Abstract

Jumlah UMKM di Kabupaten Temanggung yaitu sebanyak 24.000. Batursari saat ini memiliki jumlah UMKM yang tergolong cukup banyak. Bidang usaha yang ditekuni kebanyakan masyarakat yaitu pedagang sembako dan makanan. Keberadaan para pelaku UMKM selain membuat lingkungan sekitarnya terlihat ramai, juga mampu meningkatkan perekonomian dan kondisi finansial desa. Permasalahan masih banyak para pelaku UMKM di wilayah Batursari, Kabupaten Temanggung yang belum mengetahui dan memahami tentang pentingnya penghapusan jaminan fidusia ketika utang telah lunas. Kegiatan ini bertujuan meningkatkan pemahaman penghapusan jaminan fidusia kepada para pelaku usaha UMKM dalam rangka memberikan kepastian hukum. Metode pengabdian yang digunakan adalah edukasi, workshop dan pendampingan. Edukasi mencakupi tata cara poses penghapusana jaminan fidusia secara online serta memberikan gambaran biaya yang perlu dikeluarkan dalam pengurusannya. Workshop digunakan untuk melakukan analisis permasalahan riil dan menyusun langkah-langkah penyelesaiannya. Pendampingan dilakukan untuk memastikan langkah-langkah penyelesaian berjalan sesuai rencana.

Abstract

In fulfilling everyday needs, certainly needing equipment and supporting equipment in practice. However, due to limited capital, the background of the birth of legal entities from the government to the private sector offered a program to lend money which was then used for capital. In the process, this loan is often called a credit agreement in which the minimum requirement is a guarantee that will later be used as a collateral object. The guarantee acts as an addition (accesoir) to the main agreement which is to convince the creditor of the assets of the debtor and their ability to make payments later. Because not everyone has sufficient assets to make a loan, a guarantee institution arises that provides a loan program without using collateral. In connection with the development of technology, a new program was born, namely peer to peer lending based on financial technology. Ease in requirements and track record written in a system is the attraction of this type of loan, but because it is regulated by the system, there can be a mismatch of what is promised.

Abstract

This study investigates the legal framework surrounding fiduciary guarantees in Indonesia, elucidates the position of secured creditors when debtors face bankruptcy, and scrutinizes the procedural regulations for enforcing fiduciary liens in the aftermath of bankruptcy proceedings. The research utilizes a normative legal methodology and an analytical-descriptive approach, referencing foundational doctrines in the Civil Code and the provisions of Law No. 37 of 2004 regarding the Suspension of Debt Payment Obligations and Bankruptcy. Data were gathered from primary legal texts, particularly Law No. 42 of 1999 on Fiduciary Guarantees. They were further supported by secondary literature in legal scholarship and relevant non-legal sources that provide insights into practical enforcement trends. The examination starts by delineating the legal framework of fiduciary security: identifying qualifying collateral (including movable and specific immovable assets), specifying registration and perfection criteria, and differentiating fiduciary liens from traditional pledges and mortgages. The focus then shifts to the point of insolvency, examining the classification of fiduciary creditors within the bankruptcy hierarchy—distinguished as preferred or concurrent claimants—and the rights they maintain to identify and reclaim collateral beyond the general estate. The study delineates the procedural steps required by Law No. 37/2004 for post-bankruptcy enforcement, encompassing notice provisions, valuation, auction sale, and distribution of proceeds. The findings indicate that Indonesian law establishes a structured framework for fiduciary guarantees; however, there are notable tensions between the insolvency moratorium and the secured creditor’s entitlement to timely enforcement. Furthermore, instances of priority conflicts can emerge in practice, highlighting the necessity for more explicit guidelines regarding the ranking of creditor claims. This study integrates doctrinal theory, statutory text, and procedural detail to provide a thorough reference for practitioners and policymakers. It proposes specific reforms to enhance predictability and boost creditor confidence in Indonesia’s secured lending framework.

Abstract

Indonesian universities are increasingly expected to enhance their international reputation, particularly in comparison to Malaysian institutions, which have achieved higher global rankings. Key indicators of international recognition include publications, citations, and research. This study aims to compare the use of digital media by universities in Indonesia and Malaysia in supporting these indicators. The research will address three main questions: the role of government regulations and facilities in both countries in shaping university reputation, how universities utilize their official websites or portals, and the similarities and differences in digital strategies. A qualitative comparative approach will be applied, using primary data from regulations and university portals, along with secondary sources such as interviews, literature, and media. Relevant regulations include Indonesia’s Higher Education Law and Malaysia’s Education Act 1996. This study focuses on the digital presence of Universitas Negeri Semarang (Indonesia) and Universiti Teknologi MARA (UiTM) Malaysia. While both institutions utilize digital platforms, UiTM has shown more advancements in e-learning and digitizing administrative processes. In contrast, Universitas Negeri Semarang continues to improve its digital content to enhance accessibility and interactivity. By analyzing these approaches, this study seeks to highlight best practices and areas for improvement, ultimately contributing to the broader effort of strengthening Indonesian universities’ global standing.

