Abstract

Basically there have been many poverty assistance programs given to coastal communities, but in reality they have not succeeded in removing them from the poverty line. Lack of community involvement in each program is considered as one of the causes of the failure of programs provided by the government. The purpose of this research is to describe and analyze the border coastal community empowerment program and the factors that influence it. This type of research is descriptive with a qualitative approach. The results showed that three indicators were used as a measurement tool in analyzing the empowerment of border coastal communities, namely the indicators of the stage of awareness and the formation of behavior that had been carried out well through socialization. But what is unfortunate is that the assistance is still not routinely done. The second indicator of the ability transformation stage is carried out by providing training related to fish processing techniques, financial management and marketing. While the third indicator of the stage of increasing intellectual capacity is evidenced by the increase in the establishment of new businesses in the village community related to fishery activities and there is an increase of about 43% in the community that has expanded its business both for fishing and fish processing activities. The inhibiting factors in the implementation of the community empowerment program in Tomer Village are the low quality of human resources, the lack of assistance from the government, and related to the budget. While the supporting factors are the socio-cultural system of the local community, abundant natural resources, and the active role of the local community.

Abstract

The standard of public service for the Class II TPI Merauke Immigration Office in providing passport-making services, the procedure for making passports for the Class II TPI Merauke Immigration Office is currently said to be good and in accordance with the SOP. The completion time for making passports takes a maximum of 3 (three) days but at the Class II Immigration Office of TPI Merauke there is an innovation so it is only 2 (two) days. Regarding the cost of services provided by the Immigration Office to applicants (community), passport makers are sufficient to fulfill because passports are indeed important things that are urgently needed by applicants (community) to travel abroad, which is Rp. 350,000 for a 48 page passport. Facilities and infrastructure have also been very supportive in the needs of making passports. Likewise, the competence of officers in providing services is good. Factors that affect the process of making passport services at the Immigration Office Class II TPI Merauke. These factors consist of supporting factors such as office infrastructure and innovations. Meanwhile, the inhibiting factor is public awareness, lack of public awareness in completing files so that services cannot be carried out are the main triggers because people are less aware that in passport processing it is necessary to prepare to complete the necessary files.

Abstract

Complaint management becomes significant to the community since it serves to satisfy the community's interests in the realm of public service, while for the service provider, it serves as a component for enhancing the service quality system. This study's objective was to identify and analyze complaint management in drinking and clean water services in Merauke Regency using descriptive and qualitative methodologies. Using indicators of timeliness, facilitation, redress, apology, credibility, and attention, the outcomes of complaint management research in drinking and clean water services in Merauke Regency have not been optimal. This is proven by the fact that there are still a number of things that need to be improved, including the fact that the only alternative to receiving indirect complaints is a suggestion box, and the handling is not optimal. Customers' complaints have been handled, as evidenced by PDAM's still-sluggish administration and lack of information dissemination to customers. The quantity of unresolved complaints from customers of drinking and clean water at PDAM Merauke demonstrates that the pace with which personnel handle concerns is still inadequate.

Abstract

The problem faced by the Coal Fish Farm catfish farming business group is that they are still cultivating using conventional systems. Another factor is the lack of knowledge and skills possessed by business members on how to cultivate catfish, such as feeding methods and maintain good water quality. The purpose of the service is to provide education to business groups through cognitive aspects about the benefits of cultivating catfish with the biofloc system, increasing independence in the economy, and being able to compete with the market. The method is carried out by surveying target partners to identify problems, needs, socialization, training and mentoring. The result of this service is increased knowledge and understanding of community in implementing the catfish rearing biofloc system. In addition, the success of community empowerment can be seen from the increase in cultivation group members from the surrounding village community.

Abstract

Pemeliharaan Ikan Lele pada bak terpal biasanya dilakukan pada lahan sempit danketersediaan air yang terbatas. Pada keadaan tersebut perlu dilakukan penyediaan air yangdapat mendukung usaha budidaya Ikan Lele, untuk menyediakan kualitas air yang baik perludilakukan pengelolaan air. Salah satu cara yang dilakukan untuk menyediakan air dengankualitas baik adalah dengan menggunakan sistem bioflok. Tujuan dari pengabdian ini yaitumelatih masyarakat pembudidaya ikan lele agar dapat lebih maksimal memahami bagaimanacara kerja dari sistem bioflok ini. Sistem ini menjadi salah satu alternatif pemecah masalahterlebih khusus daerah di Kabupaten Merauke. Dimana sumber air bersih yang sangat terbatas,memaksa para pembudidaya menambah pengeluaran dalam hal membeli air bersih.

