Abstract

Long Pahangai District, located in Mahakam Ulu Regency, East Kalimantan, has significant natural resource potential in forestry, agriculture, plantations, and ecotourism. However, this potential remains underutilized due to isolation, weak infrastructure, and ecological degradation. The importance of this research lies in discussing the limited academic attention to sustainable natural resource management (SNRM) in remote border areas that face governance and development asymmetry. Unlike previous research centered on accessible areas, this study fills the gap by examining the potential and barriers of SNRM in Long Pahangai, where indigenous ecological knowledge interacts with fragile institutional systems. This study uses a qualitative systematic literature review (SLR) using thematic content analysis of academic publications, government reports, and local initiatives. The data are categorized into thematic clusters to identify contextual patterns of sustainability. These findings reveal substantial potential, including strong traditional forest management, adaptive agroforestry practices, and the growth of community-based ecotourism. Instead, the main obstacles consist of poor transportation infrastructure, limited renewable energy capacity, ongoing deforestation, and low technology adoption. Conceptually, this research contributes to the discourse of polycentric environmental governance by positioning border areas as critical but marginalized spaces for sustainability innovation. It highlights how integrating indigenous institutions with local governments and civil society can foster ecological resilience and balance. The study recommends policy directions focused on community empowerment, decentralized renewable energy, and participatory ecotourism development. Future research should include participatory fieldwork to enrich the empirical foundation and validate the dynamics of adaptive governance in Indonesia's border regions.

Abstract

Penelitian ini bertujuan untuk mengetahui sejauh mana kesiapan Pemerintah Kota Samarinda dalam melaksanakan kebijakan atau program penanggulangan banjir dan pengendalian banjir dengan sistem retensi dan polder. Metode penelitian yang digunakan adalah penelitian deskriptif kualitatif dengan jenis penelitian studi kepustakaan, teknik pengumpulan data melalui berbagai sumber seperti jurnal, dokumen, berita dan beragam media lainnya yang memiliki keterkaitan dengan tema penelitian. Dengan melihat berdasarkan 3 (tiga) aspek pada Undang-Undang 24 Tahun 2007 penanggulangan bencana: mulai dari tahapan prarencana, saat tanggap darurat, dan pasca bencana. Hasil penelitian menunjukkan Pemerintah Kota Samarinda melakukan kesiapan dan kesiapan mulai dari terbentuknya program Probebaya di basis kecamatan, pembangunan kolam retensi di beberapa wilayah titik rawan banjir, revitalisasi Polder Air Hitam, dan pendukung drainase lainnya: relokasi Bantaran Sungai Karang Mumus & DAS. Merespon situasi banjir dengan melakukan pembentukan tim pengendalian banjir, evakuasi, patori wilayah terdampak, koordinasi dengan Pemerintah Provinsi Kaltim, serta menerbitkan Surat Darurat Bencana 360.2/0960/300.06. Melakukan langkah cepat dengan melakukan normalisasi sungai atas sendimentasi, relokasi bantaran sungai Karang Mumus, pembongkaran drainase pengalokasian anggaran pada infrastruktur pengendalian banjir, dan melakukan koordinasi antarlembaga sebagai bahan evaluasi serta bantuan untuk pembangunan infrastruktur pengendalian banjir.

Abstract

Penelitian ini menganalisis bagaimana struktur oligarki tambang di Kalimantan Timur menggerus prinsip-prinsip demokrasi lokal melalui dominasi kekuasaan ekonomi dalam ruang-ruang legislasi dan perizinan publik. Dengan pendekatan normatif dan menggunakan analisis peraturan perundang-undangan serta dokumen kelembagaan, kajian ini menjelaskan bahwa pembentukan konfigurasi oligarki ditopang oleh konstruksi hukum yang permisif serta lemahnya mekanisme check and balances di tingkat daerah. Berlandaskan teori oligarki oleh Jeffrey A. Winters (2011), artikel ini menunjukkan bahwa segelintir elite ekonomi menggunakan kekayaan untuk mengontrol arah kebijakan tambang, terutama pasca revisi UU Minerba Tahun 2020. Sementara itu, prinsip-prinsip demokrasi lokal yang secara normatif diatur dalam UU Pemerintahan Daerah dan UU Perlindungan Lingkungan Hidup tidak diimplementasikan secara substansial. Partisipasi masyarakat, khususnya komunitas adat, hanya bersifat simbolik dan formalistik. Fenomena ini memperlihatkan terjadinya demokrasi prosedural tanpa kedalaman representasi rakyat. Oleh karena itu, artikel ini menegaskan perlunya reformasi hukum dan penguatan kapasitas kelembagaan untuk mengembalikan demokrasi lokal sebagai arena keadilan ekologis dan distributif.

