Abstract

The advancement of technology is increasingly present in everyday life and provides positive impacts for humans, including in the government sector. The implementation of technologies such as fingerprint-based attendance has become a crucial strategy to improve the discipline and efficiency of civil servants (ASN). This system replaces manual methods with more accurate and real-time technology, making attendance tracking easier and reducing the risk of data manipulation. This research utilizes a descriptive qualitative method, with data collected through observation, interviews, and documentation. The findings of the study reveal that the use of fingerprint attendance contributes to improved discipline and work efficiency. However, some technical challenges, such as device malfunctions and difficulties in reading fingerprints, still exist. The primary advantages of this system are speed, accuracy, and data integration, which support employee performance evaluation. With technical improvements and feature additions, the fingerprint system can offer more significant benefits over time.

Abstract

This study discusses poverty alleviation efforts through ecotourism in Rengel Village, Rengel District, Tuban Regency. This study aims to analyse the application of adaptive governance in poverty alleviation efforts through Ngerong Cave Ecotourism in Rengel Village. This research method used a descriptive qualitative approach and data were collected through observation, interviews, and documentation. Based on the adaptive governance theory from Sharma-Wallace (2018), the study results lie on the eight indicator: collaboration, coordination, social capital development, community empowerment and involvement, capacity building, connecting knowledge and decision-making through data collection, improving leadership capacity, and utilizing or creating governance opportunities. The findings reveal that efforts to alleviate poverty through Ngerong Cave Ecotourism have not shown significant improvement in poverty caused by lack of collaboration among various parties, the lack of community empowerment and involvement, and the absence of proactive measures to create governance opportunities. On the other hand, managers have coordinated professionally, built substantial social capital, increased capacity, and made decisions in accordance with the adaptive governance approach. This study contributes to expanding the literature on adaptive governance used in rural ecotourism as an effort to reduce poverty.

Abstract

The problem addressed in this study is the stagnation of women’s representation in the Bojonegoro District House of Representatives (DPRD), which remains at approximately 10–15% and has not reached the mandated 30% quota. This study aims to analyze the obstacles and formulate strengthening strategies for women’s political representation in local politics through the implementation of the 30% quota policy. This research is grounded in theories of gender representation, descriptive representation, and affirmative action policies in politics. The study employs a descriptive qualitative research method, with data collected through observation, in-depth interviews, and document analysis. The findings reveal that the implementation of the 30% quota policy in legislative elections tends to be merely administrative and has not substantially increased women’s electoral success. The main obstacles include entrenched patriarchal culture, limited political party support, and electoral constraints such as insufficient campaign funding and weak political networks. Based on these findings, the study recommends strengthening political party commitment to cadre development, enhancing electoral oversight mechanisms, and implementing continuous women’s political empowerment programs at the local level to transform women’s representation from symbolic participation into substantive political influence.

Abstract

This study aims to comprehensively analyze the role of the Bojonegoro District Ministry of Religious Affairs in building public participation through strengthening digital literacy based on religious values as an effort to prevent online gambling. The focus of the research problem lies in the low quality of community participation, which is still symbolic and does not yet show active involvement in the planning, implementation, and evaluation of policies. In this context, public participation does not yet fully reflect empowerment but remains at a consultative level without a balanced distribution of power between the government and the community. This study uses Sherry R. Arnstein's Ladder of Citizen Participation Theory to identify the position and dynamics of ongoing participation. The approach used is a qualitative case study with data collection techniques through in-depth interviews, field observations, and documentation analysis. The results of the study show that public participation is still at a tokenistic level, characterized by one-way communication, limited dialogue spaces, and the dominance of top-down policy approaches. Therefore, this study recommends strengthening participatory governance through inclusive dialogue forums, secure and responsive reporting systems, cross-sector collaboration, and the strengthening of digital literacy based on religious values in a sustainable and structured manner.

Abstract

The practice of gratification at the village level remains a serious problem because it is often considered part of social customs in public services, making it challenging to eradicate. This study aims to understand how the implementation of Collaborative Governance supports the Anti-Corruption Village Program through the ETIKA (Anti-Gratification Showcase) innovation in Kauman Village, Bojonegoro Regency. This study uses a descriptive qualitative approach, drawing on the Collaborative Governance theory of Ansell and Gash (2008), which covers four main aspects: initial conditions, institutional Design, facilitative leadership, and collaboration processes. Data collection was conducted through in-depth interviews, participatory observation, and documentation, using a purposive sampling technique that included the village government, the Inspectorate, schools, the Village Consultative Body (BPD), the Media, and the community. The results of the study indicate that the implementation of Collaborative Governance through the ETIKA innovation is effective, as seen from increased transparency, accountability, and community participation in preventing gratification. However, challenges persist due to limited understanding among some communities of the dangers of gratification and its reporting mechanisms. ETIKA’s innovation has been proven to strengthen the culture of integrity and collaboration among stakeholders towards clean, integrated village governance.
