Abstract

Pengembangan Usaha Mikro dan Kecil (UMK) merupakan salah satu strategi pemerintah dalam meningkatkan daya saing ekonomi nasional. Meskipun demikian, kontribusi ekspor UMK Indonesia masih relatif rendah dibandingkan beberapa negara ASEAN. Salah satu penyebabnya adalah kualitas kemasan produk yang belum memenuhi standar pasar dari aspek desain, informasi produk, keamanan, legalitas, dan keberlanjutan. Pemerintah melalui Kementerian Usaha Mikro, Kecil, dan Menengah membentuk Rumah Kemasan SINTESA Kabupaten Lebak sebagai pusat layanan pengembangan kemasan produk UMK. Namun, implementasi kebijakan tersebut belum berjalan optimal akibat keterbatasan anggaran operasional, sumber daya manusia, tata kelola kelembagaan, dan keberlanjutan layanan pasca berakhirnya Dana Tugas Pembantuan.Penelitian ini bertujuan menganalisis implementasi kebijakan pengembangan kemasan produk UMK di Kabupaten Lebak serta merumuskan strategi implementasi melalui pendekatan collaborative governance. Penelitian menggunakan pendekatan kualitatif dengan desain studi kasus. Pengumpulan data dilakukan melalui wawancara mendalam, observasi, dan studi dokumentasi terhadap pemerintah daerah, pengelola Rumah Kemasan SINTESA, pelaku UMK, dan Rumah Besar Kemasan (RBK) Mojokerto sebagai mitra strategis. Analisis dilakukan menggunakan model implementasi kebijakan George C. Edward III yang meliputi komunikasi, sumber daya, disposisi, dan struktur birokrasi, serta diperkaya dengan konsep collaborative governance. Hasil penelitian menunjukkan bahwa implementasi kebijakan belum optimal terutama pada aspek sumber daya dan struktur birokrasi. Keterbatasan dukungan anggaran daerah, ketidakfleksibelan mekanisme pengelolaan keuangan pemerintah, serta belum adanya model kelembagaan yang berkelanjutan menyebabkan layanan Rumah Kemasan belum mampu memenuhi kebutuhan UMK secara optimal. Penelitian ini menawarkan strategi implementasi melalui model collaborative governance yang melibatkan pemerintah daerah, RBK Mojokerto, koperasi, BUMD, perguruan tinggi, dan pelaku UMK dalam satu ekosistem pengelolaan rumah kemasan. Model tersebut diharapkan mampu meningkatkan keberlanjutan layanan sekaligus memperkuat daya saing produk UMK di Kabupaten Lebak.

Abstract

Pengembangan kompetensi sumber daya manusia (SDM) pada Poliklinik Bidang Kedokteran dan Kesehatan (Biddokes) Polda Metro Jaya masih menghadapi berbagai kendala, seperti keterbatasan anggaran, kuota pelatihan, tingginya beban kerja, dan belum optimalnya sistem pengembangan kompetensi. Penelitian ini bertujuan menganalisis kondisi pengembangan kompetensi SDM serta merumuskan strategi pengembangannya. Penelitian menggunakan pendekatan kualitatif melalui wawancara mendalam, observasi, studi dokumentasi, dan telaah regulasi. Analisis data dilakukan dengan reduksi data, penyajian data, dan penarikan kesimpulan secara interaktif. Hasil penelitian menunjukkan bahwa pengembangan kompetensi belum dilaksanakan secara sistematis, terutama dalam pemetaan kompetensi, pelatihan berbasis kebutuhan, pendidikan, dan pengembangan karier. Penelitian ini merumuskan strategi pengembangan kompetensi yang terdiri atas empat komponen utama, yaitu pemetaan kompetensi melalui penyusunan standar kompetensi, asesmen, dan analisis kesenjangan kompetensi; pelatihan berbasis kompetensi yang mencakup pelatihan teknis medis dan digital health; pendidikan yang disesuaikan dengan kebutuhan organisasi; serta pengembangan karier berbasis kompetensi, talent management, dan sistem merit. Strategi tersebut diharapkan dapat memperkuat profesionalisme SDM serta meningkatkan kualitas pelayanan kesehatan di Biddokes Polda Metro Jaya.

Abstract

Foreign Official Travel (PDLN) serves as a strategic instrument to enhance the capacity of Indonesia’s civil servants and to support the national human resource development agenda. However, the significant state investment allocated to PDLN particularly at the Human Resource Development Agency for Marine Affairs and Fisheries (BPPSDM KP) often faces suboptimal implementation practices, potentially leading to budget inefficiencies and failures in performance accountability. This qualitative case study aims to analyze the implementation gaps in PDLN policy at BPPSDM KP using Merilee S. Grindle’s framework, focusing on the dimensions of Content of Policy and Context of Implementation. The findings show that ineffective implementation is driven by the interaction of two key factors: (1) ambiguity in the Content of Policy, particularly the inconsistent interpretation of financial regulations (PMK) related to the calculation of Daily Allowances (Uang Harian), which repeatedly triggers findings by the Audit Board of Indonesia (BPK); and (2) critical weaknesses in the Context of Implementation, marked by low accountability as reflected in consistently high rates of delayed reporting (above 20% during 2022–2025) and the absence of a Knowledge Management System (KMS) to ensure institutional utilization of PDLN outcomes. To enhance efficiency and performance accountability, this study recommends strengthening a digital KMS and implementing mandatory Cost-Benefit Analysis for every PDLN proposal to ensure an adequate return on investment for the institution.

