Abstract

The Government of Gayo Lues Regency needs to create a healthy housing environment for the people of Kutapanjang District so that the predicate as a slum area does not grow. One of the efforts is to create a healthy housing environment through the livable housing program. This study aims to describe the role of the Perkim Office of Gayo Lues Regency in implementing a healthy housing environment for the people of Kutapanjang District through the habitable housing program. Problems in implementing the livable housing program are complex. This is due to various obstacles, such as: 1) lack of coordination between existing SKPKs; 2) The minimum amount of available budget; and 3) the existence of nepotism/proximity factor in program implementation and participating activities become obstacles in its implementation. This research uses the theory of Biddle and Thomas. The method used is qualitative research, where data collection techniques are through observation, interviews and documentation studies. The results of this research indicate that the role of housing and settlement areas department of gayo lues regency in the implementation of a healthy housing environment for the community of Kutapanjang District has not run optimally

Abstract

The aims of this study is to find out Implementation of Policy for Granting Funds Based on Permendagri No. 123 of 2018 concerning Guidelines for Granting Funds and Management Procedures Sourced from the Regional Budget at the Bureau of People's Welfare, Regional Secretariat of North Sumatra Province. This study used a qualitative approach. Based on the description of the research results that have been described in the previous chapter, the author draws conclusions in accordance with the problems studied regarding the Implementation of Giving Policy Grants Based on Permendagri No. 123 of 2018 concerning Guidelines for Granting Funds and Management Procedures Sourced from the Regional Budget at the People's Welfare Bureau of the Regional Secretariat of the Province of North Sumatra. The policy implementation process has been running in accordance with permendagri No. 123 of 2018 is still at the stage of making and submitting proposals. However, in its implementation towards perfection there are still obstacles, especially in the process of implementing policy implementation. These obstacles arise from internal and external factors in terms of several aspects, namely communication, resources, disposition, and the Bureaucratic Structure that still greatly influences the course of the policy implementation process. Among other things, there is still a lack of socialization and coordination in the sector in charge of the affairs of the grant aid fund. Whereas the coordination aims to determine the process of implementing grant assistance policies in the fields of Religion, Education and Institutions. Socialization and Coordination activities have not been carried out optimally so that the results are not optimal.

Abstract

The aims of this is Implementation of Medan Mayor Regulation Number 27 of 2020 Concerning the Implementation of New Habits Adaptation to Covid 19 Pandemic Conditions in Medan. This study use qualitative research. The result show tha the New Habit Adaptation Policy in the Corona Virus Disease 2019 (covid 19) Pandemic Condition in Tanjung Mulia Hilir Village, Medan Deli District, is still not running optimally because there are still some people who are not obedient to government regulations. Forming crowds or crowds or gatherings so that this is an unpreparedness of the community in following the adaptation of new habits in the Tanjung Mulia Hilir Village, Medan Deli District.

Abstract

This study aims to find out the Effectiveness of Employee Performance in Improving Public Services at the Bagan Sinembah Sub-District Office, Rokan Hilir Regency. This study used qualitative approach. Based on the results of research and discussion on Employee Work Effectiveness in Improving Public Services at the Bagan Sinembah District Office, Rokan Hilir Regency, Riau Province. The motivation here is defined as a performance of leaders and employees towards work situations in their agency environment, those who perform positively on their work situations will show high work motivation, this is also very supportive in creating enthusiasm and increasing Performance Effectiveness.Employees in Improving Public Services at the Bagan Sinembah Sub-District Office, Rokan Hilir Regency, Riau Province in each of the implementation of his duties and direction from the leadership to his subordinates can also create productive cooperation to achieve the goals that have been set. The ability to carry out the work has been good and the quality of the work has also obtained maximum results, with the achievement of this effective performance Performance EffectivenessEmployees in Improving Public Services at the Bagan Sinembah Sub-District Office, Rokan Hilir Regency, Riau Province have been required to apply good management standards and have been assessed and verified by the institution entitled to provide certification. Technology here is related to the use of assistive devices in an organization, doing a job is certainly supported by adequate technology.Provision of information and technology facilities in Performance EffectivenessEmployees in Improving Public Services at the Bagan Sinembah Sub-District Office, Rokan Hilir Regency, Riau Province has improved with the existence of WIFI networks and other supporting facilities that really help in completing the work.

Abstract

This study aims to analyze the Effect of Archive Arrangement, Infrastructure and Competency of Archive Officers on Work Effectiveness at the Office of Highways and Construction Development of North Sumatra Province. This stud use quantitative approach. Based on the F test, it is known that the calculated F value is 3.342 and the F table value at 5% alpha is 2.86. Thus, the Fcount value (3.342) > F table (2.86) with a significance level of 0.030 < 0.05, meaning that together or simultaneously the variables of Archive Arrangement (X1), Infrastructure (X2) and Archives Officer Competence (X3) have a positive and significant effect on Work Effectiveness.The relationship between the arrangement of archives, infrastructure and the competence of archiving officers on the effectiveness of work in the Department of Highways and Construction of North Sumatra Province that the R Square value obtained is 0.218 or 21.8%. This shows the ability of the Archives Arrangement variable (X1), Infrastructure (X2) and Archive Officer Competence (X3) simultaneously or together to affect Work Effectiveness by 21.8%.

