Abstract

Penelitian ini membahas tentang Pemberdayaan masyarakat melalui program Rehabilitasi Sosial Daerah Kumuh (RSDK) di Kelurahan Tambaksari, Kota Surabaya. Jenis penelitian yang digunakan dalam penelitian ini adalah studi lapangan. Teori yang digunakan dalam penelitian adalah menggunakan teori Suharto yang terdiri atas pemungkinan, penguatan, perlindungan, penyokongan dan pemeliharaan. Penelitian ini menggunakan metode kualitatif dengan studi lapangan. Teknik pengumpulan data menggunakan observasi, wawancara, dan dokumentasi. Serta dengan teknik analisis data yang dilakukan dalam penelitian ini adalah menurut Sugiyono yaitu dengan pengumpulan data, reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa pada aspek pemungkinan, sosialisasi Program RSDK memiliki tata cara yang jelas, mudah diakses. Pada aspek penguatan, minimnya tindak lanjutan program pelatihan tata boga dan terbatasnya modal pemberdayaan menjadi penghambat program. Pada aspek perlindungan, UPKM aktif berinteraksi dengan kelompok sasaran. Pada aspek penyokongan tidak ditemukan adanya hambatan. Pada aspek pemeliharaan juga tidak ditemukan adanya hambatan. Hubungan baik terjalin antara pembuat dan pelaksana kebijakan serta mekanisme dalam mengajukan program juga mudah. Saran dalam penelitian ini adalah perlu adanya sosialisasi yang merata dan Kelurahan serta UPKM mengevaluasi kinerja masing-masing dalam program ini. Kata Kunci : Program, Pemberdayaan Masyarakat, Rehabilitasi Sosial Daerah Kumuh This research discusses community empowerment through the Slum Social Rehabilitation program (RSDK) in Tambaksari Village, Surabaya City. The type of research used in this study is field study. The theory used in the research was to use Suharto's theory consisting of possibility, strengthening, protection, denting and maintenance. This study uses qualitative methods with field studies. Data collection techniques using observations, interviews, and documentation. As well as with the data analysis techniques conducted in this study is according to Sugiyono namely by data collection, data reduction, presentation of data and withdrawal of conclusions. The results showed that in the aspect of possibility, the socialization of RSDK Program has clear, accessible procedures. In the aspect of strengthening, the lack of follow-up of the cooking training program and the limited empowerment capital become obstacles to the program. In the protection aspect, UPKM actively interacts with the target group. In the aspect of denting there are no obstacles. In the maintenance aspect there are also no obstacles. Good relationships are established between policy makers and implementers and mechanisms in applying for programs are also easy. The advice in this study is that there needs to be an even socialization and the Village and UPKM evaluate their respective performance in this program. Abstract

Pengadaan barang/jasa di Pemerintah Kota Surabaya dalam menjalankan kebijakan e-procurement sudah berjalan dengan baik, hal ini dikarenakan sistem e-procurement memberikan manfaat seperti efisiensi, transparan, akuntabel, dan mampu mengurangi praktek korupsi, kolusi dan nepotisme serta praktek premanisme dalam proses lelang. Hanya saja masih terdapat beberapa hal yang masih sulit diwujudkan, terutama pada aspek penentuan pemenang lelang. Kendati dalam e-procurement diatur kriteria pemenang lelang. Selain itu terdapat faktor lain yang mempengaruhi implementasie-procurement yaitu masih banyak peserta lelang dan petugas penyedia jasa yang kurang memahami sistem layanan LPSE, dalam menggunakan internet masih sering mengalami gangguan, karena belum didukung dengan infrastruktur yang memadai. Penelitian ini termasuk dalam jenis penelitian deskriptif dengan pendekatan kualitatif yang manaproses analisis data yang dipakaiialah pengumpulan data, reduksi data, penyajian data, penarikan kesimpulan dan verifikasi data. Penelitian ini bertujuan untuk menjelaskan mengenai implementasi kebijakan pengadaan barang dan jasa secara online di Pemerintah Kota Surabaya, meliputi faktor yang mempengaruhi keberhasilan implementasi kebijakan tersebut. Selain itu penulis mengajukan beberapa saran untuk mengatasi permasalahan dengan cara adanya sosialisasi untuk staf agar dapat memahami mengenai IT dan Prosedur yang telah ditetapkan untuk menghindari kecurangan, implementor dapat memahami prosedur apa saja yang harus dilakukan