Abstract

Disaster-Resilient Village (Destana) is a flagship program of the East Java Provincial Disaster Management Agency (BPBD) aimed at villages with high disaster risks. One of the selected villages for this program is Talun Village in Ngebel Subdistrict, Ponorogo Regency. Talun Village is prone to disasters such as landslides, forest fires, and strong winds. Before the Destana program, the residents of Talun Village managed disaster mitigation independently. The Destana program aims to provide structured knowledge and guidance to the community on pre-disaster and post-disaster management through facilitator assistance.This study aims to explain the partnership approach utilized by BPBD Ponorogo Regency in creating a Disaster-Resilient Village in Talun Village. The research employs a qualitative descriptive method, which investigates field phenomena in depth through the collection of primary and secondary data. Primary data were obtained through in-depth interviews with key informants, while secondary data were sourced from relevant documents. Data collection techniques included participant observation, interviews, and documentation. Key informants in this study comprised the Head of BPBD, the Talun Village government, and the FPRB (Disaster Preparedness Forum).The data analysis was conducted systematically through data reduction, data presentation, and conclusion drawing. The findings indicate that the establishment of the Destana program incorporates five main concepts: accountability, participation, efficiency, effectiveness, and a participatory approach. This program not only enhances the community's capacity to cope with disasters but also strengthens the collaboration between BPBD and the residents of Talun Village in fostering resilience against disasters.

Abstract

The problem of bureaucracy is a challenge that must be addressed by the government. Improving the local government bureaucracy is a very important effort to be made because in the bureaucracy there are various aspects that can support the implementation of the public service process, one of which is the human resources aspect. The purpose of this paper is to find out how the evaluation and form of reform carried out by the Ponorogo Regency Regional Government on the human resources of its government bureaucracy. The method used in this writing is a qualitative method with a case study on one of the bureaucratic phenomena in Ponorogo Regency. The writing data is obtained through journal articles obtained through websites. Data analysis was conducted using literature studies based on relevant theories and references. The results of the discussion found that several aspects of assessing the performance evaluation of the Regional Apparatus Organisation of Ponorogo Regency include: a) Performance planning; b) Performance measurement; c) Performance reporting; d) Performance evaluation; and e) Performance achievement. Performance achievement. In addition, the bureaucratic reform carried out by the Regional Government of Ponorogo Regency prioritises three main goals, namely: a) A clean and accountable bureaucracy; b) An effective and efficient bureaucracy; and c) A bureaucracy that has quality public services.

Abstract

Utilization of public spaces for community purposes is vital, given the existence becomes a precious thing amid the urgency people to enjoy freedom in space , that public space existence is not only limited by urban areas alone, why this is so, because the public space is basically a requirement need to be met. The public space in urban areas, such as: alun-alun square, city park, playroom, anti-smoking room, as well as expressive space for the disabled. In fact if we examine, the village also has a space can be used, and its function is the same as an expressive means of urban communities, although amid the routine of farming or gardening, so it needs space, that form and concept of public space in rural areas is more modest, but the public space is a source of knowledge society.

Abstract

Bedagung Village and Tapen Village are the implementers of the Quality Family Village (Kampung Keluarga Berkualitas) Program in Magetan Regency. These two villages are both classified as sustainable, but in their implementation, they have varying outputs. Therefore, this research is important to understand how the program is implemented in each village. This study aims to analyze the implementation of the Sustainable Quality Family Village Program in Bedagung Village and Tapen Village, Magetan Regency. This research uses a qualitative descriptive approach with data collection techniques including interviews, observation, and documentation. The technique for determining informants combines two methods: snowball and purposive sampling. This study employs Edward III's Public Policy Implementation Theory to analyze the data. The results show that the implementation of the Sustainable Quality Family Village Program in Bedagung Village and Tapen Village, Magetan Regency, has successfully improved the quality of life of their communities. The communication carried out aligns with the dimensions of clarity and consistency. Its implementation is also supported by trained human resources as well as adequate financial support and facilities. Additionally, there is a clear commitment among policy implementers and a new bureaucratic structure that facilitates the program's execution. Despite some challenges, such as a shortage of PLKB officers, the program has progressed with cross-sectoral support and active community participation.

