Abstract

Nagari Tageh is a program implemented by the government to strengthen the community based on the community itself. Nagari Tageh is a reflection of the national program known as the Disaster Resilient Village. In West Sumatra, Nagari Tageh was initiated by the Regional Police (POLDA), and at the district level, it was carried out by the local police (POLRES). In Tanah Datar Regency, Nagari Tageh has been socialized since 2018, but there is still no Nagari that has been able to implement this program comprehensively. The involvement of other stakeholders that should support this program has also not been seen, as if the POLRES is working alone without cross-sectoral support. However, because the Nagari Tageh program is a strategic program that directly involves the Nagari community, contributions from other relevant agencies are urgently needed. This study aims to examine the roles that can be carried out by government institutions as stakeholders in the Nagari Tageh program so that it can be implemented more comprehensively in the future. This research uses a qualitative method with a descriptive approach. Data were collected through interviews with key informants from the Tanah Datar POLRES and several other stakeholders related to the Nagari Tageh program. The results show that stakeholders other than POLRES and the Nagari government actually have a commitment to support the implementation of Nagari Tageh, but there is no formal coordination or clear role division. Each institution has a different potential contribution according to its authority, but there is no binding collaboration mechanism. A coordinated structure between institutions is needed to ensure that this program can run in an integrated and sustainable manner.

Abstract

Commitment of nurses to hospitals remains a challenge in human resource management. One factor influencing organizational commitment is ethical climate, an individual's perception of values, norms, and moral standards in the work environment. A positive ethical climate is believed to increase nurses' loyalty and emotional attachment to the institution. This study aims to analyze the effect of ethical climate on organizational commitment among nurses in government hospitals in Padang City, Indonesia. This is a quantitative explanatory study with a sample of 69 nurses who met the inclusion criteria, taken by proportional random sampling. Data were collected using a questionnaire and analyzed with SmartPLS. The results showed a significant positive effect of the ethical climate of benevolence and principles (caring, independent, law and code, rules) on organizational commitment (T-statistic 7.715; P value 0.000; sample mean 0.745, R square 0.440), and there was no effect of instrumental climate on organizational commitment. A positive ethical climate that reflects caring, compliance with rules, and the principle that every action and decision is based on personal or professional standards can strengthen nurses' commitment to the organization. Strengthening ethical culture is important in building sustainable and quality-oriented health services.

Abstract

The COVID-19 pandemic has exposed significant vulnerabilities in global healthcare systems, severely impacting the financial and operational stability of hospitals. This systematic literature review analyzes the post-COVID-19 global health crisis's effects on hospital cash flow, identifies core principles of effective cash flow management, and formulates comprehensive strategies to enhance hospitals’ financial and operational resilience. This study employs the Systematic Literature Review (SLR) method as the primary approach to identify, evaluate, and synthesize findings from various sources of literature relevant to the research topic. Findings reveal that hospitals have faced sharp revenue declines and increased operational burdens, further exacerbated by challenges in claims processing and reimbursement systems. Nevertheless, adaptive hospitals demonstrated resilience through revenue diversification and cost efficiency. This report highlights the importance of proactive cash flow planning and monitoring, optimization of receivables and claims management, prudent debt management, operational efficiency, and strategic investment in digital transformation. Furthermore, human resource development and the establishment of strong crisis management teams are critical elements in building long-term resilience. Recommendations include adopting integrated technologies, enhancing collaboration, and advocating for more efficient payment systems to ensure the sustainability of healthcare services amid future global uncertainties.

The call for better public services is rooted in the significant need to enhance efficiency, effectiveness, and service quality by leveraging digital technologies. This inquiry focuses on understanding how mobile applications act as facilitators for innovation in public service delivery and investigates the variables that may either promote or hinder the success of these innovations. The investigation's methodology is qualitative, involving data collected through interviews, direct observations, and reports from governmental entities that have integrated mobile applications. The research shows that mobile applications can optimize service delivery, enhance transparency, and widen public access to governmental services. In any case, the fruition of this artistic venture is closely linked to the engagement of leadership, the preparedness of skilled workers, the adequacy of technological resources, and the dynamic involvement of the masses. The identified hurdles range from poorly equipped training for human resources to an unwillingness to adapt to organizational changes and a lack of proper technological infrastructure. This study advocates for enhancing human resource capabilities, improving communication among stakeholders, and developing adaptive and user-friendly technological systems to ensure the sustainability of mobile application-based public service innovations and to maximize the value added to the public. Consequently, strategic and integrated innovation management is essential for the digital transformation of public services in the contemporary era.

Abstract

Corruption in Indonesia remains a persistent problem, undermining the government system, economy, and threatening social stability. This study aims to analyze the authority of prosecutors in conducting investigations into corruption crimes based on Law Number 16 of 2004 concerning the Prosecutor's Office of the Republic of Indonesia. The research questions in this study include: 1) How is the authority of the prosecutor's office regulated in investigating corruption crimes under Law Number 16 of 2004; 2) What is the mechanism for investigations conducted by prosecutors; and 3) What obstacles are faced by prosecutors in conducting investigations based on this law. This research uses normative and empirical legal methods. To address these issues, an empirical juridical type of research is employed, utilizing semi-structured interviews and the statute approach. The results show that Law Number 16 of 2004 provides a strong legal foundation for prosecutors to investigate corruption crimes. The authority is further regulated under Law Number 31 of 1999 on the Eradication of Corruption Crimes, as amended by Law Number 20 of 2001. This represents a significant challenge for the prosecutor's office and other law enforcement agencies to address. The role of prosecutors is specified in Article 1 point 1 of Law Number 16 of 2004 concerning the Prosecutor's Office of the Republic of Indonesia, and their duties and functions as investigators of corruption crimes are aligned with the provisions of Article 284 paragraph (2) of the Criminal Procedure Code (KUHAP) and Article 17 of Government Regulation Number 27 of 1983. The existence of various regulations granting investigative authority to other institutions also poses obstacles, leading to overlapping jurisdictions and differing perceptions in carrying out the investigative process. These issues form significant challenges to the authority of prosecutors as investigators of corruption crimes.