Abstract

The aims of this study to find out the effect of archives infrastructure and competency of archives officers on the effectiveness of work in the development of marga and construction development of North Sumatra Province. The type of research used in this study is a causal relationship research with a quantitative approach. The quantitative approach is a systematic scientific study of the parts and phenomena and their relationships. The result shows that the relationship between the arrangement of archives, infrastructure and the competence of archiving officers on the effectiveness of work in the Department of Highways and Construction of North Sumatra Province that the R Square value obtained is 0.218 or 21.8%. This shows the ability of the Archives Arrangement variable (X1), Infrastructure (X2) and Archive Officer Competence (X3) simultaneously or together to affect Work Effectiveness by 21.8%.

Abstract

The aims of this study is to find the Role of Bappeda in Regional Development Planning. This study use descriptive qualitative approach. The role of the Bappeda of Batu Bara Regency in reducing maternal mortality from the government, health workers, and the community is quite good. The number of health workers in this case, namely midwives, has been widely spread in the Batu Bara Regency area. The village midwife service in Batu Bara Regency was also developed starting from the lifestyle of the village community which cannot be separated from environmental, cultural, economic and socio-cultural factors.Informational Roles (Informational Role) on the role Bappeda has mobilized all health workers who have special competencies, especially skills in handling emergency cases in dealing with the main causes of maternal death. The role of cadres in reducing maternal mortality in the community is very much needed. In terms of quality and quantity, the cadres involved should be able to meet the needs. The decision-making role (Decisional Role) is carried out by the Batu Bara Regency Bappeda with other sectors, namely the Office of Population Control, Family Planning, Women's Empowerment and Child Protection, Batu Bara Regency, Health Office, Kelurahan, Sub-district and cross-sectoral collaboration with other supporting agencies. Accelerating the decline in maternal mortality at the same time also plays a role in increasing maternal health status in the Batu Bara Regency area.

Abstract

The role of the regional head in every event or activity of the regional government is very important, because the regional head is the highest leadership position in a region. The regional head as the highest leader in the region concerned must have control over all government activities, including all events held in the region. Protocol duties in the regions are carried out by the Protocol and Communication Section of the Regional Secretariat of Padangsidimpuan City. Therefore the authors are interested in conducting research in the form of a thesis with the title Role of the Protocol Section in Facilitating the Activities of Regional Heads (Studies at the Regional Secretariat of Padangsidimpuan City). The problems in this study are how the role of the protocol section in facilitating the activities of regional heads and the factors that become obstacles faced by the protocol in smoothing the activities of regional heads in Padangsidimpuan City. This study uses a qualitative approach, namely a problem-solving procedure that is investigated by describing the current state of the subject of the research object based on visible facts. The task of the regional protocol is to facilitate the implementation of regional government activities, namely planning activities, coordinating activities, carrying out activities and managing protocol documentation related to the activities of the regional head, in this case the Mayor of Padangsidimpuan. Meanwhile, the obstacle factors faced by the protocol section of the regional head's activities in the City of Padangsidimpuan are the lack of employee compliance with work discipline, the existence of a culture of unfair competition among employees, a poor evaluation system, and indecisive sanctions for violating regulations. It is suggested that the leadership of the protocol section need to emphasize to employees the importance of working time discipline so that it can support the smooth running of the activities of the regional head, which is accompanied by the provision of disciplinary sanctions for any violations.

Abstract

The implementation of policies in the Presidential Decree PBJ has not been able to fully address the lack of community infrastructure, especially needs that are relatively simple at the village level, such as drinking water facilities, educational facilities, garbage collection, internet facilities and so on . The formulation of the research problem is how to implement and the obstacles in implementing Langkat Regent Regulation Number 19 of 2019 concerning Procedures for Procurement of Goods and Services in Village in Stabat Baru Village. The results show that the implementation in terms of communication and organizational structure has been going well, but in terms of resources and disposition it has not gone well, with the constraint factors faced in the form of difficulty coordinating with the community, lack of employee cooperation, lack of employee responsibility for work because it is more concerned with personal affairs. It is recommended that the Village Stabat Baru needs to conduct more intensive socialization regarding the importance of community involvement in PBJ. Leaders need to emphasize to employees that cooperation will be increasing important in dealing with many jobs. Leaders need to be firm in disciplining subordinates who use the working day to take care of their personal interests.

Abstract

This study aims to determine the Procurement of Civil Servants in Deli Serdang Regency. This study used qualitative approach. The result of the study Procurement of civil servants at the Regional Pegadaian Agency of Deli Serdang Regency is carried out through the stages: planning, determining requirements, announcements, applications, which are then followed by screening and appointment to civil servant candidates, followed by appointment to civil servants.The constraint factors faced in the implementation of the procurement of civil servants are: the lack of a number of qualified applicants so that there is a compulsion to accept applicants whose test scores are less than standard, supervision of the procurement process is difficult because there are so many parties with an interest in the procurement process even high-ranking government officials. Also take advantage of the procurement process for their personal interests, as well as efforts by civil servant applicants to approach government officials by giving bribes to graduate as civil servants.
