Abstract

Penelitian ini memberikan pemahaman yang lebih baik tentang implementasi program buy the service kementerian perhubungan pada transportasi massal. Penelitian ini bertujuan untuk mengetahui keberhasilan program implementasi program buy the service Kementerian Perhubungan pada transportasi massal di Kabupaten Banyumas. Sebuah kebijakan dikatakan berhasil apabila sudah efektif dan efisien. Pendekatan yang digunakan pendekatan kuantitatif dengan desain deskriptif untuk menjawab hipotesis penelitian. Hasil penelitian yaitu berdasarkan hasil survei yang diperoleh, implementasi kebijakan BTS dapat dikategorikan efektif dalam dikategorikan cukup efektif. Hal ini juga dapat diliat dari prosentase Load Factor penumpang yang semakin membaik dan tentunya karena masih adanya pemberlakuan pembatasan kegiatan masyarakat jadi penumpang akan memilih moda transportasi yang aman nyaman dan sehat.

Abstract

Abstrak Badan Penyelenggara Jaminan Sosial (BPJS) merupakan program yang bertanggung jawab langsung kepada Presiden. BPJS Kesehatan mempunyai tugas menyelenggarakan Jaminan Kesehatan Nasional (JKN) bagi masyarakat Indonesia. Dua media online terpilih memiliki konstruksi pemberitaan yang berbeda untuk kebijakan ini, yaitu Kontan dan CNBC Indonesia. Berdasarkan latar belakang permasalahan tersebut, muncul pertanyaan tentang bagaimana media, Kontan dan CNBC Indonesia, membingkai pemberitaan mengenai polis kepesertaan asuransi kesehatan sebagai syarat untuk memperoleh pelayanan publik dalam pemberitaan di kedua media tersebut melalui struktur analisis framing Robert Entman. Pendekatan yang digunakan adalah kualitatif dengan paradigma konstruktivis. Metode analisis yang digunakan adalah framing Robert Entman dengan empat dimensi framing. Hasil analisis menunjukkan bahwa Kontan dan CNBC Indonesia melakukan framing yang berbeda dalam pemberitaan polis kepesertaan jaminan kesehatan, dimana Kontan lebih fokus melaporkan hal-hal lain selain kebijakan tersebut berdasarkan perspektif masyarakat, sedangkan CNBC Indonesia hanya berfokus pada pelaporan kesehatan polis asuransi sebagai informasi umum dan dasar untuk berbagi dengan masyarakat umum. Kata Kunci: BPJS, Media Online, Pelayanan Publik Abstract The Social Security Administration Agency (BPJS) is a programme that is directly responsible for the President. Health BPJS has the task of administering the National Health Insurance (JKN) for the Indonesian people. The two selected online media have different news constructions for this policy, namely Kontan and CNBC Indonesia. Based on the background of this problem, the question arises about how the media, Kontan and CNBC Indonesia, frame news regarding health insurance membership policies as a condition for obtaining public services in reporting in these two media through Robert Entman's framing analysis structure. The approach used is a qualitative one with a constructivist paradigm. The analytical method used is Robert Entman's framing with four framing dimensions. The results of the analysis show that Kontan and CNBC Indonesia carry out different framing in reporting on the health insurance membership policy, where Kontan focuses more on reporting other things apart from these policies based on a community perspective, while CNBC Indonesia only focuses on reporting health insurance policies as general information and the basis for sharing with the general public. Abstract

Ditetapkannya Undang-Undang Nomor 6 Tahun 2014 tentang Desa menjadi dasar otonomi desa. Otonomi desa dapat menjadi sebuah harapan baru sekaligus tantangan bagi pemerintah desa terutama di Kabupaten Banyumas dalam tata kelola pemerintahannya. Pada kenyataannya semakin kompleksnya kewenangan dan urusan yang harus dikelola desa tidak diimbangi kompetensi aparatur pemerintah desa Kabupaten Banyumas terutama kompetensi para perangkat desa yang ada. Kompetensi Perangkat Desa dalam tata kelola pemerintahan di Kabupaten Banyumas diukur dari tiga dimensi diantaranya adalah kompetensi manajerial, kompetensi sosio kultural dan kompetensi teknis. Tujuan penelitian ini adalah mengetahui dan menganalisis kompetensi Perangkat Desa dalam tata kelola pemerintahan di Kabupaten Banyumas. Penelitian ini menggunakan metode survei dengan pengumpulan data kuisioner, observasi dan dokumentasi. Hasil penelitian menunjukkan bahwa kompetensi Perangkat Desa dalam tata kelola pemerintahan di Kabupaten Banyumas dapat dikatakan baik dengan indeks 82,9.

