Abstract

The high unemployment rate among Generation Z Awareness shows the need for adaptive regional policies and leadership in shaping the work motivation of the younger generation. This study aims to analyze the influence of the role of policy, regional head leadership, and motivation on the character and work readiness of Generation Z. The method used is quantitative with a survey design of 44 Gen Z respondents, who were selected purposively. The research instrument in the form of a questionnaire was tested for validity and reliability, with a Cronbach's Alpha value of 0.895. Data analysis was carried out using multiple linear regression and Pearson correlation through SPSS version 22. The results of the study show that the three variables the role of policy, regional head leadership, and motivation have a positive and significant effect on Generation Z Awareness. The role of inclusive and participatory policies forms a conducive work ecosystem, while the transformational leadership style of regional heads is proven to be a dominant factor in encouraging the enthusiasm and loyalty of Gen Z. On the other hand, intrinsic motivation supported by a work environment that is responsive to basic psychological needs also enhances the productive and adaptive work character of Gen Z. These findings underscore the importance of synergy between policy, leadership, and motivation in developing the younger generation.

Abstract

The rapid digital transformation ushered in by Industry 5.0 has redefined human-technology interactions, emphasizing collaboration between artificial intelligence and human capabilities, particularly among Generation Z, who are digital natives with advanced technological proficiency and expectations for personalized services. This study aims to examine the influence of digital-based management and Industry 5.0 technology on the characteristics and productivity of Generation Z in Medan, a key economic hub in North Sumatra. A quantitative approach was employed, involving questionnaires distributed to 44 respondents aged 18–24 years, with data analyzed through Pearson correlation, reliability testing, coefficient of determination, and hypothesis testing. The findings reveal that Industry 5.0 technology exerts a dominant influence on Generation Z, with a strong correlation of 0.775 and a high significance level, while management also has a significant positive effect, with a correlation of 0.622. Approximately 63.5% of the variation in Generation Z’s characteristics is explained by these variables. The study concludes that integrating adaptive management with Industry 5.0 technologies is essential to optimize Generation Z’s potential, enabling organizations to foster innovation and productivity in a digital era.

Abstract

Education and motivation are pivotal in shaping the development of individuals and communities, particularly for Generation Z, who face unique socio-economic challenges in rural settings. This study aims to analyze the influence of education and motivation on the skills, mindset, and future prospects of Generation Z in Kuala Air Hitam Village, Langkat Regency, North Sumatra. A quantitative approach was employed, with data collected through questionnaires distributed to 44 respondents aged 13 to 28 years. The data were analyzed using descriptive statistics, validity tests, reliability tests, normality tests, heteroscedasticity tests, multicollinearity tests, multiple linear regression, F tests, and T-tests. The findings confirm that education and motivation together significantly affect potential of Generation Z, explaining 60.8% of the variation in their outcomes, with motivation having a stronger influence (t = 4.313, significance = 0.000) than education (t = 3.496, significance = 0.001). Both variables independently contribute to enhancing skills and prospects. The study concludes that integrating educational improvements with motivational programs is essential to unlock the potential of Generation Z, enabling them to overcome rural challenges and contribute to sustainable community development. Collaborative efforts among stakeholders are recommended to support these initiatives.

Abstract

Organizations experience leadership deficits without succession planning, which can potentially lead to operational disruption and strategic failure. This study aims to uncover the contribution of Human Resource Management in Succession Planning, as well as identify the tactics and strategies implemented to support Leader Development. This study applies the Systematic Literature Review method to review articles on Human Resource Management and succession planning published between 2001 and 2024. The research process consists of identification, selection, evaluation, and integration, resulting in 11 related articles that provide a solid foundation for analysis and discussion. Based on the literature analysis conducted on 11 selected journals, which were further analyzed using thematic analysis method. The research findings indicate that active participation of HRM in Succession Planning not only strengthens Leader Development but also supports increased employee engagement and organizational culture. The implications of this study emphasize the need to incorporate HRM strategies in Succession Planning as a step to ensure leadership sustainability and improve overall organizational performance.

Abstract

This study aims to examine the mediating role of consumer trust in the relationship between product quality, price, and promotion (exogenous variables) and purchasing decisions (endogenous variable) in the ready-to-eat food sector. As competition intensifies in this industry, identifying the factors that influence consumer behavior becomes increasingly important. Employing a qualitative approach with an exploratory study design, data were collected through in-depth interviews and focus group discussions involving purposively selected consumers who regularly purchased ready-to-eat meals in the past three months. Thematic analysis was used to interpret the data and identify key patterns. The findings reveal that while product quality, competitive pricing, and relevant promotions contribute to shaping purchasing behavior, these factors are insufficient without the presence of strong consumer trust. Trust acts as a crucial psychological bridge that links marketing strategies to consumer action. When trust is established, perceived risk decreases, and consumers are more likely to follow through with a purchase. These insights emphasize the importance of trust-building in marketing strategies, suggesting that businesses in the ready-to-eat food industry should not only focus on product attributes but also invest in fostering long-term consumer confidence to drive sustainable purchasing behavior.

