Abstract

In order to implement blueprint of ASEAN Economic Community (AEC),Southeast Asia countries have been gradually doing the diminution tariff ofinternational trade since 2007. This effort has been implicating thedecreasing of each Southeast Asia countries’ GDP. Yet, this decreasing hasalso been followed by the augmentation of gini coefficients of each SoutheastAsia countries during the same time periods. Therefore, hypothesis of thisresearch is there is significant influence between the decreasing tariff ofinternational trade towards the increasing of gini coefficient in the countriesof Southeast Asia. Hence, this research had been concerned to seek ananswer of how the significance of diminution of tariff of international tradetowards the augmentation of Southeast Asia countries’ gini coefficient.

Abstract

This research seeks to explain then Indonesian Maritime Affairs and Fisheries Minister Susi Pudjiastuti's policy to ban foreign vessels from entering the country's waters between 2014 and 2016, as the country was trying to solve its Illegal, Unreported and Unregulated (IUU) fishing problem. Indonesia was suffering losses not only in terms of economy but also the environment as a consequence of the IUU fishing problem. More importantly, it posed a threat to the country's sovereign rights in its waters. As a result, President Joko Widodo's grand vision of making the country as so-called Global Maritime Fulcrum (GMF) was put to doubt by analysts and scholars alike. By approaching the problem with a realist analytical framework, this research focuses on how Indonesia was trying to curb IUU fishing cases by imposing a moratorium on foreign vessels in order to protect its environment and sovereignty. Using data both from primary and secondary sources, this research finds that the moratorium policy succeeded in creating deterrent effect on the perpetrators and lowering the number of foreign vessels entering the country's waters and thus preventing the number of IUU fishing cases from rising. Furthermore, this research finds that Indonesia managed to secure its fish stocks, to protect the ecosystem in its seas and to help local fishermen to prosper.

Abstract

The terrorist attack that happened in various states particularly after 9/11 tragedy is not anew issue for the Southeast Asian countries. The issue of terrorism that was once became aconcern of individual country, has now became a shared concern for the countriesinSoutheast Asia due to the situation in the international order that are facing complexsecurity. Various acts of terrorist attack that hasoccurred in the Philippines arethe concreteexample of the complex security, because the terrorist groupsfrom the rest of the SoutheastAsian countries itself are linkedto each other. ASEAN as an institution representing theSoutheast Asia region issued the ASEAN Convention on Counter Terrorism in 2007 as aresponse to the threats of terrorism faced by the region. This research aims to analyze therole of ACCT convention in combating terrorism in the Phlippines in the year 2011 – 2013due to the increasing number of terrorist attack since the convention came into force. Toanalyze the role itself, this research uses neoliberal institutionalism theory. The methodthat is used in this research is qualitative method with descriptive-analytical type throughinterviews and literature technics. Outcome from this research is the ACCT Conventionhas role in providing legal norms, ordinances, and strategies in facing terrorist threats tothe member countries of ASEAN. These strategies had been implemented by thePhilippines through various actions and activities during the year 2011 – 2013 such as theadoption of new laws related to terrorism, provision of capacity building training for lawenforcement and counter-radicalization or rehabilitation programs for former perpetratorsof terrorism.

Abstract

Protection of war victims is an important issue due to the fact thatthere will always be crimes and violations to the things protected bythe law of war. Israeli military action toward Palestine is not onlyinterfering the security of Palestinians, but also obstructing thedistribution of humanitarian assistance for the victims of war.Established in 1968 and acquired mandate from the Government ofPalestine, Palestine Red Crescent Society (PRCS), as underbow ofInternational Committee of the Red Cross (ICRC), attempts to protectPalestinians as victims of war based on the rules of GenevaConventions 1949. Between 2002 until 2009, there were three militaryactions had been done by Israeli toward Palestine which increased thenumber of Palestinian war victims. This thesis is an explorative typeof research aimed to analyse challenges faced by Palestine RedCrescent Society in protecting Palestinian war victims between 2002until 2009. The result of this research showed that the most affectingchallenge came from external factor, that was the bureaucracy ofIsraeli military.

Abstract

ISIS is a terrorist organization created by invasion AS to Irak in 2003. Initially name asMajelis Syura Mujahidin and then join to AQI and change its name to ISIS. On 4thSeptember 2016, when NATO held meeting in Wales, AS announce about establishment acoalition to fight ISIS, called anti-ISIS coalition. 66 countries has joined into that coalition,include Uni Arab Emirates. UAE gave massive support to coalition as military andhumanitarian helps. 14th Desember 2016, has occurred an accident Jordanian pilot hasburned by ISIS military. Three days after that accident, UAE decide to stop giving assist tocoalition. But on 5th February 2015, UAE return to help the coalition by sent a squadronjet to Jordania for fight against ISIS. This research purposes to discover why UAE decideto return into coalition on 5th February. To answer that question, researcher usedneorealist paradigm and qualitative method with explanation type. Collective data whoused by researcher through interview and literature review. The result is there are manyfactors which influencing UAE behavior in coalition, that factors comes from intern andextern, because of UAE national interest, and then another factor to get some extradomestic security and regional security in Middle East.

