Abstract

This article examines the role of ulama in the implementation of Sharia in Aceh by focusing on the study of their fatwa concerning apostasies and heresy. Since the time of the Aceh Sultanate, the role of the ulama has been prominent as the royal judges who applied sharia due to the status Aceh as the region that embraces Sunni Islam as the official schools of jurisprudence and theology. This situation continues in the period of independence and it has legally been further strengthened in the post-Soeharto regime (reformation era) by the special autonomy status granted to Aceh that includes the right to implement sharia in full. Based on the special autonomy, the council of ulama in Aceh, known as Majelis Permusyawaratan Ulama (the Consultative Assembly of Ulama) or MPU) is officially instuted as the government partner and vested with the authority to issue religious edicts (fatwa) and give considerations regarding the problems of governance, development, community development, and Islamic economy to the government. With regards to Islamic theology, the MPU has the authority to determine the orthodoxy of a religious group by issuing fatwa. As studied, there are fourteen fatwa issued by the MPU on sects and religious movements flourished in Aceh which are deemed to be deviating from Islamic orthodoxy; those include Shiah, Millata Abraham, and Gafatar.   From in-depth studies of the fatwa, this article reveals that the influential role of ulama in Aceh in the life of society and government comes from three legitimations, namely; history, legal, and social. This thus has made the society and government feel bound by the MPU fatwa on apostasies and heresies which prompt the Aceh government to ban the groups despite freedom of religion guaranteed by the constitution. This condition is theoretically appealing because, as far as the legal system of Indonesia is a concern, obeying a fatwa is a matter moral compliance instead of legal compliance.Keywords: Aceh, Islamic Sharia, Ulama Council’s Fatwa on Apostasies and Heresies

Abstract

Participation rate of men in the use of contraceptionon in Banda Sakti district Kota Lhokseumawe is still very low, at only 0,005%, it’s under the national target of 5%. The purpose of this study was to determine the factors associated with men's participation in family planning in the working area of Banda Sakti District. This type of research was observational with a cross-sectional approach in 20 juli 2020 - 8 Agustus 2020, using a questionnaire on 66 respondents.This research was using simple random sampling technic.The result showed that there were 27,3% of respondents who participated in family planning (25,8% condoms and 1,5% vasectomy) and 72,7% of respondents not participated in family planning. Based on the result of this research, there was significant correlation between quality of service (p value = 0,003, OR = 11,200), knowledge (p value = 0,009, OR =14,385) and social culture (p = 0,000, RO= 13,300) with male participation in family planning. there was no correlation between Sosio Demografi (Education, Income and Number Children ) and  Access to Family Planning services with male participation in family planning.It is recommended for managers of family planning program in district Banda Sakti to able to provide more intensive counseling, increasing socialization of equality, so the participation of men in the Family Planning Program is no longer considered something which is taboo or embarrassing and improving cooperation across sector.ABSTRAKPartisipasi pria dalam program keluarga berencana khususnya penggunaan kontrasepsi di Kecamatan Banda Sakti Kota Lhokseumawe masih sangat rendah yaitu 0,005%, hal ini masih jauh dari target nasional sebesar 5%. Penelitian ini bertujuan untuk mengetahui faktor-faktor yang mempengaruhi partisipasi pria dalam mengikuti Keluarga Berencana (akseptor kondom dan MOP) di Kecamatan Banda Sakti Kota Lhokseumawe. Jenis penelitian ini berupa observasional dengan metode pendekatan cross-sectional yang dilaksanakan tanggal 20 juli 2020 sampai 8 Agustus 2020, menggunakan kuesioner pada 66 responden, dengan teknik simple random sampling. Hasil penelitian ini menunjukkkan bahwa ada 27,3% responden yang ikutserta dalam keluarga Berencana dimana 25,8% menggunakan kontrasepsi kondom dan 1,5% menggunakan kontrasepsi vasektomi/MOP, sedangkan responden yang tidak menggunakan kontrasepsi sebanyak 72,7%, serta adanya hubungan yang bermakna antara faktor kualitas pelayanan (p value = 0,003, OR = 11,200), pengetahuan (p value = 0,009, OR =14,385) dan budaya (p = 0,000, RO= 13,300) dengan keikutsertaan pria dalam keluarga berencana. Tidak ada hubungan bermakna antara sosio demografi (pendidikan, pendapatan dan jumlah anak ) dan akses pelayanan dengan keikutsertaan pria dalam ber-KB di Kecamatan Banda Sakti Kota lhokseumawe.Disarankan untuk pengelola KB di Kecamatan Banda Sakti Kota Lhokseumawe untuk memberikan penyuluhan yang lebih intensif, meningkatkan sosialisasi tentang kesetaraan, sehingga keikutsertaan laki-laki dalam Program KB  tidak lagi dianggap sebagai sesuatu yang tabu atau memalukan dan meningkatkan kerjasama lintas sektor

Abstract

The local wisdom values of the Acehnese have proven to be used as a mechanism in conflict resolution. The problem of conflict is not only the social reality of the people of Aceh, but it has become a problem for the world community. Many conflicts occur in communities that require deep knowledge and broad insight into adat so that they can be resolved through deliberation and consensus. Knowledge of local wisdom and insight into customary-based conflict resolution is not evenly distributed among gampong apparatus, therefore this community service aims to strengthen the role of local wisdom-based conflict resolution to create peace in Gampong Meunasah Mesjid, Muara Dua sub-district, Lhokseumawe City. The method used is strengthening and capacity building. Stages of implementation, problem identification, program implementation in the form of training. So that it is hoped that capacity and knowledge development will be achieved, improvement of the social and cultural values of the community. The benefits and impacts of this training are that the community will gain a strengthened understanding of customary values and local wisdom that can be used as a means of conflict resolution in the national legal system; strengthening understanding of customary values and local wisdom according to Islamic law; the establishment of partnerships, friendship and cooperation between the campus and the community in maintaining peace in the community; preservation and improvement of values and the role of conflict resolution in sociological and cultural contexts in society.

