Keberdayaan Badan Pemberdayaan Masyarakat dan pemerintahan desa merupakan suatu keniscayaan untuk mewujudkan masyarakat dan pemerintah desa yang mandiri. Tulisan ini bertujuan Untuk mengetahui dan menganalisis Bagaimanakah desentralisasi Badan Pemberdayaan Masyarakat Dan Pemerintahan Desa dalam mendukung tata Pemerintahan Daerah di Kabupaten Gorontalo serta faktor yang mempengaruhi dalam penerapannya. Permasalahan dilakukan dengan menggunakan metode dianalisis secara kualitatif, kemudian disajikan secara deskriptif.Pemerintahan Desa memiliki peran penting dalam mendukung pembangunan nasional olehnya diharapkan desa mampu menetapkan suatu peraturan secara baik dan benar-benar menyentuh kepentingan masyarkat olenya pemerintah daerah dalam hal ini Badan Pemberdayaan Masyarakat dan Pemerintahan Desa (BPM-PEMDes) diharapkan agar terus melaksanakan perannya dalam mengawal pemerintahan yang ada didesa.

The implementation of PSBB or Lockdown still pay attention to the effects caused in the community. Making a regulation is not providing solutions but how to implement existing regulations. With the restrictions on community activities which basically will affect the financial factors. The government is not only thinking about how the country's economic problems the presence of the government is able to embrace all aspirations and give priority to the rights of its citizens. This research method uses a normative research approach. The data used are secondary data from Literature, Journals, and Others related to the Topic. Data analysis using qualitative analysis. The results of this study conclude that the implementation of policies illustrates how the existence of regulations clearly established by policy makers (government) that have certain impacts by taking into account the details of the program specifications, namely how and where the institution or organization should run the program, and how the law or program is interpreted . The government must think carefully about how resources are allocated, how budgets can be distributed, and who are the personnel responsible and implementing the program that should be clearly stated in a decision to be made by the government in its policies. If a variety of policies carried out by the government must be adjusted to the provisions of existing legislation so as not to cause the blurring of norms.

PT. PLN as one of the business actors and also as a State-owned business entity should be able and as much as possible to provide electricity evenly and quality to its consumers. But in reality the community is still faced with various problems in the field of electricity. The method used in this study is the library method and field method. library method by reading books, journals and other literature while the field data is obtained by going down to the field to retrieve data then the data analyzed using qualitative methods will then be presented descriptively. The results of this study are PT PLN Merauke trying to provide electricity supply according to the needs of the community however, PLN is also forced to take turns by blackouts at certain times because they have to carry out maintenance and rejuvenation of the machines that have also replaced old electricity poles, but if there is a rotating power outage, PLN always announces the outage through social media. and also through RRI. People as electricity users have not been active and tend to accept and be quiet if they feel disadvantaged by a power outage.

Purpose To know and analyze the application of the due process of law system in law enforcement against child crime, to find out and analyze what are the factors that influence law enforcement on the implementation of the due process of law system. By using this type of research is Normative research. Normactive research is meant as legal research which studies normative law. The normative approach method is used to examine the aspects of the law according to laws and regulations relating to the implementation of the Due Process Of Law system in Criminal law, especially against child crimes. The results of the research show that law was born to humanize humans, so law enforcement or law enforcement must provide benefits or benefits to society. The quality of development and law enforcement is demanded by society at this time not only for formal quality, but also for material / substantial quality. Substantively. the implementation of child protection must be in accordance with relevant professional ethics, to prevent deviant behavior in the exercise of authority, power and strength in the implementation of child protection. The concept of due process is like prioritizing the rule of law, law enforcement officers must recognize, respect, protect and guarantee the rights of suspects. Law and justice is an integrity between normative idealism and human action. The problem of alcohol abuse in various circles, both in society and among teenagers, has become a problem that continues to experience a very significant increase and tends to increase every year. When teenagers or people have the habit of consuming liquor, it can lead to crime, in various forms that vary greatly, for example juvenile delinquency, fights, the emergence of juvenile gangs, thuggery, immoral acts and others. Juridically there is no prohibition of liquor or alcoholic beverages, but only on the regulation of procurement, distribution, sale and control. The existing laws and regulations in Indonesia have not been able to fully accommodate to be able to control the circulation of alcoholic beverages because some of the regulations that have been spread have not been specifically and comprehensively able to suppress the circulation and even prevent alcoholic beverages in the community. As a result, regulations at the lowest level (regional regulations) can only carry out prevention locally at the provincial level which has regional regulations concerning the Control and Supervision of alcoholic beverages, such as Gorontalo Provincial Regulation No. 16 of 2015. The Gorontalo Provincial Government considers it very important that the control and supervision of the circulation of alcoholic beverages must be carried out in order to prevent disturbances to peace, order and public security.

