Abstract

Bureaucratic reform is one of the strategic agendas in improving the effectiveness and efficiency of governance. One of the main initiatives in this reform is the One Data Indonesia Program, which aims to improve data integration, accuracy, and accessibility to support evidence - based policies. policy). This study aims to evaluate the implementation of One Data Indonesia, identify the challenges faced, and analyze the relationship between public policy theory and the reality of bureaucracy in Indonesia. By using a policy study approach and an evaluation method based on the CIPP model (Context, Input, Process, Product), this study found that this program has succeeded in improving coordination between agencies and transparency in data management. However, a number of obstacles are still faced, such as regulatory inconsistency, bureaucratic resistance, and limited infrastructure and human resource capacity. In addition, there is a gap between the theory of ideal public policy and implementation practices in the field, especially in terms of coordination and openness of data between agencies. The implications of this study emphasize the need for clearer regulatory improvements, increased human resource capacity, strengthened cross-sector coordination, and optimized digital infrastructure to ensure the sustainability of One Data Indonesia. Data-based bureaucratic reform requires not only strong regulations, but also political commitment and implementation strategies that are adaptive to existing challenges.

Abstract

This qualitative study examines the impact of non-formal education (NFE) in empowering rural communities by analyzing a community service program in Village A, Indonesia. Using in-depth interviews, participant observation, and documentation, the research explores how NFE initiatives-such as vocational training, literacy classes, and entrepreneurship workshops-contribute to community development. Findings indicate that NFE programs significantly enhance participants’ skills, economic independence, and social cohesion. The study also identifies several challenges, including limited resources, insufficient facilitator capacity, and fluctuating motivation among participants, which hinder program sustainability. Despite these obstacles, the research highlights the importance of participatory approaches, local relevance, and strong collaboration between facilitators and community members in achieving empowerment outcomes. The integration of local wisdom and the potential use of digital tools are suggested as strategies to improve program adaptability and reach. Overall, this study concludes that non-formal education, when contextually tailored and well-facilitated, plays a vital role in fostering sustainable community empowerment in rural Indonesia. Recommendations include enhancing resource allocation, investing in facilitator training, and leveraging technology to support and expand NFE initiatives. This research contributes to the understanding of effective community empowerment strategies and provides practical insights for policymakers, educators, and development practitioners working in similar contexts.

Abstract

Kenderan Village in Gianyar Regency, Bali, has great potential as a wellness tourism destination based on local wisdom. The natural beauty, spiritual culture, and traditional practices such as yoga, meditation, and herbal medicine make this village an ideal location for physical, mental, and spiritual health tourism. However, the management of wellness tourism still faces challenges, such as limited digital marketing, lack of tourism management skills, and minimal supporting infrastructure. This Community Service (PKM) activity aims to increase the capacity of the community to manage wellness tourism professionally and sustainably through a participatory approach and digital innovation. This program includes training in digital marketing, branding strategies, homestay management, and the use of digital technology in tourism promotion. In addition, collaboration with academics, government, and wellness practitioners is strengthened to build a community-based tourism ecosystem in Kenderan Village. The results of the program show an increase in community skills in digital marketing and destination management, which contributes to increasing the village's visibility at the national and international levels. The implementation of digital platforms, such as village websites and social media, has succeeded in attracting more wellness tourists. In addition, community participation has increased with the formation of wellness business groups, such as homestay healing, herbal medicine production, and traditional therapy. However, challenges remain, including improving digital and physical infrastructure, certifying wellness instructors, and strengthening the global wellness community network. Long-term strategies such as continued mentoring, private sector collaboration, and replication of this development model in other tourism villages are needed. With the right approach, Kenderan Village has the potential to become a leading wellness tourism destination in Bali, which not only improves community welfare but also provides an authentic healing experience for global tourists.

Abstract

This qualitative study explores the role of community service in enhancing access to justice through free legal aid programs in Region E, an area marked by socioeconomic disparities and limited legal resources. Using semi-structured interviews with 15 legal practitioners and 20 beneficiaries, along with documentary analysis of program reports from 2020 to 2025, the research investigates how these initiatives empower marginalized populations and address systemic barriers. The findings reveal three key themes: (1) empowerment through increased legal literacy, enabling beneficiaries to better understand and assert their rights; (2) building trust between communities and formal legal institutions by providing accessible, culturally sensitive services; and (3) persistent challenges including funding shortages, staffing limitations, and infrastructural constraints such as poor internet connectivity. The study highlights that free legal services not only resolve individual legal issues but also contribute to broader social awareness and collective empowerment. However, the sustainability and scalability of these programs depend on stronger institutional support and innovative approaches, such as digital outreach and partnerships with local authorities. This research contributes to the discourse on grassroots legal empowerment by providing empirical insights from a rural context often underrepresented in justice studies. The findings offer practical recommendations for policymakers, NGOs, and legal professionals aiming to improve justice accessibility through community-driven efforts. Ultimately, the study underscores the critical importance of community service initiatives in bridging justice gaps and fostering inclusive legal systems.
