Abstract

The Southern Coastal Route (Jalur Lintas Selatan/JLS) of Tulungagung has significant potential for community-based coastal tourism; however, limited managerial capacity among local tourism awareness groups (Pokdarwis) hinders its development. Key challenges include low access to tourism training, limited halal tourism literacy, and weak digital branding skills, which affect service quality, Muslim-friendly readiness, and destination competitiveness. This program aimed to strengthen Pokdarwis capacity through a participatory Halal Tourism Short Course using the Asset-Based Community Development (ABCD) approach. The program was implemented through intensive mentoring, thematic workshops, Focus Group Discussions (FGDs), participatory asset mapping, and pre–post evaluations. The results show measurable improvements, with participants’ managerial understanding increasing by 35%, halal tourism literacy by 40%, and digital branding competency by 38% based on pre–post test scores. Participants were able to design halal tourism service plans, identify Muslim-friendly services, and optimize digital platforms for destination promotion.Furthermore, 70% of participants demonstrated readiness to develop halal-based tourism products, including halal culinary services, Muslim-friendly homestays, and Islamic educational tourism packages. The novelty of this program lies in integrating ABCD-based empowerment, halal tourism literacy, and digital branding into a structured participatory short-course model tailored for coastal communities. This approach contributes to strengthening local tourism governance and supports sustainable, inclusive, and competitive halal tourism development along the JLS corridor.

Abstract

The digital transformation of education demands that Islamic Religious Education (PAI) teachers holistically integrate technology, pedagogy, and subject content. Field observations at MTs Islamiyah Balen, Bojonegoro, revealed that PAI teachers still rely predominantly on conventional lecture methods, have limited confidence in classroom technology use, and lack structured frameworks for designing value-based learning. This condition creates a gap between the humanistic demands of the Love-Based Curriculum and actual instructional practice. The community service program was implemented through a Participatory Action Research (PAR) approach comprising four stages: needs analysis, TPCK integration training, SMARTPAI application mentoring, and collaborative monitoring and evaluation. Partner teachers participated actively as co-collaborators at every stage. The results demonstrate measurable improvements: at least 75% of PAI teachers adopted SMARTPAI for material delivery and digital assessment; interactive media use increased to 2-4 sessions per thematic unit; each teacher developed a minimum of three digital content items; 85% of TPCK-based teaching modules were developed and 70% were implemented with a differentiated approach; and professional collaboration meetings were held monthly. These achievements indicate a significant shift from teacher-centered toward learner-centered instruction, fostering more dialogical, contextual, and character-oriented learning. Ongoing mentoring remains necessary to sustain consistency and deepen value internalization.

Abstract

Public order and community tranquility are essential prerequisites for social stability and high-quality public services. However, Public Order Agency (Satpol PP) personnel frequently encounter challenges in the field, including community conflicts, limited understanding of regulations, and insufficient persuasive communication skills in carrying out enforcement duties. Therefore, a structured competency-strengthening program is necessary to enhance the professionalism and effectiveness of Satpol PP personnel. This community service program aimed to improve the competencies of Satpol PP officers in regulatory understanding, persuasive communication, conflict management, and field decision-making. The program was implemented through training sessions, case simulations, group discussions, and practical mentoring involving 50 Satpol PP personnel. Evaluation was conducted using pre-tests and post-tests, participatory observations, and performance assessments during the training activities. The results demonstrated significant improvements in participants’ understanding of regulations and enforcement procedures, enhanced persuasive communication skills when interacting with the public, and better abilities to resolve conflicts in a humane and proportional manner. The average participant score increased from 68.4 before the training to 86.7 after the program. In addition, participants showed greater confidence and readiness to perform public order and community tranquility enforcement duties. The program also generated positive impacts on service quality, field coordination, and the institutional image of Satpol PP as a professional, humane, and accountable public agency. This initiative can serve as a sustainable capacity-building model for local government personnel in supporting effective public order and community tranquility management.

Abstract

Pattiro Riolo Village, Sibulue District, Bone Regency, possesses abundant seaweed resources; however, these resources are predominantly marketed as raw materials, resulting in limited economic value for coastal households. This situation is particularly challenging for the 35 seaweed-farming households that face constraints in product processing, marketing, and business management. This community engagement program aimed to enhance community capacity in developing value-added seaweed products to strengthen household economic resilience. The program employed the Asset-Based Community Development (ABCD) approach through four stages: discovery, dream, design, and define/delivery. Activities included community asset mapping, seaweed-processing training, business group strengthening, and marketing assistance through local and digital networks.The results indicate that all 35 participants acquired practical skills to independently produce various value-added seaweed products, including seaweed dodol, jelly, and crackers. The program also succeeded in revitalizing community business groups, expanding market access through local exhibitions and digital platforms, and establishing partnerships with local enterprises and supporting institutions. Measurable impacts were reflected in the diversification of seaweed utilization from a single raw commodity into at least three marketable products, increased community participation in productive economic activities, and the emergence of additional income sources from processed seaweed sales. Furthermore, participants demonstrated greater entrepreneurial motivation and improved awareness of product quality, packaging, and market opportunities. These findings demonstrate that the ABCD approach is effective in optimizing local assets, enhancing value-added production, and fostering sustainable economic empowerment among coastal communities.

