Abstract

Kabupaten Kutai Kartanegara sebagai sentra pertanian tanaman pangan di Kalimantan Timur memberikan dampak positif bagi struktur perekonomian serta berperan sebagai lumbung pangan Provinsi Kalimantan Timur. Selain potensi terdapat permasalahan terkait alih fungsi lahan pertanian yang sulit dihindari. Tujuan dari penelitian ini adalah merumuskan strategi pengendalian alih fungsi lahan pertanian tanaman pangan di Kabupaten Kutai Kartanegara. Penelitian ini menggunakan Citra Satelit 7 ETM+ dan Landsat 8 OLI/TIRS untuk mengetahui perubahan tutupan lahan pertanian pada tahun 2010 – 2020 menggunakan metode spasial (overlay). Kemudian analisis dilanjutkan menggunakan metode Exploratory Factor Analysis (EFA), dimana data yang digunakan adalah produktivitas lahan pertanian, luas kepemilikan lahan pertanian, pendapatan petani, nilai jual lahan pertanian, laju pertumbuhan penduduk, kebijakan perlindungan lahan pertanian, ketersediaan sumber daya air, jumlah tenaga kerja sektor pertanian, biaya produksi pertanian, harga jual komoditas pertanian. Hasil dari analisis tersebut kemudian digunakan sebagai dasar untuk analisis Strenghts, Weaknesses, Opportunities, Threats (SWOT).  Temuan penelitian menunjukkan bahwa pada tahun 2020 terjadi perubahan lahan pertanian seluas 53.134,24 ha dari total luas lahan pertanian yang terdapat pada tahun 2010. Lahan pertanian mengalami perubahan menjadi perairan, hutan, perkebunan, lahan terbangun dan lahan terbuka. Faktor yang mendorong alih fungsi lahan pertanian adalah produktivitas lahan pertanian, pendapatan petani, nilai jual lahan pertanian, kebijakan perlindungan lahan pertanian, ketersediaan sumber daya air, biaya produksi pertanian dan harga jual komoditas pertanian.  Strategi pengendalian alih fungsi lahan pertanian tanaman pangan menyesuaikan dengan bentuk perubahan lahan yang terjadi. Sehingga strategi yang dirumuskan berkaitan dengan kebijakan pada sektor pertanian, distribusi bantuan sarana dan prasarana pertanian dan peningkatan pengetahuan sektor pertanian.

Abstract

East Kalimantan Province is planned as the new national capital city (IKN). Forest and land fires occur regularly every year and their frequency is increasing, especially during the dry season. This research uses secondary data, namely hotspot data. Hotspot data was obtained from the results of the 2012-2022 S-NPP VIIRS image recording. Data analysis in this study used descriptive and statistical analysis. The results of processing and analysis of the distribution of hotspots are overlaid with administrative maps so that the distribution of hotspots in each district in the study area can be identified. The results of the study show that hotspots distribution from the 2012-2022 S-NPP VIIRS image recording in East Kalimantan Province is varies quite a bit in each district. The highest hotspots distribution is in Kutai Kartanegara Regency and the lowest is in Mahakam Ulu and Penajam Paser Utara Regency. The higher number of hotspots is the higher incidence for forest and land fires. The distribution of hotspots needs to be known because it can be a form of early detection and fire mitigation so that the negative impact of fires can be minimized.

Abstract

Referring to the Balikpapan City Medium-Term Development Plan for 2021-2026, the percentage of waste transported to the Final Waste Processing Site (FWPS) is 75.45%, which is higher than the percentage of waste management. As of now, there are 2 Integrated Waste Management Sites (IWMS) in Balikpapan, namely MRF and ITF. Based on data from 2019, waste management at MRF decreased by 51.14%. Meanwhile, ITF only utilizes 25.98% - 31.31% of total incoming waste, with the remainder being sent to Manggar FWPS. This decline in performance is also related to the deteriorating condition of approximately 62% of waste management infrastructure in Balikpapan, so evaluation of the operational aspects of waste management becomes a crucial factor in addressing this issue. In addition, the ideal condition of waste management according to standards serves as the main indicator in assessing the performance of waste management. This research aims to evaluate operational aspects of waste management at Balikpapan IWMS by applicable regulations. Analysis methods used are mass balance analysis and operational performance analysis. Research findings show that waste management at IWMS Balikpapan City can reduce the volume of waste in Balikpapan City. However, the operational performance of MRF did not meet established standards, especially in terms of waste removal and processing systems, with a score of 19. On the other hand, ITF is considered sufficient by provisions of PUPR Minister Regulation Number 03 of 2013 and Indonesian National Standard 19-2454-2002 with a score of 23.

