Abstract

This study examines the implementation of the Merdeka Curriculum in Indonesia and the National Curriculum in England in developing 21st-century skills. Through a systematic literature review of policy documents, reports from educational institutions, and recent empirical studies, the analysis focuses on three main aspects: the philosophical and conceptual orientation of both curricula, the recommended teaching approaches for their implementation, and the assessment mechanisms used to evaluate student competence development. The findings show that the Merdeka Curriculum emphasizes pedagogical flexibility, contextual learning, and project-based activities aimed at fostering independence and character development. In contrast, the National Curriculum in England is characterized by more structured learning achievement standards, clear implementation guidelines, and a well-established system of professional development and accountability. Despite having different orientations, both curricula prioritize strengthening critical thinking, creativity, communication, and collaboration skills. The study also highlights that the effectiveness of a curriculum is not only determined by its design but also by the institutional capacity and teacher readiness to translate it into practice. Variations in school resources and educator professional competencies pose specific challenges in Indonesia, while England benefits from a long-established supporting structure. Overall, the findings affirm the importance of aligning curriculum flexibility with consistent policy support to ensure meaningful development of 21st-century skills.

Abstract

The integration of Natural Sciences (IPA) and Social Studies (IPS) into a single subject (IPAS) within the Merdeka Curriculum aims to foster a holistic understanding of phenomena. However, the implementation of this integration in textbooks often faces challenges regarding coherence. This study aims to critically analyze the content of socio-ecological values in Grade III IPAS textbooks, specifically examining how the narrative connects human social dynamics with environmental sustainability. Using a qualitative content analysis method with a Socio-Ecological Systems (SES) framework, this study evaluated three key indicators: system interdependence, adaptive capacity, and the integration of diverse knowledge systems. The data source was the official IPAS textbook published by the Ministry of Education, Culture, Research, and Technology (2022). The findings reveal that material segregation persists; scientific and social topics are predominantly treated in silos. Furthermore, local wisdom is often reduced to aesthetic artifacts rather than presented as conservation strategies, and narratives concerning adaptive capacity against environmental changes are minimal. The study concludes that the current textbooks have not fully succeeded in bridging the human-nature gap, necessitating pedagogical intervention by teachers to cultivate critical environmental citizenship among students.

Abstract

The implementation of the Core Tax Administration System (CTAS), also known as CoreTax, represents a strategic initiative by the Directorate General of Taxes to carry out the digital transformation of tax administration in order to improve the national tax ratio. This study aims to analyze the benefits, advantages, and challenges in the implementation of the CoreTax system, particularly with regard to the operational effectiveness of issuing Withholding Tax Certificates (Bukti Potong/Bupot) for Article 21 Income Tax. The research employed a descriptive qualitative method with a case study approach conducted at a Tax Consulting Office in South Tangerang, where data were collected through direct observation and structured interviews with five tax consultant staff members. The findings indicate that CoreTax significantly enhances performance by strengthening Perceived Ease of Use (PEOU) after the initial adaptation phase, supported by automated data input features such as XML import and pre-populated data that effectively mitigate the risk of human error. The integration of multiple modules within a single platform also provides a digital audit trail that supports transparency and reporting time efficiency. However, field findings reveal that the efficiency benefits of CoreTax remain conditional due to infrastructure constraints, particularly server instability (downtime and query timeouts) during peak reporting periods. Therefore, strengthening technological infrastructure, optimizing cloud scaling, and providing offline draft features are necessary to maintain platform reliability and to support sustainable taxpayer compliance.

Abstract

Ijtihad, mufti, and fatwa constitute fundamental elements in the Islamic legal system that ensure the continuity and adaptability of Sharia law across changing times. In the contemporary era, the rapid development of Artificial Intelligence (AI) introduces new dynamics in Islamic legal scholarship, particularly in relation to legal reasoning and fatwa issuance. This study aims to examine the position of ijtihad, mufti, and fatwa in the age of AI and to analyze the extent to which AI can be utilized without replacing the authority of human scholars. The research employs a qualitative approach through library research, drawing on classical and contemporary works of usul al-fiqh, scholarly journal articles, and official documents from religious institutions. The findings indicate that AI lacks essential epistemological and ethical qualities required for ijtihad, such as moral responsibility, intention, and contextual understanding of social realities and maqasid al-shari‘ah. Consequently, AI cannot function as a mujtahid or mufti in determining Islamic legal rulings. Instead, it may serve as a supportive tool to assist scholars in accessing legal sources, conducting textual analysis, and managing religious data more efficiently. The study also identifies key ethical challenges related to authority, accountability, data bias, and contextual sensitivity that must be addressed to ensure responsible use of AI in Islamic law. This research contributes conceptually by clarifying the methodological boundaries of AI in Islamic legal reasoning and emphasizing the continued central role of qualified scholars in fatwa formulation.