Abstract

This study explores the intersection between land acquisition and forestry governance in Indonesia, focusing on its implications for the implementation of National Strategic Projects (PSN). The analysis identifies a regulatory misalignment arising from the lack of procedural and temporal coherence between the two regimes, particularly concerning the issuance of the Location Determination Decree (Penetapan Lokasi or Penlok) prior to the formal reclassification of forest areas. Such inconsistency has generated overlapping institutional mandates, uneven implementation, and legal uncertainty in project execution. Employing a qualitative juridical approach, this study relies on document analysis of key regulations and administrative records. Using the Pekanbaru Ring Road Toll Project as a case study, the findings demonstrate how policy acceleration may blur legal boundaries and affect the overall coherence of administrative governance. The study recommends refining Article 67(3) of Government Regulation No. 23 of 2021 on Forestry Management to align with Government Regulation No. 19 of 2021 on Land Procurement for Public Interest. This harmonization would strengthen legal certainty, institutional coordination, and governance integrity, thereby promoting a more legitimate and sustainable framework for infrastructure development.

Abstract

This research examines the suboptimal implementation of the Integrated Licensing Service Information System (SIPINTER) at the Investment and One-Stop Integrated Licensing Agency of Tangerang Regency as an e-Government instrument for achieving effective, transparent, and accountable governance. The study aims to analyze the factors causing the ineffectiveness of SIPINTER and formulate strategies for its optimization. Using a qualitative descriptive approach, data were collected through interviews, observations, and documentation. The analysis is based on Indrajit’s (2002) e-Government framework, support, capacity, and value. The findings show that although SIPINTER has contributed to bureaucratic modernization and improved service quality, its implementation remains ineffective. Key obstacles include low digital literacy, limited technical competence of government personnel, unstable system and server infrastructure, and weak cross-agency coordination. These issues reduce licensing compliance and limit SIPINTER’s contribution to local revenue (PAD). To address these challenges, the study proposes three strategic steps: (1) strengthening public outreach and digital literacy; (2) enhancing digital work culture through visionary leadership and smart government–based training; and (3) developing technological infrastructure and optimizing regional and national funding for digital transformation. Analytical tools were used to ensure robust strategy formulation. SWOT analysis identified internal and external factors influencing SIPINTER, followed by the TOWS matrix to develop strategic alternatives. These strategies were then evaluated and prioritized using Multi-Criteria Analysis (MCA) based on feasibility, effectiveness, resource needs, and expected impact. The integration of SWOT–TOWS–MCA ensured that the recommended strategies are theoretically sound and operationally applicable for improving SIPINTER’s implementation.

Abstract

According to Law Number 20 of 2003, education is a conscious and planned effort to create a learning atmosphere and learning process so that students actively develop their potential to have spiritual religious strength, self-control, personality, intelligence, noble morals, and skills needed by themselves, society, nation and state. Every citizen aged 6 (six) years can participate in the compulsory education program. Biaya Operasional Pendidikan (BOP) are the main source of school financing budgeted through the DKI Jakarta Regional Budget. The DKI Jakarta Provincial Government organizes a BOP assistance program for State Education Units. The DKI Jakarta Provincial Government through the BOP fund assistance program must accommodate school needs related to the provision of facilities and infrastructure in education units.  SMKN 60 West Jakarta is the research locus because it is the only Tourism SMKN that has the largest budget for maintaining its facilities and infrastructure in the West Jakarta Education Sub-dept. II Region in the 2023 Fiscal Year and the only SMKN out of a total of 63 SMKNs in DKI Jakarta that received rehabilitation funds for repairs and demolition of school buildings in the 2022 Fiscal Year. Based on these conditions, an analysis of the strategy for implementing the BOP funding policy at  SMKN 60 West Jakarta will be carried out along with the supporting and inhibiting factors for the implementation of the policy. It is hoped that the implementation of the BOP funding policy will be effective, transparent and accountable in educational units, especially at  SMKN 60 West Jakarta.

Abstract

Leadership training policy is a strategic instrument for developing the competency and professionalism of the civil service apparatus. In Timor-Leste, this mandate is institutionally assigned to the Instituto Nacional da Administração Pública (INAP) under Decree-Law No. 38/2012 and Decreto-Lei n.º 25/2016. Despite a legally sound normative foundation, implementation remains critically ineffective  evidenced by only 150 participants trained out of 3,527 officials holding structural positions over three years (2022–2024). This study investigates why legal clarity has not translated into effective implementation, employing a qualitative case study design with data drawn from semi-structured interviews, document analysis, and field observation involving ten purposively selected informants. Analysis is framed through the Van Meter and Van Horn model, which reveals that the implementation gap stems from six interconnected failures: unoperationalized policy standards in the curriculum, insufficient human and material resources, unsystematic inter-organizational communication, weak characteristics of implementing agents, volatile socio-political conditions, and inconsistent implementor disposition. The study's specific contribution lies in empirically diagnosing these causal linkages within a nascent post-independence state context, where bureaucratic capacity-building remains structurally constrained. Findings suggest that normative adequacy alone is insufficient; effective implementation requires operationalized standards, strengthened resource capacity, coordinated inter-agency mechanisms, and institutionalized commitment among implementing actors.