Abstract

The authority of Conto Village strives to develop the existing natural potentials by collaborating with investors, the community, and all associated actors. The purpose of this study is to describe the village partnership model taken by the authority in developing the village tourism, especially Conto village of tourism, Bulukerto Sub-District, Wonogiri Regency. The method applied in this study is a descriptive qualitative method with a purposive sampling technique. The instruments used are in-depth interviews and documentation by conducting interactive analysis. The Conto village authority and investors become the main actors in developing Goa Resi tourism with a profit-sharing arrangement model, whereas Pokdarwis and Mbah Sadiman are actors in developing Bukit Gendol tourism with a management contract cooperation model. In the other side, Soko Langit is managed privately, however in its development having a verbal profit-sharing arrangement with Pokdarwis. Banteng Vegetable Garden is managed by the owner of the garden and Pokdarwis through a profit-sharing arrangement, meanwhile the Coffee House is managed by BUMDes as well as the community, and developed by Pokdarwis with a management contract collaboration model. With the good cooperative activities from the youth and the farmers in Conto village, it will support the development of the natural potentials that expected to become the tourist attractions. In conclusion, the involvement of several actors is highly essential in conducting a cooperative partnership. Actors are the main key in cooperative relationships, thus in achieving a goal, each party shall collaborate to realize it.

Abstract

This report aims to review the role of done by of tourism and culture Ponorogo Regency effort in preserving local culture and local art, Also, to know what just working in the opposite direction as well as supporters of the implementation of the preserving. This is a descriptive qualitative research methodology, by gathering data interviews and documentation. The result of this study tourism agency role in improving the local Ponorogo Regency, culture namely by conducting routine, the festival to the community, socialization the development of their talent interest, young generation and the introduction of culture to other regions. Of the activity will impact the increase in the group of the arts which every year is increasing and stable, it has been achieved due to the efforts of the office of tourism and culture Ponorogo Regency who honored consistently. Abstract

Penelitian ini bertujuan untuk menganalisasi hubungan antar aktor yang terlibat dalam kerjasama dan kolaborasi sebagai tim dalam program pemuda hebat Kabupaten Ponorogo dan untuk mengidentifikasi proses collaborative governance yang terjadi antar aktor yang berperan penting dalam keberhasilan program tersebut. Dalam penelitian ini menggunakan metode kualitatif deskriptif dan pendekatan teoritis dari “Ansel and gash” yang menjadi dasar dalam penelitian ini. Data dikumpulkan melalui teknik wawancara, observasi, dan dokumentasi kemudian dilakukan analisis melaui reduksi data, penyajian data, dan penarikan kesimpulan. Hasil dari penelitian ini menunjukkan bahwa collaborative governance dalam program pemuda hebat Kabupaten Ponorogo berjalan secara efektif dilihat dari kondisi awal dan proses kolaborasi yang berjalan dengan baik dan sesuai dengan target yang telah ditetapkan bersama. Kolaborasi yang terjalin antar aktor Pemerintah, akademisi, vendor aplikasi (swasta), media, dan masyarakat mempunyai konektivitas dan komunikasi yang baik sehingga keberlangsungan kolaborasi berjalan dengan baik.

