Abstract

Keselamatan pelayaran pada alur sempit dipengaruhi oleh efektivitas koordinasi antara pilot dan master selama proses olah gerak kapal. Alur Vung Tau menuju Pelabuhan Lotus merupakan salah satu jalur pelayaran yang memiliki tingkat kompleksitas tinggi karena dipengaruhi oleh arus yang kuat, kepadatan lalu lintas kapal, serta aktivitas nelayan lokal. Penelitian ini bertujuan menganalisis efektivitas kerja sama antara pilot dan master pada MV Great Ocean dalam mendukung kelancaran operasional kapal sejak memasuki Alur Vung Tau hingga proses sandar di Pelabuhan Lotus. Penelitian menggunakan pendekatan deskriptif kualitatif melalui observasi langsung selama pelayaran, wawancara semi terstruktur terhadap master, pilot, dan perwira jaga, serta studi dokumentasi berupa log book, pilot card, dan Master Pilot Exchange (MPX). Analisis data dilakukan menggunakan model Miles, Huberman, dan Saldana yang meliputi reduksi data, penyajian data, serta penarikan kesimpulan. Hasil penelitian menunjukkan bahwa komunikasi yang efektif berdasarkan Standard Marine Communication Phrases (SMCP), pelaksanaan Master Pilot Exchange yang komprehensif, serta pengalaman operasional kedua pihak berkontribusi terhadap peningkatan keselamatan navigasi, percepatan waktu sandar, dan pengurangan potensi kerugian operasional akibat keterlambatan kapal. Temuan penelitian memberikan rekomendasi berupa penguatan prosedur komunikasi, peningkatan pelatihan Bridge Resource Management (BRM), dan optimalisasi koordinasi pilot–master pada pelayaran internasional.

Abstract

Pelayanan kapal di pelabuhan merupakan unsur penting dalam kelancaran transportasi laut dan distribusi logistik, namun digitalisasi pelayanan melalui Inaportnet di berbagai pelabuhan masih menghadapi kendala teknis dan nonteknis. Penelitian ini bertujuan mengevaluasi implementasi Service Level Agreement (SLA) dalam pelayanan kapal melalui Sistem Inaportnet pada UPP Kelas III Atapupu. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan pengumpulan data melalui observasi, wawancara, kuesioner, dan studi dokumentasi terhadap laporan Monitoring dan Evaluasi Inaportnet Semester I Tahun 2026. Data dianalisis menggunakan model Miles dan Huberman yang meliputi reduksi data, penyajian data, serta penarikan kesimpulan dan verifikasi. Hasil penelitian menunjukkan bahwa pemanfaatan Sistem Inaportnet dalam pelayanan Surat Persetujuan Berlayar (SPB) mencapai 71,23%, sedangkan 28,77% pelayanan masih dilakukan secara manual. Capaian pelayanan sesuai SLA mencapai 77,67%, sementara 22,33% layanan belum memenuhi standar waktu yang ditetapkan. Meskipun demikian, tingkat kepuasan pengguna berada pada kategori sangat puas, yaitu 93,60% untuk Admin Pelabuhan, 96,18% untuk Agen Pelayaran, dan 90,00% untuk Badan Usaha Pelabuhan. Kendala utama implementasi SLA meliputi gangguan konektivitas, pemeliharaan server pusat, pelayanan manual pada jenis layanan tertentu, serta kurang optimalnya adaptasi pengguna terhadap pembaruan Sistem Inaportnet. Penelitian ini menyimpulkan bahwa implementasi SLA melalui Inaportnet telah berjalan cukup baik, tetapi masih memerlukan optimalisasi melalui peningkatan infrastruktur teknologi informasi, pelatihan pengguna, integrasi layanan manual, serta penguatan koordinasi antar pemangku kepentingan.

Abstract

This study aimed to analyze the effect of seafarers’ skills training programs on the performance of seafarers aboard merchant ships and to identify the factors contributing most significantly to training effectiveness. A quantitative method with a causal approach was employed, involving 72 seafarers working on merchant ships. Data were collected through Likert-scale questionnaires and analyzed using validity and reliability tests, classical assumption tests, simple linear regression, the coefficient of determination, and hypothesis testing with IBM SPSS. The results showed that seafarers’ skills training has a positive and significant effect on seafarers’ performance, as demonstrated by a calculated t-value of 11.373 and a significance value of 0.000 (< 0.05), confirming the acceptance of the research hypothesis. The correlation coefficient (R) of 0.806 indicates a very strong relationship, while the coefficient of determination (R Square) of 0.649 demonstrates that 64.9% of the variation in seafarers’ performance is explained by skills training, with the remaining 35.1% attributed to other factors. The findings indicate that training effectiveness is influenced by the training model, methods, instructor competence, relevance of training materials, and availability of facilities and infrastructure. Therefore, seafarers’ skills training is essential for improving competence and performance. Maritime education and training institutions, shipping companies, and government authorities should continuously improve training quality through competency-based curricula, instructor development, and modern simulation technology aligned with international maritime safety standards.

Abstract

This study analyzes the clearance in and clearance out processes to reduce delays of vessels operated by PT Matsuura Indonesia Jaya at Gresik Port. Vessel arrival and departure services depend on document readiness, data accuracy, verification by relevant authorities, digital systems, and operational coordination. A descriptive qualitative method was employed through observation, semi-structured interviews with two operational officers, documentation, and analysis of 51 vessel-call records over 17 weeks. The results show that clearance in begins with receipt of the estimated time of arrival, document checking, system submission, verification, and issuance of service permission. Clearance out includes preparing departure documents before operations are completed, final verification, issuance of the Sailing Approval, and coordination of pilotage, towage, and unberthing. The stages requiring the greatest optimization are preliminary document checking, earlier submission, verification monitoring, and synchronization of administrative work with operational activities. Dominant controllable causes of delay include incomplete or expired documents, discrepancies between manual and system data, revisions or repeated data entry, delayed information, and slow coordination. Operational and external factors, including cargo-handling delays, technical readiness of vessels, service queues, network or system disruptions, weather, and sea currents, also extend waiting time. Optimization is achieved through document checklists, clear task allocation, early submission, status monitoring, and active communication among the parties involved.

Abstract

This research aims to analyze the operation of the Cargo Hold Bilges System in preventing flooding on MVs. Meratus Malino. Researchers conducted this research while conducting a Sea Practitioner (PRALA) for 12 months starting from January 29 2023 to February 5 2024 on board the MV. Meratus Malino is a container carrier type ship managed by the shipping company PT. The Meratus Line operates domestic shipping services on the route Jakarta-Surabaya-Makassar-Bitung-Anggrek (North Gorontalo)-Surabaya-Jakarta-Bawean-Jakarta-Semarang. The population in this study was the MV crew. Merastus Malino consisted of 20 people, while the sample was the crew of the MV ship. Meratus Malino who is in charge or has responsibility for operating the Cargo Hold Bilges System totals 16 people consisting of the MV deck crew. Meratus Malino totaling 9 people and MV engine crew. Meratus Malino numbered 7 people. This research method uses a qualitative method using a descriptive approach, while for the data source the researcher uses secondary data sources, while the data collection instruments are questionnaires, field studies and interviews. The results of this research show that in operating the Cargo hold Bilges system, a system and several components such as the bilge pump, ejector, seachast valve, injection valve connected to the bilge pump and hydraulic valve are needed which can function properly and more optimally in ship operational activities. . And to prevent flooding in the hold, it is necessary to check the hold regularly and if you see standing water in the hold, immediately make an order to empty the hatch so that the hatch is dry and the cargo remains protected from flooding in the hold.