Abstract

Pemikiran politik islam merupakan hasil ijtihad dari para ulama untuk mengatur dan mengelola hukum dalam pemerintahan di masanya. Sama seperti dalam penelitian ini penulis meneliti bagai mana Ibnu Taimiyah sebagai salah satu tokoh islam yang memperbaharui pola pikir islam terdahulu dalam melihat tata kelola Negara dan pemerintahan. Peneliti ingin melihat bagaimana hakikat negara yang ideal menurut beliau dengan membandingkan beberapa sumber baik itu dari dunia islam dan dunia barat. Hakikat negara menurut Ibnu Taimiyah merupakan suatu organisasi, yang kerja sama masyarakat untuk dapat mendekatkan diri kepada Allah SWT. Dalam Negara Islam terdapat dua macam kekuasaan yaitu: kekuasaan para Ulama yang disebut dengan syaikkul Ad-Diin, dan kekuasaan para Raja atau kepada Negara. Dan hakikatnya kepala negara yang menjalankan syariat islam yang kaffah itulah negara yang ideal sesungguhnya dalam pemikiran Ibnu Taimiyah.

Abstract

Abstract

Penelitian ini mengkaji tentang Implementasi Kebijakan Qanun Kota Lhokseumawe Nomor 9 Tahun 2015 Tentang Pengelolaan Sampah Oleh Dinas Lingkungan Hidup Kota Lhokseumawe.Pertimbangan dipilihnya Lokasi penelitian di Kota Lhokseumawe karena adanya fenomena bahwa saat ini volume sampah yang timbul di Kota Lhokseumawe setiap harinya terus meningkat.Tujuan penelitian ini untuk mendeskripsikan Implementasi Kebijakan Qanun Kota Lhokseumawe Nomor 9 Tahun 2015 Tentang Pengelolaan Sampah Oleh Dinas Lingkungan Hidup Kota Lhokseumawe.Pendekatan yang digunakan dalam penelitian ini adalah pendekatan penelitian kualitatif.Teknik pengumpulan data yang digunakan adalah Observasi, wawancara dan dokumentasi. Berdasarkan hasil penelitian yang dilakukan, dapat disimpulkan bahwa Pengelolaan sampah di Kota Lhokseumawe belum maksimal apabila dilihat pada Qanun Kota Lhokseumawe Nomor 9 Tahun 2015 tentang Pengelolaan sampah, yang didasarkan pada model Implementasi menurut George Edward III yakni Komunikasi, Sumber Daya, Disposisi dan Struktur Birokrasi.Pengelolaan sampah di Kota Lhokseumawe masih perlu adanya pembenahan karena masih dilakukan dengan sistem konvensional yaitu kumpul, angkut dan buang. Selain itu faktor pengahambat Implementasi Kebijakan Qanun Kota Lhokseumawe Tentang Pengelolaan Sampah Oleh Dinas Lingkungan Hidup Kota Lhokseumaweantara lain perlu sosialisasi dan pelatihan tentang tata cara pengelolaan sampah kepada masyarakat, terbatasnya sarana dan prasarana yang dimiliki Dinas Lingkungan Hidup baik armada pengangkut sampah maupun mesin pengelolah sampah yang tidak bisa difungsikan, belum adanya SOP mengenai kegiatan petugas lapangan pengelolah sampah, kurangnya perhatian pemeritah terhadap kesejahteraan petugas lapangan dan aspek eksternal kurangnya kesadaran dan partisipasi dari masyarakat Kota Lhokseumawe dalam pengelolaan sampah.

Abstract

This study examines the management of posyandu services in administering mealseas rubella vaccine. The research objective was to understand how posyandu service management in administering mealseas rubella vaccine at UPTD Puskesmas DTP Buntul Kemumu, Permata District, Bener Meriah Regency and its obstacles. The theoretical perspective used is the theory of public service management. The research method used is a qualitative research method. The results showed that the functions and principles of management have not been implemented optimally, especially in relation to service strategy indicators, while other indicators have become obstacles in the implementation of health service delivery, namely the provision of the mealseas rubella vaccine at the UPTD Puskesmas DTP Buntul Kemumu, Permata District, Bener Meriah Regency. necessitating an increase in the active participation of puskesmas cadres in providing counseling, and a service system that must readjust to the applicable SOP. Meanwhile, the external obstacle is customers, namely recipients of the mealseas rubella vaccine, namely the public / parents who still do not want to give their children the vaccine because they are worried about the halal and haram content of the mealseas rubella vaccine.

Abstract

This study examines the provision of rewards and punishments to ASN. The research objective was to understand how the process and impact of reward and punishment for ASN in Satpol PP and WH Bener Meriah Regency. The theoretical perspective used is the theory of public organizations, reward, and punishment, and the state civil apparatus. The research method used is qualitative. The results showed that the process of giving rewards and punishments was carried out in three stages: ASN inventory, priority scale creation, and decision making. The positive impact of giving rewards and punishments for ASNs in the Satpol PP and WH Office of Bener Meriah Regency is to increase work motivation and can help develop careers for ASNs. Whereas punishment has a positive impact on ASNs as a deterrent effect from repeating violations of duty and can improve their behavior at work which is then able to improve their performance in the future. The negative impact did not change the attitude/behavior of ASNs who were given punishment because they were annoyed at getting punished, or it could be said that ASN was not deterred by the actions of giving punishment by the leaders of Satpol PP and WH in Bener Meriah Regency.
