Local Government Involvement in Participatory Development on Simpor Applications as Monitoring Media for Physical Development in East Belitung Regency Yuriati, Elva; Sakir, Sakir

Abstract

This study aims to determine the involvement of local government in participatory development through the Participatory Development Monitoring System Application (SIMPOR) in East Belitung Regency. The local government in this case is the OPD and the village government within the East Belitung Regency Government. This study uses a qualitative method with a case study approach. Data were obtained through interviews and literature study where the interview results were analyzed using Nvivo 12Plus software through the crosstab query feature. The results of the study show that: 1) the creation of the Simpor Application as a participatory development monitoring medium in East Belitung Regency has fulfilled the basics of developing government digitization; 2) the involvement of the village government in the Simpor Application, namely as community representatives who monitor and report development progress, especially by the village simpor admin; 3) the leading sector (Ekbang) as a third party acts as a verifier that bridges the village government with the OPD; 4) each OPD inputs information related to the development package and responses related to monitoring carried out by the village government into the Simpor application. The conclusion is that there is local government involvement in participatory development through the Simpor Application as an e-monev medium for physical development in the form of two-way monitoring that occurs in the monitoring process on the Simpor Application. In addition, there are several obstacles encountered in the implementation process of the Simpor Application, namely: 1) the development of the Simpor Application is still slow; and 2) the implementing human resources are still limited. Suggestions for the government of East Belitung Regency to expand involvement in the Simpor Application include: 1) the leading sector, in this case through the village government, it is better to start providing education or introduction of the Simpor Application to the community gradually; 2) the leading sector should recruit special human resources who have basic IT to develop Simpor Applications so that the performance provided is more optimal; and 3) the leading sector should increase the human resources of operators in charge of verification.

Abstract

This research aims to review the diffusion of innovation on “Pesta Dansa” (Pelayanan Administrasi Kependudukan di Desa) or the Village’s Population Administration Service in Sukoharjo Village, Sukoharjo District, Wonosobo Regency. The involved parties in this research are including the Population and Civil Registration Service of Wonosobo Regency, the Sukoharjo Village’s Government, as well as the community receiving the “Pesta Dansa” innovation service. This research uses a mixed method combined with a case study approach. The results show that the diffusion of “Pesta Dansa” innovation in Sukoharjo Village has been running well. This is evidenced by the successful implementation of “Pesta Dansa” innovation in Sukoharjo Village, by referring to 5 indicators proposed by Roger in the diffusion of innovation theory, including; 1) Knowledge, the“Pesta Dansa” innovation has the suitability of benefits to the problem of population administration services in Sukoharjo Village; 2) Persuasion, the success of Sukoharjo Village’s government in introducing the “Pesta Dansa” innovation to the community; 3) Decision, the acceptances and supports from the Sukoharjo Village’s government as well as the community towards the implementation of “Pesta Dansa”  innovation; 4) Implementation, the success of Sukoharjo Village’s government in applying the “Pesta Dansa” innovation to the community; 5) Confirmation, the community’s assessment and evaluation survey results regarding the implementation of “Pesta Dansa” innovation by the Sukoharjo Village’s government.

Abstract

Women are included in the list of vulnerable victims of disaster due to their lack of skills and lower physical strength than men. The role of the Regional Disaster Management Agency (BPBD) as a communicator or messenger is required in the efforts to increase disaster awareness and information among women's community. This urgency is supported by the condition of the area which has a high risk of disaster as well as the fact that the total female population outnumbers the males. This research aims to find out how the BPBD of Bantul Regency uses social media to promote disaster awareness and information to the women's community. In the digital era, social media is considered capable of channeling messages more widely to reach underserved communities. This research used a qualitative method with a case study approach. The research results show that the BPBD of Bantul Regency have made some efforts to increase disaster awareness and information among women's community by involving direct participation. In carrying out the role, the communicator has a structured information delivery and processing chain by involving Pusdalops (the Operational Control Center) and teams from each field. This results in messages wrapped in the form of social media content, even though the disaster narrative does not yet represent efforts to increase disaster awareness and information for women's community. The target of this social media communication is the general public, both men and women. The existence of a structured information delivery and processing chain as well as mastered materials can make the messages reach the women's community. The researchers propose an alternative model for disaster communication through social media as an effort to increase disaster awareness and information among women's community without changing existing disaster information communication patterns. The researchers propose this model to fill the gap in the role of teams in each field who should have knowledge capacity related to the disaster awareness and information among women's community

Abstract

Program Pengabdian Kalurahan Online (Kaline) yang diselenggarakan Universitas Muhammadiyah Yogyakarta memiliki tujuan untuk mendampingi dan membina kalurahan-kalurahan yang memiliki permasalahan dalam pengelolaan Sistem Informasi Desa (SID) dan Badan Usaha Milik Desa (BUMDes) dengan fokus utama pengelolaan data profil kalurahan secara digital, pengadaan dan pembaruan website dan media sosial, dan pemetaan masalah serta potensi kalurahan untuk meningkatkan kinerja BUMDes. Kalurahan Sendangagung merupakan satu dari 17 kalurahan yang menjadi mitra dari program tersebut. Metode penelitian menggunakan konsep pengabdian masyarakat yang dipusatkan pada tujuan pemberdayaan masyarakat. Hasil dari pelaksanaan program tersebut yaitu Kalurahan Sendangagung sudah memiliki Buku Profil Kalurahan berbasis digital, video profil desa, serta desain visual terbaru pada logo, maskot, situs website dan media sosial. Harapannya semoga pencapaian tersebut mampu mengembangkan potensi yang dimiliki oleh Kalurahan Sendangagung berbasis online digital dan ada pembaharuan di kemudian hari.