untuk mengikuti e-procurement, diadakan sosialisasi untuk penyedia jasa untuk memahami proses pengadaan barang/jasa melalui elektronik, adanya penambahan petunjuk pelaksana dan petunjuk teknis untuk memaksimalkan operasional. Kata Kunci : Implementasi, Kebijakan, Pengadaan Secara Elektronik The procurement of goods / services in the Surabaya City Government in carrying out the e-procurement policy has been running well, this is because the e-procurement system provides benefits such as efficiency, transparency, accountability, and is able to reduce the practice of corruption, collusion and nepotism as well as thuggery practices in the auction process. . It's just that there are still a number of things that are still difficult to achieve, especially in the aspect of determining the auction winner. Although in e-procurement the criteria for auction winners are regulated. In addition, there are other factors that influence the implementation of e-procurement, namely that there are still many tender participants and service provider officers who do not understand the LPSE service system, while using the internet they often experience disruption, because they are not supported by adequate infrastructure. This research is a descriptive type of research with a qualitative approach in which the data analysis process used is data collection, data reduction, data presentation, drawing conclusions and data verification. This study aims to explain the implementation of the online procurement of goods and services policy in the Surabaya City Government, including the factors that influence the successful implementation of the policy. In addition, the authors propose several suggestions for overcoming problems by means of socialization for staff in order to understand IT and procedures that have been established to avoid fraud, implementers can understand what procedures must be done to participate in e-procurement, socialization is held for service providers to understand the process of procuring goods / services via electronics, adding implementing instructions and technical instructions to maximize operations. Abstract

Implementation of Community-Based Total Sanitation Program (STBM) Policies in East Java is an environmental program organized by the Ministry of Health which refers to the regulation of the Minister of Health No. 3 of 2014 with the aim of improving community basic sanitation so that the community is intended to achieve a decent state in accordance with the SDG's goals. So that all people in East Java can access healthy latrines and make people not accustomed to littering the traces of feces. This study is intended to represent the implementation of existing policies. The focus of research is using the policy implementation model according to George C. Edward III as an indicator of existing success. Sources of data obtained using literature studies. Data collection techniques are through data, literature or journals. Data analysis techniques are used with four lines, namely including data collection, data condensation, data presentation also establish the conclusions / verification process. Implementation in all districts or cities has different scope of policies in its implementation. Besides, there are still obstacles counted in the implementation. The outcome of this research obtained from the implementation of community-based total sanitation are showing that there are differences between community behavior after ODF to be more hygiene aware of the environment with people who are not yet ODF and not all people can get used to ODF behavior because of several factors, namely culture and people's mindset. Keywords: Policy Implementation, Programs, STBM, East Java Implementasi bijakan Program Sanitasi Total Berbasis Masyarakat (STBM) di Jawa Timur berfokus pada perbaikan lingkungan di bawah naungan oleh Kementrian Kesehatan yang merujuk ke Peraturan Menteri Kesehatan No. 3 tahun 2014. Bertujuan untuk memperbaiki sanitasi dasar pada masyarakat sehingga masyarakat ditargetkan pada pencapaian keadaan layak yang sejalan dengan target Sustainable Development Goals (SDG's). Agar semua masyarakat di Jawa Timur dapat mengakses jamban yang sehat dan menjadikan masyarakat tidak terbiasa membuang hajat sembarangan serta mendapatkan akses sanitasi dan pola hidup sehat. Maksud dari penelitian ini dengan mendeskripsikan terkait dengan