Abstract

The purpose of the study was to determine the process of implementing licensing and non-licensing housing development which was held to meet housing needs for low-income people. The method in this study uses a descriptive research method with a qualitative approach. Data collection techniques using interview techniques, observation, and documentation related to the research. The data analysis technique in this study was carried out qualitatively. This study uses five dimensions of policy implementation from Van Meter Van Horn. Based on the results of research that has been carried out by researchers regarding the Implementation of Licensing and Non-licensing Implementation Policies for housing development for low-income communities in Sukabumi City as a whole it has been going well and optimally, but there are some things that are still not going well. Social and economic conditions have a good effect on the community, especially people with low incomes, previously they did not have a home and now have a home. Another thing is the decrease in investors in investing in the Sukabumi City area caused by the global pandemic which has an impact on all aspects.

Abstract

The purpose of this research was to determine Kebonpedes District government's strategy in improving the quality of public services through service innovation programs. This study uses a qualitative phenomenological approach with data collection techniques of observation, interviews and documentation. Data analysis was performed by data reduction, data presentation, and conclusion/verification. The results of this study were measured by strategy indicators by Quinn (2003) showing that the Kebonpedes District Government in improving the quality of public services begins with setting steps to achieve goals based on the formulation of important issues of regional development problems and the urgency of problems that exist in district scope. Then in implementation of services, it is arranged in a directed manner in standard operating procedures designed by Kebonpedes District Government so that the public can understand the workflow of services. The program implemented by Kebonpedes District Government was created by taking into account development priorities and running a service innovation program designed to suit public needs to support an increase in the quality of public services through the Bajak Deh Ah and Layani Aja programs.

Abstract

The Farmer Card is a transaction tool in the form of debit cards such as ATMs that function as a means to redeem subsidized fertilizers. This research focuses on the effectiveness of the Farmer Card Program in distributing subsidized fertilizers in Jampangkulon District, Sukabumi Regency. This research began with the discovery of several problems including uneven distribution of subsidized fertilizers because there are still many farmers who do not get subsidized fertilizer balances, then farmers complain that they do not understand how to apply the Farmer Card, and finally EDC machines that often error so that they can hinder transactions. The theory used to measure and know about how effective the Farmer Card Program is using the theory proposed by Duncan (1973: 274-275). The method used in this study is a qualitative method with a descriptive qualitative approach. The results in this study show that the Farmer Card Program has not been effective because the main purpose of the Card is to prosper and facilitate farmers in redeeming subsidized fertilizers, but in fact farmers still feel burdened, especially for farmers over the age of 40 years who are not tech-savvy. Then there are still many obstacles that occur, especially the problem of EDC machines as a means of fertilizer redemption transactions often errors because the network in Jampangkulon District is not yet stable. Keywords: Effectiveness, Farmer Card Program, Subsidized Fertilizer Distribution

Abstract

Disaster Resilient Village is a manifestation of the government's responsibility to provide protection to the community from the threat of disaster. The purpose of this research is to find out how effective the Disaster Resilient Village program by the Sukabumi City Regional Disaster Management Agency is. This research uses Duncan's theory. This research method uses qualitative research methods. Data collection techniques used observation, interviewing, and documentation techniques. Data validation methods used were source triangulation, technique triangulation, and time triangulation. The data analysis used is from Miles and Huberman, using data reduction, data presentation, and drawing conclusions and verification. The results of this study indicate that the Disaster Resilient Village program has been running in accordance with the established regulatory guidelines, but its implementation is still not running effectively, as there should be empowerment for the village to upgrade the criteria class of the village as stated in the Regulation of the Head of the National Disaster Management Agency Number 2 of 2012 regarding the implementation of the Disaster Resilient Village program, and the facilities and infrastructure are also not enough to maximize the workforce in supporting the Disaster Resilient Village program.

Abstract

This study aims to analyze the implementation of Collaborative Governance in basic social rehabilitation for the elderly in Sukabumi City. The focus of this research is to understand how collaboration among various stakeholders can enhance the effectiveness of services for the elderly. The research method used is qualitative with a case study approach, involving in-depth interviews with six informants from various institutions involved in elderly services, including the Social Affairs Office, the Health Office, and the Elderly Institutions (LLI). The results show that initial conditions, such as imbalances in resources and knowledge, affect the effectiveness of collaboration. Good institutional design, with clear basic rules and planning, has proven essential in guiding and facilitating collaboration. Facilitative leadership also plays a crucial role in ensuring the smooth process of collaboration, supported by related parties who help guide and motivate stakeholders. The collaborative process, involving intensive communication, trust-building, and joint strategic planning, yields tangible benefits for elderly services. These findings affirm that trust, a shared mission understanding, and strategic planning are key factors in the success of Collaborative Governance for the social rehabilitation of the elderly in Sukabumi City.