Abstract

The purpose of this study is to provide an overview of how the implementation of the sustainable family planning village programme in Nongkodono Village and the developing family planning village in Karanglo Kidul Village, Ponorogo Regency. This research is descriptive qualitative research, with data collection techniques including: observation, interviews, and documentation, using a data analysis model with the following sequence: data reduction, data presentation, and conclusion drawing. The implementation of Sustainable KB Village shows how the programme focuses on preserving and developing existing initiatives by involving all elements of the community and ensuring the continued involvement of various parties. The implications for residents include improved welfare through economic empowerment programmes, better access to health care, and a deeper understanding of reproductive health and family planning, all of which contribute to an improved quality of life. Meanwhile, Kampung KB Berkembang is in the development phase and focuses on increasing community participation and strengthening infrastructure and services that support family health and welfare. The implications for residents include improved access to health services and education, as well as increased social participation leading to a more cohesive and supportive community. the two programmes have similarities in terms of best practices in the implementation of this programme including active community participation, collaboration with various stakeholders, and continuous education. Constraints to the programme include low initial participation, limited resources, and challenges in socialisation effectiveness. The benefits of the programme are good, including improved quality of life, population growth control, and more equitable welfare for village communities, which ultimately creates a long-term sustainable positive impact

Abstract

Tujuan penelitian ini menjelaskan betapa pentingnya kita membahami tentang Agraria, Khususnya di Indonesia. Agraria atau sering kita samakan dengan pertanahan yang secara tidak langsung berperan penting terhadap meningkatkan strategi dalam meningkatkan masalah pertanian, tentunya meningkatkan produktivitas dan meningkatkan ekonomi para petani. Agraria sendiri mempunyai cakupan yang sangat kompleks mulai dari hukum, ekonomi, politik, dan sosial budaya. Banyak kesenjangan terkait agraria dikarenakan kesenjangan yang sumber daya, Banyak konflik terjadi daintaranya antar individu, kelompok, ataupun Lembaga berwenang, Tidak lain pihak pihak tertentu berupaya terhadap menangani konflik yang terjadi. Peraturan dasar pokok pokok agraria diatur dalam rancangan Undangan Undang Nomor 5 Tahun 1960 tentang Agraria adalah kemakmuran rakyat terutama kaum petani, dan yang pasti tidak adanya konflik dalam masalah pertanahan ini. Seiring pertumbuhan dan perkembangan manusia hendaknya kita lebih melek akan keadaan sekitar karena manusia merupakan sumber daya natural yang ada di setiap masanya dan terus bertambah.

Abstract

Kajian ini bertujuan untuk melakukan analisis kebutuhan SDM Pemerintahan Desa Kaponan, Kecamatan Mlarak, Kabupaten Ponorogo berdasarkan regulasi atau undang-undang nomor 6 tahun 2014 tentang Pemerintah Desa. Penelitian ini berjenis deskriptif kualitatif, dengan sumber data yang diperoleh dari hasil wawancara dan juga dokumen, peneliti melakukan uji triangulasi untuk memperoleh keabsahan data. Hasil penelitian memperlihatkan bahwa perangkat desa berusia 31-40 tahun dengan presentase 33% yang merupakan presentase tingkatan usia dengan jumlah terbesar sedangkan presentase terrendah pada usia 61-70 tahun dengan presentase 8%. Selanjutnya perangkat desa dengan pendidikan terakhir SLTA sebesar presentase 83% yang merupakan presentase terbesar di Perangkat Desa Kaponan, sedangkan perangkat desa dengan Pendidikan S1 memiliki presentase 17%. Kemudian dari hasil wawancara dengan perangkat desa mereka menyatakan bahwa perangkat desa yang mempunyai usia lanjut dan sudah tergolong tua mengalami kesulitan dalam beradaptasi dengan perkembangan teknologi yang ada, sehingga perangkat desa yang mempunyai usia lanjut melimpahkan pekerjaannya ke perangkat desa yang memiliki keterampilan tersebut, tentu hal tersebut memperlambat dalam pelayanan kepada masyarakat. Kondisi in harus disikapi dengan melakukan persiapan penggantian perangkat desa yang sudah menginjak purna sesuai amanat undang-undang, sehingga dapat segera mendapatkan pengganti yang kompeten sesuai kebutuhan lembaga supaya dapat memperlancar jalannya pemerintahan.
