Abstract

Kriminalitas adalah segala macam tindakan yang merugikan secara ekonomis dan psikologis serta merupakan struktur sosial yang dapat berubah dari waktu ke waktu. Peningkatan kriminalitas dapat disebabkan oleh kejadian luar biasa. Perubahan dalam pertemuan korban dan pelaku terjadi seiring mekanisme lingkungan sosial dan kontrol sosial berubah. Kelurahan Damai memiliki tingkat kriminalitas tertinggi di Kota Balikpapan sejak sebelum hingga setelah pandemi COVID-19. Penelitian ini menggunakan SIG dalam memetakan daerah rawan kriminalitas. Analisis selanjutnya mendeteksi indeks Nearest Neighbour untuk mengetahui pola persebaran titik rawan kriminal. Hasil penelitian menunjukkan bahwa secara umum, pola sebaran kriminalitas tetap menyebar sejak sebelum hingga setelah Covid-19. Meskipun demikian, jumlah kriminalitas mengalami peningkatan dengan jumlah tertinggi pada titik waktu setelah Covid-19.

Abstract

The relocation of Indonesia’s Capital City of Nusantara (IKN) represents the government’s strategy to reduce regional disparities in the country. Penajam Subdistrict, which directly borders IKN area and serves as one of its partner areas, has significant potential as an economic driver, particularly for food security. Its geographical location gives it agricultural advantages, especially in the plantation subsector, which supports the national agricultural activities as directed by Presidential Regulation No. 63 of 2022. This potential may encourage the establishment of new growth centers that drive the economic sector through their leading plantation commodities. The development of these centers may also generate optimal polarization and downward trickling effects that benefit IKN partner areas. This study aims to identify new growth centers at a micro level in Penajam Subdistrict to support spatial utilization that aligns with IKN needs and sustainable regional development. Employing a quantitative method, this research utilizes centrality and accessibility index analysis as well as Location Quotient (LQ) techniques. The results of the study show that eight villages in Penajam have the potential to become new growth centers and serve as partner areas to IKN.

Abstract

North Balikpapan District faces significant challenges in housing planning due to population growth and the announcement of the new capital city (IKN) development in East Kalimantan. Achieving optimal housing provision requires synchronization between community preferences and stakeholder perceptions. This study aims to identify the priority gaps between both parties in housing selection. The Analytical Hierarchy Process (AHP) method was used to analyze community preferences, and interviews were conducted with four key stakeholders: the government, subsidized housing developers, commercial housing developers, and the housing developer association. Secondary data were sourced from a previous study that involved a community questionnaire. The results reveal significant differences in priorities: the community prioritizes availability of facilities and infrastructure, accessibility, and environmental comfort, while stakeholders emphasize financing and house design and quality. These misalignments may affect community satisfaction regarding their living environment and access to public facilities. The implications of this study highlight the importance of policy synchronization between the government and developers to bridge this gap, ensuring more inclusive and sustainable housing development in line with the evolving needs of the community. The model derived from this study can be applied to regions experiencing rapid growth, where the majority of the population is of productive age and falls into the middle-income category, to better meet the needs of the growing population.

Abstract

Indonesia is an agricultural country and a developing country which has the potential for inequality in development. Inequality in development is increasingly felt in several areas, including Jakarta. As Jakarta becomes more densely populated with increasingly complex problems, there is talk of moving the nation's capital to East Kalimantan Province. North Penajam Paser Regency is one of the locations for moving the new national capital. It is hoped that the relocation can overcome population problems and development inequality. Developmental inequality will continue to occur if it does not receive serious attention. Development inequality can be overcome by paying attention to regional potential, especially in the agricultural sector. Seeing this, it is very necessary to carry out research with the title "Mapping Potential Region of the Agricultural Sector to Increase Economic Development in Penajam Paser Utara Regency". The research was conducted in Penajam Utara Paser Regency using quantitative research methods. The types of data used are primary data and secondary data. Data collection techniques include documentation, observation, interviews, and interview guides, while analysis techniques use Location Quotient (LQ) and Shift Share analysis. The research results show that the agricultural sector's production results are quite varied, from the production of rice, secondary crops, vegetables, and biopharmaceuticals. The highest production result was rice production reaching a total production of 65,534.9 tons over 10 years. Babulu District is the region that produces the largest rice with a total production of 56,688.1 tons over 10 years. Several types of plants have basic commodities so they have the potential to be developed to help improve the community's economy, even though their growth rate is relatively slow. The relatively slow growth rate for each existing commodity means that none of the agricultural sector's commodities are considered superior or mainstay commodities. As we know, the largest average contribution to GRDP comes from the mining and quarrying sector, like other areas in East Kalimantan that are famous for their natural resources, not the agricultural sector.