Abstract

Micro, Small, and Medium Enterprises are business activities that can expand employment and provide extensive economic services to the community. They can also play a role in equalizing and increasing public income, promoting economic growth, and contributing to national stability. In addition, Micro, Small, and Medium Enterprises are one of the main pillars of the national economy that must get the most opportunities, support, protection, and development as a form of firm partiality to the people's economic business groups, without neglecting the role of Large Enterprises and State-Owned Enterprises. In Law No. 11 of 2020 concerning Job Creation, simplification of Business Permissions through Integrated Online Licensing (Online Single Submission). Mergosari Village became the first to produce batik with a typical Wonosobo motif through the Batik Mergosari community named Batik Carica Lestari. The problems partners face include the lack of knowledge and understanding of small- and medium-sized business actors in Mergosari Village regarding the legal aspects of business actors, which still need to be improved. The solution to this problem is to provide education using lectures and seminars with village officials and small and medium enterprises of Mergosari Village, and small and medium enterprises should have a Business Master Number (NIB). The method of service is to provide education through socialization and mentoring practices.

Abstract

The objective of this article is to examine the extent to which the implementation of Islamic law in Aceh has affected the civil rights of non-Muslim groups. Its focus is on their access to bureaucracy and public services after the implementation of Islamic sharia. The article seeks to answer these questions: (1) What is the opinion of the non-Muslim communities in Aceh on the implementation of Sharia law and its impacts on their lives in Aceh? (2) Do they experience discrimination when it comes to bureaucracy, government, and access to public services after the special autonomy status granted in Aceh? (3) What is the strategy for strengthening access to bureaucracy and public services for non-Muslim community in Aceh? To answer this question, the author conducted research using a qualitative approach with a purposive sampling technique involving seven informants ranging from local bureaucrats, interfaith leaders and non-moslem NGO to utilizes in-depth explanation to assess the accessibility of public services and bureaucratic systems under the implementation of Sharia law. The article indicates that there has been a shifting opinion among non-Muslims in Aceh before and after the implementation of Islamic Sharia in Aceh. Before the implementation of Islamic law, they had a slanted view of Islamic law. But after the implementation of Islamic Sharia, their views have changed positively. When dealing with bureaucracy and public services, non-Muslims generally do not feel any discrimination. However, there have been instances where non-Muslims faced difficulties in obtaining permits for activities.

Abstract

Act Number 4 of 2023 expands the  Financial Services Authority (known as Otoritas Jasa Keuangan/OJK), as the leading sector in investigating money laundering crimes initiated by criminal acts in the financial services sector. However, this provision has resulted in many legal ambiguities, such as who can explore the predicate crime, what the optimal division of authority between the police and the OJK is, and what the consequences of the OJK's authority as a sole investigator. This article is here to identify the legal ambiguities arising from the expansion of OJK authority and to offer solutions that focus on strengthening harmonization and coordination between related institutions. The approach includes an analysis of available legal instruments, relevant case studies, and other policies used to address financial service crimes, such as banking fraud. The results of this study are expected to contribute positively to the expansion of the authority of the OJK in enhancing the effectiveness of money laundering investigations. In addition, this article also contributes to providing concrete recommendations to overcome legal ambiguities by strengthening cooperation between institutions and formulating more integrated policies.

Abstract

The violent dynamics of gender, power, and politics synergistically undermine the political recruitment participation of women in Indonesia. Victims are often unaware of the oppressive power structures disguised as social norms, which continue to marginalize women's roles in politics. This research aims to identify the types of discrimination faced by women during the recruitment process for the 2024 legislative elections and to analyze the effectiveness of existing legal regulations in eliminating these obstacles. The study employs a normative doctrinal research approach by analyzing legislation, policies, and recruitment documents related to gender-based political representation. The analysis is further supported by theoretical frameworks concerning symbolic violence and gendered power relations. The study finds that systematic discrimination is perpetrated through “invisible” power structures that maintain a gap between formal legal protections and actual societal practices. Although the law provides a constitutional quota of 30% for women’s representation, symbolic and structural violence continues to suppress meaningful political participation. Legal frameworks tend to emphasize procedural equality, thereby failing to eliminate entrenched discriminatory practices. The study advocates for regulatory reforms that go beyond formal equality to ensure substantive and meaningful political inclusion of women in Indonesia. Abstract