pelaksanaan STBM yang ada. Fokus penelitian mempergunakan model implementasi kebijakan dari usulan George C. Edward III menjadi indikator kesuksesan program. Sumber data diperoleh mempergunakan studi literature. Teknik pengumpulan data yaitu melalui data, literature atau jurnal. Teknik analisis data yang dipergunakan dengan empat alur, diantaranya ialah pengumpulan data, kondensasi data, penyajian data hingga perumusan kesimpulan atau tahap verifikasi. Kemudian, hasil analisis yang di dapat dari pelaksanaan implementasi sanitasi total berbasis masyrakat yaitu menunjukkan bahwa meski program telah ada sejak lama namun hasil pada di beberapa kota kurang maksimal. Terdapat perbedaan antara perilaku masyarakat sesudah ODF menjadi lebih hygiene sadar akan lingkungan dengan masyarakat belum ODF karena tidak semua masyarakat dapat membiasakan perilaku ODF karena berapa faktor yaitu kultur dan pola pikir masyarakat. Abstract

The Child Social Welfare Program (PKSA) is a form of directed, integrated, and sustainable effort by the government and the community in the form of social services and social welfare assistance for children. This program is guided by the Decree of the Minister of Social Affairs of the Republic of Indonesia Number 15 A/HUK/2010 concerning General Guidelines for Child Social Welfare Programs. One of the clusters of recipients of child services at PKSA is street children. Conditions on the reality show that there are still many street children whose social welfare has not been fulfilled and forces them to earn a living on the streets, especially in the East Jakarta area. This also shows that the implementation of PKSA is still not effective. Based on this, the purpose of this study is to describe the implementation of the Child Social Welfare Program at the East Jakarta Social Service Sub-dept. as an implementing agency, in an effort to fulfill the welfare of street children. The method used is a descriptive method with a qualitative approach. This study was analyzed using the theory of public policy implementation from Van Meter and Van Horn through six variables: policy standards and objectives; resource; communication between implementing agencies; the characteristics of the implementing agency; social, economic, and political environment; and attitude of the implementer. Based on the results of the research, the implementation of PKSA has been running according to the procedure, but there are still various obstacles, such as the lack of desire from street children to stop making money on the streets and the inability of the East Jakarta Social Sub-Department to accommodate the potential of street children. Suggestions that can be raised are, it is necessary to evaluate the strategy of the street children approach in order to minimize the coercive approach, expand cooperation with various parties to accommodate the potential of street children, and increase the number of human resources involved in this program. Abstract

Tuban Regency is a place positioned at the north coast of East Java. Due to its strategic location and abundant natural resources, this area has enormous potential. To prevent the exploitation of natural resources that can damage the quality of the environment, the local government of Tuban Regency has implemented a Strategic Environmental Assessment (KLHS) to be integrated in the preparation of the RPJMD. The purpose of this study was to describe and analyze the implementation of the Tuban Regency RPJMD Strategic Environmental Study to support the concept of sustainable development. This study make use of a descriptive research design with a qualitative method. The focus of this research make use of the implementation model in line with Van Meter and Van Horn which consists of six indicators, namely policy standards and objectives, resources, communication between related organizations, characteristics of implementing organizations, dispositions, and social, economic and political environment. While the data analysis method make use of the Miles and Huberman version which consists of data reduction, data presentation, and drawing conclusions. The results of this study are based on the Van Meter and Van Horn implementation models, namely 1) Standards and Policy Objectives are clear, 2) Human resources, financial and time resources have been fulfilled, 3) Communication between implementing organizations has been well established through formal and informal communication. informally, 4) The implementation of the making of the RPJMD KLHS in Tuban Regency has been supported by the characteristics of a good implementing organization, as evidenced by the application of the precautionary principle and the discipline principle in its implementation, 5) Disposition, all implementers involved strongly support the implementation of this policy, and 6) In terms of the social, economic and political environment, all of them support the implementation of this policy, from the community, industry players to political actors. Abstract