Abstract

Semiring Village, Mangaran District, Situbondo Regency, faces two major challenges: the accumulation of shell waste that remains underutilized and the occurrence of mineral deficiency in cattle, which negatively affects animal health and productivity. These conditions highlight the need for an innovation that integrates coastal waste management with the provision of locally sourced feed supplements. This community service program aimed to implement herbal candy feed technology based on shell waste as a solution for waste management and mineral supplementation in cattle while promoting product diversification to strengthen the local economy. The innovation involved processing shell waste through cleaning, drying, crushing, and grinding into calcium-rich shell flour, which was then formulated with rice bran, molasses, mineral salt, premix, urea, and herbal extracts of turmeric and temulawak (Curcuma xanthorrhiza) to produce herbal candy feed. The novelty of this technology lies in the integration of coastal waste utilization, mineral supplementation, and appetite enhancement in a lick-block form that is more practical, durable, and easier to apply than conventional mineral supplementation. The program was conducted with farmer groups and the Millennial Sejahtera Group in Semiring Village, involving 40 participants through surveys, socialization sessions, focus group discussions, production training, and evaluation activities. The results showed an increase in participants’ knowledge of herbal candy feed from 60% to 100%, production skills from 10% to 100%, and understanding of ingredient-mixing techniques from 10% to 100%. The program also generated a diversified value-added product based on shell waste with the potential to improve livestock health, reduce environmental pollution, and create new business opportunities for coastal communities. Therefore, the implementation of herbal candy feed technology not only addresses technical challenges in cattle farming but also supports sustainable waste management and strengthens community economic resilience

Abstract

The enforcement of regulations against street vendors by the Civil Service Police Unit (Satpol PP) often creates a dilemma between maintaining public order and protecting the livelihoods of informal-sector communities. This condition highlights the need to strengthen the capacity of Satpol PP personnel in exercising administrative discretion in accordance with the General Principles of Good Governance (AUPB). This community service program aimed to enhance the knowledge and practical capacity of Satpol PP personnel in Batam City to implement discretionary authority in a lawful, proportionate, accountable, and public-oriented manner. The program was conducted through problem identification based on document review and case studies of street vendor enforcement, followed by educational sessions, focus group discussions (FGDs), and mentoring activities to evaluate enforcement practices using five indicators of good governance: legality, conformity with the purpose of authority, administrative prudence, proportionality, and public benefit. The results showed that the participants had a better understanding of the legal basis for administrative discretion; however, several challenges remained, including inconsistent administrative documentation, inadequate justification of discretionary decisions, and limited integration between enforcement measures and street vendor empowerment programs. In addition, the discussions revealed that enforcement actions focusing solely on restoring public order had not yet produced sustainable compliance and continued to generate social tensions with informal-sector vendors. The program recommends strengthening AUPB-based standard operating procedures, improving administrative documentation, enhancing pre-enforcement communication, and integrating enforcement activities with more comprehensive street vendor management and empowerment programs to ensure that the exercise of administrative discretion becomes more accountable, humane, and socially just.

Abstract

ow Qur’anic literacy in rural communities of East Nusa Tenggara (NTT) remains a critical issue that threatens the continuity of Qur’anic learning across generations. Remote geographical conditions, a shortage of qualified instructors, limited religious education facilities, and restricted access to learning resources hinder the ability of community members to read and understand the Qur’an. Without effective intervention, these challenges may weaken the quality of religious education and community religious life. Therefore, a sustainable and context-based empowerment model is needed to improve access to Qur’anic learning in remote areas.  This community service program aimed to enhance Qur’anic literacy and strengthen the capacity of local leaders to sustain learning activities independently. The program was implemented in three villages in East Solor District, NTT, using a Service Learning approach with a mixed-methods design. Participants included 31 community leaders, consisting of 6 mosque imams and 25 Qur’an teachers, along with residents from the three target villages. Data were collected through observations, in-depth interviews, focus group discussions, and structured questionnaires. The intervention was conducted over 12 weeks with three sessions per week using age-appropriate learning methods and locally contextualized teaching materials.  The results showed a significant improvement in Qur’anic literacy, with an average increase of 31.66%. The program also generated sustainable impacts, reflected in the commitment of 93.55% of community leaders to continue the initiative independently and the establishment of Qur’anic learning groups in each village. These findings confirm the effectiveness of a community empowerment-based Mobile Library model in improving Qur’anic literacy in remote rural areas

