Abstract

This study aims to identify the preemptive measures taken by the Community Development Unit (Satbinmas) of the Sukoharjo Police Department to combat thuggery, as well as to identify the obstacles encountered and efforts to overcome them. This study employs an empirical legal research method with a descriptive approach. Data were collected through interviews and observations of Satbinmas members at the Sukoharjo Police Department, as well as a literature review of relevant laws and regulations, books, journals, and previous studies. The data collected were analyzed using qualitative descriptive methods. The results of the study indicate that the preemptive efforts of the Sukoharjo Police Department’s Satbinmas are carried out through Community-Led Security Development (Binkamsa), Youth, Teenagers, and Women’s Development (Binredawan), “Friday Confessions” sessions, legal education and outreach, community visits by Bhabinkamtibmas officers, strengthening the Police-Community Partnership Forum (FKPM), collaboration with relevant agencies and community leaders, and increasing community participation in maintaining security and order. Challenges faced include economic factors affecting the community, fear of reporting crimes, low legal awareness, limited personnel, limited facilities and infrastructure, the vastness and diverse characteristics of the jurisdiction, and coordination challenges. Efforts to overcome these obstacles have been made through increased door-to-door outreach, the use of information technology and the 110 complaint hotline, the strengthening of the FKPM, and collaboration with local governments on community economic empowerment. Thus, the preemptive efforts of the Sukoharjo Police’s Community Relations Unit (Satbinmas) have been implemented through a guidance-based approach and partnerships with the community; however, further strengthening of resources, coordination, and community participation is still needed to ensure that the prevention of thuggery can be carried out optimally.

Abstract

Motorcycle gang violence involving children poses significant challenges to law enforcement and child protection in Indonesia. This study examines the legal handling of child offenders by the Sukoharjo Regional Police, evaluates the implementation of diversion and restorative justice, and identifies obstacles to effective law enforcement. An empirical legal method with a qualitative approach was employed using interviews, document analysis, and a review of relevant legal materials. The findings indicate that investigations are conducted in accordance with Law Number 11 of 2012 on the Juvenile Criminal Justice System, ensuring the participation of parents, legal counsel, and Community Guidance Officers while prioritizing diversion whenever statutory requirements are satisfied. However, implementation remains constrained by evidentiary difficulties, collective offending, peer and social media influences, inadequate parental supervision, and unsuccessful diversion agreements. Effective juvenile justice therefore requires integrated legal, preventive, and rehabilitative strategies.

Abstract

Press freedom is a prerequisite for democracy, yet the legal guarantee of press freedom does not automatically ensure the safety of every journalist. Women journalists face layered vulnerabilities because occupational risks intersect with gender-based violence, newsroom discrimination, sexual harassment, and digital attacks. This article examines the legal framework protecting women journalists in post-Reform Indonesia, identifies barriers to enforcement, and formulates a gender-responsive legal protection model. This normative legal research applies statutory, conceptual, and limited case approaches. Legal materials are analyzed qualitatively using descriptive and prescriptive methods, supported by Lawrence M. Friedman's legal system theory and feminist legal theory. The analysis indicates that Indonesia's legal framework has evolved from general protection under the Press Law toward more specific protection through the Sexual Violence Crime Law and Press Council Regulation Number 02/Peraturan-DP/IV/2024 on the Prevention and Handling of Sexual Violence in the Press Environment. Nevertheless, gaps remain between legal norms, institutional capacity, internal newsroom mechanisms, and legal culture. The proposed reconstruction includes stronger protection within the press ecosystem, safe and victim-centered internal mechanisms, high-risk reporting protocols, digital protection, assistance and recovery, and inter-agency coordination. Gender-responsive protection should therefore be treated as an integral component of press freedom.
