Abstract

Perkembangan teknologi informasi dan komunikasi telah mendorong transformasi digital dalam tata kelola pemerintahan, termasuk penerapan Sistem Pemerintahan Berbasis Elektronik (SPBE). Pemerintah Aceh, melalui Dinas Komunikasi, Informatika, dan Persandian Aceh, berupaya mengimplementasikan SPBE guna meningkatkan efisiensi, transparansi, dan akuntabilitas pelayanan publik. Namun, dalam penerapannya, masih terdapat kendala seperti keterbatasan sumber daya manusia, infrastruktur teknologi yang belum optimal, serta belum terintegrasinya berbagai aplikasi yang digunakan. Penelitian ini bertujuan untuk mengevaluasi implementasi SPBE di Dinas Komunikasi, Informatika, dan Persandian Aceh, mengidentifikasi hambatan yang dihadapi, serta memberikan rekomendasi strategis untuk meningkatkan efektivitas sistem pemerintahan berbasis elektronik di tingkat daerah. Penelitian ini menggunakan pendekatan deskriptif kualitatif. Data dikumpulkan melalui wawancara dan observasi langsu. Hasil penelitian menunjukkan bahwa implementasi SPBE di Dinas Komunikasi, Informatika, dan Persandian Aceh masih menghadapi beberapa kendala utama, di antaranya: keterbatasan sumber daya manusia dengan kompetensi teknis yang sesuai, belum optimalnya infrastruktur jaringan dan kapasitas bandwidth, serta kurangnya integrasi antar aplikasi pemerintahan yang menyebabkan duplikasi data dan ketidakefektifan layanan. Rekomendasi untuk meningkatkan efektivitas SPBE, direkomendasikan adanya penguatan kapasitas SDM melalui pelatihan berkala, peningkatan infrastruktur teknologi informasi, serta integrasi sistem dan aplikasi guna menciptakan layanan digital yang lebih efisien dan responsif terhadap kebutuhan masyarakat.

Abstract

Kegiatan pengabdian kepada masyarakat ini bertujuan untuk mengoptimalkan pemanfaatan Instagram sebagai media promosi Wisata Kota Tuo Pasar Bengkulu. Kelompok Pemanfaatan dan Pemeliharaan (KPP) Kawasan Wisata Kota Tuo menghadapi tantangan dalam memanfaatkan media sosial untuk menarik minat wisatawan dan mempromosikan potensi wisata lokal. Melalui pendekatan partisipatif, program ini memberikan pelatihan strategi media sosial, teknik fotografi dan videografi, serta desain grafis untuk pembuatan konten Instagram yang menarik. Kegiatan dilaksanakan pada Januari-Februari 2023, melibatkan anggota KPP yang aktif menggunakan media sosial dan berusia di bawah empat puluh tahun. Metode yang digunakan meliputi ceramah interaktif, workshop, pelatihan praktis, dan pendampingan pengelolaan akun Instagram. Hasil kegiatan menunjukkan peningkatan pemahaman tentang pentingnya media sosial dalam promosi wisata, peningkatan keterampilan produksi konten (foto dan video), serta terwujudnya akun Instagram resmi Wisata Kota Tuo. Program ini berhasil memberdayakan masyarakat dalam pemasaran digital dan diharapkan dapat meningkatkan kunjungan wisatawan ke Kota Tuo Pasar Bengkulu.

Abstract

The flood disaster that struck Glumpang Payong Village, Baktiya District, North Aceh Regency, in November 2025 caused significant physical damage, economic losses, and disruptions to community activities. These conditions highlighted the need for accurate data to support post-disaster rehabilitation and reconstruction planning. This article aims to describe a community service program employing participatory damage and loss assessment after flooding and to analyze its contribution to community-based recovery governance. The program adopted a participatory and collaborative approach involving university lecturers, students, village officials, and affected residents. Data collection methods included field observations, structured interviews, community-based verification, and documentation of damage conditions. The results indicate that the participatory assessment successfully identified 70 flood-affected households with a data completeness rate of 100 percent. The collected information covered housing conditions, household asset damage, and estimated economic losses experienced by residents. The participatory approach enhanced data validity, transparency, and community engagement in post-disaster recovery planning. In addition to producing a comprehensive database, the program strengthened collaboration among universities, village governments, and local communities in supporting more targeted rehabilitation and reconstruction efforts. Therefore, participatory assessment can be recommended as a community service model for strengthening inclusive, accountable, and sustainable post-disaster recovery governance.

Abstract

Peatland ecosystems play a strategic role in global climate change mitigation through their capacity for carbon sequestration and hydrological regulation. However, peatland degradation in Indonesia demonstrates that environmental degradation is not merely an ecological issue but is also closely associated with power dynamics, public policies, and political-economic interests. This study aims to examine the dynamics of multi-stakeholder participation in peatland restoration and to analyse how power relations influence the effectiveness of restoration policy implementation within the framework of the peat hydrological unit. A qualitative research approach employing a participatory action research (PAR) design was adopted. Data were collected through participant observation, in-depth interviews, focus group discussions (FGDs), and document analysis in the Mendahara–Batanghari peat hydrological unit, Jambi Province, Indonesia. The data were analysed using thematic analysis integrated with a political ecology perspective to examine power relations and conflicts of interest among stakeholders. The findings reveal that multi-stakeholder participation in peatland restoration remains largely procedural rather than substantive, as decision-making processes continue to be dominated by government institutions and corporate actors. Although local communities possess high legitimacy and valuable ecological knowledge, they remain marginalised due to limited access to resources and decision-making power. Furthermore, conflicts between economic development objectives, particularly the expansion of oil palm plantations and the ecological goals of peatland restoration, constitute a major obstacle to the effectiveness of restoration programs. Peatland degradation is rooted in unequal power structures and broader political-economic processes that facilitate resource exploitation. Co-management-based multi-stakeholder participation that emphasises power redistribution, the strengthening of local institutions, and the integration of ecosystem-based policies through the peat hydrological unit framework is expected to enhance the long-term effectiveness of peatland restoration while promoting more equitable, inclusive, and sustainable natural resource governance.
