Abstract

Most of the Central Tapanuli Regency area is on the coast, which is part of the Indian Ocean waters and has great potential in the fishing industry, especially marine fisheries. One of the fishing gears widely used by fishermen in Central Tapanuli is the gill net. Although the amount of marine fisheries resources in Central Tapanuli is quite abundant, the catch of gillnet fishermen often fluctuates, so fishing aids are needed to increase catches, one of the efforts made is using LACUBA. This research was conducted from February to April 2024 in Sibolga Bay, Central Tapanuli. This study used a completely randomised design (CRD), with the first 30 metres of gill net treatment with LACUBA and the remaining 30 metres without LACUBA treatment with a total net length of 60 metres. The results showed that the catch of gill nets using LACUBA influenced the catch, the total catch was 16,845 grams, without LACUBA 8,290 grams for 14 times. Gill nets with LACUBA can increase catches compared to without LACUBA, due to the addition of attractants to the net, so that fish including positive phototaxis will be caught in the net, besides that fish that are looking for prey are also caught because they want to prey on their food in the gill net area.

Abstract

The need for fishery products that are healthy, safe, legal, sustainable, and democratic from time to time continues to increase. This makes the export destination country require a certificate issued by an institution. One of the standards used by such countries is the MSC ecolabel. MSC ecolabel is an endorsement of a product that meets the criteria of environmental sustainability procedures and hasbeen well managed. Ecolabel identifies fisheries governance properly based on established criteria, relating to the utilization of fishery resources and marine ecosystems. Therefore, it is necessary to conduct an assessment related to the application of MSC ecolabels in the Sibolga tuna processing industry. The purpose of this study is to analyze the level of gap (gap analysis) and the suitability of the application of the MSC ecolabel and examine various inhibiting factors. This research was conducted using survey methods and Focus Group Discussion (FGD) with industry and Sibolga Archipelago Fishing Port. The analysis used was qualitative descriptive analysis, gap analysis, and conformity level analysis. The results showed that the level of conformity in the MSC CoC of 5 (five) criteria, only 1 criterion was in accordance with the standard, while the other four had not, with the level of conformity being 63.75%, 83.25%, 66.75, and 57.25%. The results of the assessment of the inhibiting factors were obtained from fishermen, processing industries, and government support. Keywords: MSC CoC, Sibolga, traceability, yellow fin tuna.

Abstract

The Kutaraja Ocean Fishing Port (PPS Kutaraja) is one of the largest fish landing sites in Banda Aceh, playing a significant role in shark fisheries, particularly for thresher sharks (Alopias pelagicus). This study aims to describe the thresher shark fishery at PPS Kutaraja, assess the status of its utilization, and provide recommendations for sustainable management. The research was conducted through direct observations, interviews with fishermen and fishery business operators, and secondary data analysis. The results indicate that thresher sharks are primarily caught as bycatch using purse seines and longlines. The shark trade at PPS Kutaraja involves multiple stakeholders, from fishermen and intermediaries (toke bangku) to domestic and international markets. Habitat and ecosystem assessments reveal that seagrass and coral reef ecosystems along the Aceh coast are in moderate condition, while mangrove ecosystems remain relatively well-preserved. The composite evaluation of the Ecosystem Approach to Fisheries Management (EAFM) for habitat and ecosystem aspects scored 66.67, categorized as "good." However, the lack of data on key shark habitats, such as spawning, nursery, and feeding grounds, highlights the need for further research. To ensure sustainability, ecosystem-based management strategies, including establishing conservation areas and stricter monitoring of shark fishing practices, are recommended. Implementing effective policies will support the long-term sustainability of thresher shark fisheries at PPS Kutaraja.

Abstract

This study investigates the effectiveness of combining the low-tide transect method with the use of crab pots to map the spatial distribution of mangrove crabs (Scylla spp.) in the Kalangan River, Central Tapanuli. Mangrove crabs are ecologically and economically significant species in coastal environments, yet limited data exist on their spatial population dynamics. An exploratory survey was conducted over a period of one month across three transect sites using standardised 1×1 meter PVC frames and systematically placed crab pots. Observations included species composition, carapace size, and habitat substrate type. The findings revealed that Scylla olivacea dominated the catch (68%), with the highest density recorded at transect 2 (0.86 individuals/m2), characterised by fine, sandy-muddy substrate and moderate mangrove cover. Transect 1 showed the lowest density (0.63 individuals/m²), likely due to degraded mangrove vegetation and coarse sandy substrate. A positive correlation was observed between tidal depth and catch abundance. The results suggest that this integrated method offers a reliable baseline for assessing mangrove crab populations and can inform sustainable coastal resource management practices.

Abstract

Continuous and uncontrolled fishing of red snapper will cause fish stocks to degrade, while there is no recruitment process and if caught without good management. Therefore, it is necessary to study the estimation of the sustainable potential of red snapper. The purpose of this study was to calculate Catch Per Unit Effort (CPUE) and assess the value of Maximum Sustainable Yield (MSY) and Total Allowable Catch (TAC/JTB) of red snapper. The research was conducted at Sibolga VAT with survey data collection method, while the surplus production method with Schaefer model. The results showed that the standardized CPUE value in 2018 was 0.060 tons/trip, in 2019 it decreased to 0.037 tons/trip, in 2020 it decreased to 0.029 tons/trip, in 2021 it increased to 0.041 tons/trip, and in 2022 it increased to 0.060 tons/trip, then a decrease occurred again in 2023 which was 0.055 tons/trip. The overall CMSY value calculated using the Scheafer model was 122.2 tons, so it can be concluded that the fishing status is fully exploited and overfished. While the FMSY value is obtained at 3201 trips, where the status is overfished and fully exploited because the fishing effort each year is above the FMSY value. The total allowable catch (TAC/JTB) is 97.8 tons.

Abstract

The purse seine fishery in Sibolga plays a vital role in fish production but faces challenges regarding compliance with licensed fishing ground regulations. Non-compliance, driven by economic pressure and declining fish stocks, threatens resource sustainability and fishermen’s welfare. This study aimed to analyze fishermen’s perceptions and compliance levels regarding the use of licensed fishing areas and their relationship to regulatory enforcement. The research was conducted from January-March 2024 at Sibolga Archipelago Fishing Port, North Sumatra, one of the main landing bases for purse seine vessels. Data were collected from 115 respondents, consisting of vessel captains and mates, using structured questionnaires and direct interviews. Observations and secondary data from fisheries institutions supported the primary data. Data were analyzed using descriptive statistics and the non-parametric Kruskal–Wallis test to determine differences in perceptions and compliance among fishing groups categorized by vessel tonnage and fishing zones. The results showed that fishermen’s perceptions of potential fishing grounds and fish resource availability were relatively uniform across groups, indicating a shared view that fishing effort continues to expand to secure catches. In contrast, perceptions of VMS usage differed significantly, with the 30–100 GT small pelagic purse seine group acknowledging its role in detecting violations. Compliance levels also varied, with the 30–100 GT small pelagic purse seine operating in <12-mile zones showing the lowest compliance. It is concluded that stricter enforcement, effective monitoring, and targeted empowerment programs are necessary to enhance compliance and ensure sustainable fisheries management in Sibolga.