Tingginya tingkat jumlah penduduk di Kota besar, merupakan salah satu tantangan tersendiri yang harus dihadapi. Seperti halnya di Kota Surabaya, permasalahan yang sering terjadi di kota besar salah satunya ialah pengangguran yang disebabkan kurangnya lapangan pekerjaan. Untuk mengantisipasi permasalahan tersebut, pemerintah Kota Surabaya menciptakannya inovasi Cak e-Mus. CAngKrukan entrepreneur MUda Surabaya (CAK eMUS) yang diwujudkan dengan adanya co-working space bernama Koridor yang bertempat di Siola Mall Pelayanan Publik yang dikelolah oleh Humas Kota Surabaya. Inovasi ini ditujukan untuk menciptakan ekosistem yang memberdayakan para kreator, inovator, dan entrepreneur lokal untuk menciptakan inovasi yang mampu bersaing di tingkat global. Inovasi program ini memiliki tujuan yaitu memberdayakan anggota Usaha Mikro atau Usaha Kecil yang belum terlayani oleh perbankan dan lembaga keuangan lainnya melalui perkuatan struktur lembaga keuangan yang sehat serta untuk meningkatkan kemampuan sumber daya manusia. Jenis penelitian yang digunakan ialah penelitian deskriptif-kualitatif dengan fokus penelitian berdasarkan Teori yang digunakan adalah teori implementasi kebijakan menurut George C. Edward yang terdiri dari komunikasi, sumber daya, disposisi, struktur birokrasi. Tujuan penelitian ini ialah untuk menjelaskan dan menganalisis penerapan implementasi Program Cak E-MUS. Implementasi program Cak E-MUS sudah berjalan dengan baik selama kurang lebih 3 tahun, akan tetapi terjadi suatu permasalahan khususnya dalam sosialisasi dan promosi program, serta kurangnya edukasi kepada masyarakat. Salah satu cara untuk mengatasi permasalahan tersebut adalah dengan cara melakukan berbagai sosialisasi atau sharing bersama pihak start up yang lain. Kata Kunci : Pegangguran, Implementasi program, Program Cak E-MUS The high level of population in big cities is one of challenges that must be faced. As in the city of Surabaya, the problem often occurs in big cities is unemployment caused by lack of employment opportunities. To anticipate these problems, the Surabaya City government created the Cak e-Mus innovation. CAngKrukan entrepreneur MUda Surabaya (CAK eMUS) is realized by the existence of co-working space called Corridor which located at Siola Mall Public Services managed by Public Relations of Surabaya City. This innovation aimed at creating ecosystem that empowers local creators, innovators and entrepreneurs to create innovations can compete at global level. This program innovation aims to empower members of Micro or Small Businesses have not been served by banks and other financial institutions through strengthening the structure financial institutions and to improve human resource capabilities. The type of research used is descriptive-qualitative research with research focus based on the theory used of policy implementation according to George C. Edward which consists of communication, resources, disposition, and bureaucratic structures. The purpose of this study was to explain and analyze implementation of the Cak E-MUS Program. Implementation of the Cak E-MUS program has been going well for 3 years, but there is problem especially in socialization and promotion, as well as lack of education to the public. Abstract

