random effect model is the best model for estimating the effect of fiscal decentralization on regional performance. By applying the Williamson Index for General Allocation Fund per capita, this study indicates it unstably distributed. Also, Williamson Index for per capita income distribution categorized as moderate. Lastly, the Original Local Government Revenue and Balance Fund have a positive effect on regional performance.

Abstract

Convergence as the core theory of growth in 1990, based on the hypothesis put forward by Barro and Sala-i-Martin (1995) using the neoclassical growth model. One important aspect of this model has been studied and analyzed seriously as an empirical hypothesis of convergence with the assumption that the preferences and apply the same technology. The estimation results above show the value of (1 + β) of 0.7660. Based on these values, the value of β is known of -0.234. Β value (0.2340) is between zero and -1 indicates that there is a process of convergence of economic growth among the districts / cities in North Sumatra, East Coast Region at the speed of convergence of 23.40%. AndConditional convergence models have a higher speed than the absolute convergence models. This indicates that the independent variable (GRDP/capita, working population, number of poor and length of studyhas a great influence in increasing the speed of convergence of economic growth in the East Coast region of North Sumatra.

Abstract

The objectives of this study are to: 1) Analyze the effect of Local Original Income on the economic growth of the North Sumatra Provincial Government. 2) Analyzing the effect of the General Allocation Fund on the economic growth of the North Sumatra Provincial Government. 3) Analyzing the effect of the Special Allocation Fund on the economic growth of the North Sumatra Provincial Government. 4) Analyzing the effect of Revenue Sharing Funds on the economic growth of the North Sumatra Provincial Government. 5) Analyzing the effect of Regional Original Revenue, General Allocation Fund, Special Allocation Fund, and Revenue Sharing Fund together on the economic growth of the North Sumatra Provincial Government. Tests using panel data analysis can be done with three models, namely Common Effect Model (CEM), Fixed Effect Model (FEM) and Random Effect Model (REM). Tests were carried out with the Chow test, Hausman test, and Langrangge Multiplier test. Based on the results of hypothesis testing in table 4.6, the lower left shows the Prob value (F-statistic) of 0.000000. Prob value. < significance value (0.05). This probability value becomes the basis for accepting Ha which states that simultaneously (together) all independent variables (PAD, DAU, DAK, and DBH) have a significant effect on the dependent variable (economic growth). A positive value on the F-statistic shows that simultaneously PAD, DAU, DAK, and DBH have a positive effect on economic growth.