Abstract

This article aims to analyze the government's legal intervention in the management of cassava as an agricultural commodity in East Lampung Regency through a normative juridical approach. The background of this study stems from the weak bargaining position of farmers in the cassava value chain and the lack of effective legal protection at the regional level. This research applies normative legal methods by examining statutory regulations, legal doctrines, and relevant academic literature. The findings indicate that although the legal basis for state intervention is sufficiently established at the national level, its implementation remains ineffective due to the absence of clear operational norms, disharmony between central and regional regulations, and the lack of legal enforcement mechanisms to control exploitative market practices. The implications highlight the urgent need for a regional regulation that specifically governs cassava trade systems, including price floor policies, legal empowerment of farmer cooperatives, and strengthened legal oversight through administrative law instruments. A law-based government intervention is necessary to ensure economic justice distribution and meaningful protection for vulnerable groups in the agricultural sector.

Abstract

The protection of patient health data confidentiality is a fundamental aspect of the healthcare system, aimed at maintaining individual privacy rights. However, many medical data breaches still occur, posing risks to patients socially, psychologically, and legally. Therefore, regulations regarding healthcare professionals' obligations to maintain patient medical information have been clarified in Law No. 17 of 2023 on Health and the Code of Ethics for Health Professionals. This study examines the legal responsibility of healthcare professionals in maintaining patient health confidentiality and evaluates the obstacles and legal efforts made to enforce these regulations. The study uses a normative legal method by studying laws, legal concepts, and cases. Data were collected through a literature search that examined laws, legal books, and court decisions related to medical confidentiality breaches. This study found that regulations have clearly defined the obligations of healthcare professionals in maintaining patient medical data confidentiality. However, the implementation in the field still faces various obstacles, such as a lack of understanding among healthcare professionals regarding regulations, weak supervision systems, and challenges in enforcing the law for violators. Existing regulations have established severe sanctions for medical confidentiality breaches, but their effectiveness still needs to be strengthened through increased education for healthcare professionals, enhanced data security infrastructure, and more consistent monitoring and law enforcement.

Abstract

The proliferation of unregistered skincare products in Indonesia presents a critical legal issue concerning consumer safety and regulatory enforcement. Despite the presence of Law Number 8 of 1999 on Consumer Protection, the circulation of unauthorized cosmetics continues to endanger public health and disrupt market order, as evidenced by national agency of drug and food control 2024 data reporting over 1,000 confiscated illegal products valued in the tens of billions of rupiah. This research addresses the legal question of how effectively current consumer protection laws safeguard individuals from the risks posed by illegal skincare products. The study aims to analyze the normative foundation of consumer protection, evaluate enforcement challenges, and propose strategies to enhance regulatory efficacy. Using a normative juridical method, the research relies on statutory analysis, case studies, and conceptual interpretation based on primary, secondary, and tertiary legal sources. The findings reveal that although the legal framework is normatively adequate, its implementation is hindered by low public awareness, limited digital oversight, and fragmented institutional coordination. The study concludes by recommending integrated digital supervision, strengthened inter-agency collaboration, and continuous consumer legal education as essential measures to reinforce legal protection and curb the spread of unauthorized skincare products in Indonesia.

Abstract

An urgent legal issue emerges from the normative disharmony between Article 9(2) and Article 23(5) of Law No. 28 of 2014 concerning Copyright. Article 9(2) requires creators to give written permission for the use of their works, implying a direct licensing mechanism, while Article 23(5) mandates the use of a collective management system through the National Collective Management Organization. This inconsistency has led to legal uncertainty, especially in the context of public performance royalties, and has disadvantaged songwriters due to a lack of transparency in royalty calculations. This study aims to examine the legal certainty of public performance licensing in Indonesia's music royalty management system by analyzing the implementation of Article 23(5) of Law No. 28 of 2014 and Government Regulation No. 56 of 2021. This study, using a normative juridical method, finds that despite Government Regulation No. 56 of 2021 establishing SILM and LMKN, licensing conflicts persist. It recommends harmonizing the regulation by clearly recognizing direct licensing under Article 9(2) while protecting moral rights under Article 5 of Law No. 28 of 2014.

Abstract

The use of songs on digital platforms without permission and royalty payments has caused economic losses of up to 1.2 trillion IDR per year for creators, due to weak manual tracking systems and database fragmentation. This study aims to formulate an integrated data bank model based on blockchain, Application Programming Interface, and audio fingerprinting to improve the transparency of royalty distribution in accordance with the Copyright Law and Government Regulation Number 56/2021, as well as fulfilling trade aspects related to intellectual property rights article 14. through a normative juridical approach, this study analyzes the legal gaps between national regulations and global practices and examines the implementation of real-time tracking technology. The results are expected to produce technical policy recommendations for system harmonization, increasing royalty distribution accuracy to 85%, and strengthening law enforcement through digital evidence. This research supports the National Medium-Term Development Plan 2024-2025 target of increasing the contribution of the creative economy by 7% and strengthening Indonesia's position in the global Intellectual Property Rights regime through adaptive and sustainable technology-based solutions.