Impeachment Dalam Sistem Ketatanegaraan. Tulisan ini bertujuan: Untuk mengetahui dan menganalisis bagaimana pengaturan impeachment dalam sistem ketatanegaraan indonesia; Untuk mengetahui dan menganalisis bagaimana proses hukum dalam mekanisme impeachment sebelum amandemen dan sesudah amandemen UUD 1945; dengan menggunakan metode Normatif Studi yang dilakukan dalam penelitian ini adalah kepustakaan. Impeachment Presiden dan/atau wakil Presiden dari jabatannya bukanlah hal yang baru dalam sistem ketatanegaraan Indonesia. Baik sebelum amandemen maupun setelah amandemen UUD 1945. Undang-undang Dasar Negara 1945 hasil amandemen telah memuat secara khusus ketentuan mengenai Impeachment Presiden/dan atau Wakil Presiden sebagai kepala negara. Namun mekanisme proses impeachment ditentukan secara liminatif dalam konstitusi meskipun alasan-alasan tersebut memiliki penafsiran yang sangat luas dan dapat saja subjektif terutama dalam sebuah lembaga politik DPR,olehnya ada beberapa hal yang perlu diperhatikan dalam proses impeachment di indonesia, diantaranya adalah proses impeachment di Dewan Perwakilan Daerah dan proses Impeachment di Mahkamah Konstitusi.sehingganya perlu adanya ketentuan produk hukum atau pembuatan hukum acara yang mengatur mengenai impeachment Presiden dan/atau Wakil Presiden.

AbstractThe Merit System is a reflection of professional staffing management where the placement of employees and officials uses performance competencies and track records as a means of measuring appointments. But so far the system merit has not been fully implemented even though if this system is implemented, it can produce qualified official figures and have good performance other than that it will not interfere with internal conditions because it has continuity with the old officials. Practices that occur are politicization of the State Civil Apparatus. Merit violations are usually like people being demoted without clear reasons and mutations. New regional heads usually dismantle their employees with people he knows. Everything is still related to retribution and revenge, so that this article is carried out with the aim of knowing how the implementation of the Merit System in ASN career development and the factors that influence the implementation of Merit System can realize the transparency of ASN career coaching using Qualitative analysis methods. So that it is expected to contribute ideas to the government in the study and implementation of a better Merit System. Keywords: Merid System and State Civil Apparatus AbstrakMerit sistem merupakan cerminan manajemen kepegawaian yang profesional dimana penempatan pegawai dan pejabat menggunakan kompetensi kinerja dan track record sebagai alat ukur pengangkatan. Namun sejauh ini merit sistem belum sepenuhnya dilakukan padahal Jika sistem ini diterapkan, dapat menghasilkan figur pejabat yang mumpuni dan memiliki kinerja bagus selain itu tidak akan mengganggu kondisi internal karena memiliki kesinambungan dengan pejabat lama. Praktek-praktek yang terjadi adanya politisasi terhadap Aparatur Sipil Negara. Pelanggaran Merit itu biasanya seperti orang diturunkan jabatannya tanpa alasan yang jelas dan mutasi. Kepala daerah baru biasanya membongkar pegawainya dengan orang-orang yang dia kenal. Semuanya masih berkaitan dengan balas budi dan balas dendam, sehingganya tulisan ini dilakukan dengan tujuan mengetahui Bagaimana implementasi Merit System dalam pembinaan karier ASN serta Faktor yang mempengaruhi penerapan Merit System dapat mewujudkan transparansi pembinaan karier ASN dengan menggunakan Metode analisis Kualitatif. Sehingga diharapkan dapat memberikan sumbangan pemikiran terhadap pemerintah dalam pengkajian dan pelaksanaan Merid Sytem kearaha yang lebih baik. Kata Kunci: Merid System, Aparatur Sipil Negara
