Abstract

This study examines the issue of community empowerment, which is considered to be a solution problem of poverty, which is more interesting when the community of "Janda" becomes an important object. This research focuses on the study of community-based community empowerment model in Janda village. Purpose is able to measure the effectiveness and also the ideal form of community empowerment program model in the village of Janda, Dadapan Village, Balong District, Ponorogo Regency. The research are method qualitative descriptive approach, with object in research is the people members, especially mothers who berrstatus "widow" in the Dadapan Village, Balong District, Ponorogo Regency.. Activities include 1). Training of processed food from the existing agricultural potential, 2). Make a kitchen granary from the land around the community. 3). Train the art activities of mothers who are "Janda". From concluded this research is community empowerment activities in Dadapan Village, Balong District, Ponorogo Regency, which have been done are very focused on "Janda", so that the activity is expected to contribute, to the life of those who is distressed or increase the independence of the family, with this activity, economical but psychologically they will be motivated to become a powerful individual.

Abstract

Bedagung Village and Tapen Village are the implementers of the Quality Family Village (Kampung Keluarga Berkualitas) Program in Magetan Regency. These two villages are both classified as sustainable, but in their implementation, they have varying outputs. Therefore, this research is important to understand how the program is implemented in each village. This study aims to analyze the implementation of the Sustainable Quality Family Village Program in Bedagung Village and Tapen Village, Magetan Regency. This research uses a qualitative descriptive approach with data collection techniques including interviews, observation, and documentation. The technique for determining informants combines two methods: snowball and purposive sampling. This study employs Edward III's Public Policy Implementation Theory to analyze the data. The results show that the implementation of the Sustainable Quality Family Village Program in Bedagung Village and Tapen Village, Magetan Regency, has successfully improved the quality of life of their communities. The communication carried out aligns with the dimensions of clarity and consistency. Its implementation is also supported by trained human resources as well as adequate financial support and facilities. Additionally, there is a clear commitment among policy implementers and a new bureaucratic structure that facilitates the program's execution. Despite some challenges, such as a shortage of PLKB officers, the program has progressed with cross-sectoral support and active community participation.

Abstract

The rapid advancement of information technology has driven structural transformation in public administration systems, including the taxation sector. In response, the Indonesian government has initiated digital-based tax reform as a strategic effort to improve administrative efficiency, transparency, and accountability, while simultaneously expanding the national tax base. This study aims to evaluate the effectiveness of such digital tax reform in enhancing taxpayer compliance in the digital era, employing a qualitative approach through an extensive review of academic literature and recent policy documents. The findings indicate that the implementation of systems such as e-Filing, e-Billing, e-SPT, and the Core Tax Administration System has positively contributed to simplifying reporting and payment procedures, while also strengthening real-time oversight and control mechanisms. The study underscores the necessity of a multidimensional approach to digital tax policy development—one that not only prioritizes technological innovation but also encompasses institutional capacity-building, public education, regulatory harmonization, and the creation of an inclusive, responsive taxation system that aligns with the evolving characteristics of the digital economy. The effectiveness of tax reform depends largely on an integrated policy ecosystem and the active participation of citizens as central actors within the tax system. Therefore, Indonesia’s digital tax transformation must not only aim to increase revenue collection but also to reinforce fiscal legitimacy and long-term equity

Abstract

Tumpak Lego merupakan kawasan hutan produksi yang di jadikan destinasi wisata, letaknya berada di Kecamatan Ngrayun, Kabupaten Ponorogo, Jawa Timur. Tumpak Lego menawarkan lanskap yang indah, keanekaragaman hayati, serta kondisi ekosistem yang masih terjaga, akan tetapi, pemanfaatan hutan ini untuk wisata masih menghadapi berbagai tantangan, seperti: kurangnya infrastruktur pendukung, minimnya regulasi, serta keterbatasan promosi dan partisipasi masyarakat dalam pengelolaan wisata. Tujuan penelitian ini adalah untuk melihat bagaimana tata kelola Tumpak Lego, faktor-faktor apa saja yang mendukung dan menghambat pengembangan wisata berbasis hutan produktif, serta menganalisis hubungan atau relasi antar aktor dalam pengelolaan Tumpak Lego. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data wawancara mendalam, observasi lapangan, dan dokumentasi, informan ditentutkan dengan teknik purposive sampling. Hasil analisis dalam penelitian ini menjelaskan bahwa pengelolaan Tumpak Lego sebagai destinasi wisata menunjukkan upaya adaptif dalam memanfaatkan potensi alam dengan tetap memperhatikan prinsip keberlanjutan. Faktor pendukungnya, antara lain: keindahan alam hutan pinus yang asri, integrasi kuliner lokal dan serta partisipasi aktif masyarakat yang berkontribusi pada peningkatan pendapatan dan penciptaan lapangan kerja. Faktor penghambat adalah anggaran, di mana biaya pengembangan cenderung melampaui estimasi dana yang dibutuhkan, Hubungan antara Perhutani, investor, dan lembaga masyarakat desa hutan diatur dalam perjanjian kerjasama, menciptakan akuntabilitas dalam pembagian peran.

