Abstract

This study aims to prove three hypotheses, namely public relations theories have been widely adopted in the theses of public relations students, the theory that dominates public relations studies is the Theory of Excellence, and the most widely used of the method is qualitative. The researcher conducted a content analysis on student thesis in universities in Surabaya and Malang City in 2015 until 2019. The samples of this study were 388 theses of the students majoring in the Public Relations study. This study has proven the three hypotheses, namely the theses have applied Public Relations theories, the most widely used of the theory is Excellence theory, and the Qualitative method is the most widely used of the method. This research has also confirmed that the public relations field is not only focused on practice, but also theoretical studies. This study also confirms that the development of public relations in Indonesia is in line with the development of public relations in the United States, that is, from the practical dimension to the dimension of theoretical study.

Abstract

This study aims to describes the implications of the issuance of the Regulation of the Minister of Communication and Information Technology (Permenkominfo) no. 14/2016 on Local Government PR, especially districts / municipalities. Researcher explore how the perception of Government PR Officials, how the placement of Local Government PR on thestructure of Local Government Organization (OPD) and how the practice excellent PR by Local Government PR based on the principles of Excellence Theory with the implementation of Permenkominfo regulating the form, type, nomenclature, merging affairs, organizational structure, duties and functions of Field of Communication and Information. The Excellence Theory is one of the theories in the field of PR studies and is an effective standard of PR andexplains the ideal PR characteristics in an organization. Descriptive qualitative research method with in-depth interview data collection technique to the Communication and Information Management Officers and completed with document tracking. The results showed that the Communication and Information Management Officers have understood theregulation. However, not all Local Government have merged PR Division in the Dinkominfoas the implementation of Permenkominfo no. 14/2016. Placement of Local Government PRstill variations in OPD structure of each Local Government. Although it is found that theexcellent PR practice in general is good, but coordination needs to be done so that there is nooverlapping in task distribution in Field of Communication and Information Management in Local Government.

Abstract

This studyaims to evaluate the quality of dialogic communication on university library websites and its correlation with students’ scientific information-seeking behaviour during the Covid-19 outbreak. Internet services that organizations frequently use for communicating with their audiences can provide discussion forum services. The university library’s management can investigate their students’ novel ideas, needs, and doubts through dialogic communication, so it will activate and enhance the intellectual power. This research proposed dialogic communication from a sample of 171 undergraduate and graduate students from four countries, China, Indonesia, Taiwan, and Malaysia. Data was obtained by an online survey. The results confirm that during the outbreak, the library websites have implemented the principles of dialogic communication. There is a significant correlation between dialogic communication and scientific information-seeking behaviour except for Chinese students. Library websites can serve as an effective conduit for engaging students in seeking scientific information for academic works. Students stated that e-learning increases their satisfaction and commitment to university websites. Lecturers are recommended to develop collaborative activities among students using the library website. Impacts on practice or policy are that website administrators can use dialogic communication to assist students; university top management can assure students’ rights to education; lecturers may use library website facilities to support asynchronous case-based learning.

Abstract

The research aims to describe the implementation level of managerial and technician roles of public relations practitioners from government and private institutions in Indonesia. The hypothesis is public relations from private institutions often more apply the managerial roles while the practitioners from government public relations tend to apply technical communication than managerial roles of communication. The researcher uses positivistic paradigm by applying survey method with questioners which are filled by 105 respondents. The instrument are from Five-Factor Dimension Model that specifically measures the level of managerial and technician roles of communication. The research finds that there is no significant differentiation between public relations practitioners from government and private institutions regarding the dimensions of managerial and technician roles. Both practitioners frequently apply technician roles rather than managerial roles, however, the government public relations more frequently conduct managerial roles than practitioners from private institutions. The research contributes to the development of public relations study and practice in Indonesia by testing the managerial and technical roles conducting by public relations practitioners through using Five-factor Model.