Abstract

Pendidikan inklusi sebagai sebuah progam dan kebijakan menuntut adanya komitmen yang kuat dari para pemangku kepentingan, khsusunya Pemerintah. Kebijakan tersebut seharusnya terus bergulir seiring dengan semakin tingginya tuntutan masyarakat terhadap pelayanan dalam bidang Pendidikan khusus. Keberadaan sekolah inklusi merupakan upaya pemerintah untuk memperluas jangkauan pelayanan pendidikan khususunya kepada anak-anak penyandang disabilitas, hanya saja tingkat ABK yang masih mampu untuk diterima adalah yang ringan. Pencanangan Kabupaten Banyumas untuk menyelenggarakan Pendidikan inklusi pada sekolah inklusi merupakan upaya untuk memenuhi tuntutan dan tugas tersebut, namun demikian pelaksanaanya belum mampu memenuhi apa yang diharapkan masyarakat dari sebanyak ratusan jumlah sekolah yang dinyatakan siap menyelenggaran Sekolah inklusi dalam realitasnya hanya ada beberapa Sekolah saja yang secara konsisten menerima siswa ABK. Sedangkan selebihnya tidak secara keberlanjutan menerima dan menyelenggarakan. Penelitian ini dilakukan dengan menggunakan pendekatan kualitatif, yang ditujukan untuk menggali informasi secara lebih mendalam mengenai permsalahan dan tantangan yang dihadapi dalam penyelenggaraan Pendidikan dan Sekolah inklusi di kabupaten Banyumas. Penelitian menyimpulkan bahwa, paling tidak terdapat empat tantangan yang harus dihadapi dalam penyelenggaraan Pendidikan inklusi, yaitu; adanya keberagaman siswa ABK yang harus ditangani; keterbatasan sumber daya manusia terutama guru pendamping khusus (GPK);  Keterbatasan fasilitas sarana dan prasarana pembelajaran Inklusi dan  perlunya inovasi dan modifikasi kurikulum. Kondisi siswa ABK yang bermacam-macam kemampuannya menuntut adanya perlakuan khusus yang tidak serta merta disamakan dengan siswa regular.

Abstract

The primary objective of this research is to investigate public transportation governance in Banyumas Regency using the New Public Management (NPM) paradigm, with the aim of enhancing efficiency and effectiveness. The study focuses on understanding the factors that influence people's preferences for public transportation modes, particularly in relation to availability, cost, comfort, safety, and environmental concerns. The research also aims to address the challenges associated with the perception of private vehicles as status symbols, recognizing their impact on economic and societal development. The study employs quantitative methods and the SmartPLS4 analysis tool to uncover significant findings regarding the positive impacts of availability and comfort on preferences and the varying influences of cost, environment, and security. The ultimate goal is to provide insights that can inform the development of transportation policies, promoting effectiveness and alignment with the community's needs in Banyumas Regency.

