Abstract

Ketenegakerjaan merupakan salah satu hak penyandang disabilitas yang pemenuhannya dijamin Undang-Undang Nomor 8 Tahun 2016 tentang Penyandang Disabilitas. Provinsi Banten merupakan salah satu provinsi di Indonesia yang telah mengadopsi kebijakan turunan untuk pemenuhan hak penyandang disabilitas. Kota Serang sebagai kota pertama di Provinsi Banten yang menetapkan pedoman teknis terkait hal tersebut, yakni melalui Peraturan Walikota Serang Nomor 101 Tahun 2021 tentang Pelaksanaan Peraturan Daerah Nomor 13 Tahun 2019 mengenai Penyandang Disabilitas. Meskipun demikian, keberadaan regulasi tersebut belum mampu menjamin terpenuhinya hak-hak penyandang disabilitas secara optimal. Pada bidang ketenagakerjaan, ketidakpenuhan kuota kerja sebesar 2% pada sektor pemerintahan dan 1% pada sektor swasta menunjukkan masih rendahnya efektivitas implementasi kebijakan tersebut. Dengan menerapkan model implementasi kebijakan terintegrasi oleh Soren C. Winter, penelitian ini menganalisis pelaksanaan dari pemenuhan hak penyandang disabilitas pada bidang ketenagakerjaan di Kota Serang melalui pendekatan kualitatif deskriptif, guna mengidentifikasi hambatan sistemik dalam pelaksanaan kebijakan. Hasil penelitian menunjukkan lemahnya kelembagaan, lemahnya pengawasan, kurangnya aksesibilitas di tempat kerja, dan kurangnya keterlibatan penyandang disabilitas dalam implementasi kebijakan menyebabkan sektor ketenagekerjaan belum inklusif secara komprehensif. Selain itu, stigma sosial memicu kesalahpahaman kemampuan yang menyebabkan diskriminasi dalam memperoleh pekerjaan. Employment is one of the rights of persons with disabilities, the fulfillment of which is guaranteed by Law Number 8 of 2016 concerning Persons with Disabilities. Banten Province is one of the provinces in Indonesia that has adopted derivative policies to fulfill the rights of persons with disabilities. Serang City is the first city in Banten Province to establish technical guidelines related to this matter, namely through Serang Mayor Regulation Number 101 of 2021 concerning the Implementation of Regional Regulation Number 13 of 2019 concerning Persons with Disabilities. However, the existence of this regulation has not been able to guarantee the optimal fulfillment of the rights of persons with disabilities. In the employment sector, the non-fulfillment of the job quota of 2% in the government sector and 1% in the private sector indicates the still low effectiveness of the policy implementation. By applying the integrated policy implementation model by Soren C. Winter, this study analyzes the implementation of the fulfillment of the rights of persons with disabilities in the employment sector in Serang City through a descriptive qualitative approach, to identify systemic barriers to policy implementation. Research shows that weak institutions, inadequate oversight, lack of accessibility in the workplace, and the lack of involvement of people with disabilities in policy implementation have resulted in the employment sector not being comprehensively inclusive. Furthermore, social stigma fuels misconceptions about abilities, leading to discrimination in employment.

Abstract

The implementation of the Village Fund Program in Bulungan Regency, North Kalimantan Province, faces challenges regarding low community involvement. Initial observations in Apung and Mara Hilir Villages revealed a contrast in leadership approaches, where one village tended toward a rigid instructional style while the other was more participatory, which is suspected to cause variations in program effectiveness.This study aims to analyze how the leadership style of the village head influences the effectiveness of the Village Fund Program, both directly and indirectly, through community participation as a mediating variable. The research utilized a quantitative approach with an associative design. The population consisted of community beneficiaries of the Village Fund Program from two villages, Apung and Mara Hilir in Bulungan Regency, totaling 212 respondents. Data were collected using a Likert-scale questionnaire and analyzed through Structural Equation Modeling (SEM) based on Partial Least Squares (PLS) with Jamovi software. The results indicate that the village head’s leadership style has a positive and significant effect on community participation, as well as both direct and indirect effects on program effectiveness through this participation. The coefficient of determination reveals that 67.8% of the variation in program effectiveness can be explained by leadership and community participation, while the remaining 32.2% is influenced by other factors. These findings suggest that a transformational and participatory leadership style encourages active community involvement, thereby enhancing the effectiveness and sustainability of rural development programs.
