Abstract

AbstraksiSepakbola sebagai salah satu hiburan yang banyak digandrungi oleh rakyat Indonesia, membuat praktik pengelolaansepakbola harus diselenggarakan secara baik berdasarkan asas profesionalitas, fairplay dan jugakemandirian, hal ini sangat penting mengingat sepakbola memerlukan sumberdaya pendukung yang besar, baik dalam hal materi maupun non materi, oleh karena itu keterlibatan berbagai pihak seharusnya bisa disikapi secara bijak, sehingga semangat sportifitas dan ketulusan dari steakholder harus selalu ditekankan. Konflik yang muncul terkadang disebabkan oleh beberapa hal, yakni: 1).Perbedaan Kepentingan antar steakholder persepakbolaan tanah air sehingga dapat menyulut konflik, 2). Alokasi kekuasaan dan kewenangan yang tidak merata, sehingga membuat steakholder persepakbolaan di tanah air saling berebut kekuasaan, 3). Munculnya orang kuat yang berada di luar sistem, yang sering mempengaruhi pemilik kewenangan dalam pengambilan keputusan dan pembuatan kebijakan, sehingga membuat keputusan dan kebijakan yang diambil bersifat segmented oriented. Kondisi itulah yang sering membuat persepakbolaan tanah air menjadi tidak stabil, sehingga diperlukan langkah – langkah:1). Penyelesaian konflik melalui pendekatan persuasif  melalui aktor – aktor yang memiliki kewenangan supaya dapat duduk bersama dan membicarakan penyelesaian konflik, seperti yang pernah diupayakan oleh Menpora Roy Suryo, 2).Penyelesaian konflik melalui jalan penghentian aktivitas persepakbolaan secara total, kemudian membentuk dan memproyeksiakan persepakbolaan dengan orang – orang baru dan tenaga – tenaga profesional dari luar negeri, sehingga netralitasnya dapat dijaga, 3). Penyelesaian konflik melalui revolusi persepakbolaan tanah air, dengan merubah sistem pengelolaan persepakbolaan tanah air dan menghentikan campur tangan pemerintah, dan mengembalikan sepenuhnya kepada masyarakat, dengan asas: dari rakyat, oleh rakyat dan untuk rakyat.Kata Kunci : Konflik Sepakbola, Kekuasaan dan Kewenangan, di Ranah  Publik.

Abstract

Natural potential and also local knowledge possessed by Batu, a great asset that can be implied to improve the welfare of the community, through the program "Shining Batu". This study aims to look at how the tourism development strategy undertaken by the City of Batu. This study used qualitative methods, with some data collection techniques, such as: interviews, documentation, Batu via Program "Shining Batu" want to change Batu become central areas of organic farming, based tourism International, therefore, the development program of the region, the perceived has a lot of benefits to the people of Batu. At the core strategies that do include several steps, namely: mapping the existing potential, then design and validate the rule of law as the foundation for the implementation of the program, which is the umbrella law, after which it then processes Sounding program through the activities - the activities and the media. Abstract

This study examines the issue of community empowerment, which is considered to be a solution problem of poverty, which is more interesting when the community of "Janda" becomes an important object. This research focuses on the study of community-based community empowerment model in Janda village. Purpose is able to measure the effectiveness and also the ideal form of community empowerment program model in the village of Janda, Dadapan Village, Balong District, Ponorogo Regency. The research are method qualitative descriptive approach, with object in research is the people members, especially mothers who berrstatus "widow" in the Dadapan Village, Balong District, Ponorogo Regency.. Activities include 1). Training of processed food from the existing agricultural potential, 2). Make a kitchen granary from the land around the community. 3). Train the art activities of mothers who are "Janda". From concluded this research is community empowerment activities in Dadapan Village, Balong District, Ponorogo Regency, which have been done are very focused on "Janda", so that the activity is expected to contribute, to the life of those who is distressed or increase the independence of the family, with this activity, economical but psychologically they will be motivated to become a powerful individual.

Abstract

Bedagung Village and Tapen Village are the implementers of the Quality Family Village (Kampung Keluarga Berkualitas) Program in Magetan Regency. These two villages are both classified as sustainable, but in their implementation, they have varying outputs. Therefore, this research is important to understand how the program is implemented in each village. This study aims to analyze the implementation of the Sustainable Quality Family Village Program in Bedagung Village and Tapen Village, Magetan Regency. This research uses a qualitative descriptive approach with data collection techniques including interviews, observation, and documentation. The technique for determining informants combines two methods: snowball and purposive sampling. This study employs Edward III's Public Policy Implementation Theory to analyze the data. The results show that the implementation of the Sustainable Quality Family Village Program in Bedagung Village and Tapen Village, Magetan Regency, has successfully improved the quality of life of their communities. The communication carried out aligns with the dimensions of clarity and consistency. Its implementation is also supported by trained human resources as well as adequate financial support and facilities. Additionally, there is a clear commitment among policy implementers and a new bureaucratic structure that facilitates the program's execution. Despite some challenges, such as a shortage of PLKB officers, the program has progressed with cross-sectoral support and active community participation.

Abstract

The rapid advancement of information technology has driven structural transformation in public administration systems, including the taxation sector. In response, the Indonesian government has initiated digital-based tax reform as a strategic effort to improve administrative efficiency, transparency, and accountability, while simultaneously expanding the national tax base. This study aims to evaluate the effectiveness of such digital tax reform in enhancing taxpayer compliance in the digital era, employing a qualitative approach through an extensive review of academic literature and recent policy documents. The findings indicate that the implementation of systems such as e-Filing, e-Billing, e-SPT, and the Core Tax Administration System has positively contributed to simplifying reporting and payment procedures, while also strengthening real-time oversight and control mechanisms. The study underscores the necessity of a multidimensional approach to digital tax policy development—one that not only prioritizes technological innovation but also encompasses institutional capacity-building, public education, regulatory harmonization, and the creation of an inclusive, responsive taxation system that aligns with the evolving characteristics of the digital economy. The effectiveness of tax reform depends largely on an integrated policy ecosystem and the active participation of citizens as central actors within the tax system. Therefore, Indonesia’s digital tax transformation must not only aim to increase revenue collection but also to reinforce fiscal legitimacy and long-term equity