Abstract

AbstractThe purpose of this research is to describe the Implementation of PT's CSR Program. Pertamina Hulu Mahakam towards the Empowerment of Women Farmer Groups in Muara Sembilang Village, Kutai Kartanegara Regency. This research uses qualitative research techniques, which is a research method to obtain descriptive data results in the form of describing observation results through words and verbally from objects and subjects. The research results show that PT Pertamina Hulu Mahakam cares in providing assistance and assistance to the Women's Farmer Group (KWT) in Muara Sembilang Village. Empowerment is carried out as a proof of social responsibility carried out by PHM to create citizens who are empowered and utilize family medicinal plants (toga) for their daily living needs. Apart from that, PHM is also committed to providing assistance and monitoring of the program, at least once every 3 months PHM always comes to supervise by collaborating with LPM.Keywords: CSR, Pertamina Hulu Mahakam, Women Farmers Group

Abstract

This study aims to describe and analyze the implementation of the Electronic Parking Terminal Program in Balikpapan and the impact of outcomes from the use of electronic parking terminals. This type of research is descriptive qualitative. The results showed that at the Preparation stage for the implementation of the TPE Program including Resources Commited and Extent of change envisioned, the two indicators had several deficiencies. facilities in the form of integrators to facilitate payments that have not been installed, and thirdly communication the lack of communication transmission carried out by the UPTD. The outcome of the implementation of the Terminal Parking program is the outcome of the impact of the electronic parking terminal program, including minimizing leakage of public roadside parking fees and the sustainability of illegal jukirs. public roadside parking fees of Rp. 112,500,000, in addition to that the smoothness of traffic is still not optimal during peak hours along Jalan A. Yani it feels crowded due to the many vehicles parking carelessly, apart from that PAD and public roadside parking fees do not make a significant and significant contribution with stagnant achievements below the percentage of 5% (very less) even though the contribution rate is very low but the existence of TPE has an impact on increasing public roadside parking fees with an increase from 2017 to 2018 of IDR 1,149,475,000.00, besides that the effectiveness is good with an average average achievement of 90% (effective). Viewed as a whole the implementation of the Electronic Parking Terminal program in the city of Balikpapan has not been effective and optimal.

Abstract

This research is located in Kerta Bumi Village, Kuaro District, Paser Regency. This study aims to determine the efforts made by the chairperson and members of BUMDesa in developing the village-owned enterprise organization Usaha Jaya Makmur, starting from taking advantage of opportunities, optimizing carried out in each business unit, and recruiting BUMDesa management. With a research focus, namely the utilization of opportunities, optimization, and recruitment. Data collection techniques used are observation, interviews, and documentation. From the results of the study it was found that the efforts made by BUMDesa management in BUMDesa development were going well, this was shown by the increase in business units in BUMDesa by taking advantage of existing opportunities and BUMDesa which maximized each business unit so that it continued to run well and get good response from the community. Furthermore, recruitment was carried out by means of village meetings which were attended by village officials, BPD, RT heads, and several members of the community. From the recruitment that was carried out, it produced leaders and members who had good performance and cooperation, thereby encouraging smooth development of BUMDesa. Where they trust each other and are open to each other's proposals. On the other hand, it can be said that the BUMDesa chairman carries out his duties well where he is not only the initiator of ideas, but the chairman also participates in all activities carried out by BUMDesa members.

Abstract

This study aims to analyze and describe the forms of e-government utilization at the Guntung Lurah Office, analyze and describe the use of e-government in facilitating the work of employees at the Guntung Lurah Office and identify the driving factors and inhibiting factors for the use of e-government at the Guntung Lurah Office. The type of research used is descriptive qualitative. The data collection technique used was library research and field research using observation, interviews and documents. In this study using data analysis developed by Miles and Huberman. The results of the study show that the use of e-government in the Guntung Lurah Office has various forms of use in various fields, namely there are seven forms of e-government, the use of e-government in facilitating the work of employees seen from indicators of efficiency, effectiveness and transparency has been fulfilled. For the driving factors seen from the successful elements of e-government development, namely support/support, capacity/ability, value/benefits, and local culture/local culture to produce supporting elements so that e-government can be implemented. However, in the implementation, there are still obstacles that hinder the use of e-government, such as the internet network which plays an important role, in fact it is still experiencing problems, the lack of socialization carried out to the public in the field of services and application development has not been carried out optimally.

Abstract

This research analyzes the political dynamics in determining the location for the construction of a Waste-to-Energy Power Plant (PLTSa) in Makassar City. Although existing regulations, such as Makassar Mayor Regulation No. 1 of 2021 and Makassar City Regional Regulation No. 4 of 2015, have designated the Tamangapa Landfill as the construction site, the city government instead proposed an alternative location in the Tamalanrea District. This has sparked controversy among the community, the Regional People's Representative Council (DPRD), and business actors, as well as causing conflicts of interest among various stakeholders. With a descriptive qualitative approach, this research reveals that spatial planning decisions are not only influenced by technical and environmental aspects but also by political and economic considerations. The shifting of development locations reflects the contestation of power in urban spatial governance, where the interests of political elites and investors are often prioritized over the aspirations of the community. This research highlights the importance of transparency and public participation in spatial planning to avoid social conflicts and ensure spatial justice in infrastructure development policies.

Abstract

Organic waste management remains a major challenge for Mahakam Ulu Regency, which faces limited infrastructure, inadequate waste processing facilities, and low levels of environmental literacy among its communities. This study aims to analyze the role of agricultural extension officers within the Department of Food Security and Agriculture in supporting the adoption of household-based organic waste management practices. Using a qualitative descriptive approach through in-depth interviews, field observations, and document analysis, the study identifies four key roles performed by extension officers: facilitator, communicator, motivator, and consultant. These roles are carried out through activities such as Farmer Field School training, socialization of the 3R (Reduce, Reuse, Recycle) concept, assistance in organic fertilizer production, and the provision of technical solutions to local communities. However, the effectiveness of these roles is constrained by the limited number of extension officers, the mismatch in some officers’ educational backgrounds, and the absence of essential waste management facilities such as TPS3R and TPST. The findings highlight that optimizing the role of extension officers requires strengthened institutional support, enhanced technical capacity, and cross-sectoral collaboration to ensure that organic waste management becomes a sustainable practice in Mahakam Ulu.