Abstract

Adanya pandemi COVID-19 diketahui berimplikasi terhadap keberlanjutan perkotaan. Salah satunya adalah tindak kriminalitas. Adanya kebijakan pembatasan kegiatan berpotensi menyebabkan pergeseran perilaku masyarakat termasuk dalam tindak kriminal.  Akan tetapi, dampak tersebut dapat bervariasi tergantung kepada kondisi masyarakat dan karakteristik kawasan perkotaan itu sendiri. Sejauh ini, belum banyak yang mengaitkan antara fenomena kriminalitas terutama sebaran spasial dan tingkat kerawanannya dengan COVID-19, khususnya pada setiap periode COVID-19 yaitu pada masa sebelum, saat dan setelah COVID-19, sehingga penelitian ini bertujuan untuk mengidentifikasi pola sebaran kriminalitas serta tingkat kerawanan kriminalitas di Kota Balikpapan pada periode sebelum, saat dan setelah COVID-19. Pola kriminalitas ditentukan menggunakan Average Nearest Neighborhood (ANN), serta tingkat kerawanan kriminalitas ditentukan menggunakan K-Means Clustering. Berdasarkan hasil analisis, kriminalitas di Kota Balikpapan pada semua periode menunjukkan pola yang mengelompok (Clustered). Kemudian kriminalitas pada periode sebelum dan setelah COVID-19 menunjukkan tingkat kerawanan yang sama, yaitu kerawanan tinggi di Kecamatan Balikpapan Kota dan Balikpapan Selatan, kerawanan sedang di Kecamatan Balikpapan Tengah dan Balikpapan Utara, kerawanan rendah di Kecamatan Balikpapan Barat dan Balikpapan Timur. Sedangkan periode saat COVID-19, Kecamatan Balikpapan Barat menunjukkan kerawanan sedang, dimana berbeda dengan kedua periode lainnya yang menunjukkan kerawanan rendah.

Abstract

Meningkatnya urbanisasi di Indonesia, khususnya di Kota Balikpapan, menimbulkan tantangan signifikan dalam menuju perkotaan yang berkelanjutan. Salah satunya tantangan pada pengelolaan kampung kota yang merupakan permukiman informal dengan kepadatan tinggi. Penelitian ini memiliki tujuan untuk mengidentifikasi sebaran dan tipologi kampung kota di Kelurahan Baru Ulu, Kota Balikpapan, yang berfokus pada karakteristik fisik, sosial dan ekonomi. Menggunakan pendekatan metode campuran yang menggabungkan analisis spasial dengan penilaian karakteristik sosial ekonomi. Data dikumpulkan melalui survei dan observasi lapangan. Hasil analisis menunjukkan bahwa kampung kota di Kelurahan Baru Ulu terdiri dari tiga tipologi utama: Kampung Atas Air, Kampung Tepi Air, dan Kampung Dataran Rendah. Keberagaman yang ditemukan pada tipologi ini mencerminkan adaptasi masyarakat terhadap kondisi geografis dan sosial ekonomi lokal, serta menyoroti kompleksitas dalam pengelolaan wilayah perkotaan yang berkelanjutan. Temuan ini memberikan dasar empiris bagi pengembangan kebijakan perkotaan yang lebih inklusif dan responsif terhadap kebutuhan spesifik masing-masing tipologi kampung, sejalan dengan tujuan pembangunan berkelanjutan.

Abstract

Flood disasters, stemming from both natural and human factors, present a significant threat to communities. Consider the case of Rapak Dalam Subdistrict in Samarinda City, where rapid development and improper land use have led to devastating flooding. The transformation of natural landscapes into residential areas, along with land excavation and mining, has disrupted the area's natural functions, resulting in increased runoff. In addition to human factors, natural elements such as rainfall and the lowland topography contribute to the frequent flooding. In 2018, a major flood forced around 10,000 people to evacuate due to prolonged rainfall, highlighting the urgent need for effective mitigation strategies. The overburdened Rapak Dalam Watershed was unable to contain the runoff, resulting in widespread devastation. Despite less intense rainfall, the frequency of flood incidents has risen, making it crucial to address these issues amidst ongoing land-use changes. To combat these challenges, hydrological modeling is essential in predicting and managing flood events caused by land-use changes. By calculating flood discharge, this approach enables the development of optimal mitigation strategies. It is imperative to take decisive action in the face of these escalating flood risks to safeguard communities and ensure sustainable development.

