Abstract

Abstract Disaster management (DM) gets a new dimension with the ratification of Law No. 24 (2007) on disaster management followed some related rules. DM as an thorough effort is started by disaster risk reduction, emergency, rehabilitation, and reconstruction. Based on the authority, DM needs to be in a comprehensive policy level ranging from national, regional, up to the village scope as a front guard of the government, though DM is not only the responsibility of government, where the people have to also actively participate. Pujiharjo Village, Tirtoyudo District, Malang, is one of villages potentially affected by natural disasters, ranging from erosion and flooding. This village as the smallest government unit interacting with the community, has policies that are poured into village regulations (Perdes) about the disaster management with local knowledge to reduce disaster risk. Thus, the community is expected to be tougher because they can anticipate and minimize the disaster risk by breakthrough adaptation, ability to handle and keep the structure, and function certain basic in times of disasters. Even if affected by any disaster, they would quickly rebuild into normal or at least can independently recover. Desa Tangguh (Tough Village) as a national program of BNPB, can also act as the responsibility of a government against people in the disaster management. Keyword : Disaster Management, Regulations, Village Abstrak Penanggulangan bencana (PB) mendapat dimensi baru dengan diterbitkannya UU No. 24 (2007) tentang penanggulangan bencana yang diikuti beberapa aturan terkait. PB sebagai upaya menyeluruh dan proaktif dimulai dari pengurangan risiko bencana, tanggap darurat, rehabilitasi, dan rekonstruksi. Berdasarkan kewenangannya, PB perlu memiliki kebijakan komprehensif mulai dari tingkat nasional, regional, hingga ruang lingkup desa sebagai ujung tombak pemerintahan, meski PB bukan hanya tanggung jawab pemerintah, di mana rakyat juga harus ikut aktif. Desa Pujiharjo, Kecamatan Tirtoyudo, Malang, adalah salah satu desa yang berpotensi terkena bencana alam, mulai dari erosi hingga banjir. Desa ini sebagai unit pemerintah terkecil yang berinteraksi dengan masyarakat, memiliki kebijakan yang dituangkan ke dalam peraturan desa (Perdes) tentang manajemen bencana dengan pengetahuan lokal untuk mengurangi risiko bencana. Dengan demikian, masyarakat diharapkan lebih tangguh karena mereka dapat mengantisipasi dan meminimalkan risiko bencana dengan melakukan terobosan adaptasi, kemampuan menangani dan menjaga struktur, dan fungsi dasar tertentu pada saat bencana. Bahkan jika terdampak bencana, mereka akan dengan cepat membangun kembali hingga normal atau setidaknya dapat pulih secara mandiri. Desa Tangguh sebagai program nasional BNPB, juga dapat berperan sebagai tanggung jawab pemerintah terhadap masyarakat dalam manajemen bencana. Kata kunci: Penanggulangan Bencana, Paraturan, Desa

Abstract

The aim of this research is to determine the Tourism Department's efforts to increase the resilience of reog craftsmen in Ponorogo Regency. This research is qualitative research. Data collection techniques in research are observation, interviews, and documentation, with data analysis using data collection, data reduction, data presentation, and drawing conclusions. The results of the research first show that the efforts made by the government of the Ponorogo Tourism Office to help craftsmen are by promoting their products both locally and internationally. Second, the government helps craftsmen to obtain business permits and collaborates with PKK members to support each other's businesses. Third, promote through social media to increase the economic income of craftsmen. Fourth, to strengthen increased resilience, the Ponorogo Regency Tourism Office carries out networking activities (collaborating with other people), namely establishing collaboration with other regions through participation in arts and crafts exhibitions and involving the younger generation. Researchers put forward several recommendations which can later be used as a reference, including holding exhibitions of works involving the younger generation. This is one of the efforts to make Reyog Ponorogo art more sustainable.