One of the important indicators to support the success of national development is the issue of restructuring. To minimize land conflicts, one of the efforts made by the government in this case is the Ministry of ATR or BPN to issue a program, namely Complete Systematic Land Registration (PTSL) with the aim of issuing certificates on land parcels as proof of ownership of a land parcel. In this study, researchers aimed to determine how the implementation of the PTSL program as an effort to accelerate land certificate registration in East Java Province, especially Jember Regency, Jombang Regency, Kediri Regency, Sidoarjo Regency, and Tulungagung Regency. Researchers used literature study research methods using library sources as the main data in the study. According to Van Meter and Van Horn (1975) there are 6 variables that influence the success of policy implementation, namely (1) policy standards and objectives; (2) resources; (3) relationships between organizations; (4) the characteristics of the executing agent; (5) implementor disposition; (6) social, economic, political conditions. The results of this study are based on the 6 indicators above, that the PTSL program in East Java Province has been running quite well, but there are still several obstacles such as a lack of understanding of the community, village officials and community groups related to the importance of land registration and problems related to administrative requirements to participate in the program. PTSL, as well as related to PPh and BPHTB issues whose value is too large for some people. Suggestions that can be given by researchers are to improve coordination between BPN and parties involved in implementing the PTSL program, and conduct regular outreach to the community, village officials, and community groups regarding the importance of the PTSL program, provide training related to instructions and technical implementation of the PTSL program..Keywords: National Development, Implementation, Systematic Land Registration. Salah satu indokator penting penunjang keberhasilan pembangunan nasional ialah masalah peratahan. Untuk meminimalisir konflik pertanahan, salah satu upaya yang dilakukan oleh pemerintah dalam hal ini adalah Kementrian ATR atau BPN mengeluarkan suatu program yaitu Pendaftaran Tanah Sistematis Lengkap (PTSL) dengan tujuan penerbitan sertifikat pada bidang tanah sebagai tanda bukti kepemilikan atas suatu bidang tanah. Dalam penelitian ini, peneliti bertujuan untuk mengetahui bagaimana implementasi program PTSL sebagai upaya percepatan pendaftaran sertifikat tanah di Provinsi Jawa Timur, terutama Kabupaten Jember, Kabupaten Jombang, Kabupaten Kediri, Kabupaten Sidoarjo, dan Kabupaten Tulungagung. Peneliti menggunakan metode penelitian studi kepustakaan dengan menggunakan sumber-sumber pustaka sebagai data utama dalam penelitian. Menurut Van Meter dan Van Horn (1975) ada 6 variabel yang mempengaruhi keberhasilan implementasi kebijakan yaitu (1) standar dan sasaran kebijakan; (2) sumberdaya; (3) hubungan antar organisasi; (4) karakteristik agen pelaksana; (5) disposisi implementor; (6) kondisi sosial, ekonomi, politik. Hasil dari penelitian ini berdasarkan dari 6 indikator diatas, bahwa program PTSL di Provinsi Jawa Timur sudah berjalan dengan cukup baik, tetapi masih terdapat beberapa hambatan seperti kurangnya pemahan masyarakat, perangkat desa serta kelompok masyarakat terkait pentingnya pendaftaran tanah dan masalah terkait syarat administratif untuk mengikuti program PTSL, serta terkait masalah PPh dan BPHTB yang nilainya terlalu besar bagi sebagian masyarakat. Saran yang dapat diberikan oleh peneliti ialah dengan meningkatkan koordinasi antara BPN dengan pihak-pihak yang terlibat dalam implementasi program PTSL, dan melakukan penyuluhan secara berkala kepada masyarakat, perangkat desa, serta kelompok masyarakat terkait pentingnya program PTSL, memberikan pelatihan terkait petunjuk dan teknis pelaksanaan program PTSL. Abstract

Community participation will always be related to efforts to actively participate all components of society in various activities that have been planned. Active participation is the energy that drives the wheels of community activities in order to achieve a goal or to solve a problem. The community participation of Kedung Cowek Village is an important prerequisite in the tourism development process. The purpose of this study discusses community participation in the development of the Kenjeran Park Tourism in Kedung Cowek Village, Bulak District, Surabaya City. This type of research used in this research is a field study. The theory used in this research is to use the theory of Hamijoyo and Iskandar in Huraerah, namely the participation of ideas, participation of labor, participation of assets, participation of skills. This study used a qualitative method with a field study. Data collection techniques using observation, interviews, and