Abstract

Pengelolaan aset desa merupakan salah satu instrumen strategis dalam mendorong kemandirian fiskal dan peningkatan kualitas pelayanan publik. Desa sebagai entitas pemerintahan paling dasar memiliki otoritas dalam mengelola sumber dayanya, termasuk aset desa yang jika dioptimalkan, mampu meningkatkan Pendapatan Asli Desa (PADes). Penelitian ini bertujuan untuk menganalisis strategi optimalisasi pengelolaan aset desa dalam kaitannya dengan peningkatan PADes dan pelayanan publik, dengan mengambil studi kasus di Desa Jatiroke, Kecamatan Jatinangor, Kabupaten Sumedang. Metode yang digunakan adalah pendekatan deskriptif kualitatif dengan teknik pengumpulan data melalui studi literatur, observasi, dan wawancara mendalam terhadap pihak-pihak terkait. Hasil penelitian menunjukkan bahwa pengelolaan aset di Desa Jatiroke telah mencakup aspek pemanfaatan tanah desa, aset fisik, serta pengembangan potensi wisata lokal. Namun, implementasi pengelolaan tersebut masih menghadapi kendala seperti keterbatasan sumber daya manusia, lemahnya pendokumentasian aset, dan belum optimalnya kemitraan dengan pihak ketiga. Dengan mengacu pada teori nilai aset, siklus hidup aset, manajemen risiko, serta kolaborasi dan kemitraan, penelitian ini merekomendasikan perlunya penguatan kapasitas kelembagaan, digitalisasi data aset, dan peningkatan partisipasi masyarakat serta sektor swasta dalam pengelolaan aset. Strategi-strategi ini diharapkan mampu meningkatkan kontribusi aset desa terhadap PADes dan pelayanan publik yang lebih responsif, partisipatif, dan berkelanjutan.

Abstract

The phenomenon of authority trap occurs when local governments are burdened with achieving SDG 7 (“Affordable and Clean Energy”) targets without being granted adequate authority and resources. This study examines the context of West Java Province and Bandung City, which face complex clean energy governance due to fragmented authority across levels of government. At the national level, Government Regulation No. 40/2025 reinforces emission reduction and the transition toward Net-Zero Emissions by 2060. West Java has established RUED No. 2/2019, which sets a minimum renewable energy share of 17% by 2025. However, the technical responsibilities for implementation (such as electrification and energy conservation) lie at the regency/municipal level. The analysis highlights fiscal disparities, PLN’s dominance, and national regulations that override local authority. Local innovations such as rooftop solar PV, solar-powered street lighting, the Green Building Mayor Regulation, and PPP schemes are evaluated for their effectiveness. This qualitative study combines policy document analysis and literature review. The findings show that the absence of strong local regulation (regulatory void) and the central dominance of PLN reinforce the authority trap, hindering synergy among stakeholders. The recommendations emphasize strengthening institutional collaboration, aligning local and national regulatory frameworks, and promoting innovative financing mechanisms to enable Bandung City to break free from the authority trap in achieving SDG 7 targets.

Abstract

This study examines the extent to which West Java Province has achieved Sustainable Development Goal (SDG) 7 on clean and affordable energy in the electricity sector. The study uses a qualitative method with a case study approach to evaluate policies and achievements in terms of energy access, renewable energy use, energy efficiency, and the dynamics of cooperation between government agencies. The results show that the electrification rate in West Java has almost reached 100% thanks to government policies such as the free electricity program for underprivileged communities. However, the share of renewable energy in the province was still around 15% in 2022, which has not yet reached the target of 17% by 2025. Furthermore, energy efficiency is also an important issue because primary energy consumption in West Java increased in 2022. This study emphasizes the need to enhance inter-agency cooperation, innovation in local policies, and political commitment to achieve SDG 7 targets in line with national directives.