Abstract

The current development of urban society shows a change in the character of society which has become more individualistic, with a society style that is instantaneous and practical, this gives rise to problems of social solidarity and solidarity in people's lives, through innovation in this digital pinch, researchers are trying to solve this. This study used a descriptive qualitative method, involving urban communities as informants, the data taken was obtained from several community activity channels such as: social gathering groups and also recitation groups. The research results show that the digital jimpitan innovation model has succeeded in providing an alternative for making the use of collecting donations more effective and efficient

Abstract

The village head asked for an extension of office for 9 years with 3 terms equal to a term of office of 27 years because for them a term of office of six years actually sharpened the competition between village head candidates. According to him, a nine-year term of office for village heads can reduce conflict in political competition in village head elections. Apart from the question of extending the term of office, village heads spoke out regarding village sovereignty. There are reasons for extending the term of office of the village head, one of which is to maximize village development. The reason is, the election of the village head causes polarization in the village to be quite prolonged. Therefore, it is better if the village head's term of office is extended to nine years. This research aims to analyze the dynamics of village heads' requests to extend their terms of office to 20 years or 3 terms. Discusses the background to the request to extend the position of village head, related laws, and suggestions for the government. This research uses qualitative methods, namely descriptive research and uses concrete data analysis. The position of village head has lasted more than 20 years, this is a deviation from the 1945 Constitution because it narrows democracy in the village. This also causes injustice in occupying leadership positions in village government and gives rise to exploitation of positions by certain people. The researcher advised the government to reject the proposal to extend the Village Head's term of office to 9 (nine) years and can be served for 3 (periods). The government should focus more on structuring village government in order to realize village development in order to improve the quality of life and welfare of village communities.

Abstract

Ponorogo Regency launched an assistance program for community strengthening in the smallest scope, namely the Rukun Tetangga (RT). ratified through Circular Letter (SE) of the Regent. The Ponorogo Regency Government provides funds of IDR 10,000,000 annually to each Neighborhood Association in the entire Ponorogo Regency Region which consists of 6,869 the Rukun Tetangga (RT). The programs include: making infiltration wells or what is called Biopori Infiltration, Waste Management in the RT scope, provision of RT Wireless Fidelity (Wifi) networks, Strengthening Women's Economy, Employment BPJS benefits and incentives for RT administrators, Family Medicine Planting and Resident; Rembug Warga. This study aims to find out how the program is implemented and what are the obstacles. This type of research uses a descriptive method with a qualitative approach. The results of this study show that this RT activity program is an initiation from the Regent of Ponorogo which has been stated in the vision and mission. All RT activity programs have been implemented, but there are several programs that are not appropriate because they are not in accordance with regional conditions, such as: Biopore Infiltration, Integrated Waste, and planting family medicine. programs that are not suitable because they do not involve the RT community who know their needs better.

Abstract

Penelitian dengan judul Analisis Tingkat Pendidikan Perangkat dalam Pembangunan desa bertujuan untuk mengetahui bagaimana pengaruh tingkat pendidikan perangkat dalam pembangunan desa. Sistem pendidikan di Indonesia mencakup banyak jenjang pendidikan. Tingkat pendidikan merupakan sebuah proses jangka panjang yang di tempuh seseorang agar terorganisir dalam memasuki dunia kerja dan menciptakan tenaga ahli. Dalam penelitian ini metode yang digunakan adalah pendekatan kalitatif, penelitian ini dilakukan di salah satu desa di Kecamatan Siman  Kabupaten Ponorogo yaitu Desa Manuk. Di Desa Manuk terdapat 9 perangkat desa yang memiliki tingkat pendidikan akhir yang berbeda-beda. Yang artinya tingkat pendidikan perangkat desa di Desa Manuk belum sama rata. Dengan mayoritas tingkat pendidikan akhir SLTA atau sederajat. Dengan latar belakang pendidikan yang berbeda inilah muncul beberapa permasalahan mengenai kinerja perangkat desa. Berdasarkan hasil penelitian tingkat pendidikan perangkat memang mempengaruhi kinerja perangkat desa, karena perangkat desa yang menempuh pendidikan akhir SLTA atau sederajat harus menguasai teknologi informasi sehingga dapat bekerja secara maksimal. Hal itu dapat dilakukan melalui pelatihan.

Abstract

This research aims to understand and describe village government management in the development of the tourism sector in Biting Village, Badegan District, Ponorogo Regency. The concept of Good Village Governance is used as the theoretical foundation, emphasizing transparency, accountability, and community participation as the main principles. This study employs a qualitative approach with data collection techniques through semi-structured interviews and documentation. Data analysis is conducted using the data analysis model from Miles, Huberman, and Saldana (2014), including data condensation, data display, and conclusion drawing. The results show that transparency is realized through the dissemination of information on policies, programs, and activities through various communication platforms. Accountability is evident in the monthly reporting of tourism funds and periodic evaluations. Community participation is enhanced through Village Deliberation forums and training involving various community components. The conclusion emphasizes the importance of transparency, accountability, and community participation in managing the tourism sector to achieve good and sustainable governance.