Abstract

Rukun Tetangga (RT) 57 in Graha Indah sub-district is an area that faces waste problems. Based on the results of the initial field observations, the main waste-related problem in the RT 57 Graha Indah area is the lack of awareness of residents in proper waste management. Therefore, an initiative is required to increase the community's awareness of waste management. The provided solution to reduce this problem is the waste bank and composting programme. The method used in this community service is a mentoring method in waste bank activities, including the utilisation of inorganic waste by selling waste to waste collectors to generate revenue and improve the community's economy. In addition, assistance is carried out in the composting programme. As a result of waste bank activities, residents actively collect and sell waste with a total customer fund of IDR 150,000. In the composting programme, after 1 month, the organic composting is ready for use. The results of the programme evaluation also showed that there was an increase in the RT 57 community's understanding of waste management by 42-54%.

Abstract

Rencana pemindahan Ibu Kota Negara (IKN) pada Provinsi Kalimantan Timur berpotensi meningkatkan intensitas pembangunan di Kota Samarinda sebagai kota penyangga IKN sekaligus kota dengan populasi terbesar di Pulau Kalimantan. Indikasi peningkatan suhu mikro atau yang juga dikenal dengan Urban Heat Island (UHI) yang telah terjadi di Kota Samarinda ditambah dengan adanya isu pemindahan IKN dapat memperparah kondisi iklim perkotaan Kota Samarinda. Dalam mengantisipasi dampak lanjutan dari fenomena UHI perlu adanya pemetaan fenomena UHI dan kecenderungan perkembangannya. Penelitian ini bertujuan untuk mengidentifikasi sebaran dan kecenderungan perkembangan fenomena UHI yang terjadi di Kota Samarinda. Pendekatan kuantitatif digunakan dalam penelitian ini dengan teknik analisis spasial pemanfaatan penginderaan jauh dan analisis deskriptif dengan bantuan tabulasi dan visualisasi. Temuan utama penelitian menunjukan bahwa kawasan terdampak UHI di Kota Samarinda terus mengalami peningkatan luas setiap tahunnya dengan rata-rata peningkatan sebesar 3.879 Ha dan cenderung mengarah pada timur dan selatan Kota Samarinda. Penelitian ini berkontribusi dalam memperkaya pengetahuan terhadap perkembangan fenomena UHI, terutama pada kota-kota di Pulau Kalimantan. Selain itu, penelitian ini juga menggunakan metode penentuan UHI yang terintegrasi dengan Temperature Humidity Index (THI).

Abstract

The characteristics of the neighbourhood of Gang Segara RT. 29 Kelurahan Klandasan Ilir, which consists of high building density, irregular building patterns, low building quality, and lack of firefighting facilities, indicates a high fire risk in this area. This community service programme is conducted to improve risk communication as one of the efforts to reduce the impact of disaster. The method used was facilitating the entire representative of each household on fire disaster risk. This activity began with identifying the level of risk of fire disaster, followed by an assessment of mitigation priorities and assistance in socialising improved risk communication. The findings show that the majority of areas are high risk and there are 4 priority mitigation efforts that need to be improved as an effort to improve fire disaster risk reduction. These efforts are the procurement of fire extinguishers, distribution of fire disaster sign systems and assembly points, provision of evacuation routes, and socialisation of fire disaster training.

Abstract

Crime is a social issue with far-reaching impacts on community security and quality of life, including in Balikpapan City, the largest city in East Kalimantan, with a population of 704,110 in 2022. Despite being an economic hub with significant contributions in the oil, gas, and trade sectors, Balikpapan faces serious challenges in creating a safe environment, marked by high crime rates and an increase in cases such as theft, assault, and drug-related crimes. This heightened vulnerability is influenced by social, economic, and environmental factors, such as social inequality, unemployment, and low legal awareness. To address these challenges, in-depth assessments and crime mapping are essential to formulating effective prevention strategies and efficiently allocating resources. This study aims to assess the crime vulnerability levels in Balikpapan City through a spatial approach using Kernel Density analysis. This method estimates spatial density based on crime incident locations recorded in 2022-2023, sourced from the Balikpapan Police Department. The data were categorized into five vulnerability levels to produce detailed distribution maps and crime vulnerability levels, aiding in identifying crime distribution patterns in the city. The classification of crime vulnerability levels in Balikpapan City based on Kernel Density analysis reveals areas of very high vulnerability concentrated in Balikpapan Kota, Balikpapan Tengah, and Balikpapan Selatan districts, with dominance in Balikpapan Kota. High vulnerability levels surround very high vulnerability areas and are distributed across the same three districts. Moderate vulnerability levels extend across five districts, covering Balikpapan Kota, Tengah, Selatan, Barat, and Utara. Low and very low vulnerability levels are scattered across all districts, with Balikpapan Barat largely falling into the very low category.