In carrying out its business activities, a bank must pay attention to various things considered necessary for the community and the institutions tasked with supervising them, namely maintaining their health. Unhealthy banks cannot carry out good operations and can revoke their business permits. Therefore, the health of a bank is considered very important because it is a driving factor for people to be able to entrust their funds to a bank that can guarantee the security and comfort of people who are customers of that bank. Apart from bank business, the OJK, as a supervisory institution, supervises and ensures that a bank is in a healthy condition and that the bank experiences minimal problems that could put it in a dangerous situation when carrying out its business. Bank obligations and the role of the OJK will be based on Law no. 4 of 2023, which amends Law no. 7 of 1992 and Law no. 10 of 1998 related to banking so that it can maximize the effectiveness of banks in carrying out their obligations to maintain the health of the bank as well as the role of the OJK in supervising and ensuring the health condition of the bank. The writing method that the author applies in writing this article is a normative juridical method, which will focus on implementing or implementing existing and applicable laws and regulations. The result that can be concluded is that we can assess the level of bank health by a series of obligations that the bank must submit to the OJK, as well as the OJK's role, which has been maximized in supervising and assisting banks to maintain health by standards.

Abstract

Abstrak Krisis lingkungan dan iklim global menuntut pendidikan untuk turut serta dalam solusi melalui pendekatan Greening Education, sebagaimana diinisiasi oleh UNESCO. SMK Negeri 1 Puring yang memiliki visi ramah lingkungan menjadi mitra dalam kegiatan pengabdian masyarakat bertajuk Greening Education 101, yang bertujuan meningkatkan kompetensi civitas akademika dalam aspek pengetahuan, keterampilan, sikap, dan nilai konservasi lingkungan. Kegiatan menggunakan pendekatan manajerial POAC (Planning, Organizing, Actuating, Controlling) yang diterapkan pada seluruh tahapan pelaksanaan. Metode pelatihan terdiri atas ceramah, tanya jawab, demonstrasi, praktik mandiri, dan pendampingan. Evaluasi dilakukan melalui pretest-posttest. Pelatihan diikuti oleh 24 peserta pada tanggal 11 Juni 2025 dan menghasilkan peningkatan signifikan pada seluruh aspek. Pengetahuan meningkat dari 38% menjadi 88%; keterampilan dari 25% ke 56%; sikap dari 88% ke 100%; dan nilai konservasi dari 44% ke 81%. Hal ini menunjukkan efektivitas pelatihan dalam menginternalisasi prinsip greening education. Namun, pelaksanaan hanya satu hari menjadi kendala dalam pendalaman materi dan pengukuran outcome jangka panjang. Partisipasi peserta juga bervariasi, dengan dominasi komunikasi satu arah. Pelatihan Greening Education 101 efektif dalam meningkatkan kompetensi peserta di bidang pendidikan berkelanjutan. Diperlukan pelatihan lanjutan berdurasi lebih panjang dan pendekatan komunikasi dua arah untuk mendukung transformasi lingkungan sekolah secara menyeluruh. Kata kunci: greening education; pendidikan lingkungan; SMK; sustainable development. Abstract The global environmental and climate crisis demands that education participate in solutions through the Greening Education approach, as initiated by UNESCO. SMK Negeri 1 Puring, with its environmentally friendly vision, became a partner in a community service activity entitled Greening Education 101, which aims to improve the competence of the academic community in the aspects of knowledge, skills, attitudes, and values of environmental conservation. The activity uses the POAC (Planning, Organizing, Actuating, Controlling) managerial approach, which is applied at all stages of implementation. The training includes lectures, questions and answers, demonstrations, independent practice, and mentoring. Evaluation was carried out quantitatively and qualitatively through pretests and posttests. Twenty-four participants attended the training and significantly improved all aspects. Knowledge increased from 38% to 88%; skills from 25% to 56%; attitudes from 88% to 100%; and conservation values from 44% to 81%. This demonstrates the effectiveness of the training in internalizing the principles of greening education. However, the one-day implementation hampered in-depth understanding of the material and the measurement of long-term outcomes. Participant participation also varied, with one-way communication predominating. The Greening Education 101 training effectively improved participants' competencies in sustainable education. Further, longer training and a two-way communication approach are needed to support comprehensive school environmental transformation. Keywords: environmental education; greening education; sustainable development; vocational high schools.
