Abstract

This study aims to determine the implementation of the Bhayangkara Policy for Maintaining Public Security and Order at the North Morowali Police. This study uses qualitative data collection methods. The research location is at the North Morowali Police Station. The theory used in this study is the theory put forward by George C. Edward III. Seven informants participated in this study. Data were obtained from observations, interviews, and documentation. The data analysis methods included data collection, data condensation, data presentation, and conclusion drawing/verification. The research concludes that the policy's implementation has not been optimal. This is evident in four key aspects of public policy implementation: communication, resources, disposition, and bureaucratic structure, which still face various obstacles. First, from a communication perspective, coordination between leaders, implementers, and the assisted community has not been effective. Instructions and information regarding the implementation of Bhabinkamtibmas duties are often not conveyed clearly and consistently. The lack of outreach to the community also results in low public understanding of the Bhabinkamtibmas' role and function. Second, from a resource perspective, the limited number of Bhabinkamtibmas personnel and supporting facilities such as operational vehicles, communication equipment, and budget support have resulted in suboptimal implementation of duties in the field. Third, from an implementation perspective, the commitment and motivation of some Bhabinkamtibmas members in carrying out community development duties are still low. Fourth, from a bureaucratic perspective, the work mechanisms and coordination between divisions within the Police Resort and between the Police Resort and the local government are not yet fully integrated.

Abstract

Pegawai Harian Lepas (PHL) memiliki peran penting dalam mendukung pelaksanaan tugas dan fungsi Dinas Bina Marga dan Penataan Ruang Provinsi Sulawesi Tengah, khususnya dalam mengatasi keterbatasan aparatur sipil negara. Namun, keberadaan PHL juga menghadirkan berbagai persoalan terkait kinerja, disiplin, motivasi, dan sistem penghargaan. Penelitian ini bertujuan untuk menganalisis kinerja Pegawai Harian Lepas di lingkungan dinas tersebut. Penelitian menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara mendalam, observasi, dan telaah dokumen. Informan meliputi pimpinan dinas dan Pegawai Harian Lepas. Analisis data dilakukan melalui reduksi, penyajian, dan penarikan kesimpulan, dengan menggunakan enam dimensi kinerja Bernardin dan Russell. Hasil penelitian menunjukkan bahwa kinerja PHL secara umum berada pada kategori cukup baik dan berkontribusi terhadap kelancaran pekerjaan administratif dan teknis. Namun demikian, masih ditemukan kendala berupa rendahnya disiplin sebagian PHL, ketidakseimbangan antara beban kerja dan kompensasi, keterbatasan sistem penghargaan, serta perbedaan persepsi kinerja antara pimpinan dan PHL. Penelitian ini menyimpulkan bahwa peningkatan kinerja PHL dipengaruhi tidak hanya oleh faktor individu, tetapi juga oleh kebijakan organisasi dan pengelolaan sumber daya manusia, sehingga diperlukan penguatan pembinaan, pengaturan beban kerja yang proporsional, serta peningkatan sistem apresiasi.

Abstract

This research aims to evaluate the counter-terrorism policy in Poso Regency, Central Sulawesi Province. Poso Regency is one of the areas that has experienced horizontal conflict and became a base for terrorism movements in Indonesia. This research uses a descriptive qualitative approach with policy evaluation theory from Dunn and Ripley which includes seven evaluation aspects: measuring program effects, measuring compliance, providing explanation, obtaining information, providing feedback, conducting auditing, and providing recommendations. Research informants consist of the people of Poso Regency, task implementing officers, local government, and village officials. Data collection techniques were conducted through observation, in-depth interviews, documentation studies, and literature review. The results show that the implementation of counter-terrorism policies in Poso Regency refers to Law Number 5 of 2018 concerning Eradication of Criminal Acts of Terrorism with soft approach and hard approach. This policy evaluation is important to provide recommendations for improvement in terrorism prevention and handling efforts in the future and to ensure the security and survival of the community in Poso Regency.