Abstract

The Sustainable Food Agriculture Land (LP2B) was established by the government to maintain the sustainability of agricultural land amidst the rapid development of the global industry, which often results in a significant decline in the agricultural sector. Although the agricultural sector is a provider of the basic needs of clothing and food for a country, the registered paddy fields as LP2B have the potential to continue supplying food materials. Research by Putri (2015) indicates that changes in land use are caused by the demand for land for industry, housing, and road networks, which is also supported by the results of the study by Jean, Djuharyanto, and Nurdiani (2021) who concluded that population growth, the number of industries, the area of housing land, and the number of hotels have a significant impact on changes in the function of paddy fields in Bogor Regency. The city of Samarinda, as the study location, has issued Regional Regulation Number 06 of 2021 concerning the Protection of Sustainable Food Agricultural Land (PLP2B), which designates 1,230 hectares or about 1.7% of the total city area as LP2B with the aim of maintaining ecosystem balance and preventing the conversion of agricultural land. However, this regulation lacks consideration of important stakeholder perceptions in accommodating regional characteristics, which can provide insights and help formulate more effective and sustainable strategies (Prakoso and Munandar, 2020). This research uses the Analytical Hierarchy Process (AHP) method with 11 variables and finds that the irrigation system variable has the highest weight, while the planting index variable has the lowest weight.

Abstract

Google Earth Engine merupakan platform cloud computing yang digunakan untuk melakukan analisis spasial. Salah satu kegunaan dari GEE adalah melakukan analisis perkembangan tutupan lahan. Tutupan lahan yang terus berkembang dapat memunculkan berbagai dampak, Salah satu dampak perkembangan tutupan lahan adalah terjadinya perubahan pada suhu permukaan. Oleh karena itu salah satu cara untuk memastikan suhu terjaga tetap stabil serta menghindari bahaya yang dapat terjadi diakibatkan oleh perkembangan tutupan lahan, dilakukan pemantauan perkembangan tutupan lahan dengan menggunaan Google Earth Engine. Kota Balikpapan menjadi fokus penelitian kali ini. Adapun metode pengumpulan data dilakukan dengan survei primer serta analisis yang digunakan adalah kuantitatif. Adapun hasil penelitian yaitu dalam kurun waktu 10 tahun Kota Balikpapan telah mengalami perkembangan tutupan lahan pada setiap jenisnya.

Abstract

Water is considered a fundamental requirement in the realm of human existence. The sixth goal of the Sustainable Development Goals (SDGs) focuses on ensuring accessibility and sustainable management of water for all sectors of society, especially within settlements. Babulu Laut is a clear example of a residential area that faces complex challenges related to the provision of basic needs such as drinking water. Researchers have assessed the drinking water network that is currently used by residents of Babulu Laut Village, especially in the research area, namely in RT 01, RT 02, RT 03, RT 05, RT 06, RT 07, RT 08. RT 09, RT 11, RT 16, RT 17, and RT 18 to identify drinking water problems in residential areas in Babulu Laut Village. This research used qualitative and quantitative analysis techniques, such as descriptive qualitative analysis of discourse and scoring model analysis with the aim of obtaining existing data related to the current users of the drinking water network in Babulu Laut Village and their needs. The findings of this study indicate that the drinking water network used by RTs in the research area in Babulu Laut Village currently includes rainwater, boreholes, and refill water, each of which has a classification of poor and bad performance.

Abstract

Based on the Balikpapan City Regional Long Term Development Plan (RPJMD) 2021-2026, East Balikpapan District is one of the areas in Balikpapan City that is prone to flood disasters, this is due to the area being intersected by the Makassar Strait and crossed by the Manggar watershed and the large amount of land clearing. illegal activities that are not by government plans. The primary survey in the form of interviews and observation activities was carried out to collect vulnerability and capacity data with stakeholders related to the research such as the Balikpapan City BPBD, community disaster agencies, and sub-district authorities and the secondary survey in the form of a literature study was aimed at collecting vulnerability data. This research seeks to formulate flood disaster mitigation directions using overlay weight analysis to determine the level of disaster risk and triangulation analysis in formulating flood disaster mitigation directions using disaster risk results, policies, and best practices. The results of this research are in the form of structural mitigation, building disaster-resilient infrastructure, and providing logistics and disaster evacuation tools for non-structural mitigation directions, there is an organizational structure for disaster management, provision of evacuation routes, operational standards for disaster management, early warning systems, provision of disaster education, provision of simulations. disaster events, and communication between disaster agencies
