Abstract

Great Mosque Imam Ulomo Sampung Ponorogo is a waqf mosque located in the countryside. Making the mosque as a partner devotion is ikhtiyar Masjid realize that far from urban areas and are in the corners to not only as a religious social center but also pursued into the mosque advanced and progressive socio-economic and even become an example for others in the interior of the mosque. Based on the above discussion, this article examines Waqf Masjid and Social Transformation of People in the Great Mosque of Imam Ulomo Sampung Ponorogo. The aim of this devotion as an Islamic community development efforts related to change management model endowments, from traditional to professional. Based on the study, it can be concluded: First, performing well through socialization and training paradigm of governance productive endowments. Second, institutional strengthening training nadzir endowments. This activity is very beneficial to the development and improvement of governance endowments productive in society, in particular institutional waqf mosque.

Abstract

The changing times have brought significant changes to the role of women in the family and society, where increased access to education and gender equality have encouraged women's contribution to the workforce and family economic welfare. However, the dual roles carried out by career women often result in a double burden due to the demands of the public and domestic spheres, making family resilience an important issue that needs to be further researched. This study aims to explore the social support received by wives as career women for family resilience, as well as strategies for negotiating role sharing in social institutions at the family level. This study uses a qualitative field approach with ethnographic techniques, in which the researcher conducts participatory observation and in-depth interviews with informants. The theories used are legal anthropology theory, role theory, power theory, and family resilience theory. The results show that wives as career women receive social support from the public sphere, such as coworkers and workplace policies, as well as from the domestic sphere, such as their immediate family and parents. This support includes help with housework, childcare, and fulfilling the wife's needs, which are very important in maintaining a balance between dual roles. The division of roles within the family is influenced by the length of marriage, number of children, working hours, and place of residence. Effective role negotiation strategies include open communication, agreement, task flexibility, family deliberation, and mutual respect. The success of maintaining family resilience is largely determined by the ability to adapt and negotiate roles, which is influenced not only by practical needs, but also by the dynamics of power, cultural values, economics, and legal frameworks that complement each other.

Abstract

This study aims to determine the pattern of a network collaboration between dengue hemorrhagic health surveillance personnel in the city of Semarang and to understand the flow of information deeply. The method of social network analysis / SNA (Social Network Analysis) on formal and informal communication networks between surveillance officers aims to produce sociometry and sociogram data so that the centrality of each actor in the network can be known. Interaction between Officers will be known through the analysis of the centrality of levels (degree), closeness (closeness), and intercession (betweenness). The approach used is descriptive quantitative. Data was collected using a research instrument in the form of a questionnaire, while the process of input and data analysis was carried out by looking at intact networks and ego networks carried out using UCINET. The results of the analysis show that officers dominate the centrality of the level and the intermediary with the position of Coordinator both City and District (Id. # 128, # 1, # 2, # 3). Collaboration based on working areas has a strong bond because 71% of the districts have a network density above 50%. While the value of closeness is dominated by surveillance members with id # 54, # 15, # 2, # 214, # 15 and # 10.

Abstract

Illegitimate children born from incest present complex issues in civil law, particularly concerning their legal status and the protection of their rights. The main legal problem concerns the position of the biological father. Under Islamic law, the biological father has no legal relationship of lineage, guardianship, or inheritance with the child. However, from a moral, constitutional, and human rights perspective, the father still bears responsibility for fulfilling the child’s basic rights. This study examines the legal consequences and obligations of biological fathers toward illegitimate children using the perspectives of Progressive Law and Islamic Human Rights. The research employs a normative legal method, focusing on Article 283 of the Civil Code, which prohibits the recognition of illegitimate children. This provision is analyzed in relation to the Child Protection Law, the Human Rights Law, the International Covenant on Civil and Political Rights, and other relevant regulations. In addition, conceptual and philosophical approaches are used to reinterpret rigid legal norms by emphasizing justice, humanity, and social reality. The study finds that recognition of illegitimate children by their biological fathers may be permitted to the extent that it ensures the fulfillment of the child’s fundamental rights, such as financial support, education, and health care. However, recognition should not extend to lineage, inheritance, or guardianship, in order to uphold the principle of hifz al-nasl (protection of lineage). These limitations are not discriminatory but aim to harmonize child protection with the principles of Islamic law. Furthermore, responsibility for protecting children does not rest solely on parents; the state and society also have a duty to ensure that all children receive equal protection. This research offers a legal reconstruction that bridges Islamic law and human rights, providing a normative basis for child protection policies consistent with maqāṣid al-sharīʿah.