Abstract

The development of border areas aims to realize the border paradigm as the homeland of the Republic of Indonesia and needs to be carried out comprehensively, in the sense not only through a welfare approach but also through a security and environmental approach. For this reason, collaborative governance is one of the concepts that can be applied in developing border areas. This research was conducted using a descriptive method and a qualitative approach in Sota District, which is an area directly adjacent to Papua New Guinea. The results of the study indicate that collaborative governance in the development of the RI-PNG border area in the Sota District has not gone well. Indicators of starting conditions and intermediate outcomes have been seen from several programs such as the formation of community groups for Pokos honey entrepreneurs, eucalyptus oil processors, and ant nest tea processors. However, when viewed from the indicators of the collaborative process and institutional design, there has not been an ideal collaboration between the government, the private sector, and universities. Where it can be seen that all community empowerment activities are still dominated by the government, in this case, the Regional Border Management Agency, the Natural Resources Conservation Center, the Wasur National Park Center, and Merauke Regency. Ideally, in a collaborative process, universities and the community should be involved as implementers and balancers of the programs provided by the government in improving the welfare of the community.

Abstract

Air merupakan kebutuhan yang sangat penting bagi seluruh makhluk di bumi ini. Akan tetapi pelayanan air minum dan bersih di Kabupaten Merauke masih banyak mendapatkan keluhan dari masyarakat pengguna layanan. Tujuan yang ingin dicapai dalam penelitian adalah mengetahui dan menganalisis pelayanan penyediaan air bersih di Kabupaten Merauke serta faktor faktor apa yang mempengaruhinya. Metode penelitian yang digunakan adalah dengan pendekatan kualitatif jenis penelitian deskriptif. Hasil penelitian menunjukkan bahwa pelayanan penyediaan air bersih di Kabupaten Merauke dilihat dari dimensi bukti fisik berupa sarana prasarana sudah sangat memadai serta petugas yang telah berpenampilan rapi pada saat melakukan proses pelayanan kepada masyarakat. Kehandalan instansi dalam memberikan pelayanan juga sudah cukup baik yang terlihat dari kemampuan pegawai dalam menerima keluhan dan memproses keluhan tersebut. Akan tetapi, kemudahan masyarakat untuk mendapatkan informasi masih sangat minim, dimana informasi hanya didapat pada saat masyarakat datang langsung ke kantor. Padahal seharusnya PDAM Jereukom Merauke selaku penyedia layanan air bersih di Kabupaten Merauke dapat memanfaatkan media cetak ataupun media online untuk memberikan informasi yang maksimal kepada masyarakat. Kemudian untuk dimensi jaminan dari segi kejelasan tarif terkait biaya pelayanan air bersih yang ditetapkan sudah sangat jelas, serta telah memberikan pelayanan yang adil dan merata kepada siapa saja yang membutuhkan pelayanan. Akan tetapi, kejelasan waktu penanganan dan perbaikan atas kerusakan yang telah dilaporkan oleh masyarakat masih sangat rendah sehingga banyak masyarakat yang akhirnya memutus saluran air dari PDAM. Sedangkan faktor-faktor yang mempengaruhi pelayanan penyediaan air bersih di Kabupaten Merauke adalah kurangnya sumber daya manusia baik dari segi kualitas maupun kuantitas, kondisi tanah yang dominan daerah rawa membuat pipa saluran sering mengalami kerusakan, serta kurangnya armada mobil tangki penyalur air.

Abstract

In the industrial revolution 4.0, people have been required to always be literate in information technology, one of which is internet technology which is a data network that connects the whole world. This study aims to describe the efforts made by PT. Telkom Merauke in improving the quality of its services to the community, as well as what factors influence it. This study used a qualitative descriptive approach where the research data were obtained from observations and interviews. The results of the study indicate that the Telkom Merauke Office in providing new installation services for Indihome is currently quite good. this can be seen from the completion time of the new Indihome installation which takes 3 (three) days with an installation fee of Rp. 550,000. Including the state of public services related to this pandemic period, one of the breakthroughs that has been launched is the MyIndihome application. The goal is that Indihome customers from home can download the application then choose the new Indihome installation feature, then come to the Telkom office to apply for a new Indihome installation. Factors influencing the process of installing new Indihome services at the Telkom Merauke Office. These factors consist of supporting factors such as office infrastructure and innovations. Meanwhile, the inhibiting factors are public awareness, lack of public awareness in preparing the requirements for the new installation of Indihome so that services cannot be carried out optimally.

Abstract

Records management is an important aspect in the hospital administration system. This is because there are many files that should be stored and can be recovered so that the patient's track record can be systematically traced and the personnel files can be stored properly. The goal to be achieved in this research is an analysis of archive management services at the Merauke Regional General Hospital (RSUD) and what factors influence it. The research method uses a qualitative approach to the type of descriptive research. Data collection techniques using observation and interviews. The results of the study show that archive management procedures at Merauke Hospital have not been running well. This is because the archive storage system does not meet the standards, namely the incorporation of the archive room with the service room and the application of the archive cycle in the Administrative Office of Merauke Hospital has not been understood by employees. In addition, there are still many archives that accumulate due to the insufficient number of filing cabinets. In the archive storage stage, a standard storage system has been used, namely using an alphabetical system, date, month, year and subject and region. Thus, the suggestions that can be given are to make an archive storage so that if needed it can be found again, add facilities and infrastructure in the archive field at the Merauke Hospital Administration office such as adding a filing cabinet, making your own archive room, doing regular archive shrinkage, and maintenance archives should be improved again by making a routine schedule for administrative staff employees
