Abstract

Industrial estates in the northern region of Medan City are currently developing close to community settlements, which have the potential to have a negative impact on the environment and public health. These impacts include air and noise pollution, water and soil pollution, declining property values, increased crime problems, and environmental damage. Therefore, it is necessary to conduct a study on the suitability of industrial estates to the carrying capacity of the environment. This study aims to assess the suitability of industrial estates with the Carrying Capacity and Carrying Capacity of Ecosystem Services-Based Environment. The method used in this study is quantitative descriptive, which describes environmental characteristics and the phenomenon of industrial estate development. The results of the study show variations in land suitability in the northern region of Medan City. In Medan Belawan District, most of the land (1,566.22 hectares) is not suitable for industrial estates, while in Medan Deli, most of the land (1,358.26 hectares) is very suitable. Medan Labuhan District is dominated by suitable land (2,157.42 hectares), while Medan Marelan has an even distribution between very suitable and suitable land. Abstract

The "Compact City" planning concept aims to manage urban growth in a structured and efficient manner, as well as prevent urban sprawl or irregular urban development. The city of Medan, as a big city, has not fully implemented this concept, although the rapid development of the city has caused problems such as limited land, high urbanization, declining environmental quality, and transportation challenges. This study aims to measure the potential of regional compactness in Medan based on three main factors of urban compactness: density, mixed land, and intensification. The research approach uses a combination of quantitative and qualitative methods, where quantitative analysis is used to measure the cohesiveness factor of the city with Sturgess cluster analysis tools and spatial mapping using ArcGIS 10.5, while qualitative analysis provides a more in-depth explanation of quantitative data. The results show that out of 23 villages in northern Medan, only 4 villages have the highest potential for the implementation of the compact city concept, namely Besar Village, Tangkahan, Tanah Enam Ratus, and Rengas Pulau. This is influenced by the more formed cohesive structure, especially in the function of the mixture.

Abstract

The flash flood in Belawan sub-district was caused by the entry of water from the Belawan and Deli rivers into the area when the sea water was at high tide. The inundation caused by the elevation of the land is below the level of the tide and river water enters through the drainage channel. Rob research in Belawan uses descriptive and qualitative methods. The distribution of inundation was analyzed using tidal analysis using the admiralty method which was the input to calculate the distribution of inundation using GIS. The flood risk index is calculated using the threat index and vulnerability index parameters. The results of this research show that the disaster risk index in Belawan sub-district is already at high risk with a risk index of 0.78.

Abstract

The regulation of industrial designation areas in the Spatial regional Planning of Serdang Bedagai Regency, regulated by Regional Regulation Number 1 of 2021, is the main focus of this research, specifically in identifying space utilization and land changes after the regulation and analyzing the content of the regulation. The regulation of industrial areas in the Spatial regional Planning of Serdang Bedagai Regency, based on Regional Regulation Number 1 of 2021, regulates the space utilization and classification of industrial activities to support economic growth in Serdang Bedagai Regency. This research identifies challenges in policy implementation, such as space utilization that is not in accordance with the Spatial regional Planning, licensing obstacles, and coordination between agencies, which results in regulatory incompatibility and disrupts regional economic growth. Although regulations aim to support industrial development, program vagueness, weaknesses in supervision and an obstructed licensing process due to conflicting regulations will affect the development of industrial estates in Serdang Bedagai.

Abstract

Increased population growth causes land needs to increase and forces underprivileged people to live in inappropriate areas such as river banks. The purpose of this research is to identify the types of spatial utilization and the dynamics of spatial utilization of non-conformity to spatial planning regulations in the Deli River border corridor in Medan City. This research uses a descriptive-qualitative approach with Geographic Information System (GIS)-based spatial analysis method, particularly overlay technique, to compare the regulation of Medan City Regional Regulation on Regional Spatial Plan Year 2022-2042. The analysis in 2024 showed significant discrepancies between the existing space utilization and the planned spatial pattern of the RTRW, indicating deviations between planning and actual conditions that may affect ecological and economic functions and hinder sustainable development. The identification of mismatches in various areas shows that incompatible land uses can disrupt the balance of the ecosystem and require more effective spatial adjustments.