documentation. As well as the data analysis technique carried out in this study is according to Sugiyono, namely by collecting data, data reduction, data presentation and drawing conclusions. The results showed that in the shape of the mind variable, the community gave suggestions and opinions on the development of Taman Bulak tourism. In the variable form of funding, community contributions to tourism development. In the variable form of energy, the community is active in helping tourism development. In the skill form variable, the community makes use of the skills so that they can make local specialty products. A good relationship is established between the community and DKRTH in socializing the development of Bulak Park tourism. The suggestion in this research is that there is a need for equal outreach and the Kelurahan and DKRTH evaluate their respective performance in this socialization Keywords: Community participation, Tourism Development Partisipasi masyarakat akan selalu berkaitan dengan upaya-upaya keikutsertaan seluruh komponen masyarakat secara aktif dalam berbagai aktivitas yang telah direncanakan. Keikutsertaan secara aktif tersebut merupakan energi yang mendorong bergeraknya roda kegiatan masyarakat dalam rangka mencapai tujuan atau untuk memecahkan suatu masalah. Partisipasi masyarakat Kelurahan Kedung Cowek menjadi prasyarat penting dalam proses pengembangan wisata. Tujuan penelitian ini membahas tentang Partisipasi masyarakat dalam Pengembangan Wisata Taman Bulak Kenjeran di Kelurahan Kedung Cowek Kecamatan Bulak, Kota Surabaya. Jenis penelitian yang digunakan dalam penelitian ini adalah studi lapangan. Teori yang digunakan dalam penelitian adalah menggunakan teori Hamijoyo dan Iskandar dalam Huraerah yaitu Partisipasi buah pikiran, partisipasi tenaga, partisipasi harta benda, partisipasi ketrampilan. Penelitian ini menggunakan metode kualitatif dengan study lapangan. Teknik pengumpulan data menggunakan observasi, wawancara, dan dokumentasi. Serta dengan teknik analisis data yang dilakukan dalam penelitian ini adalah menurut Sugiyono yaitu dengan pengumpulan data, reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa pada variabel bentuk buah pikiran, masyarakat memberikan usulan dan pendapat terhadap pengembangan wisata Taman Bulak. Pada variabel bentuk pendanaan, sumbangan masyarakat terhadap pengembangan wisata. Pada variabel bentuk tenaga, masyarakat aktif dalam membantu pembangunan wisata. Pada variabel bentuk ketrampilan, masyarakat memanfaatkan ketrampilan sehingga bisa membuat produk khas daerah. Hubungan baik terjalin antara masyarakat dan DKRTH dalam bersosialisasi terhadap pengembangan wisata Taman Bulak. Saran dalam penelitian ini adalah perlu adanya sosialisasi yang merata dan Kelurahan serta DKRTH mengevaluasi kinerja masing-masing dalam bersosialisasi ini. Abstract

Public policy implementation is an action taken by individuals or groups of government or private to achieve goals in decision making Jampersal is a public policy issued by the government in 2011 with the Ministerial Decree Number 256/Menkes/PER/XII concerning Technical Guidelines for the Implementation of the Jampersal Program. Jampersal program aims to reduce maternal and infant mortality. The purpose of the Jampersal program research is to describe and analyze how the Jampersal program is implemented in ensuring the delivery of mothers and children in East Java. This research is categorized as literature review research. Data related to jampersal are sourced from books, papers, journals and various other literary sources. The focus of the research uses 6 indicators from Van Metter and Van Horn. The results of research conducted in the literature show that the size and objectives of the Jampersal program have not been achieved optimally because information about the Jampersal program has not yet reached the entire community so that there are still many people who have not participated in this program. The characteristics of implementing agents are suitable for implementing this program. Communication between organizations and activities went well so as to be able to deliver the Jampersal program to achieve its goals. The social environment becomes an obstacle for the Jampersal program because there are still negative public perceptions about mothers who give birth to health facilities. The community stigma tends to choose traditional