Abstract

The objective of the study was to find out how the role of the village government in the implementation of disaster management through the Disaster Resilient Village “Sapto Manunggal” in the village of Kedungbendo. Disaster Resilient Village activities focus on the implementation of disaster management in a planned, integrated, coordinated, and comprehensive manner in order to provide protection to the community from threats, risks and impacts of disasters. The method in this study uses descriptive research with a qualitative approach. The findings in this study are that the implementation of disaster management is divided into 3 (three) stages, namely the pre-disaster stage, the emergency response stage and the post-disaster stage. The implementation of disaster management is defined as the establishment of a development policy that poses a risk of a disaster, disaster prevention activities, emergency response, and rehabilitation. In conclusion, the implementation of disaster management in Kedungbendo village has activities at every stage so the role of the village government in the implementation of disaster management includes prevention activities when disasters occur to recovery. Penelitian ini bertujuan untuk mengetahui bagaimana peran pemerintah desa dalam penyelenggaraan penanggulangan bencana melalui Desa Tangguh Bencana “Sapto Manunggal” di desa Kedungbendo. Kegiatan Desa Tangguh Bencana berfokus pada terselenggaranya pelaksanaan penanggulangan bencana secara terencana, terpadu, terkoordinasi, dan menyeluruh dalam rangka memberikan perlindungan kepada masyarakat dari ancaman, risiko dan dampak bencana. Metode dalam penelitian ini menggunakan penelitian deskriptif dengan pendekatan kualitatif. Hasil temuan pada penelitian ini bahwa penyelenggaraan penanggulangan bencana terbagi dalam 3 (tiga) tahapan yaitu tahap prabencana, tahap tanggap darurat dan tahap pasca bencana. Penyelenggaraan penanggulangan bencana didefinisikan sebagai penetapan sebuah kebijakan pembangunan yang berisiko timbulnya bencana, kegiatan pencegahan bencana, tanggap darurat, dan rehabilitasi. Kesimpulannya, penyelenggaraan penanggulangan bencana didesa Kedungbendo memiliki kegiatan di setiap tahapan sehingga peran pemerintah desa dalam penyelenggaraan penanggulangan bencana meliputi kegiatan pencegahan, saat bencana terjadi hingga pemulihan.

Abstract

One of the areas that has a single candidate against the empty box in the 2020 regional elections is Ngawi Regency, which in the election has the support of a political party, the Indonesian Solidarity Party (PSI). This research aims to find out what motives the Indonesian Solidarity Party has given its support to empty boxes. The method used in this study is qualitative descriptive method. The results of this study revealed that the motive of the Indonesian Solidarity Party supports empty boxes that is because of in order to motive and because motive. In order to motive is first, PSI wants to  convey to the public through political socialization that choosing this empty box is valid and does not violate the law. Second, provide space and containers for the community supporting empty boxes. Third, with PSI supporting this empty box hopes that democracy in Ngawi district will come back to life. Fourth, PSI wants to provide political education to the community. While because motive of the support of DPD PSI Ngawi regency against this empty box is the existence of a Political Dynasty in Ngawi Regency that is controlled by two families, namely the Harsono and Kanang families for approximately 20 years. This support is also motivated by administrators and members who have supported empty boxes first before they enter into the board of DPD PSI Ngawi Regency period 2020-2024.

Abstract

Peran kepolisian tidak dapat dipisahkan dari sistem sosial masyarakat. Kepolisian mempunyai peran yang penting dalam perkembangan sejarah perkembangan masyarakat. Maka dari itu dari waktu kewaktu peran kepolisian selalu mengalami perubahan seiring dengan perubahan sosial, perubahan politik, dan perubahan industri. Proses demokrasi dewasa semakin kompleks, untuk itu diperlukan peran dari berbagai pihak untuk menjaga stalibitas keamanan dan politik khususnya dari pihak kepolisian. Penelitian ini bertujuan untuk mengetahui dan mendeskripsikan peran kepolisian dalam menjaga stabilitas politik dalam rangka pilkades  serentak. Jenis penelitian ini adalah penelitian kualitatif dengan,  dengan menggunakan pendekatan library research. Peran kepolisian dalam pelaksanaan tugasnya sebagai  penegak hukum dan petugas ketertiban masyarakat mepunyai beberapa peran dalam menjaga stabilitas politik. Upaya represif dan preventif dilakukan untuk menjaga keamanan dan ketertiban masyarakat.