Abstract

Relations between Russia and America had been established for 209 years, started from1807. Relations between Russia and America most filled with disharmony rather thanharmony. Rivality on two states was seen on the Cold War. The bipolar phenomenon doesnot only happen for politic gain in blocs of nations between Russia and America, but mostlikely a refection to some characteristic of nation. This reasearch will explain why Russiajoin UN Global Counter-Terrorism Strategy that known as respond to 9/11. Using rationalchoice theory, this research was found that Russia puts forward the principle of rational toface the threat of terrorist groups in their country. In needs to know the movement ofinternational network from Basayev group, make Russia participate in the global counterterrorismregime formed by the United Nations. Some adjustments shown that the FederalLaw No.35-Fz had replace the Federal Law 130-Fz 1998 before as a counter-terrorism lawsince 2006. The changes of strategy does not only reflect the rationality of an actor, butalso sovereignity of a state.

Abstract

This research is inspired by the civil war that took place in Chad in 2005 until 2010. This war caused humanitarian impacts, one of which is the recruitment of child soldiers. The child soldiers were recruited by both the government and the opposition armed forces. The recruitment of child soldiers is listed as a war crime as explained in the Convention on the Rights of the Child, which clearly explains that children under 18 years of age are not allowed to be involved directly in wars as soldiers or combatants. To mitigate and prevent this issue from happening again, the children who are already in the armed forces have to be released through Disarmament Demobilization Reintegration (DDR) process. Unfortunately, Chadian government was unable to handle this by itself since the conflict was still ongoing in that country, and needed help from an organization or institution to go through the DDR process. To explain this situation, neoliberal institutionalism is best suited since its main paradigm is that a country can solve its problem by seeking help from a certain institution, be it old or new. UNICEF, as the only UN body that focuses on children, helped the government of Chad with the DDR process by making an agreement upon this issue. Through this process, UNICEF was able to help advocating the release of more than 1000 child soldiers, help them through the transition and adaptation phase, provide them with accessible healthcare as well as education, and identify the children before they were reintegrated with their families.

Abstract

PEGIDA or Patriotische Europaer gegen die Islamisierung des Abendlandes is a patriotismgroup of European people against the Islamization of the West. Pegida spreads the antiasylum seeker and Islamophobia propagandas in Germany even in many Europeancountries. This research was conducted to determine the multiple factor that can influencethe existence of Pegida. The method of this research is qualitative with descriptive analysistype of research. The results of this research point out that in its movement Pegida spreadsthe hatred demeanor towards asylum seeker and Islam. The existence of Pegida werecaused by internal and external factors. The internal factors are the simillar of values,identity, norms, and language that are supporting the existence of Pegida. The externalfactors is Germany national regulation based on Constitution Republic Federal Germanyarticle 5, 8, dan 9 which ensure the protection of the freedom of expression, assembly, andassociation as the fundamental rights for every citizens.

Abstract

Crystalline methamphetamine, also known in Indonesia as sabu, is a kind of illegal drugthat is currently getting high demand in Indonesia. Based on the information from BNNand UNODC the number of drug use and trafficking of crystalline methamphetamine inIndonesia is really high. Indonesia in this position really need UNODC recommendationsto overcome this new kind of drug. Based on the background, this research’s purpose is toshow how Indonesian Government's implementing partnership with UNODC against illicitdrug trafficking crystalline methamphetamine in Indonesia in 2007-2013. If we look at thetheme and the topic, The purpose of this research is to evaluate the process of cooperationbetween the Indonesian government and UNODC against drug trafficking of crystallinemethamphetamine in Indonesia from 2007 to 2013. Cooperation between the two sides hasbeen running well if we see the increasing number of arrested person which wassuccessfully carried out by Indonesian law enforcement in 2007-2013. crystallinemethamphetamine crime still exist in Indonesia nowadays, though due to several factors,such as the type of the drug itself that is easy to manufacture and materials that can bereplaced with other materials and tools manufacture that can be easily found, place-makingwhich can be done in a small laboratory, a geographical location of Indonesia, and thecontrol problem of the Indonesian law enforcement.

Abstract

The Malacca Strait is a strategic lane under the sovereignty of four countries in Southeast Asia: Indonesia, Malaysia, Singapore and Thailand, which are highly vulnerable to maritime crimes, such as piracy and armed robbery against ships. Indonesia Malaysia, Singapore, and Thailand are litoral states, which are fully responsible for everything that happens in the region. Piracy and armed robbery in the Malacca Strait are detrimental to litoral states and user states on the economic, economic, security and sovereignty aspects. The purpose of this research is to determine the effectiveness of Malacca Strait Patrol in combating piracy and robbery in Malacca Strait 2009-2014. In this research, the researcher used institutional neo-liberal theory to analyze the effectiveness of Malacca Strait Patrol on each indicator of source or input approach, process approach, and target or output approach. The method of research is descriptive qualitative method, and doing technique of data collection of literature study and interview. The result of this research is that Malacca Strait Patrol has been successful and effective in combating piracy and armed robbery in the Malacca Strait based on the indicator of effectiveness on source or input approaches, process approaches, and target or output approaches. Litoral states have implemented all of the terms of reference (TOR) and standard operating procedures (SOP) of Malacca Strait Patrol (MSP) properly and correctly, so that the incidents of piracy and armed robbery in the Strait of Malacca can be minimalized.
