Abstract

The development of technology is very rapid in today's era, especially with the development of internet technology. In the field of education itself, publication and access to research references can be easily done via the internet. However, with the internet also, research journal piracy can occur when access to references cannot be obtained due to paywall barriers (cannot access if you do not pay). Expressions of this can be found on social media, where users can use the platform to express their opinions freely. The availability of these data on the internet that can be retrieved and analyzed so as to produce information. In this study, we will analyze public sentiment towards one of the research article hijacking sites, namely Sci-Hub. The method used is Lexicon-based which is a method that uses a dictionary for classifying sentiment text. The data used are 35,755 tweets with 28,193 English-language tweets and 7,552 Indonesian-language tweets. The data is classified according to the rules in the InSet dictionary with the results of the classification of positive sentiment 59.51%, negative sentiment 26.42% and neutral sentiment 14.07%. This study obtained an accuracy of 55.66% for the prediction of data with positive, negative and neutral sentiments.

Abstract

Customers in the Minahasa State Prosecutor’s Office are the main thing in service. A customer supports experiencing various levels of satisfaction, namely if the service is not appropriate after being received, then the customer will feel dissatisfied. On the other hand, if the service is in line with expectations, the customer will feel satisfied that one day the customer will use the service. The calcutation method use is the C4.5 algorithm. The software development method used is Prototype. Data collection methods use are observation, literature and interview. Based on the first and second tests, customer satisfaction data on administrative, case, legal, and technical service with 80 training data and 20 testing data for the first test and 90 training data and 10 data testing data for the second test obtained an accuracy result of 90% for administrative service satisfaction, 90% accuracy for case service satisfaction, 90% accuracy for legal service satisfaction and 90% accuracy for technical service satisfaction. So that it can be satisfaction with service based on the e-survey of the minahasa state prosecutor’s office.

Abstract

As technology develops in our lives, this results in demands in every aspect, for example in government institutions. In this case, technological developments are in the form of application systems and the web, where the web functions for monitoring and the application functions for tracking, which is useful for assisting office employees in supervising field workers, namely waste transport drivers. The development of this system uses the RAD method which has 4 stages, namely planning, system design, development process and collecting feedback, then implementation, while for developing Android-based applications using the Flutter Framework with the Dart programming language and for the website itself using the Laravel Framework with the PHP programming language. It is hoped that this research can facilitate the monitoring process, reduce errors in the reporting process, and increase the efficiency of the work processes of employees in the Minahasa Regency Environmental Service.
