Abstract

Pemerintah DKI Jakarta membuat suatu kebijakan yang mewajibkan setiap masyarakatnya yang hendak menikah harus melakukan pemeriksaan kesehatan. Surat pemeriksaan kesehatan menjadi salah satu syarat dilangsungkannya perkawinan yang mencakup imunisasi TT, tes HIV/AIDS, IMS, dan Hepatisis yang dilakukan oleh puskesmas dan/rumah sakit setempat, kemudian hasilnya berupa Sertifikat Layak Kawin. Rumusan masalahnya adalah bagaimanakah tinjauan maslahah terhadap Pergub DKI Jakarta No. 185 Tahun 2017 tentang Konseling dan Pemeriksaan Kesehatan Bagi Calon Pengantin dalam konteks pengembangan hukum keluarga Islam di Indonesia? Penelitian ini berjenis library research dan bersifat deskriptif analitis. Data primernya Pergub DKI Jakarta No. 185 Tahun 2017 sedangkan data sekundernya terdiri dari literatut terkait. Penelitian ini menggunakan kajian teori maslahah dan pendekatan Ushul Fiqh. Analisis dan penarikan kesimpulan dilakukan secara deduktif. Kesimpulannya, kebijakan ini merupakan upaya preventif, dalam rangka mencegah hal-hal seperti: penyebaran penyakit menular, perceraian, KDRT, kematian ibu dan bayi yang disebabkan karena faktor kesehatan, dan penyakit turunan. Kebijakan ini sejalan dengan tujuan dari hukum Islam yang disebut dengan maqāsid syarī’ah yaitu demi hifz al-nafs (menjaga jiwa antar calon pengantin dari penyakit menular, menjaga jiwa bagi ibu hamil juga pada bayi yang dikandungnya). Kebijakan ini memberikan kemaslahatan bersama khususnya bagi calon pengantin dan anak keturunannya sebagai generasi penerus bangsa.

Abstract

This study aims to measure the effectiveness of the application of the sign method in improving the ability to read hijaiyah letters of the Qur'an for Students with Low Speech Sensitivity at SLB Dharma Bhakti Dharma Pertiwi, Bandar Lampung. This study uses a descriptive qualitative approach with data collection techniques through observation, interviews with teachers and parents, and visual documentation during the learning process. The research subjects consisted of 10 deaf students at the SMPLB level in grades VII and IX. The results of the study show that the sign method has a positive impact on improving the ability to read hijaiyah letters. Based on the results of the assessment, three students were in the very good category, four students were in the good category, two students were in the fair category, and one student was in the poor category in reading skills through signs. The improvement can be seen in the consistency of movements, the accuracy of gestures, and the increase in students' motivation and enthusiasm during the learning process. These findings affirm the importance of improving teacher competence in the use of sign methods and the development of more varied and combinative teaching materials to optimize hijaiyah letter learning for deaf students.

Abstract

Men are heads of households and wives are housewives. That is the paradigm embedded in our society in general, because so far men have always been the main ones in the front line while wives have always been in a limited area, the problem is that contextually, the role of women is no longer in the domestic area alone, but many have also played a role outside the home to help their husbands earn a living. The question in this article is how can the rights and obligations of husband and wife be carried out in this context? The purpose of this research is to obtain a reconstruction of new rights and obligations that are based on fikih mubadalah. This research is a literature research study, qualitative analysis approach with analysis of mubadalah theory, primary data sources obtained from several documents related to this study. The result of this study is that partners between men and women in realizing justice in the household must be equal, such as mutual deliberation, mutual realization of democracy and mutual good deeds in relationships. The contribution of this article can be applied in households to achieve a harmonious and prosperous household.