Abstract

This study examines the repositioning strategies of Indonesia’s halal maritime industry within the framework of the blue economy, employing positive law and fatwas issued by the Indonesian Ulama Council (MUI). Despite Indonesia’s considerable maritime potential, the halal maritime sector remains underdeveloped, thereby necessitating strategic repositioning. Utilizing a qualitative, descriptive-analytical, and normative juridical methodology, the research reveals that the proposed strategies correspond with Elkington’s Triple Bottom Line Theory across five key pillars: (1) cross-sectoral regulatory harmonization that integrates public policy, legislation, and halal fatwas; (2) development of halal maritime infrastructure, encompassing ports, cold chain logistics, transportation, certification processes, and blockchain-based traceability; (3) institutional collaboration among government agencies, BPJPH, BPOM, and MUI concerning derivative products; (4) establishment of a comprehensive halal maritime ecosystem; and (5) enhancement of halal seafood export competitiveness to support halal diplomacy. The study contributes theoretically by bridging the blue economy concept with legal frameworks and fatwas, and offers a practical, sustainable model for industry repositioning. Policy implications underscore that, without the integration of regulatory measures and fatwas, the halal maritime industry will remain marginal and fail to serve as a catalyst for Indonesia’s Islamic economic development.

Abstract

The phenomenon of trading imported second-hand clothing (thrift) has become increasingly popular among various segments of society, despite being prohibited under Law Number 7 of 2014 on Trade and Regulation of the Minister of Trade Number 20 of 2022. In practice, such activities remain prevalent at the Tugu Pahlawan Morning Market in Surabaya. This study aims to analyze the practice of trading imported second-hand clothing based on the concept of maslahah and to examine the implementation of trade regulations concerning this prohibition. This research employs a qualitative method with an empirical approach, utilizing observation, interviews, and documentation for data collection. The findings indicate that the practice of trading imported second-hand clothing provides benefits for both sellers and buyers and fulfills elements of maslahah in terms of dharuriyah, hajiyah, and tahsiniyah. However, when viewed from the perspective of maslahah ‘ammah, the government’s prohibition seeks to realize broader public welfare and therefore should be prioritized. Furthermore, the implementation of trade regulations by the East Java Provincial Office of Industry and Trade and law enforcement authorities has not been effective, as enforcement has been limited to socialization efforts without the imposition of strict sanctions. Obstacles to implementation include regulatory constraints, limited authority, insufficient human resources, and low public awareness.

Abstract

This article examines how Muslim judges interpret the statutory requirement of “urgent grounds” in child marriage dispensation cases arising from pregnancies outside of wedlock at the Madiun Religious Court. Although the two cases share similar factual circumstances—pregnancies resulting from zinā (adultery) involving girls below the minimum legal marriage age—the judicial outcomes diverged significantly. The article aims to identify the factors shaping this divergence and to illuminate how state law, Islamic moral norms, and psychosocial considerations interact within religious court adjudication. Employing a socio-legal approach that combines document analysis of two judicial decisions with in-depth interviews involving three key informants, the study finds that “urgent grounds” is an elastic category heavily shaped by the interpretive discretion of Muslim judges. In the first case, a two-month pregnancy was construed as a moral and social emergency requiring immediate resolution through marriage. Conversely, the eight-month pregnancy in the second case was understood as an indicator of child vulnerability that necessitated preventing, rather than facilitating, early marriage. These findings demonstrate that the dispensation mechanism is not a mechanical application of legal rules but an interpretive arena in which judges negotiate statutory texts, Islamic legal maxims, cultural norms, and the best interests of the child. The article argues that such interpretive variation reflects the interplay among Islamic law, state law, and socio-cultural values in shaping contemporary Islamic family court judgments in Indonesia. [Artikel ini mengkaji bagaimana hakim Pengadilan Agama Madiun menafsirkan persyaratan “alasan mendesak” dalam perkara dispensasi perkawinan anak yang diajukan akibat kehamilan di luar nikah. Meskipun kedua perkara memuat kondisi faktual serupa—kehamilan akibat zina oleh anak perempuan yang belum mencapai batas usia minimal perkawinan—putusan yang dihasilkan berbeda secara signifikan. Artikel ini bertujuan menelusuri faktor-faktor yang membentuk perbedaan tersebut serta mengungkap bagaimana hukum negara, nilai moral Islam, dan pertimbangan psikososial berinteraksi dalam praktik peradilan agama. Melalui pendekatan sosio-legal yang memadukan analisis dokumen atas dua putusan dengan wawancara mendalam terhadap tiga informan kunci, penelitian ini menemukan bahwa persyaratan “alasan mendesak” merupakan kategori yang lentur dan sangat dipengaruhi oleh diskresi interpretatif para hakim. Pada kasus pertama, kehamilan dua bulan dikonstruksikan sebagai kedaruratan moral–sosial yang menuntut penyelesaian segera melalui perkawinan. Sebaliknya, pada kasus kedua, kehamilan delapan bulan dipahami sebagai indikator kerentanan yang justru memerlukan pencegahan terhadap perkawinan anak. Temuan ini menunjukkan bahwa mekanisme dispensasi nikah bukan sekadar penerapan hukum secara mekanis, melainkan arena interpretatif di mana hakim menegosiasikan teks hukum, kaidah fikih, nilai budaya, serta prinsip kepentingan terbaik bagi anak. Abstract