Abstract

The purpose of this study is to find an ideal Collaborative Governance model for the development of nature conservation to conserve green peacocks as a means of supporting the sustainability of Reog Ponorogo art. The research method used is descriptive qualitative, with data collection techniques using interviews and a purposive sampling model. The results of this study show the effectiveness of developing a Collaborative Governance model with a Quadruple Helix type, how the actors are integrated in carrying out activities, starting from pre-negotiation, negotiation stage, to program implementation, which includes dialogue between actors, further building mutual trust and establishing a commitment that became the benchmark for success in the program. The Kampung Merak program aims to ensure the sustainability of cultural activities and the preservation of animal populations. It preserves and increases the population of green peacocks (Pavo Muticus) through community-based breeding, to meet the demand for green peacock feathers to support the cultural art of Reog Ponorogo.

Abstract

Pelaksanaan Pilkada di tahun 2020 kali ini memang menuai segelintir problematika bagi pemerintah sekaligus masyarakat di dalamnya. Hal ini disebabkan oleh ancaman yang datang dari wabah Covid-19, sehingga menciptakan kewaspadaan ekstra terhadap pemerintah dan masyarakat di seluruh daerah dikarenakan wabah Covid-19 berpotensi untuk melemahkan imunitas dan kesehatan seseorang bahkan kematian. Tujuan utama yang menjadi topik dan prioritas utama untuk dikaji secara mendalam dalam penelitian ini adalah terkait dengan perkembangan opini publik yang bernada pro dan kontra dalam menyatakan sikap terhadap Pilkada di tahun 2020 ini. Metode yang dilakukan dalam penelitian ini adalah dengan studi kepustakaan, dan mencari berbagai macam referensi ilmiah seperti jurnal, pemberitaan, dan buletin sebagai data penguat penelitian. Hasil yang dapat disimpulkan dalam penelitian ini yakni tentang fakta munculnya perbedaan opini yang bernada pro dan kontra dari masyarakat, maupun pengamat politik. Kedua bentuk opini tersebut memiliki rasionalisasi yang sama karena didasarkan atas alasan-alasan logis di tengah situasi pandemi Covid-19 saat ini, dimana esensi nya adalah mengharapkan terciptanya kualitas demokrasi secara maksimal. Selain itu, persiapan dan pelaksanaan teknis juga menjadi tuntutan oleh kedua belah pihak kepada pemerintah, sehingga tidak ada pihak yang merasa dirugikan di kemudian hari.Kata Kunci: Covid-19, Opini, Perbedaan, Pilkada

Abstract

The Ngebel District Government developed website technology in collaboration with Akedimis to advance the tourism potential sector towards the digital era. The purpose of this study is to describe the collaborative development of the dolanngebel.com website as tourism information on Ngebel's potential. The method used in this study is a qualitative method, the data used can be obtained from observation, in-depth interviews, and documentation. This website was developed to facilitate access for tourists to find Ngebel tourist information through social media. The results of this study in Collaborative Governance resulted in a strategy carried out by the Ngebel District government in collaboration with academics, namely inviting business people to be able to operate websites to increase tourist visitors and carry out promotions through social media regarding the development of the dolanngebel.com website to attract visiting tourists.

Abstract

Special interest tourism is a tour aimed at tourists who have a specific purpose or interest and motivation in traveling. In Ponorogo Regency itself, which is classified as special interest tourism on the Tourism Office website there are several tours such as Gunung Gajah Tour, Tanah Goyang Tour, Bedes Mountain Tour, and Pumpak Pare tour. But the existence of the tour all had only briefly gone viral but after a few months no longer heard the news. This study wants to find out how the role of the Department of Tourism in the Management of Special Interest Tourism in Ponorogo Regency. The purpose of this study is to find out the role of the Ponorogo Tourism Office and to know what obstacles are faced by the Ponorogo Tourism Office in the Management of Special Interest Tourism in Ponorogo Regency. The research method used is qualitative. The process of collecting data by interviewing the heads of community information groups in the district of Ponorogo. Data can be obtained from interview scripts, field notes or memos, and official documents. This analysis uses four indicators, namely Planning, Organizing, Movement and Supervision. The Tourism Office itself is seen as lacking in providing guidance and assistance in managing the specially meant tourism itself. many villages or tourism managers do not receive training, coaching, and assistance that is uneven, they are as if not noticed by the Department of Tourism. It can be concluded that the role of the Ponorogo Office has not been maximized and there are many shortcomings in training, guidance, assistance, and monitoring carried out by the Pariwsata Office, not necessarily and there is an imbalance in carrying out all of its duties and responsibilities.

Abstract

Disaster management must be carried out in a structured manner, involving many parties or stakeholders, so that the government cannot be the sole actor. The problem formulation in this study is how to implement an effective government collaboration model. The objective of this study is to find the most ideal model of collaboration in disaster management in Ponorogo Regency. This study uses a descriptive qualitative method. The results of the study show that the practice of Collaborative Governance is key to the process of resolving disaster issues in Ponorogo. as seen from various collaborations that demonstrate the complexity of the actors involved, resulting in faster recovery and normalisation of community life after a disaster. In addition, the intensity of coordination and communication is an absolute requirement in the process of resolving disaster events. It should be remembered that prevention is paramount in disaster management, so prevention efforts need to be optimised. In this study, we have limitations, one of which is that the disaster management model is sometimes ineffective due to the involvement of many actors with different interests, which hinders the resolution of disaster events. Therefore, it is necessary to examine the roles of each actor in more depth.