birth attendants over health facilities during childbirth, while in the political environment they strongly support the Jampersal program. Even so, there is a need for sustainable socialization regarding the Jampersal program so that it can be utilized properly by the community and it can be attempted by midwives to collaborate with the government regarding the birth insurance program. Keywords: Implementation of public policies, maternal and child mortality, Jampersal Implementasi kebijakan publik adalah tindakan yang dilakukan oleh individu maupun kelompok pemerintahan atau swasta untuk mencapai tujuan di pengambilan keputusan. Jampersal adalah kebijakan publik yang dikeluarkan pemerintah pada tahun 2011 dengan Peraturan Keputusan Menteri Nomor 256/Menkes/PER/XII Tentang Petunjuk Teknis Pelaksanaan Program Jampersal. Program jampersal bertujuan untuk menekan angka kematian ibu dan bayi. Tujuan dari penelitian Program jampersal adalah untuk mendeskripsikan dan menganalisis bagaimana implementasi program jampersal dalam menjamin pesalinan ibu dan anak di Jawa Timur. Penelitian ini dikategorikan sebagai penelitian kajian pustaka. Data terkait jampersal bersumber dari buku, makalah, jurnal dan berbagai sumber literatur lainnya. Fokus penelitian menggunakan 6 indikator dari Van Metter dan Van Horn. Hasil penelitian yang dilakukan secara literatur menunjukkan bahwa ukuran dan tujuan dari program jampersal belum tercapai secara maksimal karena informasi mengenai program jampersal belum sampai ke seluruh masyarakat sehingga masih banyak masyarakat yang belum berpartisipasi dalam program ini. Karakteristik agen pelaksana sudah cocok untuk melaksanakan program ini. Komunikasi antar organisasi dan aktivitas berjalan dengan baik sehingga mampu mengantarkan program jampersal mencapai tujuannya. Lingkungan sosial menjadi penghambat program jampersal karena masih terdapat presepsi negatif masyarakat mengenai ibu yang melahirkan ke fasilitas kesehatan. Stigma masyarakat cenderung memilih dukun beranak daripada fasilitas kesehatan saat melahirkan, sementara di lingkungan politik sangat mendukung program jampersal. Meski begitu perlu adanya sosialisasi yang bersifat berkelanjutan mengenai program jampersal agar dapat dimanfaatkan dengan baik oleh masyarakat dan dapat diupayakan bidan dapat menjalin kerjasama dengan pemerintah mengenai program jaminan persalinan. Abstract

The existence of children is closely related to the continuation of a life process, there are problems that befall children so that there is a need for legal protection of children. The Lamongan Regency Government has an effort to protect children's rights with the ABH Social Rehabilitation Program which is handled by the Lamongan Regency Social Service. The formulation of the research problem is how to implement the ABH Social Rehabilitation Program, using descriptive research with qualitative research methods. Data collection techniques were obtained through interviews, observations, and documentation at the Lamongan District Social Service. The results of this study, firstly, the standards and policy objectives are in accordance with the regulations and procedures, namely the Criminal Investigation Department and the Ministerial Regulation, only that they do not have an official SOP made by the Lamongan District Social Service. Second, financial and human resources have met the need for the ongoing ABH Social Rehabilitation Program. Third, communication between organizations that are established with several government agencies and private organizations is well established through coordination meetings, meetings, and communication through social media. Fourth, the characteristics of the implementing agency, namely the Social Service of Lamongan Regency, have a disciplined character and are responsible for the ABH Social Rehabilitation Program. Fifth, there is support for ABH from government agencies, private organizations, and companies in providing support in the form of monetary donations, training, and places for ABH Social Rehabilitation. Sixth, the disposition of the implementers has applied their understanding and abilities to the tasks carried out by providing good service responses to ABH. The conclusion is that the implementation of the ABH Social Rehabilitation Program at the Lamongan District Social Service has fulfilled 5 of the 6 theoretical variables of Donald S.