Abstract

The limited capacity of Dewan Masyayikh in developing standardized curricula and internal quality assurance systems remains a critical challenge for many Islamic boarding schools pesantre in Indonesia, particularly in implementing the mandate of Law No. 18 of 2019 on Pesantren. This community engagement program aimed to strengthen the capacity of Dewan Masyayikh to develop a moderation-based curriculum and an Internal Quality Assurance System (IQAS) tailored to the characteristics of pesantren. The program employed a Community-Based Participatory Research (CBPR) approach consisting of four stages: needs assessment, participatory program design, implementation through field visits, focus group discussions, training workshops, and mentoring, followed by evaluation and follow-up. The program involved seven pesantren in the Tapal Kuda region of East Java, Indonesia. The results demonstrated that all participating pesantren successfully produced draft moderation-based curriculum documents and preliminary IQAS documents, established an inter-pesantren collaboration network, and improved participants' capacity to formulate quality standards, evaluation indicators, and internal quality audit mechanisms. Furthermore, each participating pesantren initiated the implementation of an internal quality evaluation cycle as part of its institutional governance. The participatory approach, which actively engaged pesantren leaders, Dewan Masyayikh, and other stakeholders, strengthened institutional commitment and promoted the sustainability of the program. This community engagement model offers a contextual, participatory, and sustainable framework that can be replicated in other pesantren to enhance educational governance, curriculum development, and quality assurance practices while preserving the distinctive values and traditions of Islamic boarding schools.

Abstract

The low level of literacy among children in coastal areas of Padang City constitutes a critical issue influenced by limited access to education, low socio-economic conditions, and high social vulnerability. This condition is further reinforced by the low Community Literacy Development Index (IPLM) of West Sumatra, which stands at only 9.8%, indicating a weak literacy culture within the community. Therefore, innovative and contextual community-based interventions are urgently needed. This community engagement aims to provide assistance and analyze the contribution of the Tanah Ombak Community in improving literacy among coastal children in Purus Beach, Padang. The study employs a qualitative approach with a case study design, utilizing in-depth interviews, participatory observation, and documentation.The findings reveal that art- and community-based literacy interventions significantly enhance children's engagement and reading habits. This is evidenced by a routine of reading at least 15 pages per day, increased participation in literacy activities, and behavioral changes toward more productive activities. The main strategies include integrating literacy with art and theater, innovating mobile library services through the “Vespa Pustaka,” and fostering continuous reading and writing practices. The implications of these findings confirm that creativity- and community-based literacy approaches are effective in building a reading culture, enhancing children's cognitive and social capacities, and contributing to social transformation in marginalized communities. This model is relevant for replication in similar contexts as a strategy for strengthening locally grounded literacy initiatives.

Abstract

. This community service program was conducted to address inaccuracies in the calculation of the Cost of Production (COP) among Cuwe fish cracker home industries on Tidung Island, Thousand Islands, Jakarta. Most business actors calculated production costs conventionally and often excluded maintenance, electricity, and packaging expenses from factory overhead costs, resulting in underestimated production costs and less accurate pricing decisions. Therefore, the program aimed to improve participants’ understanding of COP calculation and equip them with practical skills to determine production costs systematically in order to strengthen business competitiveness. The program adopted a Participatory Action Research (PAR) approach involving 18 home-industry actors and was implemented through four stages: preliminary understanding, socialization and education, knowledge strengthening, and implementation with post-training assistance. Activities included training on cost accounting concepts, identification of production cost components, application of the full-costing process method, and simple bookkeeping practices. Evaluation results showed a substantial increase in participants’ competencies, with average pre-test and post-test scores improving from 42 to 86. Cost-recording consistency also increased from 20% to 80%, while participants became capable of identifying all cost components involved in COP calculations.The program contributed to improved production management capacity, a transition from trial-and-error costing practices to a systematic full-costing approach, and greater business resilience in responding to market fluctuations. The findings revealed a healthy cost structure, with direct raw materials accounting for 47% and direct labor for 31%. Although challenges remain, particularly weather dependency and high logistics costs, the program successfully transformed informal business practices into a more structured and professional cost management system.