Abstract

The smart city concept has become a new paradigm in urban development, offering innovative solutions to improve people's quality of life. Agile governance, with its flexibility and adaptability, is a promising approach in managing the complexity of smart city development. This research aims to analyze the role of agile governance in developing the smart city concept in the Banyumas Regency Government, Indonesia. This research uses a qualitative approach with a case study of the Banyumas Regency Government. Data was collected through in-depth interviews with relevant government officials, document analysis, and field observations. Data analysis was carried out using thematic coding and triangulation techniques to ensure the validity and reliability of the research results. The research results show that agile governance plays an important role in developing the smart city concept in Banyumas. Agile principles such as collaboration, iteration, and focus on customer value have been adopted in the planning, implementation, and evaluation processes of smart city programs. Agile governance allows governments to respond quickly to change, actively involve the public, and optimize the use of resources. Agile governance has proven effective in overcoming the challenges of complexity and uncertainty in smart city development. Implementing agile governance can increase the efficiency, effectiveness and sustainability of smart city programs. This research contributes to the development of agile governance theory and practice in the context of smart cities, as well as providing recommendations for other local governments who wish to adopt this approach.

Abstract

Research into the creative economy industry which brings significant changes in the way individuals work has been widely carried out. However, there is little research on any of the phenomena that appear as side effects of work in this sector. Flexploitation, where creative workers face a high degree of flexibility in their work, but also face economic uncertainty and negative consequences on the resilience of their careers. This article aims to provide a contribution to individuals and stakeholders as a consideration of policy and policy decisions both personally and organizationally, providing a new frame of reference so that it is more about preventive action which is expected to be able to create significant improvements. We analyzed data from existing journals, media articles, statistical data, policies and relevant documents to identify factors contributing to flexploitation and their implications. The results of this research provide the fact that work flexibility, which is always described as a pleasant working condition for the younger generation, both in terms of flexible time and work space in the creative economy industry, actually makes them vulnerable starting from long working hours, lack of social security, and bargaining power. which is very low. This provides valuable input for researchers, practitioners, and organizations as well as policy makers to make improvements. In the smallest sector, this fact provides a stimulus for actors who are already involved in this industry or personal candidates who will soon enter the world of work or a career to be more preventive and think carefully about their own career choices.

Abstract

program initiated by the Ministry of Transportation of the Republic of Indonesia with a service purchase scheme from operators both from private companies and state/regional owned companies with a work contract system for a predetermined time. The Ministry of Transportation provides requirements for operators to meet minimum service standards and standard operational procedures in providing these services. The accountability and sustainability of this program is still a serious consideration. The Buy The Service scheme was implemented in 2020 in 5 old cities, namely Denpasar, Palembang, Surakarta, Medan and Jogjakarta and in 2021 followed in 5 new cities, including Banyumas, Surabaya, Bandung, Banjarmasin and Makasar. Accountability is a very important aspect from the procurement process to program implementation because it uses the State Revenue and Expenditure Budget (APBN). With large initial capital, this program is a tough challenge for BTS service operators. Purchases of vehicles, IoT (Internet of things) equipment, bicycle racks, workshop and office equipment and other facilities that have been prepared by Operators and Regional Governments will certainly be in vain and detrimental to many parties if the continuation of this program is stopped. It is hoped that commitment from all stakeholders can collaborate with each other in the ongoing process of this buy the service program.

Abstract

Kota Tasikmalaya merupakan salah satu kota kabupaten yang ada di provinsi jawa barat yang tidak luput dari masalah sampah. Persoalan sampah sepertinya tak pernah terselesaikan secara baik. Pemandangan sampah yang berserakan, seakan menjadi hal yang lumrah. Tidak hanya lambatnya Pemkot Tasikmalaya dalam menangani sampah, terlebih masyarakatnya yang kurang sadar akan kebersihan. Penelitian menggunakan metode kualitatif dengan observasi, wawancara dan disertai dengan dokumentasi. Hasil penelitiannya adalah Dinas Lingkungan Hidup menjadi instansi paling bertanggungjawab terhadap masalah sampah yang ada di Kota Tasikmalaya, sejumlah alat berat dan juga truk pengangkut sampah sudah memasuki usia tidak layak pakai dan kurang efisien dalam hal waktu dan juga muatan timbunan sampah. Untuk mewujudkan program Tasik Kota Resik, DLH membutuhkan planning, organizing, actuating dan controlling yang baik guna memberikan efek positif dalam mengusung visi dan misi program yang dilakukan Kata Kunci: Kota Tasikmalaya, Dinas Lingkungan Hidup, Sampah