Smartphones have become an important part of human life until now, apart from making phone calls and other communication functions, smartphones are also used as tools for shopping, conducting banking transactions, and so on. This makes security Software on smartphones becoming more critical. trust execution environment technology was popularized to support care for users if the Operation System is compromised namely trust execution environment ARM TrustZone. This research focuses on User-Interaction and Input/Output audio input user interaction channels and proposes an application-transparent solution to keep the user communication strategy on mobile platforms using ARM TrustZone. This research advantage the ARM TrustZone to bring a defended architecture for User Interface input for user interaction channels (T-User-Interaction) and Audio-Input/Output for VoIP calls (T-VoIP-C). The main objective is to establish that the architecture is clear for cellular utilization. All along trust execution environment-established research, one of the critical objections faced was the ability to safely prototype designs. In a trust execution environment study, it is generally necessary to cross hardware factors with the trust execution environment-Operation System, which could be impressive for non-hardware specialists, conditional on the base applicable from trust execution environment Operation System vendors. This research considers a simulation-based model (T-simulation) that cuts down the composition time and hardware background appropriate to frame a hardware situation for expectation execution situation prototyping.

Abstract

This article aims to explore the ambiguity in the implementation of policies to prevent child marriage in East Java. Although Law No. 16 of 2019 has raised the minimum age for marriage, the number of requests for marriage dispensations remains high. This legal research uses a socio-legal approach and normative-empirical analysis of the discourse on preventing child marriage in East Java. Using Clifford Geertz's broker-culture theory, this study captures how religious elites and local figures act as cultural brokers who bridge and transform the meaning of national legal norms into the value framework of local communities. Boaventura de Sousa Santos' theory of interlegality helps map the overlap between state law, religious law, and customary norms that form a hybrid legal structure in the practice of granting marriage dispensations. This study finds that the misalignment between national law, local norms, and socio-religious authorities has led to fragmented legal protection for children. This situation is exacerbated by the absence of effective binding local regulations and the state's weak capacity to intervene in religious discourse and social practices surrounding child marriage. This study contributes to an inclusive-collaborative approach to preventing child marriage through a framework of legal glocalisation, namely: proactive policies, integrated empowerment, and equal multi-stakeholder synergy, including local governments, the Ministry of Religious Affairs, health workers, peer counsellors, families, civil society, the Indonesian Ulema Council (MUI), and religious leaders.

Abstract

This article discusses the structure and culture of negotiating children's rights in sexual violence in Surakarta. This study employed a qualitative research method, collecting data through interviews and document analysis. The research writing was structured by data reduction, data presentation, and conclusions. Empirical and legal-philosophical approaches were applied to analyse the data, revealing significant weaknesses that require further attention. The lack of protection, justice, and recovery for child victims remains an issue, which hampers the functions of law enforcers, including the police, the prosecutor's office, and the judicial system. Justice in the system is procedural and formalistic in the context of the burden of proof, overlooking the best interests of the child and leaving child victims without justice and fair access to justice and restitution, while being burdened by procedural formalities. As studied, the majority of people in Surakarta are not fully aware of this matter. Stigmatisation lays the blame on the victims, while inadequate psychosocial support for child victims silences them. Without properly addressing these issues, many children experience discrimination and pressure that only hinders their recovery. This study concludes that to provide the necessary protection for child victims of violence and neglect, different sectoral responses need to be coordinated more effectively. Key recommendations include developing child-sensitive skills among law enforcement officials and other agencies, increasing public understanding of children's rights, simplifying regulations to eliminate duplication, and improving integrated, community-based victim services.