Abstract

Gender equality is a development priority in various countries and is one of the main objectives of the Sustainable Development Goals (SDGs), especially SDG 5. In the Indonesian context, one of the key strategies to achieve it is through improving the quality of the family as a basic institution in the formation of social norms. This study aims to analyze the implementation of the family quality improvement program run by the Bandung City Women's Empowerment and Child Protection Agency (DP3A) and evaluate the extent to which the program reflects the principles of Gender Responsive Governance (GRG) and contributes to the achievement of SDG 5. Using a qualitative policy research approach, data were obtained through interviews with DP3A officials as well as studies of regulatory documents and statistical data. The research findings indicate that the DP3A plays a primary role as a coordinator within a cross-sectoral ecosystem encompassing other government agencies, community organizations, and pentahelix partners. Several programs, such as PUSPAGA (Fathers' School), Sekolah Ayah (Fathers' School), Sekolah Remaja (Youth School), and the Keluarga 2P (Family 2P) movement, have successfully improved parenting literacy and gender awareness. However, challenges persist, including budget constraints, minimal male representation in family programs, and low achievement of objectives such as the Gender Development Index (GDI). This article concludes that policy implementation has reflected GRG principles, but its impact on changing gender norms still requires ongoing intervention. Recommendations are provided for institutional aspects, service expansion, and strengthening data integration across agencies

Abstract

Violence against women remains a priority issue in the context of local government and is one of the indicators for achieving SDGs 5. The Bandung City Government, through the DP3A (Regional Development Planning Agency), implements the Prevention of Violence Against Women Program to strengthen efforts to protect and fulfill women's rights. This study aims to analyze the implementation of this program by assessing the level of gender responsiveness in the policy process and its implementation. The research approach uses a qualitative descriptive-evaluative method through interviews and a review of official documents such as the Strategic Plan (RENSTRA), program reports, and data on gender-based violence. The analytical framework uses David Easton's policy system model and the Gender Mainstreaming (PUG) perspective. Initial results indicate that the policy has a strong regulatory basis and is aligned with the mandate of SDGs 5. However, its implementation still faces challenges such as limited gender-responsive budgets, cross-sectoral coordination, and the use of gender-disaggregated data. These findings indicate a gap between policy formulation and implementation, necessitating the strengthening of more gender-responsive service design.

Abstract

This study examines changes in commitment to thematic bureaucratic reform in poverty alleviation in Madiun City in 2023-2024. Thematic bureaucratic reform is a policy innovation that emphasises the resolution of concrete problems in society, particularly poverty, through the internal transformation of government bureaucracy. This study uses a descriptive qualitative method with a cultural reform approach focused on changes in the commitment and work ethic of the apparatus. Data were collected through in-depth interviews with key informants from various regional agencies and analysis of policy documents. The results of the study show that the Madiun City Government has demonstrated its commitment through the establishment of supporting regulations, namely the Mayor's Decree on the Bureaucratic Reform Team and the Poverty Reduction Coordination Team (TKPK). Changes in commitment can be seen from efforts to improve business processes, improve data, and reformulate programs/activities to be more targeted. However, its implementation still faces obstacles in the form of data inconsistencies between institutions and suboptimal shared responsibility across all regional institutions. This study contributes to the understanding of the implementation of thematic bureaucratic reform at the local level and provides recommendations for strengthening the commitment of officials to poverty alleviation.

Abstract

This study aims to determine the activities of the Cibiru Wetan Village Government in its success in managing public finances for village funds in realising food security, as evidenced by the award for anti-corruption model villages and villages with good food security status. The approach used is descriptive qualitative with Indra Bastian's public financial management model, which includes fund acquisition activities, fund utilisation activities, and asset management activities. The results show that in fund acquisition activities, the Cibiru Wetan Village Government obtained village funds from the central government (external) amounting to 20% of the 2024 fiscal year village fund ceiling for food security. Funds were used by providing village funds to beneficiary groups, namely the Women Farmers Group, egg-laying chicken farmers, sheep farmers, cattle farmers, and the purchase of curly chili seeds. In asset management, there were three parties that benefited: the Cibiru Wetan Village Government with an increase in village revenue (PADes), beneficiary groups with increased group income, and the general public with easier access to food.
