Abstract

Kata Kunci: BPJS, Media Online, Pelayanan Publik Abstract The Social Security Administration Agency (BPJS) is a programme that is directly responsible for the President. Health BPJS has the task of administering the National Health Insurance (JKN) for the Indonesian people. The two selected online media have different news constructions for this policy, namely Kontan and CNBC Indonesia. Based on the background of this problem, the question arises about how the media, Kontan and CNBC Indonesia, frame news regarding health insurance membership policies as a condition for obtaining public services in reporting in these two media through Robert Entman's framing analysis structure. The approach used is a qualitative one with a constructivist paradigm. The analytical method used is Robert Entman's framing with four framing dimensions. The results of the analysis show that Kontan and CNBC Indonesia carry out different framing in reporting on the health insurance membership policy, where Kontan focuses more on reporting other things apart from these policies based on a community perspective, while CNBC Indonesia only focuses on reporting health insurance policies as general information and the basis for sharing with the general public. Abstract

The Unstructured Trap of Digital Governance (UTDG) is a multi-disciplinary study that explains the phenomenon of poverty and development from the perspective of public administration, economics, and management. The UTDG grand design was prepared to explain and provide an overview of strategies in governance that enhance security and accessibility, on the other hand, it neglects the interests of economic and social adaptation for vulnerable communities. The difference in the functions and benefits of digitalization inherent in the concept of modernization actually causes the poor community to become increasingly trapped in conditions that render them more powerless. This study used a qualitative method for deep analysis besides various sources that have theoretical depth. The analysis of the results was processed through NVivo using a map. The data analysis of Nvivo represents the analysis of news and images regarding digital humanities, digital behavior, and digital territory in the Brebes Regency. Sampling was conducted using purposive sampling techniques. The research indicates that Brebes Regency falls into the fourth condition. The fourth condition reflects a gradual improvement in the government's digitalization efforts, reaching a relatively good level. Regulations have been established for digital-based public services, while adequate infrastructure is evidenced by the widespread distribution of internet access to even the most remote villages. However, several challenges persist, including low public awareness of digital literacy and internet addiction, where digital access is primarily used for social media rather than productive activities. This imbalance between the real and virtual worlds prevents digitalization from significantly improving societal welfare. Additionally, the economy continues to operate largely through conventional means, with few individuals actively participating as digital entrepreneurs. Instead, most remain passive consumers, serving as the target market rather than key players in the digital economy. As a result, despite moderate developmental progress, poverty levels remain high.

The natural potential with their exotic scenery in the area is possible to be developed as an alternative to rural tourism destinations. Village development by improving natural tourism in this village is intended to support the economic growth of the local community. Attempts to realize this idea have also been carried out in several ways, such as coordinating with all stakeholders, community leaders and consulting with tourism experts. Development efforts have begun, there are still facing several challenges including: there is still a lack of skilled personnel to manage tourism, there is lack commitment among stakeholders including from local village government leaders, low quality of tourism infrastructure such as access roads and parking areas. Behind these limitations, there are actually very open opportunities for the Kendeng mountain region as an exotic and interesting tourist destination to be developed, especially for the economic development of the local community.
